The Environmental Protection Agency (EPA) is investigating approaches to control non-coal mining wastes. In May 1988, the EPA's Office of Solid Waste (OSW) released a document that outlined an approach to manage non-coal mining wastes and materials. This document was called Strawman I. It was a staff-level approach designed to aid the continued participation of interested parties and to enhance EPA's understanding of mining waste issues. EPA has been working with states, public interest groups and the mining industry to gather information and to solicit input on waste management approaches. The involvement of the states in the Strawman process has been coordinated by the Mine Waste Task Force of the Western Governors' Association and the Interstate Mining Compact Commission. Involvement of public interest groups has been coordinated through Colorado Trout Unlimited. And the participation of the mining industry has been managed principally by the American Mining Congress. In May 1990, EPA released Strawman II. It was based on comments submitted to the EPA on Strawman I and on information given to the EPA by interested parties since 1988. Strawman II is again a staff-level approach to protect human health and the environment from wastes and other materials associated with non-coal mining. In September 1990, meetings were held with public interest groups and the mining industry to discuss their comments on Strawman II. By early 1991, the EPA expects to make a decision on how to proceed with program development.

Following the introduction of the Contilanod process over 10 years ago at Copper Range and IMI Refiners, significant changes and advances have been made to this pioneering anode production technique. A new radial flow metal feeding concept has been developed that allows a substantial increase in casting rates on the Hazelett® twin-belt caster. To cut the 45 mm thick continuous anode plate into shaped anodes at rates of 100 t/h or more, a filly moving hydraulic shear designed by Mannesmann Demag has replaced the slower speed plasma cutting torch. Details of the.new caster and shear are presented along with operating results from the new lines starting up in 1999 at the Gresik smelter/refinery in Indonesia and the completely revitalized Mansfelder Kupfer und Messing complex in Germany.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified.

The functions that have been maintained and transferred to other agencies are: ? Portions of USBM's Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. Pt-based alloys for high-temperature applications in aggressive environments have been under development for over 10 years, and are targeted to be used as either as bulk, or as coatings. The alloys comprise Pt, Al, Cr, and Ru, and the microstructure has been improved by composition to a best possible analogue of the nickel-based superalloys, which these alloys could partially replace. This was necessary because the previous best alloy had a strengthening precipitate volume proportion of only approximately 40 vol.%, whereas the nickel-based superalloys have around 70 per cent, and a lower volume would mean that the strength would not be the best that could be obtained. The microstructures were assessed using electron microscopy, and have been related to the alloys? hardness values. The current microstructures are much more like those of NBSAs, with a high proportion of the strengthening ~Pt3Al precipitates. Since the samples have to be small (platinum is expensive), hardness has been used as an indication of strength. Nano-indentation studies showed that the hardness and Young?s modulus were higher for ~Pt3Al than the (Pt) matrix. More extensive oxidation studies have been undertaken on the previous optimum sample, and the effect of cooling rate after heat treatment has also been ascertained. In addition, the samples were studied after different heat treatment times, and cross-sections were made in order to characterize the alumina scale that formed. The oxide scales of Pt-11Al-3Cr-2Ru (at.%) up to 100 h exposure did not spall, and were at least as good as those of the ternary alloys. There was no discernable Al depletion zone in the substrate, although it could have been at a greater depth than thickness of the samples studied. Further additions to the Pt-Al-Cr-Ru alloys have been studied, to increase the melting temperature as well as to reduce the platinum content without compromising the properties. Reduced platinum content would have the benefits of reduced density and cost. The target elements include vanadium and niobium, of which vanadium is of special interest, since it is a South African product. Before these additions could be made, phase equilibria studies were undertaken so that the maximum addition could be ascertained, and also to check any possible ternary phases, which could be deleterious. Work on the Pt-Al-V system revealed a ternary phase, ~V27Pt54Al19 (at.%), which has a eutectic reaction with (Pt). The maximum V addition is likely to be around 15 at.%, otherwise ~Pt3V or the ternary phase will form, and not the required (Pt)/~Pt3Al phases.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

