You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. In the construction of internal-combustion engines, the cooling of the combustion chamber and pistons is of great importance. In certain types of engines, the adequate dissipation of heat from the bearings is also important. One of the important factors affecting heat dissipation from these parts is the thermal conductivity of the material used. A search of the technical literature shows that, in general, the thermal conductivity of the elements1 has been determined accurately by a number of investigators. The data on the industrial alloys are, however, meager. For an investigation of these alloys, the thermal-conductivity apparatus described in this paper has been constructed at the laboratory of the General Motors Research Corporation. It is desirable that an apparatus for work of this nature should give fair accuracy of results with a convenient form of specimen and a reasonable rapidity of operation. A summary of the different methods of determining thermal conductivity is given in the first volume of the " Dictionary of Applied Physics," pages 429 and 470. The method selected as best satisfying these conditions is that of Griffith, on page 443, with the addition of a guard ring similar in principle to the method used by Berget (P. 445). Briefly, the method consists of heating one end of a bar T, Fig. 1, electrically, measuring the amount of heat transmitted through the bar by a flow calorimeter J fastened to the other end, and measuring the temperature gradient along the bar. The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. The unusual interest taken in the papers on steel at the New York (1922) meeting showed that the time is ripe for the renewal of the general discussion of the physics of steel, on the same lines that wete used formerly and produced such good and lasting results. The curves shown in Figs. 1 to 4 and the appendix were added to my paper1 after the February meeting, but, unfortunately, Figs. 1 and 3 were transposed; the curves on page 252 are for bessemer steel and belong on page 254; while those on page 254 are for open-hearth steel and belong on page 252. These errors are evident at once on referring to the data in Tables 1 and 2, pages 227 and 228. The curves for each 0.05 per cent. of carbon and manganese in basic open-hearth steel are given in Figs. 1 and 2; these lines for the lower carbons and manganese are comparatively uniform. Figs. 3 and 4 give similar lines for carbon and manganese in bessemer steel. The large break in the carbon lines from 0.55 per cent. to 0.60 per cent. is caused by much higher silicon in the steels of 0.60 per cent, carbon and over that are used for springs, etc. The estimated ultimate strength of pure iron, and the increase in strength by carbon, phosphorus, and manganese, with the different views regarding the same, were given and diseussed. All of this can be considered as an introduction to the practical use that is now being made of such data in selecting the heats of steel best suited to give the required physical tests called for in the finished rolled material. The chemical composition of the steel, of course, tells only a part of the story, as many other factors that have an influence on the physical properties of the steel must be considered, and controlled as far as is possible. Some of these have already been referred to, but there are other important ones to be considered and discussed.

