The fundamental challenge facing mineral and metal companies is how to create sustainable value while operating within mandated strategic bounds, identified constraints, and variable market and economic conditions. This can be achieved by allowing the fixed physical nature of the mineral asset to drive definition of the optimal technical solution to mining and processing activities, and developing and resourcing a strategically aligned portfolio of production entities that creates flexibility to near- and longer-term business environment shifts, i.e. a production mix that allows variation of output to respond to short term market variation, within a long term context. The practical achievement of this outcome is enabled by the concept of strategic long term planning. The strategic long term planning framework is a logic construct that enables delivery of an optimized, strategically-aligned business plan from the mineral asset portfolio using a set of tools and techniques with a common language, standards, systems and processes to align decisions and actions on a cyclical basis.

This paper consolidates the key elements of seven contributions, on strategic long-term planning, to two of the three international conferences on Strategic versus Tactical approaches in Mining held over the period 2005?2008. The holistic concept of strategic long-term planning as developed and implemented at Anglo Platinum is described. Consideration is given to the planning cycle, principles supporting the construction of the long-term plan, and aspects of unique best practice as developed in Anglo Platinum. Further description of Anglo Platinum?s approach to corporate governance, including the processes, methodology, systems, unique tools and techniques that are applied to value and select capital investment options is also given.

If the downturn was the result of unsustainable economic policy, the path forward has everything to do with sustain-ably meeting the demands of more people enjoying higher standards of living than ever before. Minerals producers must be poised to understand and meet their requirements well into the next decade. Successfully marketing industrial minerals - the building blocks of a growing and increasingly urban world population - will depend on producers? ability to respond nimbly to a rapidly changing and regionally evolving macroeconomic environment. A renewed focus on energy conservation, sustainable agriculture and building practices and consumer demand for products with a smaller environmental footprint will drive product and market segmentation strategies. These trends will not only shape the way industrial minerals producers do business, but also the type of skills and people they will require to run those businesses.

Materials produced in quarries have been used for different intentions such as concrete and cement raw material, asphalt and embankment aggregates, railway ballast. Especially in cement manufacturing, the chemical composition and the uniformity of the raw materials play a strategic role in the economy and quality of the cement process. Therefore, it is necessary to achieve uniformity and desired chemical composition and maintain these at all production stages according to the type of cement produced. To achieve this goal the production planning and pit design play an essential role. This paper briefly outlines the production optimization of cement raw materials in a quarry in Istanbul western part of Turkey. For the purpose it was used the 3D ore body modeling and the geostatistical techniques. The variation of chemical components (%CaO, %Al2O3, %Fe2O3 etc.) and quality control parametres (LSF, SR, AR and etc.) obtained from the quarry were determined. Then the values of unknown chemical components and quality control parameters in the ore body were estimated using Kriging which is one of the geostatistical interpolation methods. The open pit design was also created by specifying wall slopes and taking into consideration of the grade distributions of the benches. The most important revolution in the paper is investigating the effects of the block dimensions in block modelling which is important for reserve estimation. The other important point in the study is using the different range values in variogram analysis for determination optimal reserve estimation. n this study, the effects of two parametres on reserve and waste amount estimation were determined according to CaO% distribution. The study was pointed out that the changing of the two parameters are very important for the optimal mine planning and environmental considerations.

"INTRODUCTION Newmont’s Twin Creeks operation, part of its Nevada operations, produces gold from two large open pit mines. Mined ore is processed at one of three on-site facilities: a refractory mill with two autoclaves, an oxide mill and heap leaching facilities. Twin Creeks also processes various off-site sourced concentrates and ore including high grade underground ore from the Turquoise Ridge joint venture with Barrick Gold Corporation. This paper discusses Twin Creeks’ strategic mine planning process which is part of an in-depth continuous improvement program called “Full Potential.” The process involves cost analysis, phase design validations, life-of-mine production scheduling optimization, mill blending strategy and stockpile management. Through this Full Potential strategic planning, Twin Creeks is creating significant value by increasing near term free cash flow and life of mine net present value (“NPV”) and achieving cost reductions. TWIN CREEKS OPERATION Twin Creeks is one of the major gold producers in Newmont’s Nevada operations (see Figure 1, 2 and 3). Located approximately 15 miles north of Golconda, Twin Creeks produced approximately 28 % of the Nevada operation’s 2013 gold production of 1.8 million ounces (Newmont 2014). The production included Turquoise Ridge sourced gold ore from the joint venture (75% Barrick Gold Corporation, 25% Newmont).At Twin Creeks, there are two large open pits, named Mega Pit and Vista Pit (see Figure 4, 5 and 6). There are 3 to 5 phases in Mega Pit and 2 to 5 phases in Vista Pit depending on the gold price assumption. There is also an underground exploration project at the bottom of the Vista Pit. Twin Creeks produces gold from a variety of ore types requiring different processing techniques depending on economic and metallurgical characteristics. To ensure the best use of processing assets, engineering and processing groups at Twin Creeks utilize a Mixed Integer Linear Programming (“MILP”) model to guide the flow of mine sequences and material routing to various process facilities (Kawahata, Schumacher and Hufford 2013)."