US mine-related fatalities were reduced by 10.3% at metal and nonmetal operations in 1974, according to a report by the Secretary of the Interior to Congress concerning the administration of Public Law 89-577. While there was no significant change in the overall injury experience, the 157 fatalities were the lowest recorded in the mining industry since federal mine inspections began under the Act in 1970. The report attributes this reduction to the "improvement in the quality and increased size of the inspection force as well as the continuing emphasis on mine safety conditions and practices." The year 1974 represents the first full calendar year in which the Mining Enforcement and Safety Administration (MESA) had responsibility for administration of the Federal Metal and Nonmetallic Mine Safety Act, and the Federal Coal Mine Health and Safety Act of 1969. Prior to MESA's establishment in 1973, these functions were delegated to the US Bureau of Mines. Research activities in health and safety were continued by the Bureau in 1974.

US underground mine production of nonfuel minerals was 153 million tons of crude ore in 1971, according to a recent US Bureau of Mines report compiled by Dravo Corp. Underground capacity includes all nonfuel mineral commodities and is distributed into three general categories: (1) metallic ores; (2) nonmetallic ores; and (3) construction materials, such as clay, sandstone, and limestone. All three categories are produced by a combination of open-pit and underground methods. While US underground mining represents only 5.9% of total domestic capacity, it is significant in the types of products produced. Domestic supplies of potash, trona, A lead, zinc, sulfur, and fluorspar are almost exclusively recovered from underground mines, as well as a significant portion of the gold, silver, molybdenum, and salt supply.

Unexpected roof falls often occur in the entries or intersections of active mining sections in underground mines. For large roof falls (greater than 20 ft in height), it becomes dangerous and impractical to clean up the rock debris and re-bolt the newly exposed roof strata. To help mine operators rehabilitate the roof fall areas in a quick, safe, and economic manner, Jennmar Corporation and Keystone Mining Services, LLC (KMS) designed, tested, and developed various impact-resistant (IR) steel set designs, as initially detailed in the proceedings of the 30th International Conference on Ground Control in Mining (ICGCM). Since then, the IR steel sets have been successfully installed in more than 100 roof falls in 43 different coal mines. Significant data has been obtained from these installations, enabling further refinement to and improvement on the design. This paper (1) updates drop test results of the IR lagging panel, (2) presents a case study of the performance of IR arch sets installed 56 months ago at a roof fall rehabilitation site, (3) demonstrates capacity evaluation of the IR steel set, and (4) outlines a preliminary applicability evaluation guideline of the IR steel set for a given roof fall condition. Field evaluation and structural numerical analysis indicate that impact capacity of the system is significantly higher than that of the IR lagging panel, as originally determined. It is concluded that, when evaluating the applicability of an IR steel set, ground control engineers should consider the IR lagging and steel set as an entire system and make a reasonable engineering decision based on actual roof fall geotechnical conditions.

A Flyrock Prevention Taskforce was established in Kentucky with the support of Kentucky's Department of Natural Resources, Kentucky's Explosives Industry, and the University of Kentucky. This paper presents the initial work of the Flyrock Prevention Taskforce towards its missions of identifying the root causes of flyrock incidents based on the analysis of previous events, and tracking the progress of flyrock elimination in the future. Work identifying root causes of flyrock events is presented through the development of a database which manages information about the blasts which caused flyrock. This data includes: blasting and seismograph records, drill logs, videos of the event when available, company notes/incident reports, and any additional information regarding probable cause. Work tracking the progression of flyrock elimination efforts is presented in this paper through the introduction of a flyrock index. Several metrics are proposed for this index, and are discussed for their appropriateness and shortcomings. In order for these indexes to be valid forms of tracking flyrock incident rates additional records must be kept and reported, such as the annual consumption of explosives by surface coal blasting. Suggestions for record keeping, flyrock investigation practices, and means of tracking flyrock incident rates are proposed in this paper.

