THOUGH the Annual Meeting of the Institute-officially numbered 158 on the records was delayed a bit at the start by low steam pressure on the locomotives bringing members to New York, the crowd that finally arrived more than lived up to expectations, and the technical program had few difficulties because of absent authors or lack of competent discussers. The transportation difficulties were occasioned by the fact that Monday, Feb. 15, was the third coldest day in the 72 year history of the New York Weather Bureau, the official temperature being 8 below zero. The New York Central's premier train, the 20th Century, due at 9:30 a.m., arrived about 6:30 p.m., and the Commodore, another crack train from Chicago, was about equally late.

Warkworth Mining has been successfully operating a large open cut coal mining operation in the Hunter Valley of NSW since 1981.The mine is a complexmulti seam operation and utalises both truck and shovel and draglinetechniques. Warkworth Coal Sales Ltd markets approximately 10 different coal types.Since the mines inceptionthe development of mine scheduling and planning has been an ongoing programme. Resource recovery and coal utalisation have been the driving factors with this development as we strive to achieve maximum revenue for the investment dollar.The principal aim of this paper is to discuss the scheduling methodology as it is utilised todayhighlighting the interaction in the development of the final coal products schedule.Whilst the system is notperfect it has evolved and operated successfully in these difficult economic times and offers a practical and achievable approach to resource optimisation.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

"This month, Tax Notes focuses on two features which can potentially ""dress up"" a new issue of common shares to make the shares more attractive to investors. Attaching warrants to a share issue is a relatively common practice, and recent years have seen an imaginative variety of different kinds of warrants, some of which can be subject to somewhat different tax treatment . A less common financing strategy which certainly deserves some consideration involves the possibility of utilizing ""Share Purchase Tax Credits "" in conjunction with a new share issue.IntroductionPrevious subjects covered in Tax Notes have dealt with flow-through shares and other tax angles which can make equity issues more appealing to potential investor s. Two other techniques which can add zest to a new stock issue involve the utilization of warrants and ""share purchase tax credits"" (or SPTCs). This article takes a brief look at the better known subject of warrants and the lesser known matter of SPTCs.Of course, this paper presents only a relatively general summary of the income tax implications of warrants and SPTCs, and is not intended to be a definitive commentary on all of the detailed and complex tax issues that might be relevant in the circumstances."

IN this war as in no former one, the use of metals has been the major factor governing success. For building new plants, new transport facilities whether by land, sea, or air, for our mechanized army, and for nearly all weapons, iron and steel has provided the basic material. Being the world leader in iron and steel production in peacetime, we soon adapted plants to production for war. Starting with a production of 66,000,000 tons of steel ingots in 1940 from a rated capacity of 80,000,000 tons which only could be reached by straining every productive device available, our industry expanded to 86,000,000 tons in 1942, and ultimately to 96,000,000 tons. To do so required expansion of every unit operation including mining, rail and water transportation, blast-furnace and steelmaking facilities, and rolling mills. New plants not only had to be built in record time but more output for each operation was essential. This performance required skillful operation and engineering techniques and also a better understanding of the physics and chemistry underlying such complex operations as the working of a big blast furnace. A vastly increased pig iron production made possible the great output of steel by an industry that had depended on scrap for its basic raw material even though sufficient scrap was unavailable. This was done by conversion of pig iron in the Bessemer either into steel or into a low-carbon product that was subsequently used in place of scrap in the open¬hearth steel furnace. Furthermore, by duplexing from the open-hearth to the electric furnace, and the construction of many new electric furnaces, our output of electric-furnace alloy steel was greatly increased. Moreover, techniques were developed by which alloy steel could be made in the open hearth with the result that our production of alloy steel reached the fantastic figure of 15,000,000 tons a year.

