On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

The dimensions and shape of both airborne and bulk amphibole-asbestos fibers are different from those of cleavage fragments of the amphiboles. These differences are related to the mineralogical properties unique to the habit of asbestos. These properties include the fibrillar structure, small fibrill widths and distinctive crystallographic faces of fibrills. Criteria for distinguishing amphibole cleavage fragments from amphibole-asbestos include mineralogical proper-ties observable in bulk samples and the dimensions of particles collected on air filters.

"Over the past twenty years, there have been numerous studies which have attempted to correlate the prevalence of Coal Workers' Pneumoconiosis (CWP) with different characteristics of the coal seam. Some investigators have tried to find a relationship, or the lack of a relationship, between the rank of coal seams and the incidence of CWP. Others have attempted to show that there is a positive correlation between the mean mass of respirable dust in the mine atmosphere and the prevalence of CWP. Still others have tried to determine the influence of the quartz content of respirable dust on the incidence of CWP. Unfortunately, many of these different investigations have conflicting conclusions.One area of research with conflicting conclusions deals with the relationship between the rank of the coal and the incidence of CWP. For example, an inves¬tigation conducted in Pennsylvania and West Virginia coal mines concluded that the prevalence of CWP increases with an increase in coal rank (1). A study in Great Britain also observed a close relationship between the rank of coal and the prevalence of CWP (2). However, another study involving 312 Appalachian coal miners concluded that the association between coal rank and CWP might be fortuitous and that other factors may be more important (3). In addition, an investigation involving 2,600 miners during a period of twenty years in Great Britain established that there is only a weak correlation between the prevalence of CWP and the rank of the coal (4). Consequently, it appears that there is still uncertainty as to whether or not the rank of the coal seam has an influence on the development of CWP.Another area of investigation concerns the relationship between the mean mass of respirable dust present in the mine atmosphere and the prevalence of CWP. A study involving 4,122 miners over a period of ten years in Great Britain noted a high correlation between the mean mass of respirable dust and the incidence of CWP (5). Another investigation involving 3,154 British face workers con¬cluded that the overall mass of respirable dust is the factor most closely related to the ten-year attack rate of CWP (6). However, a study conducted in thirty-one mines in the United States concluded that it is doubtful that the quantity of respirable dust alone is responsible for the difference in the prevalence of CWP (7). Even though there are conflicting conclusions, there are many more investigators who confirm, rather than deny, the relationship between the mean mass of respirable dust and the development of CWP.The third subject of investigation is the role of quartz in the incidence of CWP. For example, two studies in Great Britain concluded that the quartz content in coal mine dust has no relationship to the prevalence of CWP (8,9). But a study involving 312 Appalachian coal miners revealed that the level of exposure to free silica plays an important role in the development of CWP (10). Once again, the conclusions reached by different researchers are conflicting.Probably the most important factor in the discrepancy among the studies is the variability among different coal mines. A mine operating in an inherently ""dusty"" seam may have a low concentration of respirable dust while a mine operating in a less dusty seam may have a high concentration of respirable dust. This discrepancy is a result of variables such as the effectiveness of ventilation or the efficiency of the water sprays. Consequently, it is very difficult to compare the dustiness of different coal seams by in-mine measurements of the respirable dust concentration. A laboratory test would more accurately characterize a coal seam according to its respirable dust production."

