In spite of recent trends in the United States toward construction of steam generating plants near mine mouths, and toward use of high-voltage direct current for long-distance transmission of electricity, coal in substantial amounts is being transported over relatively long distances to serve specific needs. As coal is a low-cost bulk commodity which is more suitable for use near the point of origin, some of these long hauls are of considerable interest because they show what can be done under the pressure for more and more coal to support industrial and economic growth. Japan has an Insatiable Appetite for Coal Perhaps the longest U.S. coal journey begins in the east Appalachian Basin of southern Pennsylvania, eastern West Virginia, and southwestern Virginia. High-quality coking coal mined in these areas is shipped by rail to Baltimore, Md., and to Hampton Roads, Va., where the coal is reloaded on freighters for shipment primarily to western Europe and Japan. In 1967, shipments of coal to western Europe totaled 19 million tons, and shipments to Japan totaled 12 million tons. Japan also imports coal from Australia, the U.S.S.R., Canada, Poland, the People's Republic of China, and to a lesser ex- tent from several other countries. In an effort to solve long-term needs, Japanese steel interests have contracted for the purchase from the Kaiser Steel Corp. of 51 million long tons of coking coal over the period 1970 to 1985. The coal will come from the Kaiser Steel Corp. mine near Fernie, British Columbia. This arrangement will reduce Japan's future dependence on Appalachian Basin coal.

THE United Electric Coal Companies, operating large strip mines at various points in Illinois, pioneered in developing and perfecting the strip method of mining coal by use of large shovels and drag-lines. Coal stripping was first started on the properties owned by this company near Danville, Ill., in 1885. The first mechanical' excavating machine used for the purpose was really a dredge minus the hull, which had been purchased from the Marion Steam Shovel Co. It was erected on a wood frame supported by wheels and was referred to as a dry-land dredge or stripping machine. Wood was used throughout in the construction of this primitive excavator, even for the boom which was 50 ft. long. A single-cylinder vertical steam engine furnished power to hoist the %-yd. dipper arid swing the boom. 400 cu. yd. of overburden moved in a day was a great record.

Book Review MAN-TO-MAN: THE STORY OF INDUSTRIAL DEMOCRACY. By John Leitch, Phila¬delphia, Pa. The B. C. Forbes Publishing Co., New York, 1919, 2.19 pp., 7 1/2 X 5 in. $2.00. "Man to Man" is a short, well-written, well-printed, easy to read and very interesting hook. It is an account of a method introduced into more than twenty industrial plants to give the workers a share in managing their own troubles. It is not a panacea for labor troubles and strikes, but neither have existed where the new method has been tried. The scheme is, in a word, to organize the working force like the government, having a cabinet composed of the executives, a senate composed of foremen, and a house composed of men elected by fellow workers from all departments. This governing machinery takes up all complaints of workers, investigates, reports, and settles. The increased profits due to economy and increased production from this cooperation are divided 50-50 between the company and the men. Experience has shown that, since inattention, tardiness, irregularity, and inefficiency tend to reduce their profits, all men very quickly, after once convinced of the sincerity of the management in their scheme of cooperation, eliminate them because it is for their personal profit. Astonishing results have been attained, including higher wages, greater output, lower unit costs, great reduction in labor turnover, elimination of waste, an increased loyalty and a waiting list of employees even in periods of labor shortage. Profit sharing as such and stock ownership as a benefit to industrial relations are discussed briefly and illuminatingly, although they are not believed by the author to he the best way to bring about the human relation between those who work,for and those who work with money. The author is not against unions but does not believe the union is the best medium for improving industrial relationship. The look is nowhere dogmatic but is always forceful and convincing and, being well written, is very entertaining. It is doubtful if "Industrial Democracy" is the right expression for the solution of the problem but certainly anything that will place on the shoulders of labor some of the responsibility of industry and will increase production is tine much-to-be-desired desideratum. It is a. contribution to the solution of our biggest problem and should be read by everyone who employs men and who has been worried by the labor turnover. P. E. B.

