ALL phases of plant operation must be synchronized so that the number of interruptions in the flow of material may be reduced to a minimum. In the majority of plants operating under a labor agreement, time lost during the operating shift cannot be made up with overtime. With the work week restricted to 35 hr., the ratio of productive time to total time justifies extra effort in keeping the plant operating at capacity during the productive shift. This does not apply when central plants with adequate storage are operated by multiple shifts. In such installations the problems become similar to those of any factory or mill where added units parallel circuits, or excess capacity serve to maintain the average production during intervals of maintenance shutdown. These plants, by special agreement, may run continuously, barring mechanical interruptions. The control of plant operation is in those procedures that are practiced to obtain from the run-of-mine product a high recovery of clean coal products to meet adopted trade standards and consumer specifications at the lowest possible cost. Correlation of all factors for continuous operation requires more than mechanical perfection in the plant. The run-of-mine coal must be delivered to the preparation plant without delays and the clean coal and refuse products taken away. Power supply and water requirements must be adequate. Signal systems must be established for emergency stops and to facilitate resumption of coal flow. ORGANIZATION Probably the most important item for successful operation of a preparation plant is a capable organization interconnected with the mine organization. A typical organization chart for companies operating in the Pennsylvania anthracite region is shown in Fig. 1. It has been recognized that froth flotation of mineral particles utilizing rising flow of micro size air bubbles, counter-current to quiescent falling flow of particles in a column type cell, provides a unique mechanical atmosphere conducive to extension of froth flotation process to much coarser and finer particles sizes than possible with mechanically agitated and aerated cells. 1,2,3,4. This paper describes metallurgical results obtained at several plant installations of large capacity commercial size Deister FLOTAIRE® Column Flotation Cells. These cells utilize air aspiration into surface tension lowered water to generate micro size bubbles. Operating costs, power, wear, and scaling characteristics of rougher, cleaner, and scavenger units are compared with mechanical units. Problems encountered and scale up criteria developed when increasing from 0.20m(8inch) diameter pilot cells to 2.42m(96inch) commercial cells are discussed.

Established metallurgical plants operate in a complex environment of interdependent drivers including technology change, operating and maintenance practice, evolving markets, HSEC requirements, statutory and plant requirements, personnel turnover, ore supply, and financial conditions, to name a few. A successful optimisation program should comprehend these factors and drive towards not only lower operating costs, but also higher rates of return for a given level of investment. Optimisation programs have the potential for very high rates of return on capital that Greenfield projects rarely have. This paper presents a robust strategy and methodology for plant optimisation initiatives as well as a case study of how it was implemented at the QNI Yabulu refinery in Queensland, Australia by an integrated team of researchers, engineers and operators. The methodology is premised on the fact that nobody knows the production asset as well as the current operating team. It covers the optimisation process from ideas generation, various stages of selection against the agreed criteria, development, including testwork, funding approval and implementation. It highlights the benefits in the use of integrated teams, the establishment of a sound project basis, and a diligent, phased approach.

