The 1970's have been considered a pivotal decade for the mineral industries. Undergraduate mineral engineering education is relevant to this theme; in particular, there are three interrelated problems: 1) The goals, and therefore the course requirements, of the under- graduate curricula are in question; 2) The unit costs of undergraduate education appear excessive to those who bear the charges; and 3) The present social ambience detrimentally affects the work attitudes and career motivation of both prospective and in-course students. Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development and production levels. Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of society and the profession.

Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970's - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Since the turn of the century the mining industry in the United States has had a number of serious mine explosions, fires and ground fall disasters that have led to a major re-evaluation of mine communication and rescue practices. One of the hindrances of current underground communication technologies is the potential of lost or cut connections when a serious accident, such as an explosion, fire, inundation or major ground fall, takes place. The Mine Improvement and New Emergency Response Act of 2006 (MINER Act)1 mandated that each underground coal mine in the U.S. must provide for two-way wireless, post-accident communications between underground and surface personnel as well as electronic tracking of underground workers One area that has gained renewed attention in the mining sector is Through-The-Earth (TTE) communication. TTE technology has a major advantage in that transceiver devices can be carried by miners and set up quickly during an emergency, since they require no wire connection to the surface. TTE technology uses ultra-low frequency (1 to 4 kHz) electromagnetic waves, requiring relatively large wire loop antennas and highly sensitive receivers. The signal bandwidth is narrow and the permissible antenna currents in coal mines are restricted, which has led to limited usability of TTE technology in the past, as evidenced in research studies conducted by the U.S. Bureau of Mines in the 1970s. Yenchek (2012)2 pointed out that recent advances in receiver and signal processing technology have enabled voice and text communication capabilities and much improved sensitivity that offers new possibilities for TTE communication in mining applications. One company that has been developing such technology is Vital Alert Communication Inc. Vital Alert has been providing TTE communications since 2003 with a growing focus on emergency response and portable systems. The company?s Canary® Go System is one such product that looks to provide reliable communication capabilities in a portable, user friendly unit that can be utilized both for normal operation and mine rescue scenarios. Researchers at the Colorado School of Mines (CSM) have tested the Canary Go TTE communications system in the CSM Edgar Experimental Mine to determine signal propagation distances, signal quality and aspects of practical application.

In a small tank, slurry is passed through the high shear impeller zone with small time intervals, and a large proportion is regularly exposed to air at the surface, and at relatively high shear rates. This accounts for significant differences in the performance of large and small tanks. It is preferable to derive data where possible directly from an operating plant rather than applying data generated in small tanks where allowances must be estimated for the above differences [and where slurry aging and often substantial cooling compared to hot freshly milled ore further distorts results]. Various measurements have shown that many gold slurries can suffer extreme variability, as streamers of bypassing material or boules of hold-up periodically condstitute the instantaneous discharge from a tank - the relatively high Yield stress of slurries [around 1 to 10 Pa] causes very incomplete homogenization of slurry in any tank, the worse the larger the tank and the more viscous the slurry. To provide a background for this subject, this monograph presents leach and adsorption models based on the fundamental physics and chemistry of these processes, and includes quantitative discussions of factors which can lead to deviations on scale-up. The Throughflow model which avoids the need for such alowances is then presented, as well as a Computer Programme applying this model, and which allows direct calculation of the effects of:

"The Mount Milligan Mine, owned by Thompson Creek Metals Company Inc. (TCM), started operations in September of 2013. It is located between the communities of Fort St. James and Mackenzie and is the first major metal mine to open in British Columbia in 15 years. Based on reserves as of January 1, 2014, it has an estimated 22 year mine life with 2.1 billion pounds of copper and 6 million ounces of gold in reserves. Like all commissioning operations, there have been issues achieving design throughput and recovery due to flow sheet design, equipment failures, control philosophy, and reagent scheme. Efforts to improve overall mill performance include equipment modifications, reagent screening and testing, and grind size testing. Applying these changes to the mill and working closely with the mine has resulted in continuous improvement each month as Mount Milligan looks to achieve the nominal design capacity of 60,000 dry metric tonnes per day in the later part of 2015. Considerable focus is being placed into ensuring size reduction equipment is utilized effectively. Additional modifications and tests are being undertaken to steadily improve processes and alleviate restrictions in the mill. This paper will discuss the start-up and present ramp-up history of Mount Milligan, the current mill processes, and the steps taken to achieve expected production numbers.OPERATION BACKGROUNDMount Milligan is an open-pit copper and gold operation wholly owned and operated by Thompson Creek Metals. It is located approximately 155km northwest of Prince George, British Columbia, between the communities of Mackenzie and Fort St. James. The copper-gold porphyry deposit contains a Measured and Indicated Mineral Resource of 706.7 Mt at 0.18% Cu and 0.33 g/t Au, containing 2.84 billion lb. copper and 7.50 million oz. gold. Mine life is currently estimated at 22.1 years (“Feasibility Update – Mt. Milligan,” 2009). The mill is designed to process 60,000 dry metric tonnes per day and produce 400 dry metric tonnes of concentrate per day averaging 25.5% Cu and 40 ppm Au. Concentrate is delivered by truck and trailer to Mackenzie followed by rail to Vancouver for overseas shipping to various customers.Mount Milligan is considered a “zero discharge” operation meaning no process or surface water will be discharged to the environment. As well, stockpiling is very limited and is only permitted for a short period of time. This scenario presents several unique challenges. Scheduling of ore/waste production must be carefully planned as waste rock is used to build the tailings storage facility (TSF). Reagent selection is also important as persistent chemicals will have a tendency to build up in reclaim water which feeds the process water tank."

