Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

The United Kingdom, although a relatively small island, has a wealth of mineral deposits, coal, granite, limestone, gypsum, lead, florspar, etc. Coal is a major source of energy with 71 opencast coal sites, 52 using explosives. Many of these sites are in rural areas, the average area worked being 250 acres. The smallest is 35 acres, the largest 2,000 acres, but only 600 acres can be operated at any one time.

The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage. Air flow control is achieved by either passive or active regulation. Passive regulation adds resistance, usually in the form of a regulating door. Active regulation adds pressure sources in the form of underground booster fans. Ventilation engineers are increasingly turning to analytical tools to assist them in the design and operation of ventilation systems. Besides the conservation and closing activities, an important issue to achieve is the environmental rehabilitation of the mining perimeters, also assuring the continuity and sustainable development of the mining activity in the Jiu Valley. Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

With the proclamation of the Environmental Protection Act, 1971-80, the Environmental Protection Authority and Department of Conser- vation and Environment were established to enhance the quality of the environment. Proposed gold developments of all scales can be referred to the Authority in the form of a Notice of Intent. Environmentally significant projects might then require preparation of an Environmental Review and Management Programme. Current environmental issues include the'effects of clearing by prospectors,, mine dewatering and tailings disposal. INTRODUCTION In the past, the environmental aspects of gold industry related activities have received little attention. However, with the proclamation of the Environmental Protection Act, 1971-80, mechanisms were instituted which allowed both for referral of projects to the Environmental Protection Authority (EPA) and establishment of the Department of Conservation and Environment. As well as providing assistance to the EPA on referred projects, the Department is concerned about a number of environmental issues associated with the gold mining industry.

In situ mining and dump leaching has been practiced for years. Recent environmental concern over conventional mining and milling techniques has rendered in situ mining more attractive. While there are many environmental advantages to in situ mining, there are disadvantages which, if ignored, can lead to environmental damages, followed by stringent control. The environmental advantages and disadvantages of the various types of in situ mining operations are discussed. Current legislation and regulations governing in situ mining are cited, together with a suggested program of environmental monitoring designed to protect the mining company as well as the environment. Suggestions are made for possible solution of existing pollution problems associated with previous mining activities by heap-leaching techniques. Present and indicated control of subsurface injection is traced, because of the many similarities in philosphy and monitoring requirements to in situ mining.

Papua New Guinea (PNG) stretches from the equator to Latitude 12° South and from Indonesia's Irian Jaya Province in the west to the Solomon Islands in the east (Figure 1). The population totals 3.5 million people who are mostly concentrated in highland valleys on the main island and around the coast. This paper outlines the history of mining, describes the natural, cultural and regulatory setting of mineral discoveries and highlights, by example, some of the more idiosyncratic environ-mental aspects of mining developments in PNG. It concludes with remarks on the progress made in the fifteen years since environmental matters entered the agenda for the establishment of a new mine in PNG.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

The phosphate fertilizer industry is a large activity in Brazil because the soil has a phosphorous deficiency. The phosphoric acid that is produced is extensively used in the production of fertilizer. It is produced by reacting phosphate carbonaceous rock with sulfuric acid, generating phosphogypsum as a by-product. In 1991, there were about 29 million tons of phosphogypsum stored in Brazil. This has increased to an estimated 280 million tons in 2001. While the phosphogypsum is used in the cement industry and also in agriculture, the quantity used is much less than the production rate, and the stockpiles are still increasing. The radioactivity of this waste may not allow its continued use as a construction material and some other uses. However, Brazilian phosphogypsum contains a smaller quantity of radioactive materials than is reported for phosphate rocks from other countries. One important reason is the geological origin of the Brazilian apatite. All the large deposits being currently mined are igneous, not sedimentary, as is the majority of the phosphate rock produced around the world. An extensive study is being conducted to characterize the phosphogypsum generated in two production facilities in Sao Paulo state to develop safe uses for this waste and determine the environmental impact caused by the present method of phosphogypsum disposal.

