"As an adjunct to its minerals-investigation program, the Bureau of Mines has developed a number of operating devices and techniques worthy of note. This paper, prepared under the supervision of J. H. Hedges, chief, Tucson Branch Mining Division, and under the general supervision of Lowell B. Moon, chief, Mining Division, reports upon certain methods devised to overcome difficulties encountered in cementing of diamond-drill holes at a Bureau of Mines project at Christmas, Gila County, Ariz.Pressure grouting was employed to recondition a caved hole it was desired to reopen and deepen. The hole, which had boon stopped 7 months previously at a depth of 488 feet, was caved below 449 feet in a contact zone of claylike, altered diorite and crumbly metamorphosed limestone. As other means of obtaining moderate pressure were not available, carbon dioxide gas, drawn from tank of liquid carbon dioxide through a pressure reducing and regulating valve, was used. The hole was reopened successfully with 12 grouting jobs.Another hole, where cawing from several water-bearing fractures between 202 and 232 feet gave trouble, was successfully cemented by the use of a grouting plug. An attempt to cement through the rods had failed, owing probably to agitation caused by water currents. Pressure grouting through the caning set above the cave could not be need, because water was forced up outside the casing when pressure was applied. The problem was solved by using a wooden plug 1-13/16 inches in diameter, which, when soaked in water, expanded to a tight fit in an AX hole. A hole was drilled through the plug, and a rubber flap valve was nailed to the lower end. In the upper end of the plug the hole was enlarged to fit loosely over an EX rod coupling finished smooth. The plug was lowered on the end of the drill rods to a point about 10 feet above the cave, where it was allowed to expand tightly to the hole. Cement grout was then pumped through the rods, and the rods were removed from the hole. After allowing time for the cement to set, the wooden plug was chopped out and drilling van resumed.Over 300 tests were made to determine the type of cement most suitable for use on the Christmas job, and the effect of cement-water ratio, temperature, and various admixtures on workability, setting time, and strength. The results of these tests, described in detail in the body of this report, indicate the desirability of thoroughly testing available cements when it is necessary to drill holes under difficult conditions that may cause failure.When it became desirable to reopen and deepen a caved drill hole, it was considered easiest to recondition the hole by pressure grouting, As other mans for obtaining moderate pressure were not available, a method utilizing carbon dioxide gas was employed. The hole was reconditioned successfully with 12 grouting jobs."

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. Whitman, assistant superintendent, and Douglas Tippett, mine captain at the Morris mine, and P. D. Pearson, superintendent, R. O. Marsten, engineer, and W. "In response to numerous inquiries regarding tests and analyses of minerals and related inorganic materials; Bureau of Mines Information Circular 6999, ""Laboratories That Make Fire Assays, Analyses, and Tests on Ores, Minerals, Metals and Other Inorganic Substances,"" by C. W. Davis and M. W. von Bernewitz, was published .in 1938 and revised in 1939 (I. C. 6999R). In this paper on analytical and testing laboratories, the original text has been rewritten and expanded, and a table has been added, in which are listed laboratories prepared to offer a number of special testing services in addition to ordinary assays and chemical analyses. The arrangement of laboratories on, a geographical basis has been maintained.This circular is compiled as a public service, and none of the laboratories listed herein is recommended over any other,These lists were compiled from questionnaires sent to organizations whose work is connected with mineral and metallurgical testing. The response in general was very satisfactory, and the author takes this opportunity to express her appreciation to the officers of the listed laboratories for their cooperation.Acknowledgment is also made of the valuable assistance of the members of the technical staff particularly Morris Slaving/ of the Eastern Experiment Station of the Bureau of Mines at College Park, Md., in the preparation of the questionnaire and technical descriptions.Many mineral samples are sent to government agencies in the National Capital with the request that they be assayed or chemically analyzed. It should be emphasized that there is no place in Washington D. C. where assays and quantitative analyses are made for the public b the Federal Government.Virtually all of the States maintain a bureau of mines, a geological survey, or some similar organization, frequently at the State University, where minerals found by residents of the State will be identified free of charge. Usually, a charge is made for assays. Specific tests, as on clays, are made by some of these offices.The Federal Bureau of Mines, although it attempts to avoid duplication of services rendered by State Bureaus, is always glad to give advice as to prospective markets. It does not compete with private assayers and chemists, but with respect to samples sent to its field laboratories, it does offer to identify them as far as this can be done by inspection and simple optical and chemical tests. This examination is usually sufficient to indicate whether the material has commercial value, or at least if the expense of an assay would be warranted. Except in connection with its own technical investigations, no assays or other special tests are made by the Bureau of Mines.The Federal Geological Survey and the National Museum also make simple tests of specimens as a public service. Neither of these bureaus nor the Bureau of Mines, however, can afford to render such services on long suites of specimens submitted by mineral dealers, well drillers, or others, when such work can be done regularly by commercial concerns."

