Due primarily to the publication of the Fitzgerald Report the impact of taxation on the mining industry and the amount of taxes actual- ly paid by the industry have become items of intense debate. However, the discussion has been governed more by impassioned rhetoric than considered logic. It is equally as wasteful to the economy for the mining industry as a low cost efficient export earner to be punitively taxed, as it is for the industry to be given excessive taxation assistance. A comparison of the effect of five tax- ation policies on the cash flow of a capital intensive mining project is presented. The policies considered are Liberal 1969, Liberal 1976 with and without the coal levy, Labor 1975 and Labor 1976. The mining project used in the analysis is modelled on published estimates for the proposed Nebo coal project. The analysis is equally applicable to any large mining or petroleum development.

Coal, as one of the vital sources of energy in China, has raised widespread concerns regarding its safety issues amidst the country’s economic growth driven by coal. To address this concern, this study employed the Kuznets curve, multiple linear regression, and data envelopment analysis models to investigate the impact of Chinese coal economic development on coal mine deaths from 1992 to 2021. The findings revealed a clear correlation between the Chinese coal economy and coal mine deaths. Specifically, per capita coal output, the death rate per million coal tons, and the death rate per hundred thousand persons exhibited positive, negative, and negative correlations, respectively, with the growth of coal income over the past three decades. Moreover, when the coal workers and coal output factors remained unchanged, the income of coal demonstrated a negative correlation with future changes in coal mine deaths. Notably, with three decades of coal economy development, substantial improvements in coal mine safety have been observed in China. Consequently, this research provides valuable insights for formulating safety measures and policies in coal mines across different economic levels, as well as a useful framework for assessing safety development in the coal industry.

The European Economic Community (The Common Market) is now shifting from I a coal oriented to an oil oriented economy. The proportion of energy supplied by oil has increased from only 13% in 1950 to 38% in 1962, and will approach 50% by 1970. In the past five years Common Market petroleum demand has in- creased 15% per year compared with only 3% per year in the United States. This rapid shift to oil can be explained by looking at oil's competition, First; there is simply not enough other energy - European coal, natural gas and hydro-electric power - to meet the demand, Secondly, oil?s primary competing energy in the Common Market is coal, and Community coal is high-priced - it costs more than two and a half times as much as U. S, coal at the pithead. The third reason for the shift to oil is consumer preference for the ease of handling, convenience and cleanliness of liquid fuels. As these reasons suggest, much of the shift to oil and the resulting growth in demand would have occurred whether or not the Common Market organization had existed. On the other hand, the Common Market has stimulated the use of oil by causing a higher rate of energy consumption, and oil has been the beneficiary of most of this growth.

The development in recent years of a fluidized bed system for use as a counter-current solid ion exchange loading contactor for the purification and concentration of uranium from leach liquors has had a major impact on the design of uranium extraction plants. The main object of this paper is to describe many of the variations that can be applied to the design of uranium extraction plants arising from the use of a fluidized bed loading contactor with a view to providing a guide for the development of a flowsheet for a new uranium extraction plant. The paper has been devoted primarily to the consideration of conventional uranium extraction plants in which a ground ore is leached in mechanically or air agitated tanks. The effect of the use of a fluidized bed loading contactor on each of the plant sections from leach to uranium purification and concentration has been considered. In order to describe most effectively the impact of using a fluidized bed solid ion exchange loading contactor, its use has been compared with the performance that can be achieved with the most common alternative purification processes. The comparisons are made largely on a technical basis, but the effect on the capital and operating costs of the different uranium extraction flowsheets are described qualitatively. In making these comparisons, consideration is given to the effect on the size, number and materials of construction of equipment items and how the quantity and composition of the liquid effluents can be controlled to reduce the environmental problems arising from the disposal of these effluents. The paper also discusses some of the factors that should be taken into consideration in the design of a fluidized bed loading contactor and describes various designs of the elution section that can be used in conjunction with the loading contactor.