Prospecting in arid terrain can produce substantial environmental impacts, comparable to or greater in magnitude than the impacts associated with actual mining or petroleum production. Impacts are likely to be particularly severe where prospecting involves intensive geophysical exploration, especially in areas which have escaped degradation by other land uses such as pastoralism. With appropriate environmental planning and management, however, the environmental impacts of prospecting in arid terrain can be greatly reduced and mitigated, at low cost. In many countries, prospecting licences, exploration leases and associated tenements now carry a range of conditions relating to environmental protection. The assessment, avoidance and mitigation of environmental impacts is therefore an important component of and-zone exploration. My aim here is to give an overview of some of the main aspects of an environmental planning and management (EPM) programme for prospecting in arid terrain (PAT). Detailed operational prescriptions for environmental protection procedures are necessarily specific to particular areas and types of prospecting: see. e.g., Buckley (1982a, 1984, 1985a, 1986a), Klepacki et al. (1985) and Stone (1986). The intention here is to provide a checklist rather than a recipe book: as an aid in incorporating environmental aspects into the overall planning and management of an exploration programme, and in liaison with company environmental staff, consultants and regulatory bodies. I also hope to show that whilst some of the techniques used in particular environmental disciplines certainly require specialist expertise, the overall design of an EPM programme is not in the least esoteric, but simply an exercise in straightforward common sense. Perhaps this paper could be subtitled: "Demystifying environmental Planning".

The requirements of today's and tomorrow's markets led to a new generation of facilities which handles large tonnages annually, loading them into larger vessels, at higher rates, efficiently and reliably, with minimum labor input, and significantly greater attention to the environment. A great variety of products are handled, including various grades of metallurgical and steaming coal, coke, iron ore in its many forms, shapes and moisture content, phosphates and fertilizer products, bauxite and alumina ores, limestone, sugar and grains, cement and many other products. When we examine the annual tonnages involved in these movements the economic value of handling these products on a bulk basis can be readily seen. Although nearly all these products have been handled by continuous bulk conveyors for many years, recent governmental response to environmental concerns require a re-evaluation of previous procedures. Most air pollution and emission control regulations and ordinances have recognized several specific sources of pollution. Detailed regulations and requirements have been developed concerning smoke emissions, emissions of visible air contaminants and particulate matter from power plants, heating plants, refuse burning equipment, coke ovens, steel furnaces, kilns, and other industrial installations. Although fugitive dust is also an environmental pollutant it is governed by regulations that are more general and therefore, more difficult to apply. A general definition of a "fugitive particle" is any matter which escapes or becomes airborne from an operation or which is emitted into the atmosphere without passing or being conducted through a flue, pipe, stack or other structure designed for the purpose of emitting air pollutants into the atmosphere. This paper deals with the aspects of fugitive dust emissions as they apply to shiploading. Fugitive dust emissions control is important not only because of environmental regulations but also to prevent the loss of valuable product, reduce housekeeping, and reduce breakdown and maintenance problems to land and vessel equipment. The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. Votorantim Metais Zinco is a smelting facility which produces SHG zinc, zinc alloys, sulfuric acid, liquid SO2, copper sulfate, cadmium metal and silver concentrate. It is located at Juiz de Fora, Minas Gerais State, Brazil. This facility has been operating since 1980 and its current capacity is 95,000 tonnes of zinc per year, using mostly imported sulfide concentrates.The plant uses the conventional roast-leach electrowinning (RLE) process, in which iron is removed from the circuit as jarosite. The residues generated by the RLE process, which amount to about 200 t/day (dry weight), were until 10 years ago, deposited in tailing ponds having no impervious lining. More recently, jarosite and other wastes have been deposited in a properly built reservoir, but this is reaching its maximum capacity. In order to decommission these disposal operations and to reclaim the sites in an environmentally acceptable manner, Votorantim Metais concluded in 2004 a rehabilitation project for the old tailings pond and prepared detailed plans for managing the current and future disposal of jarosite-bearing residues. This paper describes the procedure for removing iron from the hydrometallurgical circuit and discusses the past and current status of the residue disposal sites, as well as the future challenges related to the environmentally acceptable handling of iron residues.

