Owing mainly to the use of ethylene dibromide in the production of tetraethyl lead for gasoline treatment, there has been a tremendous increase during the past decade in the demand for bromine. In the United States, production, derived mainly as a by-product from the treatment of brines from salt wells, rose steadily from about two million pounds in 1924 to nine million pounds in 1931. In 1936, production amounted to between 20 and 21 million pounds. Much of the increase during the past four or five years has been due to the operation of the Ethyl-Dow Chemical Company's plant, which extracts bromine directly from sea water. The process employed by the Ethyl-Dow Company is somewhat similar to that in use on salt-well brines at their plant at Midland, Michigan, but whereas these brines contain around 1,300 parts per million bromine, sea water contains only 65 to 70 p.p.m.-about as much as the waste effluent in the brine process. By intensive research, however, a process was developed whereby a very considerable percentage of the bromine content of sea water could be recovered, and at a satisfactory operating cost. In its essentials, the process consists in liberating the bromine from the sea water by treat-ment with chlorine, blowing the bromine out of the water by a current of air, and finally absorbing it in a solution of soda-ash.

IT is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the "do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co. has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as "extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go.

In cooperation with the Edison Electric Illuminating Co. of Boston, Mass., and the Boston Consolidated Gas Co., a survey has been conducted continuously since 1929 by the Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes of the Edison Electric Illuminating Co. The New England Telephone & Telegraph Co. also has cooperated in the investigation, and tests have been made in its manholes since May 1, 1933. Yearly reports6/ on the results obtained since the beginning of the survey have been published. The method and procedure of conducting the survey in 1936 were the same as heretofore.

Investigations at the Pittsburgh Experiment Station have shown that the satisfactory operation of aflame safety lamp depends not only upon proper design and assembly of the lamp but upon the kind of fuel used, and that much of the trouble experienced with permissible flame safety lamps at mines is due to the common use of motor gasolines, none of which is suitable in the present types of permissible flame safety laps. This report gives the results of a limited study to determine what satisfactory fuels are available, the specification limits of such fuels, and to suggest modifications of assembly and care of the lamps to improve performance with any satisfactory fuel.

Activity in Oklahoma oil fields made 1937 one of the best years since 1926. During the year, 3454 wells were completed, an increase of about 25 per cent over the year 1936. Purchasers reports filed with the Corporation Commission of the State of Oklahoma showed a total of 221,842,-788 bbl. of oil purchased from leases in 1937, an increase of about 10 per cent over 1936. The assembly of a complete table of all of the oil fields in Oklahoma has not yet been achieved. Many of the early records of operators and pipe-line companies are incomplete. Table 1 includes all of the new fields, and this year there has been added work done covering pools discovered in previous years, so that most of the important fields in the state of Oklahoma are included therein. The outstanding development of the year was the discovery of the producing horizon classified as the Wilcox in western Payne County by the Mid-Continent Petroleum Corporation on a unitized block in sec. 18, Tp. 18 N., R. 2 E. This block is operated hy the Mid-Continent and owned in conjunction with the Carter Oil Co., Transwestern Oil Co. and Sinclair-Prairie Oil Co. Another important development of the year was the extension of the deep zone in the old Fox-Milroy area of Carter and Stephens Counties. Some of the other discoveries made during the year 1937 are South Cromwell, discovered by Sinclair-Prairie Oil Co.; Cromwell extension of the Fitts pool in Pontotoc County; discovery of the Langston area in Logan County; discovery of the Sporn area in Lincoln County by Skelly Oil Co. and the discovery of the North Wellston area in Lincoln County by Standard Oil & Gas Co. Table 2 shows the new oil areas discovered in Oklahoma during the year 1937 and areas that were discovered in 1936 but developed in 1937. WHEN I was asked to prepare, for presentation at the 1938 Annual Meeting of the Institute, some data concerning low-discharge grinding at the Sylvanite mill, it seemed entirely reasonable to expect to have at my disposal the results of at least four full months' operation after the last unit, as then proposed, was installed. Delays in delivery of equipment, nevertheless, shortened the interval, as will be shown herein. In submitting the data contained in this discussion, I wish distinctly to state that the intention is not to claim that final conclusions can be reached at this time concerning our operation. Test periods, in certain instances at least, have been too short for this purpose, although some, where so stated, have been extended through March and April. It is hoped, however, that an advantageous trend in practice can be shown and that the experience related may be of interest to others who are now operating, or who are considering the operation of, low-discharge grinding mills. In the plant under review, four mills are in use: one primary and three secondary. Present mill capacity (grinding, as shown by screen test, about 99 per cent through-200-mesh and approximately 88 to 89 per cent minus-325-mesh with infrasizer giving about 90 per cent of the latter) averages about 525 tons per day. A brief description of each unit will be given and comments will also be made relating to operation. This will be followed by certain test data from which, in conclusion, operating results are summarized.