"The concern regarding grinding media consumption rates is as old as the invention of the tumbling mill. Over the years many materials and grinding media shapes have been tested. Through all this, steel grinding balls have proved to be the most effective media for comminution in tumbling mills. There have been several approaches to be able to the wear of the ball charge in any given mill, all of them based on limited empirical evidence. The mining industry still utilizes the Bond Abrasion test that was developed in the 1960´s. As shown later in this publication, this approach shows error greater than 60%. More recently, in 2007, Radziszewski from Mc Gill University has proposed a different total grinding media wear model; this model is based on decoupling the effects of the abrasion, corrosion and impact wear mechanisms. Also in 2007, Benavente, at the time with Moly-Cop Peru, presented an empirical model relating both ore properties and operational conditions that would affect the wear performance of the grinding media. For the database referred in this article, Benavente’s model shows an average error of ± 12% which represents a higher degree of improvement in comparison with previous approaches. The current paper presents recent research conducted by Moly-Cop Peru to further improve the capability of the empirical model originally developed by Benavente to estimate grinding media wear rates. The work performed included extensive determinations of the Bond Abrasion Index for different types of ores, collected at industrial grinding applications where the corresponding operational information was made available. The results of the research enabled us to build a more robust and confident model for estimating the grinding media wear rate. The average error of this new model is in the order of ± 9% which is a significant improvement over the models previously described."

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has been recognized these 30 years. The thin layer-type coverage and the micro-topographic undulation of basement affect not only the excavation efficiency but also the economy of mining venture. Because of these distribution characteristics, no economic feasibility has been recognized through the past economic analyses. On the basis of a recent geological study about seamount rocks, a possibility of by-product substrate recovery for phosphorous supply with cobalt-rich manganese crust mining has been highlighted. In the mining model, the substrate rocks are utilized as phosphates for agricultural and chemical usages. Under some preliminary technical and economic assumptions, the possibility of cobalt-rich manganese crust mining venture is examined. The results show a better economy of the venture including the substrate rock usage for phosphorous supply. Introduction Cobalt-rich Manganese Crusts and the Economic Feasibility Cobalt-rich manganese crusts on the Pacific seamounts received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and higher cobalt concentration than manganese nodules (Cronan, 1980; Halbach, 1982; Manheim, 1986). In the earlier stage, the geological distribution characteristics were reported (Cronan, 1984; Clark et al., 1984; Misawa et al., 1987; Pichocki and Hoffert, 1987) and a systematic feasibility of the mining was studied (Hawaii DPED, 1987).

The Julius Kruttschnitt semi-autogenous grinding (SAG) mill model was developed by Leung in the 1980s and extensively updated to the variable rates model by Morrell and Morrison in 1996. Since then only minor upgrades have been incorporated in the version distributed in the JKSimMet simulator. A number of improvements, developed over the course of the AMIRA P9 project and in recent independent work, have now been incorporated. These improvements are based on a power-based model that directly relates the degree of breakage with energy consumption. The new size-dependent breakage function has been incorporated. The upgrades include more accurate predictions for a wide range of mill fillings (ten - 40 per cent), slurry hold-up in the mill, pebble discharge rate and the influence of changes in feed size and ball load.The paper presents the status of progress in the model development. Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key-technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate or hydroxide electrolyte. Since a pure stream of CO2 is produced the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. This review paper describes the direct carbon fuel cell and its system, how it works, the developmental status, the characteristics of the carbon particles needed, and the research and development issues for the technology. INTRODUCTION The DCFC has been under development for many years. It was researched as early as 18961), but an intense research and development is necessary to realize its potential. William W Jacques, a US electrical engineer and chemist, described a DCFC in 1896 in US Patent 555511 for a “Method of converting potential energy of carbon into electrical energy”. Jacques used coke electrodes in a molten NaOH electrolyte. Molten carbonate fuel cell (MCFC), solid oxide (SOFC) or hydroxide electrolyte (AFC) technologies can be used as the basis for the DCFC technology. A schematic of the direct carbon fuel cell in the MCFC mode is shown in Figure 1. The molten carbonate fuel cell operates at approximately 650°C (1200°F). The high operating temperature is needed to achievesufficient conductivity of the carbonate electrolyte, yet allow the use of low-cost metal cell components. "Bull Mountains No. 1 mine of Signal Peak Energy made another success in its 4 Right pre-developed recovery entry on March 23 and 24, 2015, after the first successful cut-through and shield retrieval of 3 Right pre-developed longwall recovery entry in 2014[1]. Under the same geological conditions, the major difference of 4 Right and 3 Right is the 600 psi Unconfined Compressive Strength (UCS) value of light-weight concrete in 4 Right versus 800 psi in 3 Right. In addition, one more recovery chute was added in 4 Right. The unique geological conditions in this mine include: (1) the low overburden of approximately 200-260 ft, (2) prevalence of roof joints parallel to the face in the sandstone/siltstone dominated overburden, (3) proximity of the Rehder rider seam to the bench Mammoth coal seam, and (4) prompt surface subsidence with the face advancement. The 4 Right recovery entry was 42 ft wide and developed in two stages, 20 ft wide in the inby Phase I, and 22 ft wide in the outby Phase II. The entry roof was reinforced with steel wire mesh/non-metallic recovery mesh, primary bolts, and high-capacity supplemental SUMO cables. After all the support was installed, the entry was completely backfilled with specially designed, cuttable, low-density cement. It took approximately half time to easily cut through the concrete with less dust in 4 Right as compared to the concrete-cut-through time in the 3 Right. The updated study further explored the nature and mechanism of effective roof control approaches in the pre-developed recovery entry of this unique geology mine, aiming at providing the safest working environment for protecting the miners. GEOLOGICAL AND MINING CONDITIONS OF THE RECOVERY ENTRIES Bull Mountains No. 1 mine is located 30 miles north of Billings, Montana, and currently mines bituminous coal from the Mammoth coal seam. The mine employed a conventional recovery face in Panel #1 and pre-developed recovery entries in Panels #2, #3, and #4 (Figure 1). The typical mining and geological conditions are as follows:Overburden Depth The overburden above the Mammoth coal seam in the #1-#4 Right recovery areas is approximately 200-260 ft. This low cover, in combination with specific roof geological features (especially the prevalent roof joints and proximity of rider seam), constitute unique ground movement characteristics when the longwall face advances into the recovery entry if no sufficient roof support is installed."

