The paper briefly discusses the benefits to proponents of a formal environmental assessment process. It is argued that any process should be fair, cost effective and efficient, involve all affected parties, and should identify important issues at an early stage. The paper outlines the procedure used in Victoria, and the ways in which it attempts to address the above criteria.In conclusion the paper discusses progress towards a national approach to Environmental Impact Assessment. This is currently being pursued by the Australian and New Zealand Environment and Conservation Council.

Since the commencement of its activities in Huelva in 1970, Atlantic Copper has maintained a course of action that has been more demanding than the successive environmental legislations current at different times. As its primary objective it has sought compatibility between the protection of the environment and both its industrial activity and the social and economic development of the area in which its Metallurgical Complex is located. For this reason, since the seventies it has maintained a continuous programme of investments which have allowed it to attain its present environmental situation. As a consequence of the Environmental Policy of Atlantic Copper, in April 1998 it obtained certification for its Integrated System of Environmental Management (SIGMA) according to international standard IS0-14001, and under European Community Regulation 1836/93 (replaced by the 76112001) for the Eco-Management and Eco-Audit System (EMAS). The SIGMA formalises the environmental management practices of Atlantic Copper and engages it to have available a system that can be fully audited. Atlantic Copper was the first European Company in the non-ferrous metallurgical sector to obtain both the UNE-EN-ISO 14001 certification and the EMAS registration. The present paper reviews the actions by Atlantic Copper in environmental matters that have allowed it to achieve its present position. It also describes the coming stages of improvement planned and the modifications to be carried out in the near future, in particular the criteria for the selection of technologies on the basis of the concept of BAT (Best Available Techniques) introduced by the European Union, and always guided by the final objective of converting Atlantic Copper into a reference within the sector, comparable to the best designed and operated installations in the world.

In 1997 Chile was the world's largest copper mine producer with around 3.4 million metric tomes of copper. Conventional technology (conminution-flotation- smelting-converting-electrorefining) for copper sulfide ores was used. For copper oxidized ores hydrometallurgical processes (heap leaching-solvent extraction- electrowinning) were employed. Consequently, the most important waste effluents include flotation tailings, gaseous emissions, smelter slags, acidic and alkaline wastewater, electrolytic sludges, solid residues from leaching, etc. The introduction of stricter environmental regulations are forcing the Chilean industry to minimise the generation of waste and promote cleaner production. Gas emissions such as SO2 and arsenic from smelters and process wastewater are the major problems at this stage. The environmental impact assessment of gas emissions in all six largest smelters namely Chuquicamata, Caletones, Potrenllos, Ventanas, Paipote and Chagres led to design a "decontamination plan." The implementation of this plan resulted in (i) the installation of sulfuric acid plants for SO2 abatement and (ii) the installation of electrostatic precipitators to remove arsenic oxides condensed from cooling gases. The aim of this paper is (i) to describe the type of waste associated to the various stages of the metallurgical processes and (ii) review the main abatement technologies used in medium and large size companies.

"The Irkutsk region is a raw material region. There are a lot of big enterprises for extraction and processing of oil, gas, coal, iron, gold and rock salt. Besides of it, refractory clays, limestone, mica, gypsum and talc are mined in the region. The most important type of mineral raw material is a gold. More than 8.5% of the total mining in the Russian Federation is extracted in Irkutsk region. It is about 0.7% of the world production. The environmental problems of mining and processing enterprises are a complex set of issues that requires of the searching of effective methods to be solved. One of the key environmental problems remains the reduction of waste generation and the introduction of environmentally safe waste management. After analysing different methods of environmental impact assessment it is established that the method of Life Cycle Assessment is one of the most effective methods for mining production. This method base? on the material balance of flows of raw materials, products and waste. The method of Life Cycle Assessment allows to identify the effects of environmental pollution under the influence of mining and processing at a quantitative level and to show real quantitative forecasts of the possibility of managing the flows of raw materials and waste.INTRODUCTION The Irkutsk region is a raw material region. Consequently, an increase in the volume of processing is expected. The main projects are the construction of a new mill of the Mining and processing plant GOK “Vysochaishy” with a capacity of 2.6 million tonnes of ore per year; the development of the “Uhakhan” gold-field - 23 km from the “Goltsa Vysochaishy” gold-field; the opening in the Bodaibo region the next parts of the gold-deposit ""Pervenets"". Hostility is a characteristic of the environment in underground mines. Nature opposes man's efforts to remove mineral deposits, and this condition is recognized when mining is described as winning minerals from the earth. Evidence of this conflict is the action of natural forces to close excavated passageways. In many mines, this behavior of the surrounding environment is an ever-present and ever-changing problem despite much research and empirical study. Geological conditions change abruptly and may result in rock bursts, the inrush of water, or variations in rock hardness. Although aspects of these problems will become intensified as the rate of mining increases, they are not considered in this discussion. Emphasis herein will be on the changes in the atmospheric environment. Men underground work in an ever-changing, alien, ambient atmosphere. Many conditions are encountered that will affect their health and safety unless properly controlled. Potentially explosive gases are released from minerals as they are mined or enter from the surrounding earth. Some mining methods generate noxious gases. Natural processes and diesel equipment can steal life-sustaining oxygen. Airborne dust may cause lung diseases when breathed by miners in excessive amounts and by affecting visibility, introduce safety hazards. Deep mines pose heat problems that may be aggravated by high-speed mining. The deleterious effects caused by these changes, and their mitigation, are subjects of this discussion. THE UNDERGROUND ATMOSPHERE Health and safety problems from changes in the underground atmosphere have been apparent since the beginning of mining. Alleviation of these problems has been by ventilation with normal air from the earth's surface that flushes away the vitiated mine atmosphere. The objective is to provide atmospheric conditions essentially similar to those that man is accustomed to on the surface.