Laboratory-based dynamic testing provides an invaluable tool in the development of rock bolts for use in highly stressed, burst prone rock masses. While in most cases the laboratory-based test method is not a direct comparison to an in-situ installation due to the purely axial loading and variations in boundary conditions, it does provide an indication of the performance of the tendon system under dynamic loading. The aim of the research described in this paper is to provide an understanding of the effect of the impact velocity of the impact mass during a laboratory-based dynamic test. Understanding the effect of boundary conditions of laboratory testing will improve Geotechnical Engineers understanding of the performance in an in-situ installation. In addition, due to the limited number of dynamic test facilities, an understanding of the effects of the boundary conditions will aid in the comparison of test results for different products from different test facilities. The research was conducted using an impact tester, whereby a known mass is raised to a known height defining the kinetic energy and velocity of the mass at the point of impact with the test sample after release. The impact velocity was varied between 2.7 m/s and 5.4 m/s, while the kinetic energy of the mass was maintained at 11.5 kJ. While a correlation between the impact velocity and strain rate of the system tested was established, due to the properties of the system tested, the range of impact velocity on which dynamic tests were conducted was insufficient to result in a considerable change in the average impact load, the cumulative proximal displacement and the cumulative maximum energy absorbed over multiple impulse. However, due to the reduction in the momentum of the impact mass the impact duration and displacement during each impulse in the series of impulses reduced. Sustained growth in demand for platinum group metals has resulted in an unfettered increase in new projects undertaken by the platinum producers. These projects are outsourced to various degrees. The argument of this paper is that both the client?s project manager and the consultant?s project manager are essential elements in the successful execution of a project. Their roles are not only different but also complementary, and are defined in the paper. Data gained from considerable experience in the South African corporate mining environment underpins the opinions expressed in the paper. Furthermore, an extensive literary search was undertaken to determine trends in related industries outside the South African context. Throughout the argument it is emphasized that project philosophy emanates from a systems view and must be treated as an overarching whole. The elements of project management become meaningless unless they are connected to one another and integrated into a cohesive unit. Advancing the knowledge field of project management is of critical importance to mining investors. There is no doubt that a key determinant of the sustainability of mining business is closely related to the efficiency of all-inclusive project management. From pre-investment and feasibility studies, implementation and execution, to ramping-up to full production, scientific project management has a critical role to play. Guidelines for the pursuance of this ideal are proposed. The introduction contextualizes the subject matter in an overview of the evolution of mine management in South Africa and abroad. Then, brief insight is given into the philosophy of project management. This exposition is confined to the predispositions, presuppositions and defining characteristics of project management. The core of the paper looks at the roles of the client?s project manager in relation to the consultant?s project manager. This section is underpinned by practical experience gained by the author on numerous mining projects. A view is taken of the future of project management in the mining industry. The conclusion summarizes the argument and aligns project management trends in the mining industry.

Two metallurgical tools have acquired wide use within the past several years as a means of studying the transformation characteristics of steel. One is a technique used first by Bain and Davenport for determining the transformation characteristics of a steel at constant temperature; the second is the end-quench hardenability test. Constant-temperature transformation curves like those of Bain and Davenport have done much to rationalize the metal¬lography of steel; however, in commercial practices, constant-temperature transformation is seldom encountered, therefore only rarely can such curves be directly applied. The real reason for the determination of such curves lies, in the fact that they provide a way of thinking about transformation that is both convenient and productive. The end-quench hardenability test is a more practical means of studying transformation, for, by correlating positions on the hardenability bar with shapes of different masses, an almost direct application of the results can be made. Unfortunately, the end-quench test, though practical, can do very little toward improving the metallurgists' way of thinking about transformation. These two metallurgical tools, dealing with precisely the same phenomenon, should be very closely associated in metallurgists' minds. Actually, they are frequently pushed into separate mental corners and considered as being more or less distinct and unrelated. The reason for this is that no strong connecting link between them has been developed. An attempt is sometimes made to relate these two tools by projecting the critical cooling rate on the isothermal transformation plot as illustrated in Fig. I. The critical cooling rate is considered as a constant rate-though in practical applications, cooling rates are never constant-and this constant cooling rate is given uniform significance from the Ae temperature down to the temperature of initial transformation. A little thought indicates the errors of such a procedure. Certainly the time interval spent just below point A of Fig. I cannot be as effective in promoting nucleation as is the time interval spent just above point B. Yet the procedure represented in Fig. I considers all the time spent between temperatures A and B to be just as effective in promoting nucleation as though all the time were spent at temperature B. Furthermore, change the shape of the isothermal curve between points B and C in any way desired, and the required critical cooling rate is not changed one iota. This cannot possibly be true. Such a way of thinking about critical cooling rates not only is incapable of giving any results that are quantitatively satisfactory but is likely to give very misleading qualitative results.

Selection of tunneling method, specially the use of shielded machines for application in deep rock tunnels can be heavily impacted by presence of ground convergence and squeezing conditions. Tunnel convergence is a function of ground conditions (i.e., rock mass behavior, groundwater, in-situ stresses), size of the opening, and TBM operational parameters. The case study of Ghomroud water conveyance tunnel project in Central Iran, which is under construction using a double shield TBM, is used to examine the effect of rock parameters on tunnel convergence and hence on the need for over excavation and shield lubrication to avoid problems with the shield getting stuck. Although it is impractical to perform a continuous assessment of rock mass conditions within the shield or in the lined tunnel, results of field observations and subsequent studies show that the amount of the tunnel convergence has direct correlation with the percentage of fines and large rock fragments in the muck and TBM thrust/torque/ROP. These relationships have been examined and will be presented in this paper.

