Lime-based neutralisation has long been the remediation treatment of choice for acidic mine pit waters. While suited to the attenuation of acidity, lime-based neutralisation may be difficult to implement efficiently due to variation in quality and the partial loss of neutralisation efficiency due to armouring. Large volumes of gypsum-bearing sludge may also require mechanical dewatering and transfer to final voids prior to resumption of in-pit mining or closure. Thus, operational costs may be substantially higher than primary neutralisation alone. Lime production also results in large greenhouse gas (CO2) emissions.Hydrotalcites (HT) are a class of Mg-Al layered double hydroxide minerals with the composition Mg6Al2(CO3 )(OH)16.4H2O. A range of other divalent and trivalent cations may also readily substitute for Mg (eg Cu, Ni, Pb, Zn), Al (eg Fe, La, Ce) and metalloids/oxyanions (SeO42-, AsO43 -/CrO42 -, MnO4-) for CO3 into the hydrotalcite structure. A common feature of acid mine pit waters, often overlooked in assessment of potential remediation options, is the frequent predominance of divalent and trivalent cations as a consequence of partial decomposition of both ore and gangue minerals during in-pit wall rock leaching. Thus, given the presence of substantial divalent and trivalent cations in acidic mine pit waters, an opportunity exists to exploit and in effect work harmoniously with the prevailing pit water composition to form a polymetallic hydrotalcite.The utility of hydrotalcites in the remediation of acidic mine pit waters lies in their ability to incorporate a wide range of contaminants; instantaneous formation, often in a single step; simple post-treatment solute composition; rapid settling; low sludge volume; and the potential to form ore-grade precipitates potentially amendable to reprocessing to (partially) recover remediation costs. Mining Engineering education is in trouble, if not in crisis. The most visible signs are the decrease in the number of programs that offer the degree, and the continued difficulties in attracting students to the discipline. Unless these trends are reversed, the future of the profession is uncertain, at best. Remedies have been proposed, and some are drastic. They range from consolidating mining engineering education into one or two national schools, to cooperative regional programs, to distance education programs, and to proposals to limit mining engineering to a graduate degree or specialization only. These alternatives deserve serious attention and merit discussion. I hope that one alternative that will remain on the table is the classical and traditional “School of Mines”. A reasonable number of such schools are needed to provide the educational diversity and the critical mass to maintain accreditation and professional registration for their graduates. Most importantly, such an approach is most likely to assure the continued existence of mining engineering as a profession. It also provides the best educational framework to teach mining engineers. However, such Schools are vulnerable, highly susceptible to university budget pressures, and probably can survive only with strong external support.

IN RECENT PAST YEARS, the mining industry has expanded rapidly and mining engineers have not been generated in sufficient numbers to sustain this growth. Canada has not been alone with this problem, which has resulted in considerable soul-searching as to what the solution might be. Because of the unfavourable economics of running small departments such as mining, metallurgy, ceramic engineering, etc., one approach in some cases has been to put these departments together to form a department of mineral science which now has a broader base structure. Another solution has been the "conversion kit" program which has been conducted both at universities and in industry. At universities, such programs have consisted of converting graduates of other engineering disciplines into mining engineers. In some of the large mining corporations, extensive training programs have been used with the same aim.

"THE OPPORTUNITY to participate in a CIM seminarconcerning the direction of mining engineer trainingis perhaps fortuitous as it comes at a time when theengineering schools which have invited inspection byCanadian Accreditation Board of the Canadian Councilof Professional Engineers are examining theirrespective curricula.Currently there exists considerable soul-searching in various engineering schools across Canada where questions such as the following are being posed.- Have we achieved the correct balance between subjects related to technical methodology and subjects devoted to conceptual planning and design?- Should we include ""applied humanities"" in our program? (Whatever ""applied humanities"" might mean!)- Should courses covering pollution control, ecology, economics, technical writing, professional conduct and ethics be offered as compulsory subjects, as electives, or not at all?- Is it a better scheme to have students complete an Arts or Science degree before entering engineering?- Do we place too much emphasis on pure mathematics and sciences with the result that insufficient time is available for instruction in the engineering applications of these subjects?- Should English expression and/ or literature be included in the engineering programs and, if so, should these subjects be presented by the English department or by English lecturers captive to the engineering school? - Is the present program directed primarily at research activities rather than preparing engineers for their future roles in industry? - Should we teach our own versions of mathematics and physics? - Do we have sufficient engineers on the faculty strength or are we overloaded with Ph.D.'s from the pure sciences? - How flexible should the program be, what should the compulsory vs elective course content be, and what freedom of choice, if any, should be given with respect to elective courses? - To what extent should students contribute to faculty decisions?- How far should we pursue computer science subjects and do we need to make our students proficient in computer programming? - How far should operations research and mathematical models be carried in the undergraduate program when the students have limited experience in the real engineering world? - Realizing that an engineer never completes his education, should the undergraduate program cover ""bare bones"" engineering and should instruction in particular disciplines be left to graduate schools and / or industry?"

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. Grade control is a process that requires the interaction between many components of the mining operation and successful grade control is only realised through good data, robust systems, and a well-trained, motivated and disciplined workforce.The Mt Magnet Gold Project Pty Ltd (MMGP), a wholly owned subsidiary of Ramelius Resources Limited, started mining at Mt Magnet in February 2012 with high expectations for success. Positive cash flow would fund an aggressive exploration and mine development program in the area to increase mine life. Disappointment followed when after start-up the operation had issues achieving budget grade and realising the predicted grade of the mined ore. In January 2013, things started to improve. During the next six months, gold production steadily increased with successive months achieving record production. What had changed?Improvements started following the realisation that controlling grade was not the sole responsibility of the mining geologist and that everyone on-site has a role to play. Private weather forecasting services available on a contract basis can significantly reduce the uncertainty associated with weather-induced changes in mineral production and demand. Such services offer the mineral producer the opportunity for tactical and strategic response to weather conditions. There are at least 50 private meteorological consulting services as well as numerous individual meteorology consultants. Fees for services range from $150-$600 per day for one man to over $20,000 per month where a complex forecasting or modification program is undertaken.

As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

Essentially, there are four major schools of thought: (1) The Peaceful-Coexistence School. Advocates of this school call themselves free-traders and hold to the premise that: (a) trade benefits all parties involved, hence it is the best tool to achieve peace; (b) US trade barriers should be removed, and the quicker the better; and (c) negotiations, cultural exchanges, and political compromise should be used extensively.

COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2).
