The Ok Tedi copper and gold mining project is located in the headwaters of the Fly River system in western Papua New Guinea. The project's Feasibility Study was completed in 1979, and in- cluded a preliminary environmental assessment and an environ- mental management program. Construction commenced in 1981, an environmental impact study was completed in 1982, mining and treatment of gold ore commenced in 1984, staged construction of copper ore processing facilities took place during 1986-1988, and a further major environmental study was carried out for the operat- ing mine during 1986-1989. A very considerable data base of environmental information has been assembled by means of a comprehensive monitoring program. Environmental management criteria applied to the Project have reflected the stages and nature of development and operation. Criteria have been designed to regulate potential environmental impacts in the Fly River. An Acceptable Particulate Level of suspended sediment is the principal criterion. Compliance is con- ditional upon -a limited reduction in fish biomass, and upon dis- solved and particulate copper concentrations not exceeding predicted values at various locations throughout the river system. The criteria were established by the Government of Papua New Guinea following evaluation of environmental studies undertaken by the mining company. Compliance is checked by a detailed monitoring program, frequent reporting and statistical evaluation of monitoring results.

"The past 14 years have brought an increased awareness of environmental problems. Surface mining for mineral aggregates has been one o f the issues which ha s sparked fierce controversy and debate. Various level s of government, industry, and the public have engaged in an unending battle for adequate planning, regulation, and rehabilitation of pits and quarries. Agreement has seldom been reached and, as a result, few standards, guidelines or policies have been established, or enforced province-wide.Surface mining ca uses a number of environmental problems including noise, dust, water table disturbances, aesthetic degradation, increased traffic, and health and safety hazards. These problems are particularly serious in urbanizing area s, where people are exposed to the mining operations. Associated with the operational phase of surface mining are the issues generated by the multiplicity of abandoned pits and quarries which dot the countryside. These large, gaping, often dangerous waterfilled holes are a blight o n the landscape, and represent a misuse of land.The environmental problems connected with pit s and quarries are compounded by the fact that accessible reserves of mineral aggregates are being lost through the process o f urbanization. In addition, restrictive zoning at the municipal level is restricting access to even more aggregate rich land. This results in the paradox that the very urbanizing process which creates the demand for aggregates is rapidly reducing the available supply. These problems have stimulated the Ontario Ministry of Natural Resources to call for a province-wide program of inventory, assessment and planning for the protection o f high-quality reserves in Official Plans. These proposals have met with strong opposition from municipal leaders, who are jealously protecting their autonomy.Environmental management education is a prerequisite for all parties involved in pit and quarry planning, regulation or rehabilitation. "South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. "It is difficult to know how much environmental information is absorbed by those in a position to put it to use. The following information may seem like ""old stuff"" to those whose companies are taking steps to improve their environmental performance. This paper is directed in particular to those people who are interested in determining what further changes are required to make improvements as concerned environment citizens.IntroductionUntil recently, the author was comfortable with the fact that none of the operations for which he was responsible had any environmental charges against them. It was not until one of his operations was charged with non-compliance that the author discovered due diligence as a way to avoid a second charge, and when an unfortunate spill occurred at another operation, the meaning of risk prevention was learned. Knowledge was gained step by step to the point where finally environmental information is being heeded, rather than waiting to learn from sad experience. With the appreciation of what it takes to do a good environmental job, comes an understanding of the challenge that lies ahead, and the fact that there is a lot to learn.At a recent environmental gathering, comments from the participants varied considerably. Some just didn't understand why government was being so unreasonable, while at the other end of the spectrum one individual whose company was well along the path to becoming a good environmental citizen remarked that it was all very basic. What was immediately understandable to one went right over the heads of others, indicating the different stages that have been attained in the acceptance of environmental responsibilities."

Environmental issues have evolved considerably over the last two decades. The main contributing factors, to name a few, have been the changing values of our modern societies, the globalization of trade and its linkage to environment, evolution and accessibility of information/communication technologies, better educated populations, climate change, long range transport of toxics and the increasing influence of NGOs and multistakeholders. As well, environmental management of mining operations had to be realigned in order to meet these new realities and to respond to more elaborated regulations oriented towards sustainability. Environmental Management Systems (EMSs) have emerged and have been introduced to meet not only the assurance of conformance to regulations but also to prevent pollution and to apply the continuous improvement of mining processes. EMS models have been developed and certification to international standards (e.g. ISO-14 001) is a common practice. Globalization has imposed challenges and additional requirements to environmental management. Developing a mine in emerging countries implies dealing with international agencies, local communities and a variety of government infrastructures to obtain a ?licence to operate?. This paper presents the structure of our EMS and how we have adapted its implementation to our operations in South America.

