The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal-preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cure all" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the-indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the comprehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer, or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made . . .

THE technical and safety press have devoted much space in support of or in opposition to the use of booster and auxiliary fans in coal mines. The Mine Safety Board of the U. S. Bureau of Mines has given the matter consideration, and the Mine Ventilation Committee of the A. I. M. E. is now seeking a discussion of the merits and demerits of such fans to guide it in formulating recommendations. In this paper, I will set up some principles on which I believe most engineers will agree and from which we may work toward a decision, though as to what that decision shall be there may be a difference in opinion. Before stating the points on which I believe. there is accord, I will distinguish between booster and auxiliary fans.

The loading and selective properties of a number of commercial and experimental resins developed for the extraction of base metals were evaluated. Particular applications that ",:ere considered included the extraction of copper from artificial dump liquors, the treatment of Iow-grade copper, nickel, and cobalt liquors, and the removal of nickel from a cobalt electrolyte. Reagents that showed promise were two experimental resins developed at Mintek containing pyridyl imidazole active groups and two Dow resins, XF4195 and XF4196.

Rational design based on engineering fundamentals is essential for the layout of safe, stable shafts and tunnels. Shafts and tunnels including winzes, raises, adits, and crosscuts are lifelines to the underground and must be secure. The contribution of this paper describes a significant extension in existing software previously developed for five important design problems in strata-bound mines such as coal, trona, salt, potash, and some large, lead-zinc mines. This extension in software allows analysis to proceed in three easy steps: (1) preparation of a strata properties file, (2) generation of the finite element model, a mesh, and (3) finite element program execution. Circular, elliptical, and rectangular shaft sections are available for a single shaft, twin shafts, and shafts in a row. Spacing of twin shafts and shafts in a row is a free parameter (pillar width). Tunnel shapes are the same as shafts but include the conventional arched back section. Dipping strata of variable thickness, depth and orientation relative to the excavation of choice are allowed. The analyses are three-dimensional. An elastic-plastic material model based on associated rules of flow and an N-type yield condition for isotropic, transversely isotropic, or orthotropic rock are used for all strata. Example analyses from several hardrock mines are provided to illustrate the three-step process including mesh plotting and plotting of selected results. The goal of this software is to advance mine design technology for improved miner health and safety.

"This contribution describes development and application of a user-friendly finite element program, UT3PC, to address three important problems in underground coal mine design: (1) safety of main entries, (2) barrier pillar size needed for entry protection, and (3) safety of bleeder entries during the advance of an adjacent longwall panel. While the finite element method is by far the most popular engineering design tool of the digital age, widespread use by the mining community has been impeded by the relatively high cost of and the need for lengthy specialized training in numerical methods. Implementation of UT3PC overcomes these impediments in three easy steps: First, a material properties file is prepared for the considered site. Next, mesh generation is automatic through an interactive process. A third and last step is simply execution of the program. Examples using data from several western coal mines illustrate the ease of using the application for analysis of main entries, barrier pillars, and bleeder entry safety.INTRODUCTIONRational design of safe underground entries and crosscuts, barrier pillars, and bleeder entries begins with a site-specific analysis of stress. An analysis of stress identifies the critical regions of high-stress concentration where yielding is likely and additional or more focused ground control measures are needed. This analysis also identifies regions where stress concentration is low, and risk mitigation is less urgent. Displacements induced by mining, including roof sag, floor heave, and pillar squeeze, are also of importance to stability. The popular finite element method is well-suited for such analysis and has been in use for studying coal mine engineering problems since the late 1960s (Dahl, 1969). The method has been taught in undergraduate engineering curricula for many years and offers an alternative to existing design procedures based mostly on rules of thumb, empirical methods based on mine data, and predigital-age concepts of strata mechanics. However, despite the versatility of the finite element method, usage has been limited, mainly because of the cost of the software and the required training in numerical methods.The program UT3PC (Pariseau, 2017) has evolved from early two-dimensional versions in the era of mainframe computers. These early versions were still quite limited using only a few hundred elements that required overnight turnaround times. Recent versions of UT3PC are convenient and efficient desktop programs that use several million elements. With the advent of personal computers in the mid-1980s and subsequent increase in computer speed, expanded memory, and lower costs, applications for mining increased in three-way cooperative projects among industry, the former U.S. Bureau of Mines, and academia. The Spokane Research Center of the U.S. Bureau of Mines, in cooperation with the University of Utah, developed a two-dimensional desktop finite element program, UT2PC, available to the mining community in 1991. This was a short course offered at the 1991 SME Annual Meeting in Denver, CO."