Safety work in some form has been carried on in and about the mining properties of The Union Pacific Coal Co. since the first mine was opened at the now long-abandoned town of Carbon, Wyo., in 1868. On June 30, 1903, an explosion and subsequent mine fire occurred in mine No. 1 at Hanna, taking 169 lives, and a second explosion occurred in tile same mine on March 28, 1908, in which 59 additional lives were lost. Preliminary work in the investigation of electrolytic manganese, as reported J, showed promise for a practical procedure of continuous production. Laboratory work was continued in the direction of process simplification to determine an economically feasible procedure that mould require a minimum of expensive equipment for plant erection and a minimum of regent consumption for operation. Results furnished enough evidence to indicate that modifications of the process could be made leading to simplified procedure and with no sacrifice in operating efficiency. A supply of at least 200 pounds of the metal was desired for alloy research, and it was believed worth Mile to utilize available facilities in a search for difficulties, that were not encountered in the laboratory and that might arise in larger-scale operation. Consequently, an experimental pilot plant was erected. The plant was designed for a capacity of 15 rounds per day of metal and operated under simulated -plant practice.

PUBLIC attention was first attracted to the Crow River area of north-western Ontario by the discovery of gold in 1928. The first three discoveries were eventually developed into Central Patricia, Pickle Crow, and Albany River mines. In 1929, preliminary developments were carried out at the Howell vein on N.A.M.E. (later Pickle Crow) claims, and in 1929 and 1930 surface and underground work indicated an ore-body at Central Patricia mine. However, due to the financial depression and the distance of these properties from the railway, it was not until 1934 and 1935 that, benefitted by the revaluation of gold, the real potentialities of these two properties began to be realized. Their immediate success led to a resumption of activity on neighbouring properties throughout the area in 1936 and 1937. Preliminary prospecting in the earlier period had been limited by the scarcity of rock exposures in the country. The procedure in the recent programme of intensive exploration has been along similar lines at most properties and has consisted lf detailed geological mapping accompanied by geophysical surveys and followed by systematic drilling of favourable zones. The present importance of the camp may be judged by the fact that, in 1937, Central Patricia and Pickle Crow mines together produced bullion valued at $3,662,953, and paid $1,450,000 in dividends. In addition, there were pro-mising gold developments at Albany River mine. During the past two seasons, the Geological Branch of the Ontario Department of Mines has been making a fairly detailed study of the geology and mineral deposits in the Crow River area. It is the purpose of this paper to present a brief statement of some of the structural features of these deposits; a summary of other geological information essential for the understanding of the main topic is included. A more detailed report on the area will be published shortly by the Ontario Department of Mines. It is impossible to make full acknowledgment here for all help received, for the writer is in-debted to the management, staff, and consultants of every Company in the camp for generous co-operation in the field and for information, plans, maps, and records placed at his disposal. Reports and articles on properties in the area have been written by Hurst (1), Cormie (2), Reid (3), and the staff of Pickle Crow Gold Mines ( 4).

