The Great Dyke of Zimbabwe constitutes the world?s second largest reserve of platinum group elements (PGE) after the Bushveld Complex in neighbouring South Africa. Within the Great Dyke, economic concentrations of PGE are restricted to sulphide disseminations of the Main Sulphide Zone (MSZ), which are currently mined at the Ngezi, Unki, and Mimosa mines. Near-surface oxidized MSZ ores have a large potential. Their total resources are in the range of ca. 160 ? 250 Mt; however, all previous attempts to extract the PGE from this ore type proved uneconomic due to low PGE recoveries (<< 50 per cent) achieved by conventional metallurgical methods. Within the ores of pristine, sulphide-bearing MSZ, the PGE are bimodally distributed. Platinum occurs mainly in the form of discrete platinum group mineral (PGM) grains (mainly bismuthotellurides, sulphides, and arsenides), whereas approximately 80 per cent of the Pd (and some Rh) is hosted in pentlandite. Within the oxidized MSZ ores, the PGE are polymodally distributed. Whereas arsenide- and sulphide-PGMs, making up ca. 25 per cent of the original Pt content of the ore, largely remain stable (relict PGMs), the remaining PGMs are disintegrated. The base metal sulphides are destroyed, partly releasing their base metal and PGE contents, and are replaced by iron oxides or hydroxides. Unspecified amounts of the PGE are redistributed and either form secondary PGMs, are found in chemically and mineralogically ill-defined (Pt/Pd)-oxides or hydroxides, or in iron-hydroxides, Mn?Co-hydroxides, and in secondary silicates. The problematic processing of oxidized MSZ ores is attributable to their complex nature and polymodal distribution of the PGE, prohibiting a significant upgrading of the ores by conventional metallurgical methods. Therefore, only bulk leaching methods are viable for ore treatment, and novel metallurgical methods have to be developed for the processing of these ores. Our ongoing work aims at locating the PGE in their mineralogical form in order to understand the mineralogical balance of the PGE in the ores and thereby facilitate the evaluation of metallurgical options for their recovery. A short overview on options and recent advances regarding the recovery of the PGE from oxidized ores is given.

"Techniques were developed to determine the oxygen demand of sulphide ore pulps in the laboratory and in concentrators. The effect of variables which influence oxygen demand was studied, and it is shown that the oxygen demand is a measure of the degree of oxidation of the sulphide surfaces. It is suggested that in investigating the significance of oxygen in flotation, the oxygen demand of the pulp is a more suitable parameter than the dissolved oxygen content.Oxygen demand measurements are being carried out with a view to determining the effect of aeration on mill metallurgy and devising improved methods of predicting aeration requirements of sulphide ores.The importance of pulp oxidation in the flotation of massive sulphide ores has long been recognized. At the Noranda concentrator, chalcopyrite could not be floated satisfactorily without a pre-flotation aeration step because the necessary dissolved oxygen was consumed by the large amount of pyrrhotite in the ore. With aeration, pyrrhotite and pyrite were depressed by surface •oxidization, and the resulting thiosulphate level in solution gave a good indication of the end of useful aeration. 1'he present study was prompted by the need to find an alternative criterion for cases where recycled mill water may contain a relatively high concentration of thiosulphate. Preliminary experiments suggested that the rate of oxygen uptake by the pulp -its oxygen demand -might be a practical measure of the end point of aeration as well as a significant parameter in the flotation of massive sulphide ores.Although it has long been realized that oxygen is an important variable in flotation, analytical difficulties precluded detailed plant investigations. Measurements of' dissolved oxygen in mill pulps were first reported by Ralston(i) in 1929. A titration method was used, and because of the delay occasioned by the preparation of clear solution samples, the values obtained were believed to be low. It was quite evident, however, that pulps in the grinding circuit had a lower oxygen content than in flotation. More recently, Woodcock(2,3) used a polarographic probe to carry out oxygen surveys in six Australian concentrators and he generally observed a similar pattern. A large number of other solution parameters were monitored, such as pH, redox potential, reducing power, and reagent and metal concentrations, with the aim of detecting correlations among the measured variables. "The oxygen meter has been in use at MacLeod Cockshutt Gold Mines for over a year, At MacLeod about 200 tons per day of reground concentrate containing roughly 10% pyrrhotite and 20% pyrite is cyanided in four 181 x 18' Dorr agitators. A survey by the Department of Mines showed that oxygen content of some of the agitators was rather low. Experience with our oxygen meter indicates that the oxygen content must at times have been too low for good gold dis solution.We have found that in winter, when pulp temperatures drop to about 50° F, oxygen saturation in the agitators is not difficult to maintain. In summer, however, when pulp temperatures rise to 70or 75°F, the oxygen content will drop very readily. It was found that a high oxygen content can be maintained readily if the pulp is sufficiently dilute. Thus at 50° F, a pulp of specific gravity 1. 75 i.e., about 55% solids, will saturate; but at 70 or 75° F, the specific gravity must be decreased to 1 .45, equivalent to about 40% solids, in order to maintain saturation. Very thick pulps, such as thickener underflows, are noticeably difficult to saturate in the laboratory, and lose their oxygen rapidly.Clear solutions, on the other hand, absorb oxygen readily and hold it. The primary thickener overflow, before agitation, is 100% saturated; after storage of 3 to 4 hours it is still 100% saturated at re clarifier tank. Barren solution after spraying in a launder is 100% saturated.We have not yet attempted to determine what percentage saturation is necessary for good extraction, but it is known that there is a point at which extraction decreases rapidly. So far, the measures required to maintain over 80 or 90% saturation have coincided with measures required to hold the reducing power to the point believed necessary."