Enable prospective in situ leach mine operators to evaluate the economic potential of an ore body by using a user-friendly, computerized in situ copper oxide leach mining cost model. Background As part of its research on in situ leach mining technology, the Bureau of Mines produced a 5-volume contract report that mining companies can use to design an in situ mining operation for copper oxide deposits. Written for the Bureau by the Science Applications International Corporation (SAIC) in 1988, the generic design manual also contains a computerized cost model for evaluating the economic feasibility of in situ leach mining for any specific copper oxide deposit. The cost model is to be used with Volume II of the contract report. But because of certain complexities associated with running it, the Bureau found that the model could be improved by making it more user friendly. Approach The approach taken by Bureau researchers to make the original model more user friendly was to incorporate a HELP function to define input parameters, and to enable the display of output on the monitor. An accompanying handbook, U.S. Bureau of Mines Information Circular (IC) 9284, contains further details on running, the 1990 model.

The airborne geophysicist is a busy man these days. In his plane he may have the airborne magnetometer, the airborne scintillation counter, and the airborne electromagnetic surveying system. Each of these is an independent tool, but all require additional auxiliary equipment for locating the aircraft in space: recording altimeters and Shoran or aerial cameras. Now there is still another piece of equipment, the airborne magnetic gradiometer, an accessory to the magnetometer. To understand its uses, consider the function of the magnetometer itself. Aside from detecting magnetic ore, the airborne magnetometer finds greatest use in spotting intrusions of igneous material. Where there is enough contrast in magnetic susceptibility of igneous rock and adjacent formations, it outlines the intrusion. Certain minerals also influence the magnetometer directly, but with the exception of magnetite and possibly one or two others, their effect is weak and can be detected only when there is sufficient ore and the magnetometer flight passes very close to it.