Book Review MEXICO UNDER CARRANZA. By Thomas E. Gibbon, Los Angeles, California. Doubleday Page and Co., New York, 1919, 270 pp., 711/2 X 5 in. $1.50. A vivid, accurate, convincing summing up of the Mexican problem as it confronts us today, devoid of sensationalism or bigotry. A compelling narrative of the relations of the Carranza Government and our own from Oct. 15, 1915, when it was recognized as the de facto government of Mexico, to the present time. It shows the absolute lack of promises kept or lived up to either with its own people or the United States. This is not done by invective or the indiscriminate use of adjectives but by quoting from the instruments on record on both sides of the case. The driving of the Red Cross out of Mexico, which condemned many of the native peons to starvation, and the interference with the Pershing Punitive Expedition are merely mentioned, but the crying crime against the Mexican people, who have sunk to unbelievable depths of misery obscured, but not exceeded, by the sufferings in Europe, is held up in a clarified light. Two illuminating chapters are devoted to the character and treatment of foreign investments in Mexico, Which are a complete refutation of the common statement that Mexico has been exploited remorselessly by the foreign investor. The conces-sions given by Diaz in the days of his regime most condemned are nowise as large nor the land grants as extensive nor the title so absolute as those granted to the railroad builders of our own transcontinental systems and other of our nationally subsidized works. This is not left to further argument but is settled by quoting the various official instruments and not at all in a tedious way. The author's concluding chapter is a picture of the Mexican people from Aztec times, when they had reached a civilization which gave them a better calendar than the Roman Empire ever had until modern times, to their present unhappy and pitiful condition. He concludes, basing his findings on parallel historical downfalls of a once proud people, that present conditions are the natural result of the absolute domination of an alien minority. He grants, of course, that there are many estimable Latin-Mexicans of integrity, ability and charm, but maintains that the dominant minority has continually degraded in fulfillment of the sociological law that the sure revenge of the servile class is found in the corruption of the master class. The book is replete with historical and literary allusions which, added to the pleasing style of the accomplished author, make fascinating the account of one of the world's great tragedies. Mr. Gibbon is a lawyer who has spent much time in Mexico and shows an understanding of the native people not shared by all writers on the Mexican problem. Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.

During 1918, the activities of the United Engineering Society, the Library, the Engineering Foundation, and Engineering Council Were deeply affected by the war and much important war work Was done in our building. The endowment of Engineering Foundation was increased to $300,000 by an additional gift of $100,000 from Ambrose Swasey. By bequest of Dr. James Douglas, the American Institute of Mining Engineers received an endowment of $100,000, the income of which Will be expended in the maintenance of its library (now a part of the joint library). The Library Service Bureau has gained steadily; its business for 1918 amounted to nearly $10,000. Indexing of current engineering literature has been undertaken in conjunction With the Founder Societies and the Index is being printed in their publications. This service has been extended to the Engineering Institute of Canada and the Canadian Mining Institute. The expense is borne by the Societies. In this connection the American Society of Mechanical Engineers has purchased the Engineering Index heretofore published by "Industrial Management." In June the Westinghouse and General' Electric Co. donated to the United Engineering Society their Patent Con¬trol Library of about 8000 volumes. Other noteworthy gifts Were a collection of 370 pieces relating to patent litigations, from Jesse M. Smith, and Dr. William Paul Gerhard's collection on gas engineering, transferred by the American Gas Association.

Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

The regular meeting of the Trustees of United Engineering Society was called to order at 4 P. M. Thursday, Feb. 27, 1919, in the Board Room of the American Society of Civil Engineers, Engineering Societies' Building, New York. Minutes of a joint meeting of the Finance Committee of United Engineering Society with finance committees of Founder Societies on Feb. 14, were presented. The President called attention to actions relating to the recataloging of the Library and the support of Engineering Societies Employment Bureau of Engineering Council. The activity of the Employment Bureau was approved and support by the Societies informally assured. In response to a communication from the Fifth Avenue Association, the Secretary was instructed to write favoring the continuance of the daylight saving law. As to recataloging of Engineering Societies Library, it was announced that the Mining, Mechanical, and Electrical Engineers had voted appropriations, as requested, and the action of the Civil Engineers was awaited. A list of applications for offices in Engineering Societies' Building, revised to Feb. 27, was read, showing requests for a total of 29 rooms. The President stated that a decision must be reached soon as to what reply shall he made to these applications. Charles F. Scott, one of the original trustees, who was present, remarked upon the growth of United Engineering Society and his satisfaction at its success. ALFRED D. FLINN, Secretary.

