"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."

This report on the 5th International Conference on Underground Space and Earth Sheltered Structures, which was held at the University of Technology, Delft, the Netherlands, on 2 to 5 August 1992, was submitted to the members of the Australian Underground Construction and Tunnelling Association. The report describes the conference themes and outcomes and puts forward some observations about a growing world-wide interest in the promotion of appropriate uses of underground space. The report recommends the creation of an Australian centre for research to bring together a wide range of professional disciplines and to focus attention on the potential benefits of using underground space.

According to Dominion Government records, 30 Canadian companies engaged in air transportation with northland mining camps, carried 13,000 tons of freight in 1935, and in 1936 carried 16,000 tons. In addition, many mining companies used planes to transport prospectors with canoes, outboard motors, gasoline drums and supplies to remote locations, and one company maintained a plane to take radium-bearing ore from its mine on Great Bear Lake nearly 1000 miles south to the rail-way at Waterways, Alberta. Heavy pieces of mining machinery weighing 2 tons are being carried by Ford trimotor planes over the Andes, at an altitude of not less than 15,000 feet. At Bulolo, New Guinea, 17,500 tons of disassembled gold-dredging equipment has been flown over inaccessible terrain, while supplies and building materials for a community of 1000 whites have been transported by airplane. A 31 z-ton shaft was carried on one notable trip, while at another time an automobile, 2 tons of rice and a large safe went over the mountains in one plane. Fig. 1 shows an electric generator that was carried by plane to Bulolo. Many large American oil companies operated fleets of planes during 1936, ranging from fast, luxurious air liners for executives to elaborate geological prospecting units, ambulance planes, freight carriers and pipe-line repair crews.

Geological Survey, commercial firms photo-graphed 16,291 square miles during 1935, while the Government compiled from aerial photographs by the Geological Survey in the United States 85,544 square miles. It was found that information could be determined in a fraction of the time required by surface methods.

DURING the past year the Committee on Coal and Coke has been collecting data concerning various points in the bituminous industry about which a large amount of misinformation circulates through the press and, in some cases, through the coal trade papers. The data presented have been compiled by various members, from the most authentic sources available, and where possible cover the period 1913-1924. They will enable comparisons to be made within the industry, and of this and other industries, and will explain some of the differences between conditions existing now and in the prewar period. CAPACITY AND OVER-DEVELOPMENT The capacity of bituminous mines is frequently stated at figures ranging between 800,000,000 to 1,400,000,000 tons per year. Table 1 shows statistics for the industry, mainly from U. S. Geological Survey sources but partly from U. S. Coal Commission reports. Column 3 gives the mine capacity with equipment and labor as of given date, as estimated from the data published by the U. S. Geological Survey. This is calculated for each State by obtaining the total man days worked as. reported by the operators (multiplying average men employed by total days worked at each mine) and dividing this figure into the total production, getting the production per man day; this figure times number of men employed times 308 (a theoretical full working year) equals estimated- full-time capacity. Two major objections are made to this method-one that the total number of men employed is used, instead of the number actually working, and the other that the number of days used only deducts Sundays and five holidays. The first objection is answered by the fact that the same number of men is used in estimating capacity as is used in actual production, and while this number is always from 12 to 20 per cent. more than are actually working, this condition exists at all times, although it is worse at times of maximum output. Few coal men will agree with the conclusion that the use of 308 days is correct, as it is practically impossible to keep any mine working full time at the same

"The above committee sent out a questionnaire to the gold mines for the purpose of learning what units and methods are currently in use in the mines as the first step in an attempt to agree on standard units to be used in any papers or reports that may be given to other mines or presented at meetings. The next step is to try to arrive at acceptable standard units for reporting and methods of making tests. It was suggested by Mr. J. Jardine of Eldorado Mining and Refining that the use of the metric system should be seriously considered. It was also brought out that there was no intention of having any mine change their methods to the standard for internal reporting as this would involve too much change. However for external reporting there shouldn't be too much difficulty in converting to the accepted standard units.On the following pages are the reports of those mines that replied to the questionnaire.MALARTIC GOLD FIELDS LIMITEDP.A. TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. J., summarized and reviewed the available statistics of fatalities in metalliferous mining in the United States. Mr. Hoffman's report was published in the Engineering and Mining