Corundum, little publicized as an industrial abrasive, has, in its small way, contributed greatly to the production of many specialized items vital to our war program and to Our allies. Optical elements Of the highest quality for range finders, bombsights, and scientific instruments; precision metal parts for torpedoes and airplane engines; quartz crystal plates for military radios; armorplate and malleable castings for tanks and guns; and eyeglasses for everyone; these are some Of the products that corundum has helped to produce in the quantities needed and on time. Unlike metals and many other raw materials, corundum is not incorporated into any Of these finished products. It is simply a grinding medium used to produce the desired finish or precision; an operating supply or tool, so to speak. With a Mobs' scale index of 9, corundum ranks next to the diamond in hardness among the natural minerals and is superior to emery and garnet. The gem varieties of corundum, including the Oriental ruby and sapphire, are frequently more highly prized as jewels than the diamond. It is the intent Of this paper to deal Only with a description of the corundum industry, the administration of wartime control, and certain economic aspects as seen by the author. Several references are listed to assist anyone who wishes further information on the geological occurrence of the mineral. Ore Production and Consumption For the past two decades, south Africa has been the world's sole producer of corundum ore. A possible exception is Russia, where, it is understood, there was considerable production during the thirties for domestic consumption but for which statistics are lacking. The United States is the world's principal consumer of corundum ore; imports lor the period 1934 through 1940 averaging 3000 Short tons per year, The years 1935 and 1936 were close to the 5000-ton mark, and imports during 1941, the last prewar year for which statistics have been released, were approximately 6000 Short tons. Again lacking statistics on Russia, the United Kingdom ranks second, but far below the United States in consumption of ore. Historically, corundum has been found in some 35 countries throughout the world, but the principal deposits are in South Africa, Canada, Madagascar, Russia and the united States. Deposits are generally small and subject to rapid exhaustion. Thus, the United States was the principal world producer for the period 1870 to 1900, when operations ceased except for two years during World War I. Graphite is one .of the so-called minor nonmetals that have become of major importance during the present conflict. Requirements of the domestic industry for graphite are relatively small and uses have changed so greatly in the past 25 years that different types, with few exceptions, are more nearly interchangeable in use. However, the quality of the graphite required for crucibles is exacting and under present manufacturing practices only a small part of the world production can be utilized economically by this industry. Graphite, for the domestic crucible industry, was supplied almost entirely by imports from Madagascar and Ceylon before the present war. The quantity required has been increased by the war and the greatest demand is for Madagascar flake. The fall of France to Germany in 1941 and the Japanese expansion southward threatened our supply of crucible-grade graphite, therefore the domestic industry was revived to supplement imports and to act as insurance in the event of complete stoppage of imports. Two plants were constructed for the Government, one at Ashland, Alabama, called the Crucible Flake Graphite Co., operated by Haile Mines, Inc., and one near West Chester, Pennsylvania, operated by the Benjamin Franklin Flake Graphite Co. Loans were made by the Reconstruction Finance Corporation to the Alabama Flake Graphite Co. at Ashland, the Ceylon Graphite Co., at Goodwater, Ala., and the Southwestern Graphite Co., at Burnet, Texas. However, by the end of 1943 the import situation had improved and it was no longer necessary to continue Government assistance to mine and stock-pile the high-cost domestic material. Graphite is found in virtually every country of the world. Most occurrences are of no economic importance because of their poor quality, prohibitive mining and milling costs, inaccessibility, and poor location with reference to the industrial centers where graphite is used. The principal commercial deposits are found in Ceylon, Madagascar, Chosen (Korea), United States, U. S. S. R., Canada, Germany, and Mexico. Graphite is a typical international mineral in that it is utilized mainly in countries noted for industrial activities, whereas the two islands, Ceylon and Madagascar, which produce the major part of the world's high-grade graphite, are virtually devoid of any manufacturing establishments requiring its use. The term lightweight aggregate implies material which may be substituted for the usual rock, sand and gravel commonly used as the major part of concrete, but distinguished by being much lighter in weight. Background The art of making and using concrete is old and well developed. Research and experience have pretty well determined the qualities necessary in its constituents, and time has tested theories and applications. Elaborate specifications and tests have been devised and generally adopted governing all phases of concrete work, from selection of material, through engineering design and down to mixing and placing. Standard practices have become routine to executives and laborers, and operations have been simplified and costs lowered. Though many lightweight aggregates meet the basic specifications necessary for usefulness, their physical qualities are so different that they fiequently will not pass standard tests, and some of them cannot be mixed and placed with the usual formulas for water and slump. As a rule their use produces a concrete with a lower modulus of elasticity which requires design change, and being produced in much smaller quantities than ordinary aggregate, production