CITRON has developed a new process for the recycling of hydroxide sludge, household batteries, catalysts, automobile shredding residues, grinding sludge and other metal containing organic and inorganic waste. A pilot plant with a capacity of 1,000 tons per year has started operations in April 1998. In August 1999, an industrial plant became operational with an initial treatment capacity of 23,000 tons.

Discussion of the paper of CHARLES COLCOCK JONES, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 105, September, 1915, pp. 1887 to 1898. D. A. LYON, Salt Lake City, Utah.-For some years I have been interested in the iron-ore deposits of the Pacific Coast, and I feel very much indebted to Mr. Jones for the information he has given us on this subject. I think that we are also very much indebted to him for having presented this paper, as he has given us reliable data in shape of facts and figures, which is just what we need in considering whether or not it would be commercially feasible to attempt to establish an iron and steel industry on the Pacific Coast. Personally, due to lack of market, I do not think it is a commercially feasible proposition at the present time. Mr. Jones states that pig iron can be produced on this coast as cheaply as it can be produced in Pittsburgh. Even. so, what can be done, with it after it is produced? To begin with, iron produced on the. Pacific Coast has to compete with iron produced in China. Last year I had occasion to investigate the subject of the market for iron and, steel on the Pacific slope, and found that it was possible for the producers of Chinese iron to sell it for much less than the price for which iron can be produced in the West, and also for less than eastern pig iron is now sold for, even when shipped through the Panama Canal. I was informed that the agents for Chinese iron had instructions to sell it for $1 or $2 less per ton than that asked for other irons on the market. Of course, I realize that the competition of Chinese iron may not be important, but even if it is not, and even though pig iron ,can be produced at the cost given by Mr. Jones in his paper, I do not see any immediate chance of its being so produced, due to lack of market. C. C. JONES, Los Angeles, Cal.-Mr. Lyon is right. It is a fact that Chinese pig is being sold in San Francisco on some large contracts at $18.50 a ton, while $19 is the usual price. We ought to produce iron. on this coast at $14. Personally I do not think Chinese iron is ever going to be an important factor. It is a bugbear out here now. You are not going to have much Chinese pig iron in .this country. Our little friend Japan is going to absorb everything it can. The price of Chinese pig iron at $18 is about as low as it will ever get. If we can show you that we can produce this iron here at the same price as at Pittsburgh, I. think you will have a good opportunity to compete with anything China or India can ever do. Costs there are very low now. They are going to come up by leaps and bounds in the next few years. The labor cost over there may be very low now, but I. have seen some men from there quite recently

(San Francisco Meeting, September, 1915) IN any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific. Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in. the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly riot due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul.