"SUMMARYSeamounts are underwater mountains caused by volcanic activity. They are of great oceanographic interest because of their local and basin-scale influence over ocean systems, their often unique ecosystems, and because they are associated with the formation of ferromanganese (Fe-Mn) crusts. These crusts are of particular interest to scientists because they are rich in some of the rare elements increasingly required for development of renewable technologies. When the possibility of mining such seamounts is considered, an inter-disciplinary study of seamount hydrodynamics, crust formation and ecosystem sensitivity is required. MarineE-tech is one such multi-disciplined project that has been commissioned to address these different aspects in order to improve understanding of the viability and desirability of mining Fe-Mn crusts. This paper describes a key part of this study, namely the development of a model, informed by hydrographic observations, of the currents around one such seamount and the in situ validation of a sediment disturbance plume model as a pre-cursor to assessment of the potential effects of mining activity.INTRODUCTIONFerromanganese crusts are thought to form by precipitation of iron and manganese oxides from oxygen depleted mid-water known as the oxygen minimum zone (OMZ). Oxidation rich waters, typically at depths of about 800-2200 m (Hein et al, 2000). This range of depths coincides with the flanks and summits of many seamounts. The ferromanganese crusts found on seamounts have been found to have high concentrations of rare elements, like Tellurium, that are considered critical to low-carbon energy production. Seamounts are complex environments: in terms of the local hydrodynamics that tend to trap water over the seamount due to the Taylor Cap effect (e.g. Chapman and Haidvogel, 1992) and which can enhance the productivity of seamount waters through upwelling (Lavelle and Mohn, 2010), in terms of the microbiological activity that leads to the precipitation of the Fe-Mn crusts, and also in terms of the often unique ecosystems that are the product of the “island” nature of seamounts and the upwelling of nutrients. The understanding of this complexity is a necessary journey towards the realization of viable, yet environmentally responsible, mining schemes. The formation of crusts will be influenced by the local (and larger-scale) hydrodynamics. The exploration of promising crust sites could be made much more efficient by understanding where the most prospective deposits are likely to occur. Knowing how to remove these crusts without impacting significantly on the local environment will be a pre-requisite for such mining to be acceptable to the public and funders alike."

A new innovation in coal mine roof support has been developed by the Bureau of Mines at the Denver Research Center. The technique, called "Thrust Bolting,"1 converts a traditional passive roof support system, a full or partial column rebar bolt, into an active support system by following a specific installation process. The thrust bolting system provides two advantages from a ground control standpoint. First, because the system is active, no roof movement is necessary to put the bolt into tension. This eliminates the possibility of strata separations in sedimentary roots, minimizing progressive-type roof failures. Secondly, the tension placed on the system is independent of mechanical devices or torques. This eliminates the highly variable frictional losses that occur between the bearing plate and the bolt head and in the threaded portions of traditional active support systems. These two improvements create a safer working environment for mining personnel. An additional advantage of this improved support system is the reduced cost of installation and maintenance. The initial support cost is reduced by a minimum of 30 percent per bolt when compared to similar conventional support systems. The labor intensive and potentially hazardous torque¬tension test, required for most tensionable active support systems, is not required for thrust bolts. The potential for improved support performance and cost reduction of thrust bolting has generated a considerable amount of interest from both industry and MSHA. This paper will describe, in detail, the theory and application of thrust bolting and present the results of two underground coal mine case studies.