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

"INTRODUCTION The purpose of this circular is to present information on the construction and use of reinforced rubber-jatketed tubing and insulatiag air-line couplings in coal mines Where Airdox is used for breaking coal in order to eliminate: insofar as possible, arcing at the face between Airdox tubing and the track or other face equipment.ACKNOWLEDGMENTThe information given by the W. M. Hales Co., Chicago, Ill and the Peabody Coal Co., Taylorville, Ill., regarding the construction and use of rubber-jacketed tubing and insulating couplings in gratefully acknowledged. GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. The majority of operators in the Indiana and Illinois coal mines, in which Airdox is used, approve the precautions embodied in the code regulationsIf Airdox lines are grounded in accordance with the Code, the following hazards persist:"

"Early in 1947 the Bureau of Mines became interested in adapting suspension roof support to coal mining 5/ as a possible means of reducing the high rate of accidents from falls of roof. For a time the program made little progress be¬cause of the shortage of steel products after the end of World War II, but during the past 8 months this restriction has eased, and as of May 1, 1949, 114 mines had either started experimental work or had ordered materials and equip¬ment in anticipation of trial installations. It is estimated that 30 linear miles of roof in underground passageways have been secured by this method in recent months, and no lost-time roof-fall accident has been reported in these areas up to that date.Many coal-mining companies in widely separated localities have cooperated in making experimental installations. In very few instances are these companies entirely satisfied that they have arrived at the best solution in determining the most efficient adaptation to suit their particular conditions. Moreover, new ideas and modifications of the basic principle are constantly being brought to light and are being tested. Available test data is far from complete, and it is conceivable that some new idea will be developed to alter the present concept of proper technique; therefore, this progress report does not attempt to answer all questions that might arise in connection with this method of roof support; it simply recounts the experience acquired to date. Consequently, few references to costs are made. The basic principle involved is the reinforcement of roof rock with steel rods inserted in the roof and anchored therein at points where the rock is least likely to be affected by stresses resulting from mining. Such roof supports have been used in mines for many years in widely separated localities. The St. Joseph Lead Co., operating in southeastern Missouri, apparently was the first large mining company to prove the practicability of the principle by applying it in a systematic manner for securing roof for more than 20 years (fig. 1)."