The Mineral Industry of Canada in 1951 Continuance of the remarkable, successive increases in the value -of Canada's mineral production, chief basis of the nation's post-war expansion, was one of the highlights of Canadian development in 1951, when, according to the preliminary estimate is-sued by the Dominion Bureau of Statistics and reported in the BULLETIN for February, 1952, mineral output for the year reached a new high of $1,228 millions. This marked an increase of 17.5 percent over the previous year, which was the first in which the billion dollar mark had been reached, and an increase of 143.7 per cent over 1946, when production was valued at approximately $503 millions. While higher prices for the principal base metals accounted for a large part of the 1951 increase, quantity gains were made by copper, nickel, zinc, asbestos. lead, cement, and strikingly important. by petroleum, the value of which exceeded for the first time that of coal production. Gold was an exception to the general trend, being lower in both quantity and value than in 1950. For the first time nickel .came within $9 millions of surpassing-gold as the leading mineral product. Metals and Fuels The value of all metals, estimated at $733 millions, was 18.7 per cent more than in the previous year. Nickel advanced 11 per cent in volume and 34 per cent in value. Copper was up 2.4 per cent in quantity and 21 per cent in value, zinc rose 6.6 per cent in quantity and 35 per cent in value, and although the volume of lead produced was lower by 8 per cent, its value increased by 17 per cent. The tonnage of iron ore was 31 per cent higher than in 1950.

To the Membership of the Institute Gentlemen: The Mineral Industry of Canada in 1948 The preliminary estimate issued by the Dominion Bureau of Statistics and tabulated in the Bulletin of January, 1949, indicated that the value of Canada's mineral production in 1948 reached an all-time high of $808,180,216, showing an increase of 25 per cent over the previous record of $644,696,007 established in the preceding year. The output value of metallics was increased by 22.4 per cent; of fuels, by 43.7 percent of other non-metallics, by 19 per 'cent; and of structural materials, by 16.8 per cent. The value of metals produced in 1948 at $483,770,759, was about $87,000,000 more than in the previous year. There were substantial increases in the tonnages of copper, lead zinc nickel, and other base metals produced, but the rises in market prices for such metals accounted for most of the gains in output values. Production of gold at 3,495,403 ounces valued at $122,339,105 indicated an increase in volume of approximately 500,000 ounces and an increase in value of 14 per cent. Despite the benefits provided under the Emergency Gold Mining Assistance Act 1948 the volume of gold produced in the year was still nearly 2,000,000 ounces less than the record of 5,300,000 ounces established in 1941. The value of mineral fuels produced in 1948, at $158,787,255, was 44 per cent above the 1947 total. Coal production at 18,431,250 tons valued at $107,298,757, while substantially higher than in the preceding year was still half a million tons below the record reached in 1942. Striking developments in the Leduc field in Alberta were responsible for bringing the output of crude petroleum in the year to a new high of 12,098,166 barrels, valued at $36,858,959.

Dear Mr. Pryde: In accordance with suggestion in your letter to me of June 21, 1923, Mr. Roberts, Mr. Dalrymple and I had a meeting and attached find our contribution to the proposed August report of the Committee on Safety. You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.

"Those of you who were at last years C.M.P. meeting are aware there was discussion at that meeting concerning the best method of assisting the assayers of metal mines to exchange new ideas and methods of assaying. The opportunity to advise you of what came of that discussion is very much appreciated.There are several societies, including the Chemical Institute of Canada, the Spectroscopy Society and others that could be of some assistance to assayers. However, since these societies cover a rather broad field and not many mine assayers have the opportunity to attend their meetings, it was felt that an organization oriented to the specific needs of the mine assayers would be of more value to them.Several years ago an attempt was made to hold meetings for the benefit of assayers in conjunction with the Conference of Metallurgists held each year by the Metallurgical Society of the C .I.M.M. This did not work because very few of the mine assayers attended the meetings.With the very evident success of the type of meetings the C.M.P. have and the excellent groundwork done by your secretary, Mr. Stevens, in talking about this to mine management and assayers at many mines across the country, it was decided to hold a meeting at Noranda on October 8 to discuss how best we could help ourselves solve our problems.For the initial meeting it was felt that perhaps it would be better to start with a smaller group, so invitations were sent to mines in Ontario and Quebec that were geographically fairly close to Noranda."

The activity shown by the sale of the institute publications during the year continues satisfactory, although not as large as last year. The total sales amount to $6,666.81, distributed as follows: Sale of Transactions...:: :. $4,585.42 Sale of Special Editions 553.17 Sale of Pamphlets and Bulletins 2,028.22 It should-be borne in mind that the sale of special editions was only begun last year,, and most of the members who did not have the special editions immediately bought them for their libraries. This year only a little less than half of the same number have been disposed of, and it is more than probable that from now-on the number will be considerably lessened.