The Permanente plant of Kaiser Cement & Gypsum Corporation is located at a unique thick deposit of Calera Limestone (Figure 1) on the southwest side of San Francisco Bay. Limestone is rare in the eugeosynclinal Franciscan assemblage, constituting less than 0.1 percent of the total volume. On the northwest part of the San Francisco peninsula Calera Limestone is present as isolated masses from the type sect ion near Rockaway Beach southeastward for ten miles, where the belt is truncated by the San Andreas fault. The large Permanente deposit is sixteen miles south of the truncated belt, on the northeast side of the San Andreas fault. Scattered small exposures are known for about twenty miles southeasterly from Permanente. (1,2) Most deposits of Calera are thin; the type section is about two hundred feet thick. At Permanente, however, the normal limestone section contains at least four hundred feet of limestone; and, due to folding and extensive faulting, the total vertical thickness of the limestone section is over 1400 feet. The unusual thickness of limestone is due to low angle thrust faulting. This fortuitous structure formed a deposit of limestone that supplies an 8,500,000 barrel cement plant in a major metropolitan market.

The Thunderbird plant was erected in Sullivan County in Indiana during 1958-1959. It was first put in operation in March of 1959. At the present time the source of the raw coal is from the Indiana No. 6 seam. The underground operation at present consists of two continuous mining units and two conventional units. The underground is all belt haulage and the first unit with which this paper is concerned is the slope belt. It is a 48-inch-wide inclined belt with 980-foot centers and a lift of 275 feet. The belt is powered with a 350 H, P, motor and has a rated capacity of 600 Tons per Hour. The belt is equipped with a Merrick Scale Company Weightometer, The raw coal moves from the belt to a 6'x12' extra heavy Allis-Chalmers Ripl-Flo equipped with 6" round-hole screens. The over product of the screen is fed into a 10'x20' long McNally- Pittsburg rotary breaker equipped with 4-l/2" round-hole screens. The oversize rock is discharged into a bin that is emptied with a refuse truck. The through-product of the breaker, along with the through-product of the Ripl-Flo, passes either directly to the McNally Giant washbox or to a 36" belt that transports it to a 1000-ton storage bin,' The change from either to the washbox or to the storage bin is made by use of a motorized gate controlled by the plant operator,

Eveleth Taconite Co. was chartered on July 29, 1963, and is 85% owned by Ford Motor Co. and 15% by Oglebay Norton Co. The latter also serves as managing agent. The location of the company's facilities is depicted in Fig. 1. The Thunderbird mine is located midway between the cities of Eveleth and Virginia, Minn. (Fig. 2). The Fairlane plant and General Office are located approximately 10 miles south on the St. Louis River near the community of Forbes (Figs. 3 and 4). The crude ore and the finished pellets are transported by a common carrier railroad, the Duluth, Missabe & Iron Range Railway Co. The facilities are also serviced by the Duluth, Winnipeg & Pacific Railway Co. Pellets are hauled year around by the DM&IR to its docks 60 miles south in Duluth, Minn. Ford Motor Co. consumes its share of the high grade pellets at its Rouge plant in Dearborn, Mich., and Oglebay Norton Co. sells its share in the open market. HISTORY Following six months of preliminary engineering by the initial staff of Eveleth Taconite Co. and the Western Knapp Engineering Div. of Arthur G. McKee & Co., the project was approved by Eveleth's board of directors on Apr. 17, 1964. On May 1, 1964, contracts were awarded to McKee for the mine, coarse and fine crushing and concentrating facilities, and to Allis-Chalmer for the pelletizing facilities. The Tick Hill Gold Mine is situated approximately 110 kilometres south of Mount Isa, and 14 kilometres north of the township of The Monument. It was discovered in October 1989 by Mount Isa Mines Exploration in an area which had been targeted as high in potential for copper-gold mineralization.A mining lease application was made in March 1990. Mining, and the construction of the plant and infrastructure, began'in early August 1991 after the lease was granted on 20 June of that year. Commissioning of the plant began in December 1991, and the first gold was poured on site on 31 December 1991.The development of the underground mining operation commenced in January 1992 with the drilling of the ventilation shaft. The access decline was started in March of the same year, with the first ore produced from underground in August.

Despite the attention belatedly bestowed on tidal power in recent years, it remains largely a potential rather than an actual source of energy. The resource is, practically speaking, non-depletable. Extraction is technically feasible and environmentally acceptable. The restraints against development are economic, and they could be removed by technical improvements, changes in the cost or availability of other energy sources, or simply by a change in the cost of money. The exponential rise in the demand for energy makes it inevitable that the tides will be harnessed sooner or later.