"This paper gives an account of the production of ductile-grade titanium powder in 100-pound batches by reduction of purified titanic chloride with magnesium, followed by grinding, leaching, and magnetic separation of the reaction product. Apparatus, technique, and methods of controlling product quality are described, and some data on operating costs are given.Although man has been aware of the existence of the element titanium for over 150 years, only recently has the metal itself been available in a form pure enough, particularly with reference to absorbed gases, to allow an estimate of its physical properties. In comparison with mild steel, the tensile strength of titanium is about the same, the resistance to atmospheric corrosion greater, and the specific gravity much less.These properties suggest the usefulness of titanium as a structural material for applications requiring resistance to atmospheric attack and a good strength-weight ratio. Although known reserves of titanium, high-grade enough to be useful at present are not sufficiently extensive to predicate that titanium might supplant iron, aluminum, and magnesium for structural purposes, the reserves are large enough to make its use as a structural material quite feasible in certain fields in which its unique properties are required.As a result of these considerations, the Bureau of Mines station at Tucson initiated an, investigation into the technology of titanium in 1938. First, a critical survey and small-scale trial of virtually all suggested methods7/ for producing the metal was made. The method devised by Kroll8/ seemed best adapted as a source of metallic titanium for, although the purity of the product was not as high as that of products from some other processes, it seemed that modifications in technique necessary for larger-scale production could be made more easily.Essentially, in applying the Kroll process, titanium tetrachloride was reduced to metallic titanium by adding the chloride slowly to molten magnesium contained in a molybdenum-lined iron reaction chamber filled with a protective atmosphere of argon. After reduction to the state of completion desired, the reduction mass and chamber were allowed to cool. Then the chamber was opened, and the reaction mass, consisting of titanium, magnesium chloride, and some unused magnesium, was removed by suitable means. Most of the magnesium chloride and metallic magnesium were removed by leaching in dilute hydrochloric acid. The leached sponge was then ground wet in a ball mill, releached in strong acid, and dried Removal of free iron by magnetic separation completed the production process.Development of the Kroll process by the Bureau was undertaken first at the station at Salt Lake City, in 1942 and the amount formed per run was increased in several steps from a few grams to pounds.9/ In addition to increasing the size of batch over that used by Kroll, the technique was simplified somewhat by the use of unlined reaction vessels."

The Bohemia mining district is a small but intensely mineralized area in western Oregon . For its size , it has made a substantial although somewhat sporadic production of gold throughout a long period of years . The veins also contain lead, zinc , and copper, but in the past these metals have not been recovered in important amounts . In reviewing the progress of mining activity in the district , an effort has been made to gather under one cover all available information on former operations , including methods of mining , production, and geology pertinent to the ore deposits , problems encountered, and other factual data that may affect future mining in the district . A special effort has been made to assemble as many maps of former workings as possible in order that these may be preserved and readily available to assist in future exploration. The data presented herein are based on brief reconnaissance examinations made during several weeks spent in the field in September 1946. These are supplemented by information obtained from various individuals actively or formerly connected with operations in the district . Only the principal properties and several of the more outstanding prospects were actually examined. Many of the older workings were inaccessible.

This report summarizes the research and technologic work of the Bureau of Mines on coal and coal products from July 1, 1947, to July 1, 1948. It is the thirteenth of a series presenting resumes based largely upon publications issued during the year . In some instances , research and testing results , not otherwise available in published form , are presented . The individual publications given as footnote references herein will provide further detail to the interested reader . The period covered by this report was marked by an ever -mounting concern for the adequacy of the Nation's fuel resources and for fuel shortages arising from an increasing demand for fuels at home and abroad . Several reports appeared which delineated the place of synthetic liquid fuels in the future fuel technology and economy of the Nation , emphasized the fact that eventually the principal raw material for the production of such fuels will bet,5,6 coal, and described the progress made by the Bureau of Mines in developing processes for the production of synthetic liquid fuels . heard testimony along similar lines . Increased awareness of the fuels problems confronting the Nation led to an authorization by the 80th Congress for the erection of an anthracite research laboratory at Schuylkill Haven , Pa . , to house expanded Bureau of Mines research on anthracite . Design of the structure was well under way by the end of the fiscal year . ( See fig . 1. ) Looking forward to expansion of Bureau research on lignite , the 80th Congress heard testimony on the problems and programs of lignite research10, 11 as a prelude to authorizing the construction of a lignite research laboratory in North Dakota .

"The Keystone and St. George properties are in the so-called Johnson Camp area and adjoin a property that in recent years has become a steady producer of low-to medium-grade copper-zinc ores. The Keystone Copper Co. was active intermittently from 1908 to 1938 and during 1926 to 1937 produced a recorded 1,100 tons of 5 percent copper ore. There is no evidence that ore has been produced from the St. George property.In the Johnson Camp area both igneous and sedimentary rocks ranging in age from pre-Cambrian to Quaternary are exposed. The ore bodies are in the Paleozoic rocks and occur principally in the Abrigo formation, which is composed mainly of limestones and shales. The rocks of the productive zones are metamorphosed and are cut by systems of fractures and faults. Chalcopyrite and sphalerite, the principal ore minerals, replace altered limestones to form deposits locally called mantos and chimneys.Investigation of the Keystone and St. George deposits by the Bureau of Mines included topographical and geological mapping of the surface and the underground workings and diamond drilling from the surface. A total of 10,067.8 feet was drilled in 22 holes. The drilling started November 13, 1947, and was completed August 19, 1948.This report records factual information obtained during the course of the investigation."