It is a well established fact that 60 per cent of all accidents in coal mines occur from falls of roof and coal at or in the proximity of the working face. Notwithstanding that this is well known, and has been frequently discussed by mining men, this seems to be the irreducible minimum. It is even said by those in a position to know that the percentage stated is increasing. With this, information before us it would seem that not enough attention is being given to close supervision at the working face, and until this is done we may expect to continue experiencing an increase in the accidents in this area. No workman generally feels that it is more important to finish loading a car of coal than to set a timber for protection, and many accidents happen from this source, not from a lack of knowledge of the dangerous conditions existing, but negligence in taking remedies necessary to remove the danger. It is true that nearly all state laws require the mine foreman or his assistant to visit each working face every day, but with the constantly changing conditions on account of the advance of the working faces, these daily visits may be entirely inadequate to discover possible dangers and prevent accidents. The obvious remedy then is closer and more systematic inspection and supervision of the working faces. Many accidents are caused in mines on account of not enough clearance between the rib and track or between timber and track. On all main haulage ways. there should be a space of at least 30 inches between the rib and track, or timber and track, and on all rooms not less than two feet should be left between the track and upright timbers.. A great deal has been said and written with regard to systematic timbering. We doubt very much the feasibility of adopting any standard of timbering that would be suitable for all roof conditions, and any such system in our opinion would not tend to cause a decrease in the number of accidents. The proper place to put up a prop, regardless of whether it conforms to any established system, is under a piece of loose roof. No habit is becoming more prevalent among miners and other mine workers than wearing gloves, principally flimsy canvas gloves, which afford no protection to the wearers and are the direct cause of many hand injuries. If gloves must be worn, and no doubt they will be as the habit has become well established, then they should be made from some heavy material and should fit the hands fairly snug.

On request of the Commissioner of Education, a small group of administrative professors of engineering and commerce from higher institutions near St. Louis met in conference with the Specialist in Commercial Education of the Bureau of Education on Feb. 22, for the purpose of discussing ways and means whereby the business of our country may be furthered through increased opportunity in our higher institutions for the preparation of engineers with business training. One or more representatives were present at this conference from the University of Minnesota, University of Illinois, Washington -University, University of Missouri, University of Iowa, Iowa State College, University of Kansas. It was recommended at this conference: First, That the Commissioner of Education appoint immediately a committee to consider commercial engineering in its various aspects and to prepare and approve one or more curricula in commercial and industrial engineering that can be recommended by the Bureau of Education for adoption in our colleges and universities. It was suggested that the committee consider the following curricula plans: First, That a minimum number of hours in business training be required in all engineering courses. Second, That a curriculum providing for a minimum of fifteen to thirty units in business economics be incorporated in all engineering courses and offered on an elective basis. Third, That a curriculum in commercial or industrial engineering, permitting full and proper emphasis upon engineering subjects, be offered in the School of Commerce with degree to be given in that school. Fourth, That a five-year combined engineering and commercial course he prepared.

Your outgoing President, following the worthy example of distinguished predecessors, submits a reckoning of his stewardship. He renders this fully realizing that without the hearty cooperation of Directors and Secretary, which he here recognizes most cordially, no President, who at best is but a passing force, can achieve markworthy results. The details as to your membership, finances, intellectual output, and,-other activities, have been submitted in the report of the Secretary.* It is enough to emphasize that during the year just expired, your organization has held two of its most successful meetings-one the largest in its history-has produced the largest number of papers, eliciting most interested discussions, has enjoyed its greatest income; and has received more than one thousand new members-passing the best previous record by more than one hundred, and exceeding the average increment of the, past five years by one third. It closes the year with 6528 members, the largest enrollment in its history. All of this might be true and yet the intellectual and social spirit, the loyalty of membership, the real life of the organization, might remain stagnant. As to these, it is for others than your speaker to testify. No comparison is feared.

THE Pyrometer Committee was. formed Sept. 20, 1918, at the suggestion of Dr. H. M. Howe, Chairman of the Engineering Division of the Research Council, for the purpose of developing a pyrometric method suitable for open-hearth steel practice so that the effects of temperature in the various stages of the processes of steel making might be correlated quantitatively with the other factors influencing the production of sound .steel.
