Before the various States began to enact workman's compensation laws accidents were considered inherent in many industries, and little or no effort was made to prevent or reduce them. The hazard was accepted by the employee with the job, and the avoidance of accidents by mental alertness or physical agility was largely his responsibility. After the employee had given evidence of enough skill inn performing his allotted task efficiently the responsibility of the employer apparently ceased with respect to the personal safety of the employee. However, following the enactment of workmen's compensation laws, at least two facts that had not before been fully appreciated soon became apparent: (1) The majority of accidents can be prevented if the management firmly determines to prevent them; (2) frog a monetary point of view alone accidents are decidedly expensive, both to employer and to employee. It is now evident that savings effected by conscientious safety effort add substantially to net profits of operation.

Early in my term of office it was announced that my Presidential Address would make particular reference to the subject of Mine Taxation in Canada. With this purpose in view there was drafted a Balance Sheet and Earnings' Statement of a Gold Mining Company. This in turn was submitted to the Dominion Income Tax Authorities in Ottawa and to the Minister of. Mines of each of the several Provinces of Canada. The response to the invitation was not as complete as we had hoped it would be, but the figures that were obtained will be presented during the present meeting, and they constitute, I hope, a sufficient basis for extended study and additional enquiry during the year to come ( 1) . In the form letter that accompanied our request to have the submitted earnings assessed, I made the following assertion: "In this work we have three objects in mind. 1.--We will get direct comparison between the different Provinces in Canada. 2.-We will in this way educate our members concerning taxation as it affects the mining industry. 3.-We will publish the details as to how the assessment is calculated by each body, so that a Mine Manager in the most remote district will have a ready reference to guide him in his annual return to the taxing bodies. As things stand, there is no intention of making this a basis for a critical attack on the present rates assessed. It is intended as an authoritative summary of actual conditions as they presently exist".

The Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalkrock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I.

The recent establishment of an official price of 64.64 cents per ounce for silver by the President's order of December 21, 1933, has provoked discussion as to the effects of this move on the various metal-mining industries. To assist those of the mineral industry who are interested in this problem, the Bureau of Mines presents the following analysis of basic statistical data concerning; the relation of the silver price to the value of copper ores mined in the United States. The term "copper ore" as used herein includes all ores in which copper is the most abundant base metal paid for. In 1928, this class of ore contributed 98 percent of the total copper output of the United States.

This Information Circular is an abstract of a manuscript which was completed in June 1933, by Mr. Hugh M. Wolflin, formerly of the U. S. Bur eau of Mines. This abstract has been prepared by Charles Will Wright for presentation at the February meeting of the American Institute of Mining and Metallurgical Engineers in New York. It has been necessary to omit many of the details and most of the cost data and tables, as well as the illustrations in the original manuscript. As the use of airplanes in mining developments is making such progress and as a publication on this subject to be of greatest value should include the most recent information, it is unfortunate that, due to a lack of printing funds, it has not been possible to publish this manuscript. The purposes of Mr. Wolflin's paper are: (1) To describe briefly what has been accomplished in some outstanding examples by the use of aircraft in the mining and petroleum industries, (2) To record costs, (3) To present available information and suggestions to assist in solving future air-transportation problems in the industries under consideration.

Introduction During the economic investigation of Pacific Great Eastern Railway subsidy lands, the P.G.E. Survey of Resources made a geological and mineral survey of a large part of the valley of the Peace river as included in the Province of British Columbia. The immediate valley of the Peace river was surveyed from the mountains to the Alberta boundary; the valley of the Pine river was surveyed throughout; and the Dominion block, 70 miles square and lying astride the Peace river, westward from the Alberta boundary, was very carefully surveyed. The writer was in general charge of the field work, and spent half the field season of 1929 and the field season of 1930 in the region . J. B. Bocock, however, did the major part of the work, spending two seasons, 1929 and 1930, in the area. General Conclusions The rock formations within the area discussed are all sedimentary and range in age from pre-Cambrian to recent. As might be expected, the minerals are in the main non-metallic, coal being by far the most important. Favourable conditions exist for natural gas occurrence, and suitable structures for petroleum concentration occur, although the high carbon ratio of the coals sheds considerable doubt upon the actual occurrence of oil in the area. Materials of minor interest are ochre, calcareous tufa, marl, limonite, gravel, and building stone.