costs are higher. This latter works in a vicious circle to restrict their use and maintain prices that are not competitive, except as against each other. Increased Demand In spite of such handicaps consumption has grown steadily for the past two decades and is apparently growing even faster today. It is evident that lightweight concrete must have better qualities, and be sufficiently better to Overcome the higher cost and the other difficulties and disadvantages pertinent to the use of a new and different material in an old industry. Hence the study of its main ingredient should be of interest to all engineers. Our group has a double interest in the subject since most of the materials which have been used as sources of lightweight aggregate are either mined, Or are by-products of mining operations. We are directly interested in their production as well as their use, and since available supplies of materials suitable are limited, the increasing use, and rising demand, make the discovery of new Or or the development of processes to adapt other natural materials to this use, a promising field; and one in which our profession should take an active part. Recent Development Descriptions of ancient work contain references to the use of spalls of tuffs Or pumice in concrete masonry, but it is only since the nineteen twenties that serious attempts have been made to produce and market lightweight aggregates. Elaborate specifications and tests have been devised and generally adopted governing all phases of concrete work, from selection of material, through engineering design and down to mixing and placing. Standard practices have become routine to executives and laborers, and operations have been simplified and costs lowered. Though many lightweight aggregates meet the basic specifications necessary for usefulness, their physical qualities are so different that they fiequently will not pass standard tests, and some of them cannot be mixed and placed with the usual formulas for water and slump. As a rule their use produces a concrete with a lower modulus of elasticity which requires design change, and being produced in much smaller quantities than ordinary aggregate, production costs are higher. This latter works in a vicious circle to restrict their use and maintain prices that are not competitive, except as against each other. Increased Demand In spite of such handicaps consumption has grown steadily for the past two decades and is apparently growing even faster today. It is evident that lightweight concrete must have better qualities, and be sufficiently better to Overcome the higher cost and the other difficulties and disadvantages pertinent to the use of a new and different material in an old industry. Hence the study of its main ingredient should be of interest to all engineers. Our group has a double interest in the subject since most of the materials which have been used as sources of lightweight aggregate are either mined, Or are by-products of mining operations. We are directly interested in their production as well as their use, and since available supplies of materials suitable are limited, the increasing use, and rising demand, make the discovery of new Or or the development of processes to adapt other natural materials to this use, a promising field; and one in which our profession should take an active part. Recent Development Descriptions of ancient work contain references to the use of spalls of tuffs Or pumice in concrete masonry, but it is only since the nineteen twenties that serious attempts have been made to produce and market lightweight aggregates. This paper gives the author's personal idea of the general viewpoint of the world's largest mica consumer, the U. S. Army, toward the supply, uses, and conservation of mica. However, to cover so broad a subject in a brief paper will require the dismissal of many phases with little or no mention. For example, it will be necessary to omit further reference to phlogopite or amber mica, even though amber block and splittings for certain spark plugs and commutator segments present some supply problems. This paper will deal entirely with muscovite, or white mica. Muscovite Mica Muscovite mica is available commercially in four general forms; namely, as block mica, as splittings, as washer punch, and as scrap mica.1 No strategic importance is attached to washer punch and scrap mica, even though scrap has found some use in military construction and in electrical ceramics. The use of washer punch as such has fallen off with the non-manufacture of household electrical appliances. Some qualities of block mica are also of little or no interest, but other qualities of block mica and all splittings are considered of vital importance. Army equipment requires large amounts of muscovite mica splittings in the form of built-up mica commutator segments and coil insulation in motors and generators. Other military items using significant amounts of muscovite splittings are transformers, switchboards, and blasting apparatus. Flexible mica tape, made from bookform or loose-dusted splittings cemented to paper, linen, glass cloth, and other backing, is widely used in coil insulation in heavy electrical equipment and in aircraft generators. All muscovite mica splittings come from India, principally because of the enormous amount of hand labor required in their preparation. In this emergency, the need for them was anticipated and large industry and government stocks were on hand, while shipments have continued to come by sea in spite of wartime hazards. With the possible exception of certain bookform splittings, no trouble is anticipated in supply. Accordingly, the remainder of this paper is devoted to block (or sheet) muscovite mica, including condenser film that is split from block. The Mica Problem Block muscovite mica is commercially classified into the following general qualitie3, beginning with the best quality: 1. Clear and Slightly Stained (C & SS). 2. Fair stained (FS). 3. Good stained (GS). 4. stained (s). 5. Heavy Stained (HS). 6. Black spotted.
