Technology and economies of scale have, in the past decade, brought about the emergence of giant vessels. Meanwhile, to answer the need for rapid dispatch, as a means of combating the proportionately far greater demurrage charges, shiploading and unloading speeds have soared (Ref. 1, 2, 3). As the loading and unloading rates have dramatically increased, so has the cloud of dust grown in unbearable proportions. It not only has threatened to be a real menace to machinery and men, but in certain instances has also seriously jeopardized fish and marine life (Ref. 4). In an era when ecology is king, dust in shiploading and unloading can no longer be shrugged off as a mere public nuisance, and its control is now duly recognized as of grave concern to all. Even if public outcry were not a problem, from the operator's own parochial point of view, dust can adversely affect productivity and the well-being of the operating personnel. Without adequate control, it can also result in costly equipment maintenance, particularly when the dust is micronic in size, and abrasive. The Hierarchy of Control Techniques Given the great fortune of not yet having to deal with gas and odors, in the jargon of pollution control, our problem is confined to having to control "particulates" only. To deal with "particulates", the myriad of dust control techniques can be utterly confusing to those who are not entirely well versed in the methodology. Our analysis of what is available to date results in the following hierarchy of logical preferences: 1. Prevention 2. Removal 3. Suppression 4. Containment 5. "The asbestos mining industry in the Eastern Townships of Quebec has early recognized the undesirable side-effects associated with mineral production, such as air pollution, noise and unsightly waste dumps. In order to efficiently achieve the industry's aim of eliminating or minimizing these objectionable features of mining, all of the asbestos producers in Quebec interchange information, knowledge and design dealing with the environmental control measures through the Environmental Committee of the Quebec Asbestos Mining Association.The paper describes what has been done and what is planned for the future in the various problem areas, such as control of dust emitted during the open-pit drilling operation, control of dryer stack emissions, control of the environment in ore, fibre and tailings handling operations, rehabilitation of the countryside covered by waste dumps, and many others."

Details are given of three legal controls for the pollution of the air, the water, and the land, together with brief histories of the developments leading up to these controls. Attention is drawn to the fact that legal action may be instituted against a mine under common or other laws where pollution causes proveable damage or loss. It is suggested that an international conference should be held to define the philosophies and principles on which to base not only the necessary legislation for environmental control but also the machinery by which the controls can be administered.

Several types of drainage structure providecost-effective environmental controls for water supply to Charters Towers and its mining industry. Drainage groves maintain bank-levee, channel, pool, and spring structures. Failure of drainage structures leads to anoxic fermentation of channel fill releasing residues, such as arsenic, which would otherwise pass harmlesly by fixed on sedimentary particles.Experiments along drainage structures indicate that productive agroforestry could be integrated with expeditious development of groves to cope with environmental change.

Kaiser Aluminum & Chemical Corporation's (KACC) entrance into the alumina market began in 1946 with the purchase of a small plant in Baton Rouge. Louisiana. Since that time KACC has been involved with the design, construct; on, and operation of many alumina plants around the world. One of these plants is located in Gramercy, Louisiana. The Gramercy Works is a multiplant installation consisting of an alumina plant, a caustic-chlorine plant, a petroleum coke calciner and a fluorochemicals plant. Each of these plants require their own specific environmental control programs to abate pollution. Kaiser has made significant progress through the years on their own initiative in pollution control. But many new challenges have been and continue to be created with the enactment of environmental laws. The 1970 Clean Air Act Amendments, the resurrection of the old "Refuse Act" in 1970 and finally the 1972 Federal Water Pollution Control Act Amendments prompted the formulation of our current philosophy towards the abatement of pollution. Since the formulation of these complicated pieces of legislation, others equally complicated, have come to being. The Federal Insecticide, Fungicide and Rodenticide Act as amended by the Federal Environmental Pesticide Control Act of October, 1972, the Toxic Substances Control Act of 1976, the Solid Waste Disposal and Resource Recovery Act of 1976 and the Safe Drinking Water Act sighed in December of 1974 have all contributed to the challenge for an alumina plant to meet regulatory constraints. However, this paper will only discuss the alumina plant?s environmental programs designed to meet compliance with air and water pollution legislation. At the Gramercy Alumina Plant, over $25 million has been spent for pollution control since 1969. The Gramercy Plant is a prime example of KACC's commitment to meeting the environmental challenge.