INTRODUCTION The maximum yield of washed coal and the required ash and sulfur contents are the only performance factors of direct, immediate interest to any operator. Yet since the turn of the century coal preparation engineers have repeatedly sought more sophisticated performance criteria that could be used to draw comparisons between different cleaning operations and to permit generalizations about types of cleaning equipment or kinds of coal. Proliferation of efficiency formulas resulted. Hardly a year goes by, and certainly not an International Coal Preparation Congress, without the introduction of some new formula or some new concept of an existing criterion. This is merely the usual quest for improvement, because the performance criteria available today, although highly useful, are imperfect. Moreover, they are not as widely understood as they might be. The First International Coal Preparation Conference, which was held in Paris in 1950, accomplished a great deal toward establishing uniformity in terminology and methods of expressing cleaning results; the proceedings of that conference provide a wealth of detailed information on the various performance criteria, their uses and their limitations. For ease of discussion, the various performance criteria can conveniently be classed according to the degree to which they are dependent on the density composition of the raw coal treated. Some are directly dependent, some are only indirectly dependent, and some are, under certain circum- stances, essentially independent. DEPENDENT CRITERIA The yield and ash content of a washed coal are directly dependent on the washability characteristics of the raw coal from which it is derived. Thus, they are manifestly unsuited to comparing the performance of different plants, because no two plant feeds are the same. In fact, yield and ash content, by themselves, are inadequate for even routine day-to-day control. The continuous variation that occurs in the amount of impurity in raw coal, and sometimes in the float ash, make it impossible to tell whether a reduction in yield or an increase in the ash content of the washed coal results from any malfunction or misadjustment of the cleaning equipment. Recovery Efficiency For many years the most popular performance criteria that are only indirectly dependent on the washability characteristics of the raw coal have been efficiency formulas. Classification system efficiency (CSE) is a simple metric that can be used to measure and increase ball milling circuit efficiency. It is defined as the percentage of the ball mill energy being used to grind target (oversize) particles. This paper describes CSE analysis conducted for a variety of operations with related improvements in circuit efficiency ranging from 3 to 30 percent. The achievable CSE for any given ball milling circuit is described, providing the means to determine the extent to which every plant can benefit from increasing grinding circuit CSE.

?Classification System Efficiency (CSE)? is a simple, powerful concept which can be used to measure and improve ball mill circuit efficiency. This paper describes six plant case studies which demonstrate the use of CSE to diagnose and/or improve grinding circuit performance, with related improvements in circuit efficiency ranging from 3 to 30 percent. The increased effective mill grinding energy is recaptured from energy that was going into over grinding, which can greatly benefit downstream mineral separation. The achievable CSE for given circuit design/operating variables is described, providing every plant metallurgist with the means to determine the potential for increasing their particular grinding circuit?s efficiency through increased CSE.

A re-evaluation of the Hampton Boulder prospect in the early eighties resulted in a decision to proceed with mine development in December 1985. A 500 000 tpa gold treatment plant was commissioned in December 1986. The treatment facility was expanded to 1 600 000 tpa in July 1988. A tailings treatment plant to improve recoveries from harder gold bearing sulphide ores was built in December 1990. The development of an underground mine in 1991 meant that a source of sand for backfill was required. A sands plant to fulfil this requirement was commissioned during November 1991.As of June 1992 a total of 7 710 487 tonnes of ore have been treated through the New Celebration gold plant. Total gold production from inception of the new mine until June 1992 is 545 470 ounces obtained at an average recovery of 90.1 per cent from an average gold head grade of 2.4 g/t. The combined quoted ore reserves at the end of December 1991 was 14Mt grading 1.8 g/t gold