INTRODUCTION The composition of water used in the flotation process has always been of primary interest to the flotation metallurgist. It is by alteration of the chemistry of the water introduced to the process that flotation separation is effected. In only a few cases has it been necessary to treat available water prior to use in the process. In the past, flotation tailings were treated for the removal of solids via the tailings dam and water decanted from the dam was either recirculated to the process or discharged to the surface water system. The choice of recirculation or discharge was based upon water availability, effect of recycle water on the process, and economic considerations. The Federal Water Pollution Control Act Amendments of 1972 have charged the United States Environmental Protection Agency with establishing effluent limitations from point sources of discharge into the navigable water of the United States. A detailed study, sponsored by EPA, of the water of ore processing plants took place in 1974 and 1975 and guidelines for these plants will presumably have been published by the time this paper has been presented(1). The action of many of the individual states preceded the EPA in this attempt to regulate the quality of the water discharged from industrial point sources. Even with recycle of tailings water, some water is discharged from tailings dams into the substrata and at least one state is currently preparing guidelines for the quality of water discharged into the substrata.

Emission of sulfur-containing gases causes most adverse impact on the natural environment in the process of nonferrous metals production. Under the conditions of Arctic regions, in particular in the region of the Norilsk Mining and Metallurgical Complex (Russia), this problem requires a special approach taking into account potential economic and socioeconomic consequences. By reducing the iron sulfide content of flotation concentrates by using new flotation reagents inhibiting pyrrhotite flotation and by applying advanced process flowsheets for flotation it is possible to increase the nonferrous metals content of flotation concentrates by 5% or more along with a corresponding reduction in SO2 formation during their subsequent pyrometallurgical processing. The ways used to resolve the environmental problems in the Norilsk region in the process of nickel and copper production, are based on the improvement of methods for elemental sulfur recovery from metallurgical off-gas by non-conventional techniques, the sulfur recovery from metallurgical gases by production of liquid sulfur dioxide and the technology for pyrometallurgical treatment of sulfide concentrates without SO2 formation. Another opportunity is the development and commercial introduction of hydrometallurgical technologies for treating copper-nickel sulfide ores.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

In the last two years the Commission for the Environment has received four Environmental Impact Reports (EIR) for Audit and has been or is involved with at least four environmental impact assessments (EIA) related to mining. The EIRs have included Weavers Coal Mine, the Monowai-Maratoto mining proposal, the Martha Hill mine and the Wainui Road Mill. The EIAs are related mainly to coal fields in the Waikato but also included a further EIA on Martha Hill.

Society is fully justified in its concern about the environment, but that concern may, at present, be too uncritical It is, for instance, essential to establish that there is a valid environmental impact, and that there is truly a causal link between a human activity and an observed shift in environmental conditions. In establishing these, it inessential to recognize that scientific proof offers consistency, but that it can never provide completeness. Thus, no amount of scientific endeavour can ever prove that mitigation of the effects of human activity will be perfect. Society normally expresses its concern through legislation. The existing legislation in South Africa is reviewed, and it is found that [>legislation regarding water is probably too stringent to be effective, >legislation regarding air and land use is probably too lax, >all the environmental legislation is too fragmented to be efficient, and the Department of Environmental Affairs is hamstrung by inter-departmental rivalry. ] It is accordingly concluded that, if means are to be found for ensuring adequate mitigation of environmental impact in the face of ongoing economic development, it is necessary to establish a Judicial Commission on Environmental Affairs advised by, but given greater powers than, the departments currently active in environmental maters. This Commission should be charged with creating, perhaps over a decade, a body of legislation that would guide development while protecting the environment in its widest sense.