Introduction The pages that follow present a brief chronological survey of views which have been held, and of legislation enacted, for the regulation of the natural gas and oil industry in the Turner Valley field, especially as regards conservation of the natural gas. To provide a necessary background for an adequate understanding of the progress of events in western Canada, there is included also a compilation, from technical and legal authorities, of some of the more important measures which have been adopted for the regulation of the oil and gas fields of the United States, where these measures have had, or are likely to have, a bearing on the course of our domestic industry. Owing to exigencies of space, it has been possible to refer only to the most outstanding proposals and legislation, and to these in the briefest possible form. Although, so far as Canada is concerned, the data presented are restricted almost entirely to the Turner Valley field, it is the hope of the writer that the paper may prove of value for purposes of reference: for any similar gas and oil fields discovered in western Canada will certainly revive and intensify the problem of the proper steps to be taken for the conservation of the gas. Definition of 'Conservation The term conservation has been so misunderstood and misrepresented that, to many persons in Alberta, it means little more than closing-in wells. In the light of the definition of Charles E. Hughes, that 'True conservation of a raw material is its economical use', the subject of natural gas conservation is inseparably involved with the study of the function of the -gas and with the development of the principles of unit operation.

Introduction The financial statement of the hypothetical Gold Mining Company, which forms the background of this survey, was designed for the Institute with the express abject of having it assessed in respect to Profits by the several taxing bodies representing the Federal and Provincial Governments, which comprise the Dominion of Canada. On the completion of the figures, copies were sent to the several Ministers of Mines, accompanied by a request that they be submitted to their taxing authorities and assessed accordingly. The response, while it was not general, was very favourable, and at all times we were treated with the utmost courtesy and patience, and what has been set forth in the compilation bears the authentication of the various government officials who are immediately concerned with taxation. The data itself constitutes a fairly comprehensive digest of taxation as it directly applies to gold mining profits in Canada. The Hypothetical Balance-Sheet (See Exhibit A) In the balance-sheet schedules 1 and 2 (Exhibit A), income is divided between taxable and non-taxable classifications, and here it should be noted that the division contemplates only the assessment for Dominion income tax. The same applies to the factors of exchange and depletion. Therefore, in making comparisons, it is to be borne in mind that the set-up for assessment to the Provinces, that is, Manitoba and Alberta, will stand as if the gross non-operating income is taxable, with the reservations as shown in the notes below the schedules.

By plotting fixed carbon against British thermal units of coals free from mineral matter, and ranging in rank from anthracite to lignite, it is found that the coals of higher rank, from anthracite to the higher rank of the high-volatile bituminous coals, inclusive, can be separated into groups according to their degree of metamorphism by reference to their fixed carbon. Such charts show also that the coals lower in rank can be best separated into groups with respect to B.t.u., especially when plotted on the moist basis, that is, coal containing its natural bed moisture. A tentative scheme for coal classification was presented at the October, 1932, meeting of the Technical Committee on Scientific Classification, of the American Standards Association Sectional Committee on Coal Classification. This scheme was sponsored by Subcommittee IV on Tentative Classification of Coals, under the chairmanship of W. T. Thom, Jr. It proposed the grouping of coals according to rank by reference to fixed carbon and B.t.u., on the basis of coal containing its natural bed moisture but free from mineral matter. This scheme proposed classifying coals into four broad classes: (1) anthracitic, (2) bituminous, (3) subbituminous, (4) lignitic. The anthracitic class was divided into three groups designated as meta-anthracite, normal anthracite, and semianthracite. The bituminous class also was divided into three groups, low volatile, medium volatile, and high volatile. The high-volatile group was further subdivided into four subgroups according to moisture content, as fo1lows: (1) less than 5 per cent, (2) 5 to 10 per cent, (3) 10 to 15 per cent, and (4) 15 per cent and more. The subbituminous class was divided into two groups, group 1 including subbituminous coals having calorific values of 10,500 B.t.u. or more, and group 2 including those with less than 10,500 B.t.u. This paper presents one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative, to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of British Guiana has been prepared from the best available sources in Washington and is, released subject to amplification and correction, if necessary, by United States foreign-service officials. Prevention of coal-mine explosions depends largely upon thorough knowledge of the causes that initiate explosions. A review of coal-mine explosions in one geographical area when supplemented by nationwide data of similar nature, should serve as a guide for the adoption of measures for explosion prevention. Explosions in bituminous-coal mines of the United States during the 10 years ended December 31, 1932, ranked third in the causes of fatal accidents and constituted 16.1 percent of all fatal accidents in bituminous mines. Kentucky now ranks fourth in coal output in the coal-producing States of this country; a study of the coal-mine explosions in this state will be of definite interest locally among coal-mining people, as well as to those in the coal-mining industry who are concerned in preventing coal-mine explosions. This circular reviews gas and dust explosions in Kentucky coal mines to show their hazards, to point out the influence of certain factors in causing explosions, and to indicate the effectiveness of preventive measures.