Background Iron ore is the No. 1 metal mining industry in the U.S. with dollar value of $2.3 billion in 1984 (U.S.B.M Mineral Commodity Sunnnaries , 1985). However, during the past decade this nation's iron ore industry has been subjected to a major market depression and a correspondingly downward adjustment in output. The recent trend in the curtailment of iron ore production traces a slow-down of the country's steel industry. Both pig iron and steel production have decreased significantly over the past several years. These trends are shown in Figure 1 from data collected by the federal Bureau of Mines (U.S.B.M. Mineral Commodity Summaries, 1985; U.S.B.M. Mineral Industry Surveys 1986). The industry is presently operating at less than 60% of its annual capacity. The domestic steel industry has been forced by reduced profits or losses to close facilities, curtail operations and restructure the financial status of several corporations. Companies have been sold or are trying to sell selected properties to improve their financial circumstances. Even with such actions, many of the steel companies are in very serious straits, including the seventh largest steel company, LTV, which has filed for bankruptcy. Many of the major steel companies have financial interests in iron ore mining and thus their adverse economic conditions directly reflect those operations. Several iron ore producers have been shut down including Reserve Mining Company in May, 1986 and Butler Taconite in June, 1985. The latter recently filed for bankruptcy under Chapter 11. A1 so in mid-1986, U.S. Steel Corporation, owner of the Minntac mine and iron ore processing plant, underwent corporate restructuring. The effect on their Minnesota plant is not known at this time. An excellent summary of the interrelationship of the iron ore companies and the steel producers has been provided by Skillings (1986), and an analysis of the iron ore situation was given by Robert F. Anderson, CEO of M. A. Hanna Company, in his keynote address at the 1986 University of Minnesota Mining Symposium (Anderson, 1986). Steel imports to the United States decreased slightly in 1985 because of import restrictions, but the long-term import situation remains dim and uncertain. As shown in Figure 2, the imports averaged about 25% in 1985, and the preliminary indications are that this figure could be as high as 30% when the final 1986 information is collected by the U.S. Bureau of Mines. At best, the industry can only hope for imports to stabilize at a constant level in the near future. Although the tonnage is small, the quantity of U.S. export steel has fallen over 50%. With many other materials replacing steel , the projected demand through 1990 is expected to increase only about 1% per year. Consequently, 1986 U.S. iron ore production will probably be 15% lower than in 1985. The 41 mil lion tons of iron ore production expected in 1986 represents only 53% of the industrial capacity, which is about 74.5 mil lion tons. Over 95% of this iron ore is in the form of beneficiated pellets. Today there is not an iron ore producer west of the Mississippi River, nor is there any production in the South. The Birmingham (Alabama) iron ore industry has been shut down since 1971. The western producers ceased operations in the early 1980's. Only the taconite operations in Minnesota and the plants in the Upper Peninsula of Michigan remain as our major domestic iron ore source. The economic situation for both the iron ore producers and the steel industry can be described as confused and in turmoil. Such a condition directly impacts the iron ore processing plants' operations and plans for the future. Plant Practice At present the nation's eight major operating iron ore mines, listed below, are concentrated in northern Minnesota (Mesabi Range) and the Upper Peninsula of Michigan (Marquette Range). As an example of nonmetallic mineral flotation, the separation of several pegmatite minerals will be discussed in considerable detail, from both the laboratory-testing and plant-operation standpoints. The pegmatites have been chosen to illustrate the practicality of the selective separations of the minerals in a complex nonmetallic ore and, in so doing, to set forth a summation of the flotation art and technology which is applicable in part to the beneficiation of several less complex nonmetallic ores. In addition, a brief summary of descriptions of other nonnietallic mineral flowsheets and separations is included. Some of the industrial minerals now being concentrated by froth flotation methods commercially, or in the laboratory, are listed in Table 1. GENERAL CONSIDERATIONS There are two classes of chemicals that are normally utilized as collectors in froth flotation separations of nonmetallic minerals. These are defined as anionic and cationic and are typified by the fatty acids and amines, respectively. The fatty acids are selective to those minerals that have a high concentration of positive surface charges, such as the various calcium minerals typified by calcite, phosphate rock, and fluorspar. The amines are selective to those minerals with a high concentration of negative surface charges, such as silica sand and silicates. It should be noted, however, that by using various inorganic chemicals, a new or synthetic surface can be placed on specific minerals which produces different characteristics, thereby reversing the flotation reagent required for separation. The polar end of the collector attaches to the mineral surface either by chemical or physical adsorption; the nonpolar unreactive end is oriented away from the mineral surface. The result is a hydrophobic coating at the mineral surface which causes attachment to air bubbles. It is this surface condition that permits the floating of minerals which normally sink in water. INTRODUCTION Today, flotation is clearly the dominant mineral concentration method. Since it is a relatively selective process, it is used for almost all sulfide minerals. A recent U. S. Bureau of Mines study indicated that approximately 225 million metric tons of sulfide ore was processed in 67 plants in the United States in 1980 (USBM Staff, 1981). There were over 100 plants processing copper ores in the world (Bassarear, 1985). Sulfide ores containing lead, zinc, copper, molybdenum, precious metals, cobalt, nickel, and iron are generally separated and concentrated by flotation. This chapter briefly reviews the plant practice related to the recovery of the above-mentioned sulfide minerals with emphasis on chemical reagents used for the production of marketable-grade products. PROCESSING OF SULFIDE ORES It is beyond the scope of this chapter to review the milling data for operating plants which have been extensively covered in literature (Tveter and McQuiston, 1962; Rausch and Mariacher, 1970; Weiss, 1985; Crozier, 1979). However, the following generalizations can be made regarding the processing of sulfide ores: 1. The primary grind is targeted to produce as coarse a product as necessary to provide an economic degree of liberation. 2. The concentration process, generally flotation, is designed to produce a concentrate consisting predominantly of valuable minerals and a middling fraction which may require further grinding to produce an optimum release of minerals. 3. The chemical reagent suite (collectors, frothers, etc.) for the separation of sulfide minerals from gangue minerals is generally complex. Total reagents used in the flotation process can be as high as six to eight, as is the case for lead and molybdenite separation from complex sulfide ores. 4. Chemical reagents are generally expensive because of the high selectivity for sulfide minerals. The process flowsheet is dependent on several factors, including ore grade and mineralogical composition. Generic process flowsheets for processing different sulfide ores have been developed for discussion in this chapter. However, there appears to be a consistent relationship between the reagent combination choice and the mineralogical composition of the ore (Tveter and McQuiston, 1962). These are covered in detail in the following sections. LEAD AND ZINC Galena (PbS) and sphalerite (ZnS), which commonly occur together, are the only minerals of lead and zinc, respectively, in most primary deposits. Feed ore grades are typically 1 to 5 percent Pb and 1 to 10 percent Zn. Very often economic quantities of copper and precious metals, silver and gold, also occur with these base metals.