Most blasting techniques that are designed to improve fragmentation and subsequently improve ore work index to downstream comminution processes, apply powder or energy factor increases, either by stretching the drilling pattern (burden/spacing ratio) implementing faster initiation sequences or using more energetic explosives. The new application will move detonation parameters up, making the blasting process riskier for the surrounding boreholes, explosive column or initiation systems functioning.

The current paper looks at evaluating the merits of large geared mills versus gearless driven mills by evaluating the following factors: The capability of currently available systems in terms of power and mill diameter Efficiency in terms of overall electrical power consumed vs mechanical output power Capital cost Running costs Cooling requirements in terms of air versus water cooling Installation and delivery time World?s largest geared drive ? 2x8500kW ? Wushan, China (operating) Among the many reasons that geared drives on large SAG mills are not favoured, is due to not having an efficient variable speed drive option (60 to 80% critical speed), which is required for process reasons. As technological advances have occurred quite rapidly in recent years, this paper uses the latest data in applying these comparisons and attempts to dispel some of the myths regarding Slip Energy Recovery (SER) and variable frequency drive technology on twin pinion drive systems. Early attempts to provide load sharing on twin pinion drives used primitive electronics which have since been developed to eliminate the problems encountered in earlier attempts. In particular, torque pulsations between the twin motors have been overcome using a higher number of devices (pulses) and better electronics. With successful operation of 2 x 6.5MW (Phu Kham, Laos) and three 2 x 7MW units under manufacture (Pascu Lama) and a further 40 projects worldwide, energy efficient Hyper Synchronous SER drives are now mature and ready for use on 2 X 10MW dual drive mills. Speed variation required is in the range of +/- 15% of synchronous motor speeds. VVVF drive packages from ABB and Siemens are also available for 2 x 10MW in low and high speed options. Dual hydraulic inching drives provide a much safer and convenient operation with the added advantage of locked charge detection.

The need for continual process improvement and innovation to reduce operating costs in the mining industry extends to the first significant encounter all production miners have with the rock: drilling blastholes. Material and design advances alone have greatly increased the productivity of today's tricone blasthole bit over bits used just a few years ago. Significant additional operating savings are being realized by utilizing improved air practices on blasthole drills, and by selecting drilling equipment designed to provide optimum air volume and pressure at the blasthole bit.