The liability created by building this railway is the great financial problem before the people of British Columbia at the present time. In dealing with the subject, I propose to divide it into three periods: The Past - The Present - and The Future. The Past The primary objects in building the railway were to provide an independent and direct route for the Grand Trunk Pacific railway into the city of Vancouver, and to open the central and north-eastern portion of the province.. This vast territory, almost one-half the entire area of British Columbia, has great wealth in fruit, agricultural, and grazing lands; timber, coal, water-power and minerals of all kinds, including some of the richest placer deposits in the world. Rivers and lakes teem with fish. Big game, including moose, elk, caribou, deer, grizzly and black bear, mountain goat and sheep, is plentiful and there is an abundance of small game and fur-bearing animals. In addition, its scenic attractions are unsurpassed in Canada. To develop these resources it was considered necessary to build a railway from south to north as a main artery of transportation and, if necessary, branch lines to carry heavy .shipments of coal or other commodities. Lighter freight may be handled by motor trucks from distant points to the railway.

"Trends in world coal markets indicate that the next twenty years could be a period of intensive development for British Columbia&apos;s coal resource. This paper examines demand projections for metallurgical, thermal and chemical feedstock coals, with particular reference to domestic and Pacific Rim markets. Supply possibilities, from the point of view of British Columbia&apos;s competitive position, are explored, with emphasis on the interaction of such factors as capital, labour, port and transportation requirements.The paper concludes with an examination of British Columbia&apos;s strategies in light of the foregoing, and comments on the government&apos;s role in ensuring that development of the coal resource be attained in a manner consistent with over-all provincial goals and objectives.IntroductionFor the purposes of this paper the Pacific Rim is defined as including, in addition to Canada, the following: Japan, Korea, the People &apos;s Republic of China, Hong Kong, Taiwan, the countries of the Indonesian Archipelago, Australia, New Zealand and the Pacific-bordering countries of South America and Mexico. The United States has been excluded in this definition in order to better illustrate the economic growth potential for British Columbia coal in the Pacific Rim economies.In the past decade, the Pacific Rim economies have grown faster than most other economies in the rest of the world; economic growth rates of 10 per cent were common in the region prior to the 1974 slowdown and the average rate of economic expansion in the mid-1970s has exceeded 6 per cent. Rapid expansion of international trade in the region has been a major stimulus in this process. By 1979, Pacific Rim two-way trade has reached an estimated $550 billion-about 20 per cent of world trade."

This paper reviews the historical data on relative height changes of landmasses with respect to sea level for Pacific Rim countries.It discusses existing theories of the Greenhouse effect, and the interaction with the vertical movements of the continental plates which leads to different effects for different places. Possible future scenarios are described and directions for future research and measurement programs are given.Relative sea levels are governed not only the increase of water from deglaciation but also by a range of other factors such as variable water storage in lakes and the atmosphere, thermal expansion of the ocean, ocean currents, and the shape of the ocean and the continents. Sea floor spreading, for example, is ultimately more significant than deglaciation in sea level control but is generally much slower.