A stick of explosive is a package of stored energy that can be released when needed to blast rocks, coal, and other materials; but, unlike fuels such as coal and gasoline, its potential energy is self-contained, there being enough oxygen within the package to complete the almost instantaneous reaction. When an explosive is ignited or detonated, the solid or liquid materials of which it is composed are converted rapidly into highly heated gases, which, if free to expand, would have a volume many times larger than that of the original explosive. At the instant of explosion these gases occupy only the volume of the shot hole and are therefore produced at a very high pressure, which causes the material that is being blasted to be broken or disrupted. In blasting coal efficiently the proper placement of the shot hole and the confinement of the explosive therein are both of prime importance. When these are not adjusted properly, only a small amount of the energy is expended in bringing down coal, consequently the balance of the energy tends to be expended by the emission of a flame into the working place that may lead to a gas or dust explosion. Permissible Explosives Defined The term "permissible explosive", as applied by the Bureau of Mines to explosives it has approved for use in blasting in coal mines, embraces not only the requirement that the explosive, when used, shall be similar in all respects to the basic sample that passed all the tests necessary for its admission to the published permissible list, but also that the explosive shall be used under certain prescribed requirements.

WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite¬ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. The Petroleum Experiment Station of the Bureau of Mines at Laramie, Wyo., in cooperation with the University of Wyoming, has in progress chemical and refining studies of Wyoming black oils. In general, these crude oils are characterized by their high sulphur, high asphalt, and low gasoline content and are called black oils because of these properties and their color. Characteristics of the various Wyoming black crude oils, as determined by the Bureau of Mines Hempel method of analysis, have been pubished.4/

Since the organization of the Federal Bureau of Mines, part of the duties of the field men of the Safety Division has been to teach those connected with the minerals industries how to render the proper assistance to an injured worker between the time of the accident and the time when the injured receives medical attention--in other words, "first aid to the injured." For a number of years after the training was introduced, the response of mine officials and workers was very slow. Many times Bureau instructors devoted at least a week to training 5 to 15 or a few more men. However, in recent years since the companies and the Bureau of Mines have had an opportunity to study the results of first aid training, it has been found that in addition to taking care of an injured worker after an accident and thereby greatly reducing the severity rate, the tendency is for the majority of those who take the training to be more careful in their work, or to be more "safety conscious."

The first section of this circular has been prepared with a view to answering inquiries frequently received by the Bureau regarding laws governing the staking of claims and regulations covering requirements for holding them and obtaining title in fee to placer ground. These laws and regulations were summarized briefly in Information Circular 6796, "Placer Mining in the Western United States." These laws, however, are administered by the General Land Office, Department of the Interior, and it has been considered advisable to combine an authoritative résumé thereof by the Commissioner of that Bureau with information on small-scale placer mining previously published by the Bureau of Mines. The second section of this circular is largely a revised reprint of Information Circular 6611, "Small-Scale Placer Mining Methods", first published in April 1932 for the purpose of answering the many daily inquiries then being received on this subject. This circular has been reprinted repeatedly, and about 30,000 copies have been distributed, most of them in response to applications therefor. At present (June 1937) requests for this publication continue to be received daily.

About mid-December 1936, the safety director of a large coal corporation visited the authors at the Bureau's Experimental coal mine to discuss a rock-dust barrier he had invented primarily for use in trackless entries of coal mines. The rock dust in this device was carried in its original paper containers and means were provided for ripping these open so that the dust might be scattered in the path of an explosion. The inventor termed the device a "bag barrier", and this term has been adopted in the present paper for convenience. At that time the device was in an early stage of development, and the inventor felt that the barrier should be tested to determine whether it had enough promise of being successful to justify further development. The matter was taken under consideration and finally three tests were made during the week of February 15, 1937. It was concluded that while the device did stop an explosion in two of the three tests, it was much loss effective than ordinary rock dusting, and that too few data were obtained to permit direct comparison with tests of other barriers. Apparently, the conditions under which the device could, be successful 'Were somewhat limited, out the limits could not be defined without additional tests.

THE gold mining industry in Canada is today the most important stabilizing influence in the country. This factor was brought out particularly during the 'depression' years, when steady employment was given to men in that industry and the monies spent in supplies and power in turn benefited the country to a great extent. At the same time, a commodity was produced which was saleable in any market of the world, thus maintaining Canada's credit in foreign markets and keeping her trade balances equalized. We have a vast area known as the Precambrian Shield. The agricultural possibilities of this area are practically negligible and it will depend entirely upon the mineral and forest resources to make this district an economic factor in the life of Canada. To date, from the mineral point of view, we have been highly successful. There are, however, still vast areas to be explored. It is tedious and laborious work, entailing great individual hard-ships and the expenditure of much energy and money. During my thirty years' experience in the search for, and operating of, gold mines, I have come to the conclusion that although individuals may give all their time, energy, and money, Governmental assistance is absolutely necessary in the development of hydro-electric power sites and roads. The Governments, to date, have given splendid co-operation along these lines, but in order that this great industry may go ahead they should continue their good work and, if possible, give greater relief from taxation to mines situated at a considerable distance from the railway.