Sulfide mineral flotation has been applied to all naturally occurring sulfides and several synthetics. Of even more importance is the fact that economic separations are now being made between sulfides of essentially all the different metals. The variety of methods and minerals involved in such practice make it difficult to characterize them except in terms of general factors which influence the practices used. Ore grade and mineral composition are the major factors determining the processing method and the extent to which processing must be carried to achieve optimum economic return for a given ore. Since the choice of treatment is also affected by such factors as mine location, shipping charges, smelter schedules, each ore is a separate problem even though mineralization may be similar; The dissemination of minerals in the ore naturally determines the fineness of grind required for liberation. However, since grinding costs are a major part of most milling costs, emphasis has been placed on means of rejecting gangue minerals at the coarsest size possible. This has led to increased flotation of middling products or bulk concentrates for subsequent regrind and retreatment. Reagent development has also played an important part in present plant practice. Relatively few new frothers and collectors have found application during the past 25 years and many have disappeared. In general practice, re- agent combination choice is now fairly consistent with the type of collector being chosen on the basis of the mineral to be floated, the frother on the basis of pulp alkalinity, and the modifiers primarily on the basis of minerals to be rejected. REPRESENTATIVE FLOTATION PLANTS The milling operations described in this chapter have been selected primarily to illustrate these differences in ores and processing methods for the major types of ore minerals. The compositions of these minerals are shown in Table 1. These concentrators were chosen as representatives, both on the basis of geographic location and mineral content of the ore treated. At least one mill is included from each of the major producers, but the primary object was to show the practice employed for the various ore minerals and the different approaches to the middling problems encountered. The individual plants which have contributed data to this study are listed in Table 2, with a summary of their operating data, and are discussed in the order shown.

This paper reviews commercial installations of FLOTAIRE Column Flotation Machines for metallic, nonmetallic, and coal flotation. Second generation FLOTAIRE Column Flotation Machines employ dual aeration systems to provide a mixture of air bubble sizes. Operating data presented in this paper shows that optimum grade and recovery relationship for each rougher, cleaner, and scavenger application are obtained by adjusting the ratio and volume of aspirator air bubbles and micro diffuser air bubbles.

Magma Copper Company has operated its San Manuel SX-EW Plant facilities since 1986. The original plant facilities have a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solutions from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing leach solutions from an insitu leaching operation. This paper presents a general overview of plant practices with particular emphasis on process innovations developed and implemented by Magma during construction and operation.