Following on from the successful completion of three exploration programs and the discovery of two new inactive Seafloor Massive Sulphide (SMS) deposits within New Zealand?s Exclusive Economic Zone (EEZ), Neptune is now poised to take the next step from explorer to developer. Neptune considers that commercialization of SMS deposits represents the future of the mining industry, providing a new source of metals to the world economy, and enabling host countries to benefit from this new industry. Neptune recognizes that marine biodiversity is among the greatest treasures of New Zealand. The geological isolation, range and complexity of habitats, and a number of major ocean currents that influence New Zealand have created diverse marine communities. Neptune, recognizing both the environmental importance of marine biodiversity and the value it provides to all New Zealanders has made commitments to ensure sustainable development. There are many unanswered questions regarding how the marine environment may be affected by SMS development, however best practice environmental management is a key aspect of the Company?s approach to our activities and the code for ?Environmental Management of Marine Mining? prepared by the IMMS has played a part in this approach. Neptune has close relationships with the scientific community to ensure that appropriate environmental strategies and plans are developed in order to minimize the effects of our activities on the environment.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

The Mt Lyell Mine, situated in Queenstown on the west coast of Tasmania, has a production history of more than 100 years. Previous mining activities have resulted in substantial modifications to environmental conditions at Mt Lyell and disposal of sulphidic waste rock across the lease has left a legacy of on-going environmental impacts including acid drainage (AD). In 1995 Copper Mines of Tasmania (CMT) was granted a mining lease Irons the Tasmanian State Government for redevelopment of Mt Lyell and indemnity from actions concerning pollution from previous occupation and use of leased land. The Environmental Management Plan (EMP) for the Mt Lyell redevelopment committed CMT to be responsible for waste rock dumps generated from their activities and to ensure that management is in-line with best practice environmental management principles. CMT commenced commercial production in December 1995 with sulphidic material from development of the underground Prince Lyell mine reporting to a single waste rock dump constructed according to a management plan developed in July 1995 and superseded by a management plan for extension in May 1997. The CMT waste rock dump currently has a total capacity of 220 000 m- and approximately 120 000 m3 of rock have been placed to-date. Material reporting to the dump is placed in a densely compacted state to a controlled surface profile. The dump is clay capped and a final revegetated soil layer placed on top. A rock pitched drain extends down to a wetland area in order to remove stormwater and minimise possible soil erosion on the revegetated sections. An integral part of the management plan for the waste rock dump involves characterisation of waste rock to identify geochemical rock types according to acid forming potential with provision for selective placement within the dump. High-risk materials are selectively placed and covered within the core of the waste rock dump, where possible, to control sulphide oxidation. Monitoring equipment has been installed in the waste rock dump by the Australian Nuclear Science and Technology Organisation (ANSTO) and an on-going monitoring program has been established to demonstrate the integrity of the dump cover as a barrier to the influx of atmospheric oxygen into the dump. The overall objectives of this program of work are to control the oxidation of sulphidic waste rock in the waste rock dump, minimise the risk of AD, prevent pollution of the aquatic environment and thereby demonstrate the integrity of the CMT waste rock dump management Strategy.

Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

With the advent of increased environmental regulation and high penalties for non-compliance in many countries, there has grown a need for all industries to assess their risk with respect to environmental compliance and consequently develop management systems which ensure environmental compliance and sound environmental practice. The need to better assess and manage environmental risk has developed rapidly as legal and financial penalties have increased for inappropriate management of the environment. The mechanism that industry has developed to manage risk is through the use of environmental management systems. These environmental management systems are generally based on the principles of total quality management. For example the British Standard BS7750 (Specification for Environmental Management System) shares common management system principles with ISO 9000 quality management systems. The same trends of increased environmental regulation and higher penalties for environmental impairment are now evident in Australia where environmental management systems are now being introduced. With increased penalties for environmental impairment and greater responsibility of managers and directors, environmental management systems are likely to become even more common in Australia. This paper describes some of the influences directing environmental management within the Australian industrial and mining environment, describes the elements of an environmental management system and relates these to the mining industry.