Mining is generally considered a large-scale hightech industry. However, it has estimated that about 12 million people, about 30% of the world’s total mining workforce, relied on small-scale mining for their livelihoods. During the years, the large-scale mining industry has developed best practice environmental procedures, which have been applied in diverse settings through the world. In contrast, small-scale mining is better known for its high environmental impact and the lack of safe and healthy working conditions. This paper will discuss the environmental control strategies used by the large-scale mining industry, and its applicability to small-scale mining in developing countries.

The Purpose of this paper is to present an overview of research underway at the Los Alamos Scientific Laboratory to investigate some of the more attractive options for controlling trace element contamination of coal refuse drainages. * The control methods under consideration include chemical and physical methods to immobilize or remove undesirable contaminants prior to refuse disposal, the treatment of refuse disposal sites with attenuating agents to prevent the discharge of contaminated water, and the direct treatment of refuse drainage as it emerges from the refuse disposal site. The results from these laboratory studies suggest that many of these techniques are technically feasible for controlling trace element contamination of refuse dump drainage.

This study examines the possible relationships between compositional variability in non-hydrothermal manganese nodules and large-scale environmental parameters. In the central SW Pacific (145-180° W and 20-O° S) the level of primary productivity, the rates and proportions of carbonate, silica and organic matter supply to the sediments, and the position of the seafloor relative to the Calcium Carbonate Compensation Depth (CCD) appear to directly influence nodule composition. Four zones of nodule composition are apparent. These zones correlate fairly well with the level of primary productivity in surface waters, as estimated by satellite-based measurement of chlorophyll content. The observed correlations between surface productivity and nodule composition are consistent with the contention that the dominant source of several transition metals in these deposits (i.e , Mn, Ni, Cu. and Zn) is provided by removal of fine-grained particulate matter from the water column by biological means. Subsequent decay of organic matter in sediments augments the content of these metals in the nodules through oxic and sub-oxic diagenesis. The opposite behavior of Fe and Co content may in part result from mineralogical and dilution effects.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

Provision needs to be made at all stages for the cost of environmental components since it is of fundamental importance that they be recognised as an integral component of any project. Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

"Belt conveyors, because of their low capital and operating costs and inherent flexibility in handling a wide variety of products, have numerous applications in the mining industry. With the increased emphasis on improving the workplace environment, dust emissions from belt conveyors at transfer and other points have become a significant problem for many applications.The paper reviews belt conveyor dust control technology and compares dust emissions from belt conveyor systems with other possible materials handling systems. Technical information on existing belt conveyor installations which have been designed to minimize or eliminate dust emissions is summarized. The important features of good design as well as the necessary input from operating and maintenance personnel are highlighted. The status of research and development work on dust control on belt conveyor systems on a world-wide basis is discussed. A proposed methodology for field measurements of emission factors from belt conveyor systems is presented. Data collected from such a test program can be used to establish a design basis for new dust-free belt conveyors.IntroductionBelt conveyors have proven themselves over the year s in the mining industry as a reliable and low-co st method of moving bulk material at high tonnage rates. Because of the above, as well as their inherent flexibility in handling a wide variety of products, belt conveyors are often called the ""workhorses"" of bulk material handling systems. For many processing plants, belt conveyors serve as the ""vital link"" in providing feed to the plant and the removal of the finished product. As would be expected, there has been considerable engineering effort in designing rugged and reliable belt conveyor systems.It is also well known that belt conveyor systems are a primary source of respirable dust emissions. The major sources are from the tail pulley where material is received and the head pulley where material is discharged, from the return idlers, due to the fine material attached to the return belt, and from the take-up pulley. It is usually considered that for dust particles less than 10 microns, these particles will remain airborne and thus can have a profound effect on the workplace environment."