The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world&apos;s greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. It began with the major exploration of the mineral-rich west of the United States and extended significantly later into Latin America and Australia. Discovered in 1991 by combined plume detection and bottom-tow photography (Binns and Scott, 1993) and for some years thereafter the highest tenor mineral occurrence known on the ocean floor, the PACMANUS hydrothermal field has since been surveyed and sampled in great detail by CSIRO and international research agencies (Binns et al, 1995; Auzende, Urabe and Scientific Party, 1996; Binns et al, 2002; Tivey et al, 2006). Since 2005 commercial surveys employing deep-tow geophysical packages and remotely-operated vehicles (ROVs) have been conducted by Nautilus Minerals Inc and partners within Papua New Guinea-granted offshore exploration licenses (Nautilus Minerals Inc, 2008). Two academic drilling programs have been conducted, one under the international Ocean Drilling Program (ODP) directed at deep structure (Shipboard Scientific Party, 2002; Binns, Barriga and Miller, 2007), and one using a 5 m capable seafloor diamond drill to investigate the immediate subsurface at one site (Petersen et al, 2005). In 1980 Pancontinental Mining Limited decided that while the Jabiluka uranium project was still a major focus of the company&apos;s efforts some diversification was necessary. At this time it was decided to include precious metals in Pancon&apos;s exploration and acquisition objectives. As a result the now Paddington Gold tenements were acquired, explored and developed. Today, it rates as the 6th largest gold mine in Australia and at an expanded throughput of 1.2 million tonnes per year of ore it will produce about 110,000 ozs of gold per year. Following extensive exploration activities by Pancon&apos;s Exploration Division the Operations Division continued with development drilling finally proving up a reserve of about 8.4 million tonnes at an average grade of 3.2 g/t. An in- house preliminary feasibility study was followed by a two phase feasibility study by Davy McKee. This resulted in a recommendation to the Pancon Board of Directors to develop Paddington with an annual throughput capacity of 875,000 tonnes. IT may seem necessary to offer an apology for presenting for consideration a process which is conspicuous by its absence in the literature of the Institute, and which may be thought by some to belong to the past in metallurgy, and to have been already superseded. But the large capital invested in puddling calls for a careful consideration of the question whether the time has certainly arrived when the puddling furnace must be replaced by the converter and open-hearth furnace. May there not still be a place for puddled iron alongside of molten iron and steel, and is not the improvement of the puddling process itself worthy the attention of engineers equally with the Bessemer and open-hearth processes? The changes involved in the conversion of pig iron into wrought iron are well understood and need only be briefly alluded to. The patent of Henry Cort bears the date of 1784. Since that time the improvements in the process have mainly consisted in the replacement of sand by iron bottoms by Samuel Baldwyn Rogers in 1818, and the still more recent substitution of iron oxide for the refractory materials used for the rides and bridge of the hearth, which distinguishes the wet or boiling process from the dry or paddling process. Chemically, the process consists in the removal of the metalloids from the pig iron, a result effected mainly by the iron oxide. Silicon is first oxidized, then the phosphorus, and finally the carbon. The silicic and phosphoric acids produced pass into the cinder and the carbonic oxide burns as it escapes from the bath of metal. It is interesting in this connection to note the effect of temperature on the removal of the phosphorus from the iron. As is well known, no phosphorus is eliminated under the oxidizing influences prevailing in the Bessemer converter, while from 70 to 80 per cent. is removed in puddling. Premature coating failures of new and refurbished structural steelwork of clarifiers have been a common occurrence at power generation plant in recent years. Several of these failures have ended in disputes regarding which party was actually to blame for the early degradation of the coating system, i.e. quality of the power station?s water, poor application, substandard materials, outdated corrosion protection specifications, etc. Having investigated several of these premature failures, it is clear that the corrosion protection of clarifier steelwork is a highly complicated process and that the painting work needs to be closely monitored in order to ensure long-term protection by whichever product that is applied. The need for quality control inspections during the painting of the plant is often underrated during the project planning stage, also the importance of detailed corrosion protection specifications that consider not only the practical application of the materials, but also the quality control responsibilities of the Contractor, End User and Third Party Inspectorates that may be involved. This paper considers the application constraints of coatings to clarifier structural steelwork and importance of stringent quality control procedures in order to ensure the long-term performance of the corrosion protection systems.