The decade of the 70?s saw a series of landmark environmental resource programs enacted by the Congress. Many states followed suit, so that by the end of the decade air quality, water pollution, and the conservation of other natural resources, including minerals, were the subject of a wide-ranging body of laws, policies, regulations, and procedures. Many of the actions required or permitted by this rule-making involved areas for which adequate information and substantial experience were not available. Moreover, goals and objectives were sometimes established which were enormously difficult to achieve technically, or of such formidable expense as to cause concern about their consequences in the marketplace. It is therefore hardly surprising that one product of all this activity has been a mass of litigation. Court dockets are crowded with suits and counter-suits involving both substantive and procedural aspects of environmental protection. Indeed, it is probably fair to say that the volume and range of environmentally-related disputes brought before the courts parallels that generated by the civil rights movement a decade ago. There were also some new dimensions to the environmental movement. For the first time, the national environmental policy act required agencies to prepare environmental impact statements when proposed projects or activities would have substantial impacts on environmental resources. Another requirement of many of the new programs mandated meaningful citizen participation in public decision-making. Here, as elsewhere, the purpose was admirable, but guidelines were vague, and the result often was inaction, polarization, and litigation.

The intensity of environmental conflict, the delays and legal battles that have marked the 1970's suggest the need for additional processes to resolve environmental disputes. Our present means frequently fail to address the real issues separating individuals and institutions. They are primarily adversary processes that foster polarization and reduce cooperative efforts. At the Office of Environmental Mediation, we have no quarrel with adversary processes nor with polarization, for both serve as important spurs to necessary change. We do seek cooperation among parties at a point where there can be a realistic expectation of success in facilitating a resolution of their mutual differences.

Mediterranean regions such as Greece, Turkey, Cyprus, Corsica and New Caledonia have experienced epidemics of malignant mesothelioma as a result of non-occupational, ??domestic?? exposure to tremolite asbestos and fibrous erionite. This exposure to tremolite asbestos and fibrous erionite is typified ??domestic?? due to its prevalence in regions with natural deposits of tremolite asbestos (or fibrous erionite) where the material from tremolite asbestos or fibrous erionite is used for domestic applications such as whitewashing. However, these exposures may be useful in examining the potential consequences of even small amounts of amphibole asbestos fibers in the ambient air. It can also elucidate the effects of fibers that behave like amphibole asbestos. However, this type of exposure is not useful for studying the potential effects of small amounts of asbestos in the ambient air of big cities due to the differing nature of the fiber types and modes of exposure between the regions. © 2008 Published by Elsevier Inc. Geophysical methods are useful non-invasive means of collecting subsurface information on the environmental impacts of resource developments. Techniques such as seismic refraction, ground probing radar and magnetics are well established tools for environmental studies of waste disposal sites. Repeat resistivity surveys, gravity surveys, and infrared or multispectral remote sensing hold great promise for monitoring environmental changes. Examples from New Zealand include geothermal field monitoring, which may involve the use of geophysics for .detecting changes of surface thermal activity, hydrothermal eruptions, induced earthquakes, contamination or depletion of shallow groundwater, and subsurface fluid recharge. Other examples include resistivity monitoring of contained effluent disposal ponds, tailings dams and landfills. Experience has shown that care is necessary to identify the natural variability of the parameter measured before drawing conclusions regarding an observed change.

"The level of scientific knowledge about the effects of contaminants is increasing and changes in environmental monitoring are likely to allow for the assessment of environment effects particularly to the aquatic environment. This paper provides an overview of recent developments in this area which include the environmental effects monitoring program for pulp and paper operations, the assessment of the Aquatic Effects of Mining (AQUAMIN) program, the Aquatic Effects Technology Evaluation (AETE) program, and the review of the federal Metal Mining Liquid Effluent Regulations (MMLER). The paper also provides a look forward at the direction of environmental monitoring of mine projects in Canada. IntroductionEnvironmental monitoring programs provide a wide range of data to environmental management systems, regulatory authorities, and stakeholders. The data obtained are used to demonstrate that operations are in compliance with regulatory environmental protection requirements, and provide the scientific basis for assessing the effectiveness of environmental protection measures. Environmental monitoring requirements for mine projects are established based on the type of operation, site specific issues and concerns, and the requirements of regulators and mine proponents.The level of scientific knowledge regarding the potential effects of contaminants on the receiving environment is increasing, and in particular with regards to the receiving aquatic environment. Regulatory controls regarding the protection of fish, fish habitat, and fishery resources are being reviewed with regards to their adequacy, and the environmental effects monitoring program on the pulp and paper industry is expected to provide useful data relevant to those types of operations. These developments are of interest to mine proponents as it is presently expected that an environment effects monitoring program will be developed specifically for the metal mining industry under a regulated environmental effects monitoring program as part of the Fisheries Act. This paper reviews recent developments in this area, and provides a look forward on the future directions of environmental monitoring programs."