Spalding DeDecker Associates, Inc. (SDA) designed a tunnel project that fulfilled the Sustainability Objectives of Social Equity, Environment, and Economics. The project translated the principles of Sustainable Development into actions that lessened the impacts of construction on environment, lives of residents, businesses, traffic, and other social systems (i.e., shopping, recreational, and educational). The project involved the construction of a 16,108 feet of 84 inch diameter sanitary sewer interceptor by tunneling 40 feet beneath the ground surface through difficult geological and hydrogeological settings. An effective public information and stakeholders relationship program was developed to achieve the stated objectives of sustainability.

"With rapid deterioration in the urban environment caused by air pollution, the possibility of chemical reaction between dimension stone and the industrial waste gases present in the ambient atmosphere remains. The chemical reaction can cause expensive damage to building stone; it is essential that a stone evaluation for use in construction should assess the possibility of this type of decay. This paper endeavours to develop testing procedures for evaluating stone decay in polluted environments. Such tests can accompany other standard tests used in dimension- stone evaluation."

In the municipality of Rio Quito, department of Chocó, Colombia, alluvial gold has been illegally exploited by suction dredging. The project consists of using geospatial techniques to identify degraded areas and analyze the viability of remediation dredging to mitigate environmental liabilities. The area has sediments contaminated by mercury and cyanide, so it is necessary to reconform the riverbed with the remediated material. Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company's net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.

"Due diligence reviews are an essential part of mineral property acquisitions. One of the primary reasons to complete an environmental review prior to exploration property acquisition is to assess the potential environmental liability. It is critical to identify the potential reclamation costs or existing environmental liability associated with the exploration property. A review of the existing condition of the property and its history can allow prioritization of exploration targets and ease future expenditures for historic damages. IntroductionIn Canada and some other jurisdictions, the purchaser of a property is assumed to know, and is (in the absence of deceit or fraud) financially responsible for, what is purchased. A plea of ignorance, at least from the perspective of environmental liability, is not an acceptable excuse to avoid responsibility (Nelson, 1994). Therefore, if an exploration company (for the purposes of this paper, any organization conducting exploration work) purchases a property that has environmental contamination, the new owner is liable for the cost to reclaim the site to an acceptable level. The cost to reclaim the site is the environmental liability. The new owner is responsible for existing environmental liability of the property, even if the exploration company’s personnel were not aware of the problem. In simplest terms, buyers beware. Therefore, in order to protect the exploration company’s interests, the exploration manager should determine the characteristics of the property of interest prior to purchase or other involvement, and exercise due diligence.The term “due diligence” is often used in the mining industry. To ensure clarity, in this paper’s context, the author has chosen to use the following meaning: “… due diligence is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money” (Smith, 1997).Directors of the exploration company are held liable for the decisions made, unless they have relied in good faith on,“…a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person” (OBCA, 1994)."

From October 1980 through August 1982, surveys were conducted on 19 longwall mining operations to obtain data relative to respirable dust levels associated with particular longwall operations and occupations, to make recommendations for enhancing dust control, and, where applicable, to evaluate the effectiveness of new technology implemented to control dust. The paper summarizes the data collected during these surveys and, where possible, draws conclusions and discusses actions that can be utilized to reduce exposures to respirable coal mine dust on longwall mining operations.

During the last decade grassroots minerals education programs have blossomed throughout the United States and in other countries. At the same time an environmental education movement has been gaining momentum. While this offers a unique opportunity to share the mining industry’s story, it also has some potential pitfalls. In this paper the authors will discuss some of the benefits of participating in environmental education and provide some practical tips for success, based on New Mexico experiences. It will conclude with a presentation on a successful environmental education program at Heights Middle School in Farmington New Mexico.