Sealaska Corporation, the Alaska Native Regional Corporation of Southeastern Alaska, was organized under the laws of the state of Alaska pursuant to the federal Alaska Native Claims Settlement Act of 1971. Large areas of Sealaska's 630,000-acre (250,000 hectare [ha]) fee subsurface holdings are underlain by carbonate, and while much of this material is assumed to be common variety limestone and lesser dolomite, at least two areas in the Silurian Heceta Limestone contain high-quality limestone at tidewater. This limestone has many potential commercial uses. On northern Prince of Wales Island, about 90 miles (144 km) north-northwest of Ketchikan, resource development at Sealaska's Calder deposit has established a reserve of 13 mil- lion short tons (st) (12 million metric tonnes [mt]) of carbon- ate rock containing an average of greater than 98 percent CaC03, approximately 0.5 percent MgO, less than 0.5 per- cent Si02, and approximately 0.15 percent Fe203, with insolubles averaging less than 0.5 percent and an average Hunter Brightness of 92.07 for the -150 mesh grind (with a bright- ness cutoff of 90). The deposit is open at depth and to the south. Ultimate reserves will likely be several times those currently established. In 1998, Sealaska began mining the Calder deposit, with about 100,000 st (90,000 mt) produced, and also completed a marine terminal one half-mile (800 m) from the deposit. The terminal can load ships up to 680 feet (200 m) in length at a rate of 2,000 st (1,800 mt) per hour. 0 m) in length at a rate of 2,000 st (1,800 mt) per hour. On Dall Island at Breezy Bay, about 60 miles (100 km) southwest of Ketchikan, Sealaska has identified a limestone reserve in excess of 150 million st (135 million mt) that (based on 18 surface samples distributed evenly over about a section of land) contains about 98 percent CaC03, and less than 0.5 percent MgO, 0.5 percent Si02, and 0.15 percent Fe203. Brightness of the Breezy Bay carbonate is considerably less than at Calder. Five samples of brighter material from Breezy Bay returned brightness analyses in the high 80s and low 90s; average brightness is probably below the mid- 80s. Sealaska has also identified a deposit containing more than 19 million st (17 million mt) of similar rock near View Cove, a few miles south of Breezy Bay.

In September 2004, Hurricanes Frances and Ivan caused the Pigeon River in western North Carolina to flood. This flooding eroded the embankment below Interstate 40 (I-40) and sent one of the eastbound lanes, along with the roadway shoulder, into the river below the embankment. North Carolina Department of Transportation (NCDOT) needed to reopen all the lanes of I-40 as soon as possible and considered this damage to be an emergency situation. NCDOT contracted Schnabel Foundation Company to design and build a repair that would keep this important interstate open and reestablish the eastbound lane. The obstacles included limited work room, the requirement of keeping the remaining lanes of I-40 in service, and producing a final product that would be relatively maintenance free and last at least 100 years. The proposed repair had to consider that the existing interstate was founded on a rock fill that was constructed from rock blasted off the adjacent mountain side. The selected design included two, tied-back micropile walls to address these obstacles and other issues. Each of the walls were constructed of 10.75 inch diameter micropiles and corrosion-protected tieback anchors installed through the existing rock fill into competent bedrock, concrete wales, and a reinforced shotcrete facing. This successful project was completed during the coldest months of the year and within the timeframe established by the State of North Carolina. This paper will discuss the design and construction of the repair and the many challenges that had to be overcome.

This paper presents a case history of the design, installation and performance of a tied-back tangent caisson retaining wall which was constructed as part of the Third Harbor Tunnel project currently underway in Boston, Massachusetts. The Third Harbor Tunnel project consists of a large multi-lane transportation tunnel which is being constructed by the sunken tube method. In this type of construction, the tunnel alignment, slopes and bedding are excavated and installed underwater and the tunnel sections floated over the proper alignment and sunk in place. The tangent caisson retaining wall discussed in this paper was constructed to provide support of the upper portions of the tunnel excavation at the East Boston Portal where the tunnel exited from below the harbor and continued underground on shore. A portion of the tangent caisson retaining wall was also utilized to provide earth support for the barge unloading facility where spoil from the tunnel excavation was transferred to surface vehicles for removal from the site. PROJECT BACKGROUND The tangent caisson retaining wall was constructed by The Millgard Corporation (TMC) as a subcontractor to the Boston Third Harbor Tunnel Contractors, a Joint Venture which consisted of the firms of Morrison-Knudsen Corporation, Interbeton Inc., and J.F. White Contracting Company. The entire project team is listed below on Table 1. The design of the tangent caisson wall system was performed by Hanson Engineering, P.C. (HE) acting as design consultant to TMC. The retaining wall system incorporated a single row of pressure injected earth anchors (tie-backs) as part of the design. The earth anchors were designed and installed by Drill Tech as a subcontractor to TMC.