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

The impact of rock blasting fragmentation and heave on digging performance in open-pit mining operations is usually the first true indicator of blasting outcomes. Within the typical excavation cycle, the bucket loading time or instantaneous digging rate are the ones that present the strongest correlation with rock fragmentation size distribution, swelling, and shape of the muckpile, a part of rock mass hardness, equipment size, power, and others. As the efficiency of unit operations becomes increasingly important for long-term mining strategies, cost-effective approaches are needed to increase mine productivity. In this line, the performance of downstream operations, such as digging, hauling, and comminution, may be affected by the energy input in blasting. This requires a better understanding of the explosive’s energy role in such unit operations in order to drive consistent improvements. Therefore, this paper examines the impact of the explosive’s energy distribution on shovel diggability from production shots carried out with different explosives in an open pit gold mine, with the aim of modelling the interface between blasting and excavation.

In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

INTRODUCTION For overland conveyors of several kilometres length and as well as wide for conveyors designed for high mass flows, the cost for the conveyor belting share is 40% to 50% of the invested cost 173. The German Standard DIN 22101 is used for calculation and dimensioning of - conveyor belts and belt conveyor components. Developments in rubber technology and conveyor belt design required a revision of the standard released in 1982 121, which was published in August 2001 131. New research results and publications 16-9, 13-15] led to a better understanding of the material behaviour and their influences on conveyor belts. Test and calculation methods have been established to determine the most important parameters which are related to the performance of a conveyor belt line. These parameters are • The running resistance of the idlers • The indentation resistance of the belt • The dynamic splice efficiency • The distribution of belt load in the splices, transition zones and on pulleys. As a result, new rubber compounds with low indentation losses allow the use of reduced friction coefficients and thus lead to reduced power consumption, smaller drives and lower belt tensions. The deeper understanding of the flux of forces within belt splices led to both optimised splice design and optimised rubber compounds which significantly improve the dynamic splice efficiency. Therefore, in accordance with the standard, the benefits of these technologies and the better understanding of material behaviour allow a reduction of belt strength still maintaining sufficient safety factors. Thus engineers are enabled to calculate belt tensions more exactly and users are encouraged to pay more attention to starting and braking techniques. DETERMINATION OF DRIVE FORCE According to the DIN standards the resistance to motion generally has to be determined for each different section of the belt conveyor including upper and lower run separately. The necessary drive power P is calculated as [ ] with v as the conveying speed. The total of all resistances to motion of carry and return run can be determined as [ ] FHo and FHu are the primary resistances consisting of the running resistances of the idlers, the indentation resistance of the belt, the fulling of the conveyed material and the flexure of the belt. While indentation resistance and idler resistance are measurable, they have been deter- mined to be responsible for up to 70% of the primary resistances covered by FH. Further FN is the secondary resistance that covers, for example, the resistance of feeding points and scrapers. Fa are the total slope resistances and Fs is the total of all special resistances, resulting, for example, from belt steering devices. These three resistances should be neglected in the following discussion. Past EPA groundwater monitoring programs required that contamination not leave the boundaries of a disposal facility. New regulations under the Resource Conservation and Recovery Act (RCRA) require that once hazardous waste constituents are detected beyond the limits of the disposal area, a program to define the rate and extent of contaminant migration must be instituted. Future regulations are likely to include even more stringent groundwater protection criteria. The implications of both the existing and probable future groundwater protection and monitoring requirements in terms of using geologic containment as a means of disposing of hazardous waste are explored in this paper.

Aluminium industry has an increasing interest in the diminution of the energy consumption of the Hall-Heroult process by the reduction of the anode bottom covering with gas. Electrically isolating carbon-dioxide bubbles, produced at the anode, increase the ohmic resistance of the cell. As the gas production rate is determined by the applied current density, anode covering can be decreased only by a faster evacuation of the gas from the inter-electrode space. Among others, the inclination and curvature of the anode bottom promotes the release of the bubbles and thus decreases the mean value of the covering. Indeed, anode, insert in the molten cryolite bath has a square shape with horizontal bottom. However, inhomogeneous anode consumption, electro-erosion, bath circulation and the inclination of the bath-metal interface modify this shape gradually during electrolysis. Anode bottoms become inclined with rounded comers. This concentrates the gas generation to the center zone of the anode. As the bubble layer cannot be observed directly because of the hostile environment and the opacity of the bath, real scale air-water systems are used to study the impact of the anode geometry on the anode covering and the bubble induced flow. However, the physical properties of such a system are different than that we can found in the real cells. A simulator using the Lagrangian description of the bubble layer has been built and presented in earlier papers. This tool was used to investigate the effect of the anode inclination on gas covering and bath velocity, for both C02-cryolite and air-water system. Results obtained for the second system were compared to experimental data .

