Comparatively recent Tasmanian legisla tion established a series of rigid control standards for environmental protection just as ma spectacular expansion of the mining industry was nearing completion. Upgrading existing protection to obtain the necessary licence to operate under these new regulations required further major works and involved a considerable outlay of non- productive capital at a time when escalating costs and falling metal prices were straining economic efficiencies to the limit. Late in 1974 a major environmental protection scheme was commissioned by the Electrolytic Zinc Company of Australasia Limited at Rosebery on the West Coast of Tasmania. This 4 million dollar project was specifically developed by the Company ahead of and to meet the new standards for control of total effluents discharged from its zinc-lead -copper-pyrites mine and concentrator.

Stringent environmental benchmarks imposed by governments and successful legal challenges in the country of origin have changed the risk profile for all mining companies over recent years. In developing countries, however, where high government standards may not always be in place, direct community action has often made worthless substantial investments in otherwise viable mining operations. Real limitations are therefore imposed from these risks on all areas of mining activity, wherever they may be. Thus, the bar has been raised for all companies developing or operating mines. This paper argues real financial and global industry reputation benefits accrue when all known environmental risks, where practical, are managed. In response, among major international mining companies, as the industry moves towards greater global consolidation, senior management teams have increasingly adopted corporate governance standards including æTriple Bottom LineÆ (shareholder/government/community) sustainability reporting. Sustainability reporting is encouraged by improved international stockholder and financial investor perceptions by contributing to lowered social, community and geopolitical risk which lowers the cost of access to funds as well as improving staff morale and productivity. New mines must not only be primarily financially viable but must operate throughout in a sustainable way. Case studies of some recent mining operations, who have not foreseen or proactively managed major environmental risks, demonstrate the dire financial and personal implications for managers, directors and shareholders from not identifying and managing these environmental risks. Merely having a corporate policy statement on environmental standards or high level Government approvals process for a mining activity does not preclude mining operations from the risk of direct action by local populations or future adverse legal implications from risks which were perhaps identified but not mitigated effectively. Methods and processes for the identification and active management of environmental risks in the global arena are discussed to add a practical element to sustainability, based on the authors recent strategy development processes with governments and major mining houses such as BHPBillition, Rio and Xstrata. Emphasis is placed on proactive, innovative yet practical solutions which, where possible, show positive contributions firstly to the financial bottom line but also the community at large.

With respect to the present situation in mining and to the further technical development as well, a several times higher exploitation may be in this region expected, especially in the deeper .eated parts of the deposit. When solving the tasks of a complex economic exploitation over the whole region, consi- derable attention is paid to regional relations and impact studies (due to expected exploitation and ore dressing but also to very difficult problems of dewatering (drainage pro- blems-). It will be first of all necessary to find there an equilibrium between the consequences resulting from the re- naissance of mining industry and environmental requests un- dispensable for the city of Banska 9tiavnica and the other neighbouring towns in the vicinity of mining plants.