With the activities of the Petroleum and Natural Gas Division geared chiefly to problems directly connected with the war effort , the emphasis of the work under oil and gas development and production was to make engineering studies of selected reservoirs for the Petroleum Administration for War , to determine the extractable quantities of components in them, and to study the characteristics of these components for use in the manufacture of aviation gasoline and other products . The needs of the Petroleum Administration for War and the operators for specific data from gas - condensate fields were fulfilled , and , in addition , engineering data along lines of a forward - looking program of research on reservoir behavior were collected , which should be of great value in the postwar period . It is planned to publish many of these data as soon as conditions permit . The work of the Secondary Recovery Section had as its objectives in- . creasing the rate of production of crude petroleum and , which is more important , preventing the premature abandonment of wells in " stripper " and marginal According to the National Survey of Stripper Wells by the National Stripper Well Association in cooperation with the Interstate Oil Compact Commission , a total of 67,460 stripper wells was abandoned from January 1 , 1935 , to July 1 , 1942 , inclusive , with an estimated loss in proved reserves of approximately 216 million barrels . This survey also indicates that over 1.2 billion barrels of oil would be recovered by primary production from more than 290,000 stripper wells then in operation , and an additional 2.5 billion barrels of oil could be recovered from them by secondary production methods . The work of the Chemistry and Refining Section was oriented towards the optimum utilization of crude oils in the manufacture of aviation fuels for spark-ignition and jet - propulsion engines . The work involved intensive studies of superfractionation , hydrocarbon analysis , and the engine testing of fuels . Particular attention was given to the effect of sulfur compounds in the crude oils and in the fuels made from them . The research on thermodynamics is concerned with the experimental determination of precise and accurate values of the fundamental thermodynamic constants of pure hydrocarbons and related compounds . The data obtained in these investigations will be utilized for devising and improving chemical processes in which petroleum hydrocarbons are the raw materials . Without such data , much time and expensive material and equipment may be wasted in attempts to obtain reactions under conditions that the laws of thermodynamics rule out of consideration . Thermodynamic data are useful and required in the petroleum industry for calculations of heat balances in the design of furnaces , fractionating towers , and heat- transfer equipment . It is of utmost importance , also , to know the heat requirements of cracking and other chemical reactions so that heat may be supplied or dissipated in the proper proportions . These needs for thermodynamic data are being recognized more and more by petroleum -refining engineers . The responsibility for the production of helium for the Navy , the Army , other governmental agencies and non-Federal users is vested in the Bureau of Mines by an Act of Congress ( 50 Stat . 885 ; 50 U.S.c. 161-166 ) . The Helium Subdivision of the Petroleum and Natural Gas Division continued to meet all demands for helium .

With the surrender of the Japanese Imperial Government as a climax to the capitulation of the German High Command , the main objective of the Petroleum and Natural Gas Division pivoted from war assignments to its main normal functions . One of these functions is to give wide public distribution to valuable technical facts which the Division has obtained through research on petroleum , natural gas , helium , and related subjects . During the war years many engineering data and scientific facts could be released only on a restricted basis as reports to war agencies and others immediately concerned . Moreover , many of the wartime reports contained masses of detailed data that were prepared under stress to meet emergency schedules . For peacetime publication and application , these data must be reviewed , correlated , and rearranged so as to present the essentials in proper form . To illustrate , a wartime report of 50 pages might be resolved into one curve in a composite graph for a peacetime publication . Another factor affecting the orientation of the work of the Division is the broader horizon of research revealed by its war activities . Fundamental research and careful engineering analyses are just as important in time of peace as in time of war; in fact , they should be more important to the forward view , because under peace conditions disrupting influences that distract from the orderly acquisition of knowledge are minimized . Therefore , the concerted effort has been not to " salvage " the results of the war activities , but to evaluate them on the basis of their relative importance in the future economy of the country . Where wartime investigations have pointed to peacetime accomplishments , the effort has been to give the corresponding type of work additional emphasis . This adjustment can not be made hurriedly , but many of the necessary preliminary steps on the new course have been taken ..