When a new mine is opened, and often when an operating mine must adapt itself to physical or economic changes, a mining system must be selected in complete detail. In the past the plan chosen was usually the product of the local staff alone, however limited the training and experience of that staff might be, which often resulted in the introduction of methods that were familiar to the staff, but not so well suited to the conditions as others unknown to the local men. A new management, noting the difficulties with the existing layout, might make modifications or complete changes, so that many mines in their history have seen a whole series of mining systems, each somewhat laboriously grafted on to its predecessor. This should not be interpreted as a condemnation of the older staffs for sticking to the tried systems, such as open square-sets in the early days at the Homestake, because they knew it would work after a fashion, nor does the statement apply to the technically trained, and usually broadly experienced staffs of most present-day properties. The older miners did not have the variety of tools and methods, nor the present freedom of transfer of information as to what the other man is doing, and so did the best they could under the circumstances. Finally, the higher grade of the ores made the choice less vital. The ever-increasing need to mine low-grade orebodies, with a fixed or even lower price for the metal produced, has caused an increasing need for low-cost mining. In most new mines this has simplified the problem of selection by eliminating from consideration all of the high-cost systems, but it has also complicated the choice by the necessity for refinement in detail and a close adjustment of the plan selected to all the conditions at the property. In these low-cost problems any textbook division of mining systems as applied to "beds, veins or masses" avails little as a guide. It should be realized at the outset that to be successful under modern competitive conditions a system of mining must be worked out with elaborate detail, with careful time scheduling and control of the various elemental operations, and that after it is introduced it must be run with a large amount of technical direction.

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past-several years the flow of natural bas through high--pressure pipe lines.4 This report deals with that part of the study involving the design of pipe-line, systems consisting of lines laid parallel to each other. The lines are deferred to as the original line and the parallel line. The paralleling line may or may not extend the entire length of the original line; however, the parallel line is, connected at its two ends to the original line. As a result of the large expansion of the natural-gas industry almost all markets within economic distance from the developed gas fields have at least one pipe line supplying them with natural gas. Small increases in the consumers' demand for natural gas can be met usually by increasing operating pressures, but any marked increase in demand necessitates paralleling sections of the existing systems. J. H. HEGINBOTHAM, a, metallurgist of the General Engineering Co., talked on "Current Milling Practice at Kirkland Lake," at the December meeting of the Utah Section. The ore is enough alike through the whole district so that some generalizations and comparisons may be made. The question as to whether or not the flotation process should be used in the flowsheet for extracting gold by cyanide solutions is still being vigorously debated, and it will seemingly need some years for a definite answer to be given. Most of the gold is either free, though much of it is finely dispersed in quartz, or occurs with pyrite. At times there may be 2 per cent of telluride compounds in the ore, but the amount of gold telluride present is small and has not been definitely established. It has been shown by Dr. Haultain and others that though gold tellurides may be so finely disseminated that it is necessary to grind the ore exceedingly fine, the compounds themselves are not difficultly soluble. (An increase in temperature helps to dissolve tellurides, and also to settle pulps.) It is likely that if the ore were ground through 400 mesh, practically all of the gold would be soluble. Lime was a highly useful commodity thousands of years before the simple chemistry of its manufacturing process was known. The employment of lime for agriculture, building, and even certain essentially chemical purposes is so old that its origin is among the unrecorded details of man's first ventures into the manufacture and use of prepared substances. Lime is a most versatile material and consequently has come to be widely utilized in modern civilization. Immediately before the depression of the early 1930's the annual production of lime in the United States was more than 4 million tons, valued at 33 to 42 million dollars. This output was sold to many industries, so many that mere enumeration becomes tedious. In addition to agricultural and building lime the sales statistics compiled annually by the Bureau of Mines include lime sold to the steel and other metallurgical industries as refractory and fluxing material, as well as that used by paper mills, glass works, tanneries, and water-treatment plants. These major uses normally consume about 86 percent of the domestic sales. The remaining 14 percent includes lime sold for use in the manufacture of alcohol, alkalies, bleaches, calcium acetate, calcium carbide, coke gas and byproducts, glue, insecticides, oils and fats, paints, and rubber, in the refining of salt, in the manufacture of sand-lime and slag brick, in the disposal of sewage and garbage, in the manufacture of silica brick, in the refining of sugar, in the textile industries, and in wood distillation. Many other uses are also known for which complete sales data are not available.