FEW people realize the tremendously important part that Saline and Pulaski Counties in central Arkansas have played in the winning of the war. The present favorable war situation might have been very different if we had not had the bauxite produced during the past two years from these two small areas, a total of about 15 square miles. As a general statement, it can be said that the Arkansas bauxite deposits are, individually, relatively small, irregular in thickness, somewhat scattered and, therefore, compared with coal or iron-ore or open-pit copper deposits, relatively ill adapted to a rapid and drastic expansion in output. A few years ago it would have seemed an impossibility for these two counties to produce over six million long dry tons of bauxite in one year. However, with the cooperation of the operators, that is what happened in 1943, when the state of Arkansas achieved the seemingly impossible with a production of 6,020,684 1 long tons (dried equivalent) of bauxite ore during the calendar year, compared with an average annual production of 323,725 2 tons in the period 1931 to 1941. It became apparent early in the year 1941 that the United States soon might be drawn into the war, and, therefore, that an immediate study of the domestic metal situation was necessary. Aluminum is by far the most important metal used in the manufacture of aircraft and many other implements of war and it was evident that there would have to be a tremendous increase in the domestic production of bauxite, which is practically the only present source of this metal. As more than 95 per cent of the known bauxite reserves of the United States was in Arkansas, careful preliminary studies were made in that state by representatives of the United States Bureau of Mines, the United States Geological Survey and the War Production Board in the summer of 1941. Reserves in other states also Were studied. The result of these studies was a recommendation by the War Production Board that mining in the bauxite-producing areas of Arkansas be geared for maximum production, in order to supply sufficient ore for this country's war requirements and, if necessary, to supply the war needs of Canada as well. The annual goal of eight million long tons (dry Weight) set for Arkansas by the War Production Board Was exceeded in 1943, when in August the output reached a rate equivalent to more than 8,300,000 long tons, dry basis. Because of the comparatively small tonnage of bauxite reserves, Congress appropriated funds for an extensive drilling program to be carried out by the Bureau of Mines in cooperation with the Geological Survey. Drilling began in May 1942 but owing to delay in delivery of drills, and trucks upon which the drills were mounted, the program did not get into peak operation until early in 1943. By the end of July 1944, the Bureau of Mines records indicated an addition to the Arkansas reserves of 10,000,000 long tons (wet basis) in place

The secondary metals industry might well be defined as the group of remelters, smelters, refiners, and manufacturers that convert scrap metals or residues to commercial forms. In this industry, scrap metals and residues are processed to pro- duce refined metals, ingot alloys, fabricated shapes, and chemical products. Secondary metal is defined as metal recovered from commercial scrap, that is, scrap that has entered the processor's plant in scrap form. Metal recovered by a manufacturer from "home scrap" generated in his own plant is not considered to be secondary, because it represents part of the original stock that simply requires additional treatment before emerging as a finished product. In any economic study, a basic point of measurement must be chosen, and in the case of secondary metals, the melting pot or its counterpart represents the stage in which metal is converted from scrap to some more usable form. Beyond this point there is often no means to distinguish between secondary metal recovered from scrap and virgin metal produced directly from ore. In the last fifteen or twenty years the secondary metals industry has grown to major importance. Some consumers distrust secondary metals, but frequently this distrust serves only to prove an inability to keep up with the times. I HAVE been introduced in the dual capacity of president of the Canadian Institute and Metals Controller for Canada. There are three particular points of similarity between these two positions. They are both temporary ; they both have to do with the mining industry ; and by a peculiar coincidence they both pay me exactly the same salary. It is difficult to appreciate the background of our present situation without knowing the really tremendous changes that have taken place since the last war. I sometimes think that even among ourselves we are likely to forget the extent to which our great mining industry has been expanded. In 1914 Canada's gold production amounted to only $16,000,000 and the suggestion was seriously ad¬vanced in Ottawa that the gold mines should be allowed to close down so that their men might be used in more important work. Today with a production at the rate of over $200,000,000 a year no one in Canada would venture such a suggestion because the output of our gold mines is the greatest single factor in producing dollar exchange, badly needed for the purchase of munitions and to maintain Canada's unbroken record of always meeting its obligations. Even with the severe restrictions now in effect against the importation of nonessentials, our imports for war purposes from the United States are resulting in the biggest adverse trade balance in our history. With us, gold mining ranks as an essential industry.

THE Premium Price Plan for copper, lead, and represent, the approach of the Office of Price Administration to the urgent of wartime problem of securing increased output of nonferrous metals. Some of the problems encountered in too operation of the Plan and the considerations which led to it?s adopt it will here he reviewed. The Plan provides for extra payment by the Metals Reserve Co., to mine operators who exceed established quotas of production. Producers are thus directly, compensated for the higher costs of working ores that are not commercial at the ceiling price, although the metal obtained from these ores is directed into regular channels of distribution at the established prices for copper, lead, and zinc. Higher-cost metal is thus available to fabricators and to the government agencies at the regular ceiling price and the dual objective of increased production and table pries is achieved.