The discovery of minerals in any community, especially precious minerals, gives a sense of hope and optimism about development prospects within the community. However, the euphoria surrounding such a find could be short lived if the wrong perception is created at the inception of the project, that the exploitation of the mineral resource will pose a serious problem to the community. The socio-economic impact can be negative or positive but if not properly handled, the negatives will outweigh the positives. Illegal mining activity, popularly known as Galamsey in Ghana, is a typical example of the negative impact of the mineral industry. Galamsey activities have resulted in an increase in school drop-out rate, pollution of water bodies affecting entire communities bringing a lot of health problems, destruction of farm lands, destruction of rail lines resulting in transportation problems, armed robbery, prostitution, just to mention a few. The improvement of the water supply system in the surrounding communities, implementation of sustainable development programs, improvement in the infrastructure, are just a few examples of positive socio-economic impact.Factors responsible for the socio-economic and environmental impact include: the unwillingness of most companies to invest substantial resources to deal with environmental issues, lack of adequate professionals with the requisite appreciation for environmental issues related to their activities, realisation that support of surrounding communities is key to successful operations, the now globally accepted view that multinational companies should invest in the socio-economic lives of the surrounding communities, etc. In order to ensure the prevention of the negative impact of mining activities on local communities, there should be a paradigm shift in the way the training for the new crop of mining and metallurgical engineers have been structured in the past, social contract with the local communities must be drawn and implemented; it must not be an imposition on the communities but rather a contract arising out of extensive interactions between the industries and the local communities. Environmental awareness has reached a level where communities affected by the minerals industry, to a very large extent, know what they should tolerate and what they should not. There is therefore the need to ensure that effective systems are in place to exploit mineral resources without damaging the environment.

This paper treats some aspects of the research completed on the impact of the waste generated in the production process of a chemical fertilizer, phosphogypsum, on crops and yields. The article starts with the basic data and the research methods, and continues with details about the research results on the heap waste of phosphogypsum and the soil from its vicinity along with the content in radioactive elements, humus, macro elements and mobile forms of heavy metals. Finally, the absorbtion of radioactive elements from the soil and the uranium concentration in the agricultural cultivations is presented.

Hanford Reservation, in the State of Washington, with its deep basalt formations, is one of the three sites recommended by the Department of Energy for detailed investigations in order to select the first nuclear waste repository in the United States. Information obtained from several deep bore-holes drilled at Hanford indicates that the underground facility can be developed in one of the major basalt flows belonging to the Grande Ronde Formation in the Columbia Plateau, at depths greater than 3200 ft. One of the main concerns in the underground repository design is the achievement of acceptable environmental conditions during the development and the operation of the repository. For this, ventilation and air-conditioning are of prime importance and should be fully addressed. Besides the factors that determine the airflow requirements to meet the personnel and equipment operation needs, there are two major concerns that impact on the ventilation system design: the temperature of the in situ virgin basalt rock and the influx of groundwater. These two factors are related by the fact that the groundwater has the same temperature as the rock itself and they both constitute main sources of heat underground. Current information indicates that the temperature of the virgin rock at a depth of around 990 m (3250 ft) is 52°C (12S°F). However, there are some indications that the rock temperature at the selected horizon might be higher. This paper addresses the impact of the virgin rock temperature on the ventilation system and air-cooling requirements. Graphs with heat loads and cooling required for different rock temperatures have been prepared for a given model and network, using computer techniques for simulating the climatic parameters.