"The development of Alaska depends on the existence of an adequate fuel supply in the Territory. The need to investigate coal deposits was recognized as early as 1911, when the first investigations were conducted in Alaska by engineers of the Bureau of Mines.Conditions existing in the Bering River and Matanuska coal fields, as found by Dr. Robert A. Holmes, former Director of the Bureau of Mines, are described by the Honorable W. L. Fisher, former Secretary of the Interior.4/Following Dr. Holmes' investigation, a party of Bureau of Mines engineers headed by R. Y. Williams visited the Bering River field in 1912 in cooperation with the Navy Department. A detailed examination was made of the Bering River field, and 855 tons of coal were mined from three prospects on Trout Creek. This bulk sample was delivered to the Navy for steaming and other tests. A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.During 1920 to 1922, the comparative steaming properties of Alaska bituminous coal, lignite, and wood were determined by the Bureau of Mines.6/In the early 1920's, the Bureau of Mines established a coal laboratory at Anchorage, where Alaska coals were analyzed. Subsequently, this laboratory was transferred to the Alaska Railroad and was used by the railroad for coal and other tests.Since 1910, the Bureau of Mines has made analyses of coal from Alaska, and the results of these analyses have been published.7/ The coal analyzed was obtained from mines, tipples, delivered lots, and face samples of coal deposits, and these samples were obtained in the field by engineers of the Bureau of Mines and geologists of the U. S. Geological Survey.Because of the shortage of petroleum and petroleum products in Alaska during the war, low-temperature carbonization assays of coals from the Broad Pass, Forty-Mile, Matanuska, and Nenana fields were made by the Bureau of Mines, and the results were published.Coal beds in the Matanuska field contain interbedded impurities in the form of shale, clay, and bone. The coal should be cleaned mechanically to obtain a satisfactory fuel. A coal-preparation study of bituminous coal from the Eska and Evan Jones mines was made by engineers of the Bureau of Mines, and the results were published.9/Coal production in Alaska is less than the requirements, and coal is imported to make up the deficiency. The cost of this imported coal is high. Greater production is necessary to supply coal for Army installations, industry, and homes. At present, there is only one bituminous coal mine (Evan Jones) in Alaska. The output of this mine is used at Fort Richardson, Anchorage, and by the Alaska Railroad. The economic life of this mine is limited (reported to be 3 years), and its closing, because of accidents or exhaustion, will cause great hardship to the inhabitants of Alaska. There is need to develop new, modern mines for the production of bituminous coal in the Matanuska field."

The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

During the years 1945, 1946 , 1947 , and up to July 1, 1948, only one death was caused by mine fires in bituminous - coal mines of the United States . The one fatality occurred in an Illinois mine in December 1945, and , therefore, there had been a period of 2-1/2 years in which no deaths occurred as the result of mine fires . Moreover, 1946 was the first year since 1930 in which no deaths occurred from mine fires . This record is markedly better than that of 1944 , when 89 fatalities and great property damage were caused by mine fires in bituminous - coal mines and 16 additional men were killed by an explosion that occurred while they were attempting to seal a mine fire .

This paper describes metal- mining practices at the Harrington -Hickory lead - silver - zinc mine at Milford , Beaver County , Utah . The operations of the Harrington-Hickory incorporate a number of features that should prove of interest and value to other operators of small mines . These features include employee participation in profits , a well- laid -out electrical system, adequate financing , a well - balanced equipment and supply inventory , a well - organized system of bookkeeping , adequate roads , and good management . As crude ore is shipped directly to smelters and mills in the Salt Lake Valley , close attention is paid to see that the ore is segregated by classes and treated where it can bring the greatest not return . A combination of these features has resulted in maintaining relatively low costs, considering the grade and size of ore shoots at a time , during and following the war , when equipment , supplies , and labor were costly and difficult to obtain . The period covered in this report includes two war years and two years following , from April 1, 1944 to June 30 , 1947 .