Fwe 3 m (10 ft) diameter Microcel™ flotation columns were installed at Clinchfield Coal Company's Middle Fork preparation facility in order to reduce product ash and increase recovery and plant capacity. The Middle Fork facility is utilized for the recovery of fine coal from a feed stream that consists primarily of 1 .5 mm x 0 material. The columns replaced conventional flotation cells for the treatment of the minus 150 pm fraction while spirals are used to upgrade the plus 150 pm material in the plant feed. The addition of the column flotation circuit resulted in an increase in plant capacity in excess of 20 percent while reducing the flotation product ash content by approximately 7 percentage points. Flotation circuit combustible recovery was increased by 17 percentage points. This paper discusses circuit design, commissioning, and sparging system design. Circuit instrumentation, level control, reagent system control, performance comparisons with conventional flotation, and general operating procedures are also discussed.

China abounds with phosphate resources, but most of them are of old geological age, have high dolomite and other impurities, and are fine grained. Prior to beneficiation, fine grinding is usually required for liberating impurity minerals from phosphate. These deposits are perhaps the most difficult to treat phosphate ores in the world. In its 30-year campaign for efficient utilization of indigenous phosphate resources in China, the Lianyungang Design and Research Institute (CLDRI) has developed fine-particle flotation technology for beneficiation of such low-quality phosphate ores. The processes of direct flotation using L or S series depressants and carbonate flotation have been successfully applied on industrial scale with very satisfactory results. This paper introduces three phosphate beneficiation practices in China: the Jinping plant of Jiangsu province, the Dayukou plant of Hubei, and the Wengfu plant of Guizhou.

"Previous papers (McNulty 1998 and 2004) have dealt with the causes of successful and less successful achievement of design production rate by new processing plants in the minerals industry. Examination of many case histories has allowed the construction of curves or profiles that represent projects with similar characteristics that equate to differing degrees of care exercised during the project development phase. Simplistically, decreasing care is reflected by increasing risk and a heightened likelihood of poor technical and/or financial performance.This contribution provides an update, including recent case histories, and presents a modified Series 1A curve that includes the best 23 case histories, out of a total of 81 examined, or 28%. This is done to show that some very carefully developed and executed projects can ramp-up quickly and that owners of new projects should avoid being too pessimistic in projecting early cash flow if they are certain that they have done their homework. The role of metallurgical process development in the reduction of project risk is discussed and several financial analyses are presented that express the potential monetary value of a well-designed and professionally executed metallurgical program."

Caval Ridge Mine (CVM) is one of the newly established open-cut coal mines of BHP in Queensland, where no tailings dam is planned to be built in order to minimise environmental impacts from mining activities. The waste streams from the Coal Handling and Processing Plant, including fine tailings dewatered by belt filter presses, coarse rejects, and mixed plant rejects, are co-disposed within waste dumps built with pre-strip and dragline spoils. Due to high rejects output (35 – 60% of feed) and low spoil to reject ratio (< 5) the large quantities of rejects bring significant geotechnical and operational challenges to CVM, which are exacerbated by increasing annual production rates and additional rejects from washing coal from an adjacent mine. Further in-house geotechnical review commenced in mid-2014 based on the initial geotechnical studies during the project stage of CVM between 2011 and 2013. The outcomes have enabled rejects disposal at CVM by constructing large belt filtered tailings cells, coarse rejects only dumps, and co-disposal of the mixed plant rejects at dump tip-heads. This paper presents the rejects disposal strategies at CVM from both technical and operational aspects. It also discusses future projects for belt filtered tailings moisture reduction including assessment of tailings clay mineralogy, as well as mixed plant reject co-disposal verification and optimisation.CITATION:Li, J, Payne, D and Hooi, H, 2018. In three recent publications, Klimpel et al (1988) and Klimpel and Hansen (1988, 89), the theory and invention process behind the identification of two new classes of sulfide mineral collectors were summarized. These two new families can be represented by the 111 generalized formulate: R1-S-R1 -NRI III (denoted as the F-series chelation family) and R-S-R or R -CHSCH-R (denoted as the S-series redox family). The influence of systematic changes in the various R groupings on laboratory batch flotation cell tests has been covered in the above references and will not be repeated in this paper. In particular, the recent article by Klimpel and Hansen (1989) should be studied as a research introduction to this paper.