Palabora Mining Company operates an integrated open pit mine, concentrator, smelter and refinery complex located in the Northern Province of South Africa. The Palabora open pit went into production in 1966, mining 30 000 t/d to produce some 62 000 tpa of copper. With continuous modification and improvement, a mining rate of 82 000 t/d, producing up to 135 000 tpa of refined copper, has been achieved. While these improvements have also enabled the mine life to be nearly doubled, the open pit will reach the end of its economic life by 2003. The Palabora orebody is vertical and the reserve extends to a depth of 1800 m over an area of 700 m by 200 m. Studies to assess the economics of mining the orebody by underground means began in the mid-1980s. These studies indicated that block caving is the lowest cost underground mining method that would generate a suitable return. In March 1996, a decision was made to develop a 30 000 t/d block cave mine that will extend the life of the Palabora Mining Company by a further 20 years. In terms of the relatively high rock strength and the resultant coarse fragmentation that is expected at the drawpoint, the Palabora cave can be considered rather unique when compared to other block cave operations. This paper describes the project in broad terms and details the mining method, particularly with respect to the cavability of the orebody and the design features to deal with the coarse fragmentation. The project commenced in July 1996 and final development of the undercut and drawbells is scheduled for completion in November 2003. This paper describes the status of the project and planning as of April 2000.

The Palaeoproterozoic Warramunga Formation is notable as the host to the enigmatic, so-called &apos;Tennant Creek style&apos; mineralisation. These polymetallic (but mainly Au-Cu-Bi) ore deposits typically have a close spatial association with massive ironstone bodies, and frequently also with banded ironstone, known locally as &apos;haematite shale&apos;. The Warramunga Formation is a polydeformed, turbiditic succession. Partial, or complete Bouma sequences variously comprising lithic arenite, wacke, siltstone, and mudstone constitute a classic flysch sequence deposited as a proximal (sandstone lithofacies) to distal (siltstone lithofacies) fan association. The Warramunga Formation has a substantial component of volcanic detritus and has generally been attributed to an essentially contemporaneous volcanic provenance. However, lithostratigraphic revision (Donnellan, Hussey and Morrison, in press) apparently precludes outcropping volcanic rocks of the Tennant Creek Block, or indeed Inlier, as the source of detritus. Warramunga Formation geochemistry indicates rapid derivation from a fractionated, predominately felsic igneous source (Palaeoproterozoic upper crust) with a minimum of chemical weathering; together with an admixture of mafic material. Warramunga Formation geochemistry cannot, however, be reconciled with that of the Bemborough Formation, which is here taken to be representative of Flynn Subgroup felsic volcanic rocks. Similarly, the Warramunga Formation is geochemically distinct from Flynn Subgroup sedimentary rocks. Geochemistry of the banded ironstone is consistent with its interpretation as Dine-grained turbidites.