ACTIVE participation by the United States in the war acted as a stimulant on the Annual Institute Meeting in New York rather than a retardant as feared. Attendance was about 10 per cent under the all-time high reached last year, but considering the number of men who could not possibly come because of active military service and the additional number who are devoting their whole time and effort to turning out vital war materials, the registration was really greater than might have been expected. But all in all the Institute put on a show that taxed the capacity of the Engineering Societies Building as well as the capacity of the visitors to find time to attend everything that promised to be of interest.

[Duquesne Light Company's three power plants in western Pennsylvania are now receiving high BTU clean coal from a new coal preparation plant. When burning coal from this plant, particulate emissions are greatly reduced and the sulfur content of stack ace descend. The cleaner coal also leads to more effecting overall operating of the power plants because of less bulk handling of fuel and ash. Environmental improvement is an important benefit of the cleaner, more complete combustion.]

"Locked cycle testing has become more common practice in the last 10 years. Reasons vary from a desire to avoid pilot plant testing, demand for more variability testing within deposits, and perhaps most importantly, a request from the financial institutions who invariably finance many of the projects. Surprisingly, many people don’t understand locked cycle testing, analysis and balancing. This paper provides a brief overview of locked cycle testing, and then progresses into a more detailed discussion on the analysis and balancing of locked cycle test data. The paper endeavors to educate CMP personnel on how to determine if the test was good and if a reasonable metallurgical projection was made. The paper uses case studies to illustrate the key points.INTRODUCTIONA locked cycle test is a repetitive batch used to simulate a continuous circuit. The basic procedure has a complete batch test performed in the first cycle which is then followed by similar batch tests which have “intermediate” material from the previous cycle added to the appropriate location in the current cycle. These batch tests, or cycles, are continued in this iterative manner for an arbitrary number of cycles. The final products from each cycle, i.e. final concentrate and final tailings, are filtered and thus removed from further processing. At the end of the test, all the products, final and intermediate, are dried, weighed and subjected to chemical analysis. The test is balanced and a metallurgical projection is made.This description can be found in many of our classical textbooks for the mineral engineer 1, 2, 3,4. Unfortunately, none of these textbooks provide any discussion beyond the basic procedure. Often, they provide comments such as in Taggart’ where he states; “It is questionable whether in any case it approximates mill results any more closely than the standard batch test”. It is truly surprising that our classic textbooks promote that locked cycle tests are more art than science, and suggest that they can be of dubious value. "The Wasa Lake property is a block of about 1,640 acres in Beauchastel township, Quebec. Gold was discovered there first in 1936 in what is now known as the 'Southern area ( Fig. 1). Stripping and trenching were followed by 9,218 feet of diamond drilling in twenty holes. A number of good intersections were obtained, but their interpretation in terms of ore was difficult. A shaft was then sunk to 220 feet vertical depth. Thirteen hundred feet of lateral work and 543 feet of diamond drilling were completed at the 200-foot level before work was discontinued in 1938. Results up to this point had been just fair.Early in 1944, surface diamond drilling was resumed. The first hole cut material of ore grade in a strong shear zone 1,000 feet north of the old workings, and holes to the east and west showed this to be an extensive gold-bearing zone.In August 1945, a main working shaft was started. This has been sunk to 550 feet slope depth. A cross-cut at 390 feet vertical depth was driven to the ore zone and, by drifting and drilling at regular intervals, a length of 725 feet had been tested to December 31st, 1946 ( Figs. 1 and 2). The results check those from surface drilling quite closely.In the main zone, scoping widths from 8 to 40 feet and averaging about 25 feet are indicated. The grade after dilution should be about 0.15 oz. gold a ton and operation will probably start at 1,000 tons a day."