Anthropological diggings have revealed that the American Indians carried on intertribal trade in flint, obsidian, ochre, and other mineral commodities, indicating that mining was practiced before the arrival of the white man from Europe Carbon datings from the native copper pits on Isle Royal and Keweenaw Peninsula, Michigan, have yielded dates as early as 5555 BC for this mining. As early as Pliocene time, Eolithic-man fashioned artifacts of stones probably found on the surface, but by late Quaternary, Neolithic man was sinking shafts and mining underground for flint. Because placer gold was easily recognized and easily worked, it was used for ornamental purposes by nearly all cultures before other metals were discovered The Chaldeans hammered copper objects approximately 4500 BC and copper was used in India and China about 3000 BC. An ancient trail from the Nile to the Sinai led to the mines of copper and turquoise Paintings and bas-reliefs of Egyptian tombs dating around 3000 BC depict maps, mining, and smelting in this area. It is interesting that despite this widespread and long history of mining, Agricola records that the first mining laws were developed by the Greeks at Laurium about 700 BC. All of the base metals are known to have been produced in small quantities during the Colonial period in America, but perhaps the first commercial production was the iron ore shipped from Virginia to England in 1608, followed by lead in 1621. Among the earliest companies formed in America that still survive (according to the standard reference yearbooks), were: the Jackson Mining Co., predecessor of Cleveland-Cliffs Iron Co. on the Marquette Range, Michigan, in 1844; the Sussex Zinc and Copper Mining & Manufacturing Co., fore-runner of New Jersey Zinc Co. in 1848 (although the Franklin-Sterling body was discovered in 1640); the five companies, Pittsburg and Boston, Quincy Mining, Pewabic, Huron Mining, and Minesota all formed in the decade (1844-1855) that followed the rediscovery of Keweenaw copper, were combined into Calumet and Hecla; and Vermont Copper Mining Co. in 1853 Although southeast Wisconsin lead-zinc was discovered in 1690, Mine La Motte in southeast Missouri in 1720, placer gold in California in 1848, Comstock Lode in 1859, Leadville in 1860, Cripple Creek in 1891, no surviving companies of those early mining periods exist. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest, air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers. etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables. FUGITIVE DUST Most state air pollution regulatory agencies now have rules and regulations requiring control of fugitive dust. This refers to dust generated from normal processing operations. We report Hitachi's approach to establish the recycling process for rare-earth metals in magnet. We have developed a process to disassemble the used electric products to collect the magnets, a process to remove the surface plating film of the magnet, and processes to separate rare-earth metals from the magnet. All processes are operated without chemical solutions in order to minimize the environmental impact due to the waste water emission. For the disassemble process, we have developed an equipment to generate continuous shock on the electric products to loosen screws. A sand blast technique is applied for the plating removal process. Rare earth metals in the magnets are extracted by immersion of the magnets in molten magnesium. The extracted rare-earth metals are separated from Mg by evaporation of Mg. The overall yield of recovery is 86.8 %. The purity of the final rare-earth metal is 98.8 %.

The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and surface mining. This chapter discusses the relationships of the environment to land as it applies to surface operations ill the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds. abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores: and coal mining. Production of coal by surface methods is now approaching 300 million tons annually, amounting to almost 50% of the total coal output. Surface coal mining can be classified into the following four broad categories: Open pit mining is practised where the coal beds are extremely thick, as in some western states, or where the coal beds are sharply pitching, as in the anthracite region of the eastern United States. Water is a most remarkable substance. It is essential for life of all kinds. Not only can no one live without water, but man has always needed water for farming, raising animals, manufacturing, transportation, and recreation. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created by man. However, with our growing population and our ever-increasing demand for goods and services, the public, industry, and government at all levels have become aware of the need to more efficiently manage the water resources of this nation. Coal has helped this nation to become the greatest industrial nation in the world. Coal has generated our electricity, run our railroads, and helped arm our nation during wartime. The result has been the highest standard of living in the world, a time of widespread prosperity, and a national defense potential that has delivered the hardware during four wars in this century. The use of water in coal mining is somewhat different than in most industries. With the exception of the small amount of water used in cleaning plants and for fire protection, most of the water encountered in coal mining operations is unwanted since it serves no useful purpose. In other words, it must be removed, otherwise it will interfere with mining operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Advancements in tunneling technology and underground construction, plus rapidly rising costs of land, and a higher priority being placed on urban esthetics, make tunnels a more attractive option for certain portions of the highway construction program. Recent emphasis placed on fuel conservation reinforces the need for tunnels as a means of shortcutting circuitous routings designed to avoid potentially undesirable environmental impacts on any given area. Larger and more complex tunnels which have been constructed in recent years attest to this greater interest. More than 100 major highway tunnels are in operation in the United States. Highway tunnels commonly have much higher initial cost compared to surface routes. Where extensive cut and cover is involved, temporary disruption of the surface area may prove costly. In exchange for these costs, certain environmental advantages result. The purpose of this paper is to discuss some of the environmental advantages of highway tunnels and some of the unsolved problems related to obtaining maximum use of highway tunnels and research underway to help solve these problems.

Many disputes related to environmental issues in mining are resolved through often-antagonistic negotiations in a regulatory context or through litigation. These approaches are certainly the best choices for resolving certain disputes. However, just as no single remediation technology is the right fit for every site, so no single dispute resolution process is the best choice for every situation. This paper introduces a range of dispute resolution alternatives (from collaborative decision making through mediation, arbitration, and litigation). Especially when money is tightest, cost-effective dispute resolution(and the outcomes that can accompany it) can have an impact on the bottom line.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

This risk management approach is based on probabilistic risk assessment and established decision analysis techniques, and appropriately considers the relationships among various mine development decisions, tradeoffs among consequences, the uncertainty in predicting consequences, and the benefits of flexibility to respond to changed conditions.

New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.