This paper introduces and defines the concept of a linkage between long-term planning parameters (?global assumptions?) and possible future world views as conceived in scenario planning. Scenario planning, the tool that is used to arrive at plausible future worldviews, is described in the context of the platinum industry. The interpretation of the scenarios into long-term planning parameters is made, followed by an illustration of how the long-term planning process has been adapted at Anglo Platinum to include the notion of uncertainty.

Supplying ventilation in underground metal mines can be one of the most energy demanding services required to support production activities. Consequently, as energy, in the form of electricity or combustible fuels can be expensive and their unit cost is expected to increase, there is significant interest in reducing the overall demands of a mine?s ventilation system through such initiatives as controlling ventilation based upon demand and exploring other power alternatives to the current usage of the diesel engine in mobile mine vehicles. However, determining the benefit of any energy saving technology is complex and not universal applicable across the industry, consequently they have not been widely adopted. For these technologies to succeed they must be strategically applied based upon sound business cases. The intent of this paper is to provide information on some of the prospective control strategies and their potential impact on the power consumption related to supplying ventilation.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. Since the early 1970's, the U.S. Geological Survey (USGS) has carried out exploration geophysical research on non-basemetal strategic mineral commodities, including uranium, lithium, gold, potash, and chromite. The chromite study (largely completed) and the potash study (still going on) carried out during the past 4 years have not been aimed at the discovery of new ore reserves, but instead were designed to complement exploration by private mining companies. The USGS has carried out research not normally conducted by these companies, but which can be used by them in their efforts to increase production of strategic minerals. Results of the chromite and potash studies highlight the importance of: 1) a laboratory-research phase (petrophysical and petrographic studies) at the beginning of work on any new commodity; 2) an operative or functional ore-deposition model to serve as a conceptual framework, and the necessity to continually test, refine, and modify it during the study; 3) indirect geologic/geochemical indicators, secondary associations, and the use of multiple physical properties; and 4) the use of a systematic inverse-cost sequential-exploration (i.e. lowest resolution and lowest cost first) strategy to keen the exploration economically reasonable. The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. In 1991 the Government of the Republic of Zambia passed legislation providing for the privatisation of Zambia Consolidated Copper Mines Limited (ZCCM). The newly formed Mining Companies, established after nearly a decade of difficult and protracted negotiations on such matters as, cash at close; retained percentage interest by ZCCM; equity investment; future investment commitment and tax concessions, were faced with great internal challenges and a harsh external environment. There was a convergence of a number of negative forces that had and will continue to have an impact on the mining environment in Zambia. The most crucial of these being, the competitive pressures of the global economy, fluctuating copper price and the prevailing HIV/AIDS pandemic. In the short period after privatisation, the Industry has seen the collapse of Binani Industries (Luanshya Mine), the withdrawal of Anglo America Corporation from Konkola Copper Mines Plc and the disposal of Chambishi Cobalt and Acid Plants by Anglovaal Mining Ltd. The objective of this paper is to provide a theoretical and practically researched foundation, which may be used to assist Zambian Mining Companies in making informed decisions on the issue of Strategic Outsourcing and the degree to which this may support the successful and sustainable growth of the Zambian Copper Mining Industry. If judiciously implemented, Strategic Outsourcing has the potential to generate a practical business valuation and process to assist Mine Management in the achievement of their business goals and consequently the return on investment to their Shareholders.

This paper presents a strategic plan for automation, plant integration and process management being implemented at the Chuquicamata mining and metallurgical complex of Codelco-Chile. This five-year plan considers different levels of process control and plant integration, which include instrumentation and direct control, process models and supervisory control, plant information integration, and real time process and plant wide management. The conceptual solution developed defines an architecture for the overall system and the projects to be implemented by each production unit, as part of the proposed solution for the division wide process control, plant integration and real time process management. An estimate of the cost benefit relation of the plan is also given.

Planning is a management tool used to solve problems and provide data and decision alternatives for company growth, profitability, and direction. Strategic planning is defined as the efforts needed to accurately measure the risks of obtaining a result from future actions given a finite number of outcomes. The techniques of strategic planning are being applied more and more to underground mine design as a result of the fierce market conditions underwhich the industry is facing today, and the conditions they will likely face in the future. The objectives of strategic planning are centered on the ability of the operator or company to manuever its limited resources to the best position available under the given future scenarios. This paper briefly examines the most popular techniques for accomplishing these objectives, how these techniques fit into the current mine management decision-making, and what results to expect from these techniques in planning efficient underground mines.