The following are excerpts from the report of the Treasurer of the United Engineering Society, for the year ending Dec. 31, 1915. Finances Due to the growth of the activities of the United Engineering Society, it was found desirable early in the year to consolidate the various accounts and financial records of the Society and of the Library, heretofore kept separately, and to have all the data pertaining to the building and its operation in the charge of one individual. An assistant secretary especially assigned to this work has been appointed, and a separate office has been established. The Finance Committee has had all of the records brought fully to date and has prepared a new set of account books to meet the new conditions. The Real Estate Account now includes the following items: Land $ 540,000.00 Building 1,050,000.00 Equipment 33,171.16 Founder Societies, Preliminary expenses 24,000.00 Total $1,647,171.16

THE Board of Trustees, made up of three from each of the four societies, conducts the business com- mitted to United Engineering Society by its Founder Societies under its Charter, the Founder's Agreement and the Library Agreement. A draft of a budget of revenue and expenditures for the ensuing calendar year is presented each September to the secretaries of the Founder Societies for the information and comment of their governing bodies. After revision, the budget is adopted, by the incoming Board of Trustees at its meeting in January.

Although the noble building provided in New York City by Mr. Carnegie for the United Engineering Society has been pushed to about half-completion, the ceremony of laying its corner-stone was not performed until Tuesday afternoon, May 8, 1906. The stone lies just back of the southeast corner of the building, on the north side-of West 39th Street. Among those present were Mr. and Mrs. Carnegie, Miss Whitfield, the sister of Mrs. Carnegie, Ralph W. Pope, Secretary of the Institute of Electrical Engineers, Frederick R. Hutton, Secretary of the. Society of Mechanical Engineers, Rossiter W. Raymond, Secretary of the Institute of Mining Engineers, Charles H. Haswell, the first Chief Engineer of the United States Navy (1836-1851), now in his ninety-seventh year, John Fritz, of the Bethlehem Steel Company, William H. Fletcher, President of the Engineers' Club, E. E. Olcott, President of United Engineering Society, and other interested friends. After an inspection of the interior of the building, the group formed about the corner-stone, which had been draped with the American flag. The exercises were opened by Mr. Olcott, who appropriately welcomed Mr. Carnegie, and briefly expressed the essential value of the building, saying, in part " The societies to be housed underneath this roof have as their aim the pre¬serving and putting in tangible form of the records of scientific accomplishments so as to avoid the repetition of mistakes. The possibility of finding the records of these results all at one center, so near the great Public Library of our city, will be an inestimable advantage to all professions. It is an occasion of no ordinary moment, therefore, when we can welcome Mr. Carnegie and have him lay for us the corner-stone of this great building which his liberality has provided." Mr. Carnegie responded in happy vein, thanking the committee for their greeting, and expressing his pleasure. in being able to do what he had done to further so worthy a cause. Members of the Institute have already received a special pamphlet descriptive of the United Engineering Society building, and wilt doubtless be interested in the progress that has been made up to date-February 24th-in erecting this home for the engineering profession. The old buildings on lots Nos. 25 to 33 W. 39th St., New York, were,' removed many months ago, but final contracts for the new, building were not let until the summer of 1905. The size of the building is 115 ft. on 39th Street, and 88 ft. in, depth; the height from, the sidewalk to the top of the parapet is 220 feet. The cubic contents of the building from the. bottom of the basement floor, to the top of the roof, including the pent houses, is 2,290,000 cubic feet. The number of light's, in the building will be between 4,000 and 4,500. The air supply for Auditorium and Lecture. Halls will amount to nearly 10.0,000 cu. ft, per minute, and the exhaust. to 90,000 cu. ft. per minute. In excavating for cellar and foundations, the average depth where good rock was. found was 37 ft.-it varied, however,: from 27 to 65 ft., due to an old water-course having run through the center of the lot; this condition, and the presence of soft rock, which rapidly disintegrated when exposed to air and water, made the foundation-work very difficult. As two of the column-footings of the building have to sustain a weight of 3,000,000 11) each, the most substantial foundations are necessary; 13,000 cu. yd. of earth were excavated for the foundation and basement; and 1,600 cu. yd. of concrete were necessary, to build up the footings. In the completed building there will be about 3,500,000 bricks. Owing to the number of auditoriums, and their location, and the placing of the library on the top floor; where allowance will have to be made for the enormous weight of 300,000 books, the structural steel work has been unusually complicated in this building. BUILDING This building is so near completion in every respect that the Trustees expect to take possession of it December 15, and it may be anticipated that the three Founder Societies will occupy their respective quarters in it before January. The official "house-warming? will take place at a considerably later date, to be hereafter announced. Under these circumstances, it is deemed unnecessary to give here any detailed report of the present condition of the work. Full particulars will doubtless be published in the Bi-Monthly Bulletin, No. 13, January, 1907