The utilization of blast furnace and BOF slags has long traditions and well-known applications in the building and road construction industries and in soil conditioning. The starting point for product development has been the basic physico-chemical properties of slags. This development has led to the almost 100% utilization of blast furnace slags and also considerable amounts of steel slags. While new methods and applications are continuously being looked for and developed in order to recycle and utilize all types of slag, there is at the same time an increasing debate over the exact nature of the slags, whether they are products or waste material, and whether they should be considered substances or preparations. These questions have emerged as a consequence of the environmental effects of the slags and current environmental legislation. The environmental effects of slags can be seen to be both beneficial and less beneficial. There is no doubt about their benefits in the road construction industry, as they allow significant savings in terms of natural materials and in transportation. It is also a known fact that using slags as fertilizers and in the cement industry leads to reduction in CO2emissions. The less favourable effects are the possible harmful emissions into the soil and groundwater. In this paper we describe the properties of slag products and their environmental effects according to investigations carried out in Finland. One prime objective must be the identification and minimization of potential liability, both for the corporation and its officers, directors and employees.This paper will identify the basis for liability of individuals and corporations for environmental matters, focussing on current legal requirements, and the appropriate legal response to events of such potential liability. It will also consider the reduction of liability through the implementation of management systems and environmental policies in order to ensure due diligence both with respect to corporate responsibility and the responsibility of the individuals within the corporation.IntroductionConsolidated Professor Mines Ltd . and its predecessor have been exploring in northwestern Ontario for about sixty years . During the last twenty years, the company has been interested in developing a gold mine, the Duport Project, on Stevens Island in Shoal Lake . The lake straddles the border between Ontario and Manitoba and is a drinking water supply for Winnipeg and environs.The Duport Project involves the mining of 450 t/day grading an average of 0.35 oz Ault of ore . At the minesite, located on Steven s Island in Shoal Lake, only preliminary processing of the ore will take place, to produce gravity and flotation concentrates for final gold recover y at a mainland plant well removed from the Shoal Lake watershed. No hazardous chemicals will be used at the island site."

The paper describes the application of New Zealand's environmental impact assessment procedures to a proposed gold and silver mine in the North Island of New Zealand. The project is described and a summary is provided of the statutory permits or consents that are required prior to operation of the project. Emphasis is given to the requirement for environmental impact assessment and the preparation of a formal environmental impact report. The company's approach to impact assessment is described, with examples of how this assessment and the identification of management alternatives influenced the engineering design of the project. Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. A survey of derelict and active alluvial tin and sapphire mines in the Emmaville area of northern N.S.W. as the first step in a pro- gramme of similar surveys to be undertaken throughout the State by the State Pollution Control Commission is presented. Thirty nine individual mine sites in the study area were included in the survey and an assessment made of the current level of impact on the environment at each site by assigning values of "magnitude" and "importance" to a number of impacting factors. Results are pre- sented in matrix form and mine sites ranked in order of impact "importance". Examples of alluvial tin, underground tin/arsenic and alluvial sapphire operations are discussed in detail and rehabilitation programmes proposed for implementation.

A study was carried out to compare the environmental impacts of the two major iron ore agglomeration processes, sintering and pelletising, using life cycle assessment (LCA) methodology. The following agglomeration processing routes, with the fuel options shown, were investigated:sintering with combined natural gas/coke breeze or charcoal as fuel, grate-kiln pelletising with combined natural gas/coke breeze as fuel, and straight-grate pelletising with combined natural gas/coke breeze as fuel. Inventory data for each process derived from the literature, and in some instances supplemented by additional simulations and calculations, were used in the study and the environmental impact categories considered were gross energy requirement (GER), global warming potential (GWP) and acidification potential (AP). The results of the study showed that the GER, GWP and AP for a sinter plant are higher than those for a pellet plant for the same amount of metallic iron in the agglomerated products. These results are partly due to higher consumption of solid fuel and flux in the sintering process. However, it should be pointed out that the study only compared substantially fluxed sinters with acid pellets that may require additional flux (and hence potentially more greenhouse gases emissions) to be a balanced blast furnace feedstock. Extending the LCA to the blast furnace process stage was beyond the scope of the current study. Within the sinter plant, the sintering stage itself is the largest contributor to the GER, GWP and AP. In the case of pellet plant, the pellet induration stage is the largest contributor to the various environmental impacts. The GER and GWP of a straight-grate pellet plant are marginally higher than those of a grate-kiln pellet plant due to the higher electrical power required by the straight grate system. The substitution of coke breeze with charcoal in the sintering process results in an increase in GER but a decrease in GWP. However, a substantial proportion of the GER is derived from renewable sources (wood), resulting in a decrease in the non-renewable components of this environmental impact. Given the source of the inventory data and the assumptions and approximations made in carrying out the LCAs, it is emphasised that the results presented in this paper should be considered as indicative rather than as definitive results for the two iron ore agglomeration processing routes considered.