The upper part of the Alabama deposits of crystalline graphite consists of an oxidized ore derived from the underlying unoxidized ore through prolonged Weathering. The degree of oxidation in different sections and at different depths within the bed is not uniform. The original ore is hard and blue-gray; the weathered product is soft and brown and is the only part that has been mined to any extent. Samples of both oxidized and unoxidized ores were obtained from two of the large graphite deposits of Clay County. Three additional samples of oxidized ore were obtained from different portions of a third property in the same region. In this report, ores 1 to 5 are of oxidized material and ores 6 and 7 of unoxidized.

A micropyrometer known as the De Graaf apparatus has several advantages over the gas-furnace method for determining ash fusibility. When the De Graaf apparatus is operated by a modified method of procedure, the results closely check those of the gas-furnace method. This is indicated by tests on 27 samples of coal ash, with an extreme variation in fusibility values of 654" F. However, most of the ashes fused at temperatures between 2300º and 2500º. This, presumably, is the temperature interval within which the micropyrometer gives the best results. Additional comparisons are desirable. DISCUSSION (Thomas G. Fear presiding) A. C. (written discussion‡).-—The Pittsburgh Experiment Station of the Bureau of Mines has made two investigations1 of the micropyrometer for determining the fusibility of coal ash. These studies were undertaken with a view to adopting the micropyrometer method us a substitute or alternate to the present standard gas-furnace method, in view of the obvious advantages of greater speed, smaller ash sample, smaller laboratory space requirements, less equipment and greater comfort to the operator. However, the investigation showed that the micropyrometer type of furnace as then operated in five laboratories having this equipment could not be accepted as an alternate to the standard gas furnace, which is capable of close duplication in different laboratories, as shown in a recent colmparison between the Pittsburgh Experiment Station of the United States Bureau of Mines and the Fuel Research Station of Great Britain.2 The algebraic meau

Introduction Although gold production in British Columbia began in 1859, lode gold was not produced till 1893. Since 1900, the annual production of lode gold has fluctuated between $3,000,000 and $6,000,000. About twenty per cent of this production may be regarded as by-product gold from base metal mining. The remainder comes from a few isolated but important mines, such as the Rossland mines, Nickel Plate, Surf Inlet, Premier, Pioneer, Bralorne, Reno, and Cariboo Gold Quartz, and from several less important mines. All of the above, except Pioneer, Bralorne, Reno, and Cariboo, are approaching or have reached the point of exhaustion, but all are now receiving, under the stimulus of the. present gold-mining boom, drastic resuscitative treatment, with, in some cases, signs of resurrection. Notwithstanding this, however, the main interest at the present time is focussed on the Bridge River and Cariboo fields. Both these fields were discovered in the early 'sixties' and, apart from the Cariboo placer production, both have from time to time contributed small amounts of lode gold; but it is only during the last two years that the real possibilities of these areas were discovered. and that they began to assume the appearance of goldfields of major importance. The two fields are sorme three hundred miles distant from one another and contain deposits of distinctly different types, so that the only reason for including them in one article is the fact that they came into prominence more or less simultaneously and at a time coinciding with, but not otherwise related to, the present gold-mining boom.

THE investigation of aluminum alloy systems prior to 1923 was severely handicapped by the low purity of the best aluminum available. However, by that time, the electrolytic purification of aluminum had been developed by the Aluminum Company of America,(1)? and in May, 1923, there was initiated, under the direction of E. H. Dix, Jr.,(2) a program for the investigation of the aluminum-alloy systems using the purest electrolytically refined aluminum. Up to the present time 15 papers (a) have been published, most of which are on the binary aluminum systems. Work is now in progress on the ternary systems, and it seems probable that most of the future work will be on ternary systems. Therefore this survey of the binary aluminum systems investigated up to the present time (the sixteenth paper of the series) concludes the first phase of this program. Certain qualitative relations between corresponding portions of the various binary diagrams as well as between different parts of the same diagram were noted some time ago by R. S. Archer.(4) In the present . paper these relations and others are considered quantitatively by the application of well-known thermodynamic equations or by newly discovered empirical relations No attempt will be made here to present the history of the develop-ment of the thermodynamic equations defining equilibrium or their application to metallic systems, although a list of references is given at the end of this paper for those who are interested in this phase of the

This circular is an abstract of a manuscript-completed in August 1932, which cannot be published in its entirety due to lack of printing funds. It was originally planned to publish the manuscript as one of a series of bulletins dealing with the mining and milling of ores of the principal metals. Because of the common association of lead and zinc minerals in many ore deposits, and because a considerable proportion of the zinc produced in this country is obtained as a by-product of lead mining or vice versa, it seemed necessary to treat the mining and milling of lead and zinc ores in the same volume.