"THE MAYO AREA was prospected as early as 1887. The first major activity started in 1898, when the Stewart River and its tributaries were examined for placer deposits, and in succeeding years the district became a small producer of placer gold. The first discovery of the lead-zinc-silver mineralization which has become the main interest of the district occurred in 1906, when a vein was found in the canyon of Galena Creek on the northwest slope of Galena Hill. This deposit was later known as the Silver King mine. In 1919 further discoveries were made on Keno Hill, approximately 15 miles east of the Silver King, the most important being the No.9 vein. Directly or indirectly, these finds are attributable to the search for placer gold, as galena was frequently found in the stream gravels.The 1919 Keno Hill discoveries were acquired by Yukon Gold Co. and operated through a subsidiary, Keno Hill Ltd., from 1920 to 1923. Most of the production came from No.9 vein. In 1921 Treadwell Yukon Corporation entered the field and acquired the Ladue mine. This company continued to operate for 21 years. It acquired in succession the Ladue, Sadie, Friendship, Lucky Queen, Elsa, Silver King, and Calumet mines. Its record of successful operations is very largely the achievement of the late Livingston Wernecke. Under his direction, the Treadwell Yukon Corp. produced metals with a gross value in excess of $21,000,000, in the face of greater transportation problems than exist today and with considerably lower metal prices.Treadwell Yukon ceased operations in 1942. Its entire assets were acquired in 1946 by United Keno Hill Mines Ltd., which has substantially increased the original holdings. It has drawn the bulk of its production from the Hector mine, adjacent to the Calumet. The Hector was not developed by Treadwell Yukon because of legal disputes among the vendors. It has proven to be the largest deposit yet discovered in the district."

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

Capable of processing 3500 tpd of uranium ore, the United Nuclear-Homestake Partners' mill in Grants, N. M., differs considerably from the nearby mills of Anaconda and Kerr-McGee in at least two major aspects: it leaches uranium ore with an alkaline solution of Na2C03 and NaHC03 instead of sulfuric acid; and it recovers yellowcake directly by precipitation from the pregnant alkaline leach solution, without any need of ion exchange or solvent extraction circuits. A first look at the flowsheet shows that this mill has two separate grinding and leaching circuits. Reason for the double circuitry: the mill treats, on a toll basis, uranium ores for Anaconda as well as for the partnership, and it must also treat ores coming from mines separately owned by Homestake Mining Corp. and from mines owned by United Nuclear Corp.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia's internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia's VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.

A list of publications of the United States Bureau of Mines, complete from its establishment to the end of June, 1931, may be had upon request. In addition a monthly leaflet of new publications is issued and is sent to those on the mailing list of the Bureau. Publications are separated into three main divisions: 1. Sales Publications.-Those for which a charge is made. Any orders or remittances in payment for sales publications should be sent directly to the Superintendent of Documents, Government Printing Office, Washington, D. C., and not to the Bureau of Mines. Sales publications are classified into (1) Bulletins, (2) Technical Papers, (3) Economic Papers, (4) statistical reports of the mineral resources of the United States, (5) Monographs, (6) Handbooks, and (7) Schedules. Bulletins and Technical Papers present the results of scientific and technical investigations. Economic Papers are analytical studies of production statistics, sources, resources, .distribution, and industrial flow of mineral commodities. The Annual Report, entitled "Mineral Resources of the United States," includes chapters, published separately, on the production and consumption of metals and of nonmetallic minerals. The United States Capitol Visitor Center (USCVC) is one of the largest underground structures ever constructed in the Washington, DC, metropolitan area. The 600,000 ft2 (55,750 m2) structure is entirely underground and immediately adjacent to the shallow foundations of the existing U.S. Capitol building. Interior building columns for the USCVC were supported on 186 drilled shafts that varied in diameter from 4 to 9 ft (1.2 to 2.9 m) and in length from 15 to 45 ft (4.6 to 13.7 m). The vast majority of the building utilities were located beneath the basement floor slab. It was decided at the onset of the project to proceed with construction prior to completion of the design drawings, and coordination between the underslab utilities and the drilled shafts had not yet been finalized at the onset of drilled shaft installation. Given depth and location restrictions of the outlets, relocation of the bulk of the utilities was not possible. Almost half of the drilled shafts were affected, leaving redesign as the most feasible remedial solution. The redesign involved adjustments to the shaft length, diameter, and bell. It took place on a case-by-case basis, sometimes only minutes before installation began. Coordination between the field and design team was excellent, and delay associated with the redesign efforts was minimal. In addition, the detailed, high-quality field records kept by both the contractor and field engineers allowed for accurate and fair estimations of the added drilled footage and concrete volumes placed. The additional service fee, which was minimal, was settled quick and fair.