MEASUREMENTS of the rate of decomposition of austenite at constant temperature are commonly represented by plotting the percentage trans-formed on linear coordinates against time on either a linear or a logarith-mic scale, a method that yields a curve that in shape resembles an integral sign (Fig. 1). A graph of this kind is not always convenient because extrapolation to the beginning or end of the transformation, or even inter-polation, may be uncertain unless there are a large number of observations, which seldom happens; furthermore, the degree of consistency of a set of measurements is difficult to judge from such a curve. It is desirable therefore to find some mode of plotting, or even better to find a standard variety of graph paper, that gives a straight line instead of the integral shape. The straight line has many advantages; the number of readings required to fix the position of the curve is greatly reduced, interpolation is easy and rapid, extrapolation can be carried out with greater confidence and, finally, the consistency of the measurements is readily estimated from the scatter of the points. The last advantage is particularly valu-able when the data are obtained by direct microscopic examination alone, because they are influenced by the skill of the observer in estimating the relative size of areas, possibly also by undetected inhomogeneity of the specimen. A search for ways of representing the observations as a straight line yielded two methods which are described in this paper. The paper also includes an account of some interesting relations brought to light in applying these methods to the available experimental data. Usually the best way to derive such a method of plotting is to base it on established principles of chemistry and physics, as has been done, for example, for the temperature variation of the equilibrium constant of a chemical reaction. But so little is known of the mechanism of the decom-position of austenite, and so little is available in the way of well established background for changes of this kind, that it is simpler to rely upon purely empirical means. The Nonmetallic Minerals Division of the Bureau of Mines deals with all mineral substances not intended to be used as ores for extraction of metals, with the exception of the fuels. However, coal washing, the methods of which are highly Similar to the concentrating methods for ores, is included In the work of the Nonmetallic Minerals Division to facilitate administration and to avoid duplication of equipment. During the fiscal year most of the work of the division was done at the experiment stations in College Park, Md. Tuscaloosa, Ala., and Seattle, Wash.

The new entity, Yacimientos Petroliferos Fiscales Bolivianos, created in 1936 for the development and exploitation of all petroliferous zones of Bolivia, including those formerly belonging to the Standard Oil Co., is doing its utmost to bring about rapid development and by this means to create a new source of revenue for the State. With this in view, Y.P.F.B. has opened a new field in the Samaipata region, on the main road between Cochabamba and Santa Cruz. Installation of machinery has begun for the drilling of several wells on the five anticlines that occur in this region. Work has also begun in the Saipuru field, on the Santa Cruz-Charagua highway, which was discovered by the Standard Oil and temporarily abandoned. In this new field, a topping plant will be installed, to supply gasoline and kerosene to Santa Cruz. Explorations are also being made on the neighboring structures of Saipuru. At the end of 1937, the committee that is to study the region of the Chapare in the northeastern part of Cochabamba, was organized. The structures were studied 10 years ago by Kirtley Mather and other geologists. It is hoped that by March 1938 this camp will begin work, as this zone gives promise of being valuable. Development The capacity of the refinery at Camiri has been enlarged in order that it may supply all the needs of that region. In order that the supply of crude may be adequate, several wells that had been almost abandoned by the Standard Oil are being cleaned out. New wells have been located at this camp following the principal anticlinal structure, and during the first half of the year 1938 several wells will be drilled. The same program is being followed in Sanandita but on a greater scale, as the nearness of this district to the Argentine border, which is the best market for the Bolivian petroleum of the south, allows immediate sale of the petroleum. Possibly a new refinery will be installed at this camp, as the one now in existence is only a rudimentary distillery. At the Bermejo camp, which is farther south, intensive work is being done to bring the wells into production.