Mining is a very important economical activity in Peru which has been recently developed without considering environmental aspects. Here, we show an experience at the Milpo mine, situated 4,200 meters above sea level; a mining company that has the value of being one of few from the last decade that is engaged in consolidating a model of environmental protection. The model includes aspects of contamination prevention and control, with bioindicators such as pasture cultivation, vegetables, forests, and hydrobiological species breeding. Socially, through means of development programs in natural areas, forestation and support to rural agriculture, together with environmental education, it is being demonstrated that it is possible to ensure tangible results in environmental conservation and the well-being of the populations around the mine.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM). The mine produced lead and zinc during the first half of the 1900s. Because of acidic drainage and elevated levels of metals in tailings and waste rock, the site was evaluated in 1998 and 1999. After evaluation, the mine was remediated during 1999-2001 by the BLM. Since remediation, values of pH in water samples have been nearly neutral and specific conductance values have been much lower than before remediation. The Grizzly Gulch forest fire of July, 2002, consumed much of the Belle Eldridge site and resulted in greater than normal erosion and sediment flushing during the months following the wildfire. Had the site not been remediated and the tailings emplaced within a capped repository, generation of acidity and off-site migration of heavy metals within sediments could have been severe at downstream locations.

Coal mining reclamation is a worldwide concern. This paper presents a Brazilian example where the economic aspects of reclamation are considered. The basic goal of the study is to transform the reclamation procedures into an economic process by integrating the use of land after reclamation and developing profitable post operations. Some of the activities considered in this case study include: using of the coal pit as a landfill, considering appropriate landfill design and construction; using the area for forest development; and developing grassland, forests of native species and the construction of ponds for fishery. This study will conclude that the mined area is: capable of storing large quantities of waste at a competitive cost and at a low environmental risk; commercial forest development is economically feasible; and the lakes and other reclaimed areas can be integrated into the landscape creating a fresh water supply and an area to raise cattle.

In addition to the compliance aspects of operations, due diligence will be discussed.1.0 INTRODUCTIONThe impact of mining projects on the environment is an area of major concern to the public, governmental agencies and mining companies. Due to the ever increasing pressure on the government by special interest groups and the public, governments have implemented legislation to control potential environmental impact of mining, from the exploration phase through to close-out. By not planning for environmental issues during all phases of a mining operation, unavoidable delays and retrofitted environmental programmes will be expensive and cause projects to be delayed, which, ultimately, may cause the abandonment of a mining prospect. Most jurisdictions require at least one full year of background environmental data. Therefore, many thousands of dollars are wasted as construction is interfered with or held up due to data collection. This may be avoided by a thousand dollars worth of sample being collected and analyzed early in the project."

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Mineral sands make up only 3% of the value of mineral production in WA. However, the distribution of mining operations, close to the more highly populated south-west coastal areas, and the wide range of land-tenures and land-uses involved has resulted in the most complex range of regulatory procedures found anywhere in the State's mining industry.Mineral sands are mined on private agricultural and "minerals-to-owner" land, State forests, nature reserves, coastal reserves and vacant Crown land. Local Government authorities, State Government departments and private landholders can, depending on the land tenure, be involved in setting the environmental conditions for mining operations and supervising subsequent rehabilitation. In the past, rehabilitation was predominantly aimed at establishing an agricultural land-use after mining; however, it is now necessary for mining companies to rehabilitate mined areas to a much wider range of end land-uses.

The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

Environmental regulation is an ever growing cost to the mining industry. Requirements for such items as air quality modeling, hazardous waste disposal, selenium concentration in water and sagebrush planting consume more of the mining industry’s resources each year. The mining industry is willing to make the necessary financial commitments to assure that the air, land and water resources are adequately protected and restored. However, it is sometimes difficult to explain to management and stockholders why money should be spent on a specific issue when science and common sense indicate it is being wasted. Common sense and sound science should dictate how mining is regulated.

Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

Suncor Oil Sands employs delayed coking technology in converting bitumen into synthetic crude oil. Currently up to 10,000 m3 of delayed coke (coke) is produced per day as a byproduct of the upgrading process, of which up to 9,000 m3 per day is placed in dry storage on Lease 86/17. A review was completed to examine the case history of leachate potential experiments from the dry storage of coke and the environmental relevance of coke leachate studies conducted over the past decade. The review included an evaluation of the potential impacts of environmental conditions within the location of coke storage, including precipitation pH, as well as daily and annual ozone trends. Coke leachate potential has historically been characterized using standard leachate testing protocols (i.e., TLCP, SPLP) together with other studies that have employed strong acids and oxidizing agents in the extraction fluids. The present paper highlights prevailing conditions in the Athabasca Valley air-shed with emphasis given to ambient ozone (oxidizers), as well as precipitation pH and acid input deposition rates, and will demonstrate that TCLP / SPLP tests lack the intended environmental relevance relative to the conditions under which coke is stored.