HIGH-GRADE manganese ore, from which manganese is obtained commercially, is not found in large quantities in any major steel-producing nation in the free world. The U. S. is a "have not" nation with respect to deposits of directly mineable high-grade manganese ore. Known resources of 48 pct Mn or better grade ore amount to less than 200,000 tons. In 1950 the U. S. steel industry consumed 1.8 million short tons of metallurgical grade manganese ore that contained about 800,000 tons of manganese. About 16 pct of the manganese content was lost in processing, so that about 650,000 tons, or 13 pounds per ton of steel actually entered into steel production. Under present practices use expands directly with steel output, and by 1975 the demand in both the U. S. and the rest of the free world is expected to be roughly 60 pet greater than in 1950. In peacetime about 80 pet of manganese consumption goes into steel production; high-manganese steel, dry cells, and chemicals account for the remainder. The manganese supply problem centers around high-grade ore for ferromanganese production. Use of ores containing less than 35 pet Mn sharply increase the costs of making ferromanganese. Use of ferro-manganese of grade below 70 pet in turn requires changes in steelmaking that increase steel cost. Under normal conditions the present small domestic production cannot be expected to increase. Major resources in the U. S. consist of 12 low-grade deposits. The cost of mining and treating these ores to extract a product as good as that yielded by imported ores is at least twice and in some cases more than four times the 1951 price of foreign ores delivered to the U. S. However, as long as trade relations and overseas shipping are not interrupted, deposits in India, Africa, and Brazil can meet steadily increasing demand at approximately present costs. Cost considerations indicate that the U. S. should continue to rely upon overseas sources for its peace-time supply, and that this situation is satisfactory. But, this does not take into account the question of how the U. S. will be able to meet its needs in war. Position of the Rest of the Free World In 1950, free world steel producers outside the United States, with a steel output of 70 million ingot tons, consumed about 1.3 million tons of metallurgical-grade ore. Their manganese ore demand, expected to increase directly with steel production, will by 1975 be about 2.3 million tons. Russia possesses over half the known manganese ore reserves of the world and is producing twice the tonnage of any other country. It supplied more than a third of the U. S. manganese requirements up to 1938 and again in 1948, but by 1950 Soviet manganese exports to the free world had virtually ceased. The free world&apos;s supply of manganese now comes mainly from India and Africa. Somewhat over 10 pet of U. S. imports came from Brazil and Cuba. Security Considerations In the event of war the U. S. might be substantially cut off from 90 pet of present sources. Reduction in manganese specifications might cut consumption by over 10 pet without seriously affecting steel quality. By elimination of losses in the production of ferromanganese savings as high as 10 pet might be possible. But, wartime manganese requirements cannot be met through conservation alone. To meet possible future emergencies the U. S. should continue its comprehensive security program for manganese, including stockpiling and research on the economic use of low-grade ore, domestic ores, the recovery of manganese from slag and the reduction of manganese requirements in steel production. If this work, including additional pilot plant operation is pursued vigorously, it should be possible in an emergency to get an adequate supply of manganese from domestic sources. The national stockpile then can be looked upon as a source of supply during the period of at least 2 years required to reach full-scale production from low-grade resources. Ferromanganese Smelting In comparison with smelting of pig iron, ferro-manganese smelting is a very wasteful process. Under present ferromanganese blast-furnace smelting practice, about 8 pet of the manganese in the furnace charge is lost to the slag, and roughly the same amount is lost to the stack gases; the total loss approaches 15 pct. Present practice is a compromise between excessive slag loss and excessive stack loss. In fact, it may be seriously questioned whether conventional blast furnace design is suitable for manganese smelting. U. S. Resources The known manganese deposits of the U. S. contain a total of 3500 million long tons of raw material and 75 million long tons of metallic manganese. More than 98 pct of this contained metal is in 12 large low-grade deposits of which the most important are those at Chamberlain, S. Dak; Cuyuna, Minn.; Aroostook County, Maine; and Artillery Peak, Ariz. Reserves of high-grade ore (48 pct Mn) amount to less than 200,000 tons. About 20 million tons of ore average over 15 pct Mn, and when grade is decreased to 10 pct Mn reserves amount to about 100 million long tons. If cut-off grade is decreased to 5 pet Mn, resources amount to 800 million long tons. Many of these low-grade ores may be beneficiated by flotation or other concentration methods. Pyrometallurgical Methods For smelting ferromanganese, it is essential to have an ore containing at least 50 pct manganese, with an Mn:Fe ratio of about 8:1. Direct smelting of 20 pct Mn concentrates is not promising. The only method that offers any promise involves two-step smelting.

"The Adams mine, operated by Jones & Laughlin Mining Company, Ltd. and located near Kirkland Lake, Ontario, produces one million tons of iron ore pellets per year. This paper briefly describes the mining and concentrating operation and deals mainly with the operation of the pellet plant. The orebody consists of fine-grained magnetite and some hematite, with alternating layers of chert, and is mined by conventional open-pit methods. After crushing and grinding, the ore is concentrated by magnetic separation and flotation. Agglomeration is accomplished by the grate-kiln pelletizing process. The plant layout and general operation will be discussed in detail."

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY&apos;S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors.