In sampling a process stream, conventional sampling theory deals only with the variation of the analyte content and neglects the impact of the variation in the mass flow on the sampling variance, whether the sampling regime is time-based or mass-based. This is an obvious simplification of the real state of affairs and it is worthwhile to study this impact via simulation.With a facility to simulate large (long) random functions having some thousands of points in the function and the ability to impose covariance functions on the mass flow and analyte variations, such a study is possible. It is also possible to evaluate the impact of correlation between analyte content and mass flows.This paper describes a limited study of the variance increase due to mass flow fluctuations over the usual sampling variance due to analyte variation during the sampling period. The bias in the sampling result is determined for specific modes of correlation. Simulation methods are used as they are the only means by which a sampling result can be compared to the true assay for the lot; in the physical circumstances of mineral process analysis, it is never possible to determine the true process stream assay.CITATION:Lyman, G J, 2017. The objectives of this study were to document the hydrologic impacts of longwall mining on streams, identify the factors affecting the extent of stream dewatering, and develop empirical trends to predict the extent of dewatering and recovery of streams in advance of mining. This study on stream impacts is a companion to a stud; conducted on ground water impacts from longwall mining, which was done as part of the same research project at the' same locations and times. The study areas are three mine sites in north- central West Virginia. Mine A, located in Upshur County, has relatively thin mine overburden under the valley streams (105-115 feet). Stream monitoring there continued the earlier work of Cifelli and Rauch (1). Stream dewatering was severe with streams often going dry over the longwall panels during baseflow conditions. The lost water was probably flowing to the mine. Dewatering began in streams over the mine entry areas adjacent to the panels and as much as 380 feet from the nearest panel edge. The angles of dewatering influence ranged 22 to 72 degrees with respect to the nearest mined panel edge. Discharge then typically increased as the streams- flowed across the panel edge, but then decreased again over the panels. These streams were often ponded by local reversals in hydraulic gradient caused by land subsidence, and often dried up after flowing a few hundred feet across the panels. This occurred over panels that were previously mined up to eight months before. Mine B, located in Monongalia County, has relatively thick mine overburden (475-485 - feet) under the major stream. Stream dewatering was severe there during warm season baseflows, with complete dewatering occurring then over the longwall panels. This dewatering occurred over mined panels up to five years old, probably in response to a major anticlinal axis lineament and fracture zone in the stream valley. Mine C. located on the West Virginia -Pennsylvania border, has relatively thick mine overburden (about 585-630 feet) under the monitored streams there. stream dewatering was only partial, and these streams typically recovered their lost discharge downstream of the mine, indicating that lost water was not recharging to the mine. Only longwall panels less than one year old were associated with stream dewatering.

Al-though various aspects of this subject have been presented previously, this paper summarizes the developments in high fuel rates, the usage of basic refractories, low and high oxygen rates and hearth maintenance. Background T HE interest which has been shown in steelmaking techniques in the past few years has been due, primarily, to the extremely high production rates obtained. Upon further study of the facilities and techniques employed to generate this steel at record rates, tonnage oxygen appears as the common factor. It can be stated that tonnage oxy-gen has revolutionized steelmaking techniques to a degree never before encountered. "Potential metal supply refers to metals to be produced from as yet unknown deposits. Naturally, to measure potential supply requires, among other things, inference to the number of deposits, their tonnage, and their grade Thus, probability distributions were constructed for each 400-square mile cell in Northern Sonora, Mexico. A computer system was developed that simulated the occurrence of deposits for each cell, exploration for the deposits, and their exploitation. Evaluation was performed for each deposit by discounted cash flow analysis.An objective of this study was to explore the effect of the transportation network and required road or railroad construction upon potential supply. Consequently, the evaluation system was designed to consider the spatial location of a simulated deposit to the existing transportation network and the market destination. The construction of linkages to connect the deposit to existing transportation arteries as well as the carrying of the concentrates to the intended market were simulated. in terms of cost. The selection of the path took into account the existing terrain. This was done by digitizing topographical maps and representing the topography of the area by an orthogonal grid of elevations. The optimum route was selected by dynamic programming, meeting a prescribed gradient constraint. The potential supply of each cell was determined, allowing for the infrastructure effect."