"This laboratory study investigates the damage evolution of sandstone specimens under two types of cyclic loading conditions through monitoring and analyzing the variations of elastic moduli and ultrasonic velocities. We adopted the rigidity degradation method for evaluating the damage accumulation through the rock dynamic ultrasonic velocity measurements. Compared to the ultrasonic test, the method of rigidity degradation shows deficiencies in the detection of damage development. The cyclic loading within the elastic limit led to a stiffening trend for the loading process but a softening trend for unloading process. The method of rigidity degradation was unable to describe the damage accumulation in this situation, while P-wave velocity clearly reflected the damage development. Moreover, a simplified model is established for interpreting the behaviors of the modulus variations and ultrasonic velocity. The cyclic loading within elastic limit enhances the anisotropy of rock, which causes a denser packing pattern in the direction of axial stress. The persistent damage accumulation under the cycling with an increasing upper limit is the consequence of the tensile failure in the microstructure of sandstone. INTRODUCTION The damage accumulation due to dynamic (cyclic) loading is highly detrimental in many engineering structures, such as mine openings, petroleum and natural gas boreholes, tunnels, rock foundations, and underground chambers. The sources of cyclic or repetitive loadings can be roughly divided into two types: (1) periodic operation, including drilling, blasting, and mining; (2) random vibration, including earthquakes and traffic loads. The repetitive loading-unloading process opens and closes the micro-pores and micro-cracks within the rock, further inducing the growth of cracks. As expected, the accumulating damage becomes a potential factor to trigger the rapid and violent failures of large-scale engineering rock structure."

Of the energy resources present in Australia, coal and uranium are by far the largest. These two resources ap- pear sufficient to satisfy Australia's energy needs beyond the immediately foreseeable future and long after the natural petroleum resources are exhausted or have ceased to play a significant role. By that time, coal could be converted in plants of very large size to synthetic liquid and gaseous fuels which will be used as substitutes for pet- roleum fuels, particularly for transport. The basic role of uranium will be to supply electricity from nuclear power stations for heat and power requirements, thereby freeing non-coking coal largely for conversion purposes. The establishment of these enterprises will require a massive national effort and a high degree of co-ordination at the planning stage.

Direct-reduction processes for converting iron ores to metallic iron in the solid state have been available for some time; and whenever scrap becomes expensive, there is a new wave of interest in these processes. It is well established that direct reduction, coupled with electric-furnace steelmaking, is a technically viable method for making steel and in some circumstances is economically competitive with the conventional blast-furnace--basic-oxygen-process (BOP) route to steel. This raises a number of interesting questions, several of which could be of great interest to the coal and ore mining industries. For example, what are the quality requirements of the raw materials for direct-reduction--electric-furnace steelmaking? Would they be different from the present requirements for blast-furnace--BOP steelmaking? Other questions relate to how much steel will be made by the direct-reduction route in the future. The quality questions can be discussed with a fair degree of certainty, but a prediction of the amount of steel that will be produced by the direct-reduction--electric-furnace route is beyond the scope of this paper. However, an attempt will be made to identify some of the factors that will influence whether there is a swing to direct reduction and the rate at which it may occur.

For the first time in an underground stone mine, the relationship between roof movement and microseismic emissions was examined in conjunction with two distinct roof fall areas. As roof monitoring increases in acceptance and monitoring technology advances, the goal of providing reliable roof fall detection systems to enhance the safety of underground mine workers moves closer to reality. Instrumental to reaching that goal is the ability to interpret accurately and completely roof movement and microseismic emissions, which can serve as precursors to roof falls. This paper examines the capabilities of convergence and microseismic monitoring systems to better understand roof rock failure mechanics and to anticipate roof falls. An understanding of how these techniques are used and how they interact with each other is critical in developing the most effective ground control strategy for our nation’s mines.