"Gravity concentration remains the main separation method for fine iron ore and is used extensively for treating various minerals. Gravity concentration methods separate minerals of different specific gravity by their relative movement in response to gravity and one or more other forces, the latter often being the resistance to motion offered by a viscous fluid, such as water or air (Wills, 2006).Spirals concentrators are one of the gravity concentration equipment used for beneficiation of minerals. Spirals are typically used for processing of fine minerals (-1mm) size fraction. The main operating variables for a spiral concentrator are the feed rate, the solids concentration, the wash water addition and the position of the cutters or splitters used to separate the tailings, middling and concentrate streams (Sadeghi, Bazin & Renaud, 2014).The aim of this study is to investigate the effect of feed rate, solids concentration and wash water on grade and recovery on iron ore material. The Multotec SC20HC/7 WW spiral was used for the experimental test work. The spiral was tested at varying solids concentration and feed rate. The wash water rate was also varied to establish the best washing rate. The splitter positions were kept constant. Optimization of these variables is expected to provide optimum conditions for a good compromise between grade and recovery.INTRODUCTIONSpiral concentrators are simple low energy consuming devices that separate minerals mainly on the basis of density. Spirals are widely used in mineral processing as a method for preconcentration and have proven to be metallurgically efficient and cost effective.Spirals have a wide application, they are used in iron ore processing, coal, gold, chromites, mineral sands, glass sands, and in soil cleaning.Separation on a spiral is achieved through a combination of forces that act on particles as they move down the trough of the spiral. The main forces known to act on the particle on a spiral are the gravitational forces, centrifugal force, hydrodynamic drag, and lift and friction forces (Kapur & Meloy, 1998). Apart from the forces acting on a spiral, the properties of the slurry flowing on a spiral including, solids concentration, feed rate and wash water also plays an important role in the separation on the spiral.The relationship between separation efficiency and feed rate was shown to be linear, with a decrease in efficiency at higher flow rates. Previous work on flow profile by Holland - Batt (1990) indicated that any increase in the feed rate to a spiral results in a greater part of the additional flow volume reporting to the outside of the trough. The flow on the outside of the trough becomes energized and consequence to that the heavy particles find it hard to settle and escape this region to the inner region. This effect has a high impact on recovery of heavy minerals, since any increase in volumetric flow on the spiral is not made available for recovery in the inner region of the spiral."

Extensive deposits of bituminous, subbituminous, and lignite coals occur in the western United States (Figure 1). Over one trillion tons of identified resources have been located and inferred by geologists and more than 200 million tons of western coal are mined annually (1). In the future, production of western coals will increase significantly and approach national production levels of higher-rank eastern coals. Western coals will be utilized in new power plants as a replacement fuel for oil and gas and may be used in advanced technologies such as diesel engines or in direct-fired turbines. Since these applications require low-ash, low-sulfur coals, crushing to fine sizes and significant cleaning to remove minerals and sulfur will be required. Coal cleaning traditionally has been associated with reducing pyrite and other mineral matter from high-rank eastern coals. To date, insignificant quantities of western coals have been cleaned before utilization and limited data on their washability characteristics exist. Because of this lack of data, it is difficult to predict how these coals will react to standard washing techniques.

"Predicting how coal seams will be beneficiated through the coal handling processing plant (CHPP) has long been challenging within BHP Coal. Various coal seams from different areas are mined and stockpiled separately, often depending upon a deleterious coal quality parameter; high/low trace elements for example. These stockpiles are then fed in different ratios into the CHPP to produce the desired product/s. In understanding the washability characteristics of the feed source, mine geologists and process engineers work together to improve the beneficiation of different coal materials through the CHPP.For the majority of the BHP Coal deposits, the washability data is available for the coal seams across the deposits. However, no previous standardised modelling and prediction technique existed that could ensure the correct information was available for forecasting and refining CHPP processes. This paper will discuss the steps undertaken to implement a geometallurgical prediction tool that simplified and streamlined the washability modelling and yield estimation process. The value realised to the BHP Coal assets resulting from this process was: improved compliance to plan increased throughput increased CHPP recovery through improved efficiencies and increased revenues.CITATION:Handley, P J, 2017. "Abstract - With increasing interest in the physical cleaning of fine coal, there is a need for extension of the sink float analysis procedure to finer sizes. Problems arise, however, in ensuring complete dispersion of the particles in the heavy liquids. A procedure has been developed in which surfactants are used as dispersing agents, and solids concentration is minimized (using a simple formula to estimate the minimum weight needed for statistical reliability). Using centrifuges to increase separation rates and subsieve particle size analysis of the specific gravity fractions, a complete size specific gravity distribution can be obtained. Analyses have been performed on coal samples as fine as -10 µm.IntroductionTraditional gravity separation techniques such as jigging, heavy media and water-only cyclones, shaking tables, etc., have been used to remove impurities from coal ranging in size from about 15.cm (6 ln.) to about 150 µm (100 mesh). The coal washabilty or float-and sink technique ls a well-established procedure for determining the optimum extent to which a coal can be cleaned by such physical separation methods. Because of the desire to recover even finer coal fractions by gravity separation techniques, there is a need to extend the coal washabillty analysis into the ultrafine range. The purpose of this paper ls to describe some of the significant factors that influence fine particle specific gravity separation. Washability analyses have been performed on three ultrafine ( <10 µm) coal samples representing three general mining districts in Pennsylvania. Results of these analyses indicate that the washabillty technique can be successfully applied to ultrafine particles when proper care ls taken."