The Stawell Goldfield, the westernmost of the main Victorian fields, has produced over a million and a quarter ounces of gold from one and three-quarter million tons of ore. The lodes are quartz reefs and sulphide bodies occurring in sediments of lower Ordovician or upper Cambrian age. The lodes are confined to a relatively narrow suite of weak rocks lying between stronger ones above and below and there is a definite relationship between fold structure, pitch and strength of folding and ore.LOCATION HISTORY AND PAST PRODUCTIONThe town of Stawell, situated 150 miles north-westerly from Melbourne on the main railway and road to Adelaide, is the most westerly of the main gold areas of Victoria. Alluvial gold was found at Pleasant Creek (now Stawell West) in 1853 and the usual "rush" followed. Numerous alluvial leads, some surface, others buried under up to 100 ft. of Tertiary sediments were worked. The alluvial gold was soon exhausted, but in 1857 gold-bearing reefs were found on the slopes of a prominent ridge on the northern edgeof the present town. Early reef mining was by small working parties mining to shallow depths only and treating their ore at public crushing plants. Some of the early returns were very high grade. The next stage was the amalgamation of claims and the formation of companies, with their own treatment plants. This stage continued till the last mine closed in 1921. These companies had, by present standards, small holdings and far too many shafts were sunk, resulting in less efficient prospecting and operation.Since 1921 there have been one or two small scale attempts to revive mining but without success. This study showed that diametral point-load testing performed parallel to the bedding planes of highly anisotropic sedimentary rocks produced inconsistent results that cannot be used to accurately estimate uniaxial compressive strength. Axial point-load values from tests performed normal to bedding planes and evaluated by the T500 index produce good correlations with the uniaxial compressive strength values obtained for five different rock types. A strong correlation also existed between the moisture content and the uniaxial compressive strength of the tested lithologies. A combination of axial point-load and moisture content indices produces the best correlation with the uniaxial compressive strength test results.

To discuss this relationship both the problems of the mechanisms of ore accumulation and the origin and cause of volcanism must be faced. Volcanic activity is associated with hydrothermal activity but the causes of volcanism are inseparable from the problems of the origin of magmas generally. To be more in accord with the inevitable reaction between water and silicates at high temperature, it is suggested that reconsidera- tion be given to the role of water in magmas such that our general concept of magmas becomes one of hot hydrous pastes rather than melts with water in them. It is claimed that a general concept of magmas as gelatinous hydrosilicate masses is a far better assumption because the rheological and diffusive properties of such materials enables an adequate explanation of a greater number of observations. It is consistent with the mergence of magmatic and metamorphic rocks and requires low to modest temperatures at the time of liquifaction allowing convergence with mobilised and disturbed sediment masses. The physical and chemical properties of both wet sediment pastes and magmas envisaged as hydrolised silicate masses are entirely dependent on the enormous internal surfaces of their disordered solvated components. THERMODYNAMIC calculations indicate that boron is a better deoxidizer than silicon but probably is not quite as effective as aluminum. Boron should, therefore, be readily oxidized out of the open-hearth bath, which implies that it is not recovered in significant concentration from any scrap charged; also that, if added in the ladle, it tends to oxidize out during teeming unless protected by the presence of a. better deoxidizing agent. These conclusions do not apply to liquid cast iron, in which the oxygen content is much lower than in liquid steel. The possibility of conserving certain strategic alloying elements widely used in steelmaking, notably manganeie, chromium and molybdenum, by the use of boron, which in small concentration appears to be extraordinarily effective in promoting hardenability, raises a question as to what extent any boron present in the scrap charged into the open hearth is oxidized out during melting and subsequent refining. This question is significant because the optimum concentration of boron in the finished steel, which is fairly critical, would be very difficult to attain if the boron in the charge were largely retained in the metal. Moreover, unless boron is substantially eliminated in the open-hearth process its use on a large scale would eventually make it impossible to produce boron-free steel except by restricting the charge to virgin material. There is at present, unfortunately, virtually no satisfactory direct evidence to provide an answer to this question; but there are indications from practice that boron is oxidized out in the open hearth in the production of medium or low-carbon steel, although it may be retained if the carbon content remains fairly high; that is, if the oxygen is kept fairly low. In the absence of direct data, it is necessary to rely upon the indications of indirect evidence, the best approach now available being a thermodynamic calculation of the deoxidizing power of boron in liquid steel by the general method used so successfully by Chipman1 in his study of the reactions in the open-hearth process. The thermal data for boron, upon which such a calculation must be based, are reasonably satisfactory; the only quantities not directly determined are the entropy of melting of boron, the activity coefficient of boron in liquid steel, and the activity coefficient of B203 in an open-hearth slag; but these values may be estimated with ample accuracy. The results of this calculation, which is presented later, are given in Table I, together with corresponding data for other deoxidizing elements. The grinding of coals for coal preparation has been studied extensively by previous investigators, but no similar work has been done on coal lithotypes (l-4). However, the different natural breakage characteristics of coal lithotypes have been recognized and utilized by the coal industry (5,6) to develop the Longway Burstlein process (7) for the concentration of macerals(8). The specific objective of this research was to determine the relative grindability of lithotypes, obtained from both anthracite and bituminous coals. An attempt was made to relate the findings, wherever possible, to the chemical and physical properties of the tested lithotypes. Another aspect of this research was to ascertain the size distribution and grindability of lithotypes ground at a various number of revolutions in a Hardgrove mill.