Robert Carl Sticht, member of the Institute since 1886, an American metallurgist of world-wide reputation, died in St. Margaret's Hospital, Launceston, Tasmania, on April 30, 1922, after an illness of eleven months, against which he fought with the highest courage and characteristic fortitude. The news of his passing came as a great shock to a host of his friends and former associates here, but on account of his long absence from the United States, exact biographical details have been heretofore lacking. Throughout Tasmania, the expressions of public sorrow were many and impressive, and the flags were flown at half-mast in Queenstown, Zeehan, and the entire Mt. Lyell district, in honor of the man who had won his place in the community as a great captain of industry and a man universally admired and loved. Sticht had been connected with the Mt. Lyell Mining & Railway Co. in Tasmania throughout its entire productive period. He had originally been induced to go to Tasmania through the good offices of the late Dr. E. D. Peters, then professor of metallurgy at Harvard University, who after personally examining the undeveloped Mt. Lyell properties, recommended Sticht as the best possible man to work out the complex metallurgical problem which that great orebody presented. Sticht had already made himself the leading authority on pyritic smelting, having taken up the idea as suggested and partly worked out by Lawrence Austin and carried it through to a certain degree of perfection in the case of limited tonnages of special ores. After studying the situation at Mt. Lyell, Sticht found the conditions there to be almost ideal for pyritic smelting, and he had the courage to adopt as the basis for a permanent, and eventually successful, solution of the metallurgical problem, a process that was then little more than a theoretically interesting possibility. The thorough studies and remarkable results attained at Mt. Lyell were published as chapters in Doctor Peters' various publications on the metallurgy of copper, Doctor Peters giving full credit to Sticht for their authorship. This paper gives the results of an investigation of the specific resistance and temperature coefficient of the electrical resistance of nickel and its important alloy, monel metal. For most of the pure metals, the temperature coefficient of resistance is approximately 0.004 per degree centigrade at 20" C. Nickel and iron, however, are exceptions. This property is important as it gives us good material for the construction of thermometers and other instruments involving electrical control. A summary of information on this subject has been publishcd by the Bureau of Standards.l The present experiments antedate this publication by several years and as the information obtained is not contained in it, the results of the experiments arc published as additional information. Electrical Properties of Pure Nickel It is generally conceded that the lowest values for electrical resistance are obtained in the purest metal. In the case of nickel, the best material obtainable is electrolytic nickel, which contains approximately 99.80 per cent. nickel, 0.15 per cent. iron, and 0.05 per cent. copper. Any cobalt that may be present is included in the nickel figure. If the elcctrolStic sheet has been deposited without intermission, it is possible to cut a section from the sheet and roll it into wire without melting. By this means a nickel wire may be obtained that is uncontaminated by any of the impurities always taken up by nickel during melting. Flotation of ores is a practical utilization of the energy that resides in the surfaces of solids and liquids. The best known manifestation of this energy is called surface tension; an equally important, though less apparent, phenomenon is adsorption. This paper reviews some of the recent investigations of these phenomena, and gives the results of certain experiments performed by the authors. Surface tension is a manifestation of energy having its seat at the bounding surface between the adjacent phases of a multiphase system. Thus, at the interface between a liquid and a gas, or between two immiscible liquids, or between a solid and a gas or a liquid, there are forces capable of doing work, their magnitude depending on the nature of the adjacent phases and the extent of the bounding area. These surface forces are inappreciable when the ratio of surface to volume of the adjacent phases is small, but they become powerful when this ratio becomes large, as it does when one of the phases is highly dispersed. Froth flotation, which consists in buoying solids heavier than water to the surface of water by means of gas bubbles, utilizes the force of surface tension to attach the solid particles to the gas bubbles and again to maintain the floating mass of bubbles as a more or less persistent froth at the surface of a pulp for a sufficiently long time to allow its removal. It follows from the second law of thermodynamics that the potential energy of a system in equilibrium is a minimum. Therefore a multiphase system, tending toward equilibrium, will arrange itself in such a way that the total energy of the interfaces will be the least possible. Two methods for the rapid valuation of oil properties are in common use. The one best known and most widely used is the "per barrel" value, based on the present daily production of the well, without regard to its past performance or the history of the sand or pool from which it produces. The second method is the "time to pay out," or the lengt of time required for a well to place itself upon the credit side of the ledger, from which time the returns from its production (less the operating expenses) will be clear profit. The time basis for valuation is also commonly used in the appraisal of an undeveloped lease. In most oil fields, it is not thought good business to invest in production that will not pay out in at least 4 to 5 years. Nearly all buyers (except in certain regions of very persistent production like the deep-sand territory of the Appalachian field) expect wells to pay out in considerably less time than this. Like the barrel-per-day price, the time necessary for a well to pay out has been determined for each field, so that one frequently hears a field or district referred to as having a certain time to pay out. This is considered the norm for that field or district and the buyer and seller base their value, to greater or less extent, on their belief in the accuracy of this time. The writer long ago became convinced of the inaccuracy of the barrel-per-day method, except when greatly modified for local conditions, such as the age of the wells, their economic limit, operating conditions in the field, the future price of oil, and the persistence of the sand as a producer. When so modified, this method becomes more of an analytic or predicted probable-yield valuation. While the appraiser may not go through each step in a valuation based on future returnable revenue, his knowledge of the field and the local conditions surrounding his leases make it possible for him to estimate a fair sales value that, in many cases, will be a close approximation to the truth. Albert Sauveur, Cambridge, Mass. (written discussion).— In his introductory paragraph, the author states that he has come to bury Beilby, not to praise him. The paper, however, gives the impression that while he may have dug the grave, Beilby is still at large. I am not one of those whom the author calls enthusiastic supporters of Beilby's amorphous theory and in support of this claim quote from a book I am writing: "Attractive as the amorphous theory is, and notwithstanding the ability with which it has been presented and the renown of its sponsors and supporters, it should not be accepted without reservations as a demonstrated fact.... So long as it explains more satisfactorily than other theories a greater number of phenomena in which it may play a part, we should use it in preference to others as the best available. Let us avoid the danger, however, into which too many fall, of accepting as indisputable truths, statements and theories emanating from those whom we hold in great esteem. It is not what those men themselves would wish us to do. I am entitled, I think, to occupy a position in the middle ground. Neither should Howe be classified with the enthusiastic supporters for he has written that the theory should be classed rather among the precious working theories than among those firmly established," a very wise and prudent statement. Jeffries, on the other hand, I would not hesitate to describe as an enthusiastic supporter. The author reproaches the advocates of the amorphous theory with having taken whatever properties they needed and with having assigned them arbitrarily to the hypothetical amorphous phase. He then applics their method to small crystals. If the existence of an amorphous phase is assumed, its greater tenacity and greater hardness is satisfactorily explained in the words of Howc: '(This greater strength is natural, because the amorphous state lacks the cleavages and slip planes which weaken crystalline substances." Can the greater strength and hardness claimed for small crystals be as satisfactorily explained? Nor do I think that the cold deformation of metals through successive slips within the crystalline grains can he accounted for as acceptably by the "small crystals theory."

This paper describes the results of a visit to the Santa Elena Peninsula, Ecuador, in January and February, 1921. On account of the complicated folding and faulting of the rocks and the peculiar occurrence of petroleum, field work was possible on only a few of the many geological problems and the results here published are only a contribution to the solution of the general problem. We know of nothing published on the geology of the district, except one account, in Spanish and German, by Theodor Wolf. The Santa Elena peninsula, the most important headland of the coast of Ecuador, lies two degrees south of the equator. The chief town, Santa Elena, is about 75 miles west of Guayaquil, the main seaport of Ecuador. The nearest developed oil field is the Zorritos of northern Peru, 120 miles south across the Gulf of Guayaquil. If newspaper reports are true, viz. that the Anglo-Ecuadorian Oilfields, Ltd., has recently brought in a 700-bbl. well on the coast of the peninsula near Ancon, the district may become important in the production of petroleum. At the time of our visit, the best way to reach the peninsula was by a steamer of the Pacific Steam Navigation Go., southward from Panama and northward from Guayaquil. About once a week, one of these steamers anchored 1/2 mile off shore near the village of Salinas, an important cable station. An alternative route, in the dry season, is by automobile from Guayaquil. In February, 1921, a railway bed had been graded part way between Guayaquil and Salinas, but this was detcriorating rapidly because of lack of funds to continue construction or to keep in repair that portion already completed.

Although the Siemens regenerator principle was introduced into byproduct coke-oven design about 40 years ago, many problems of construction, and particularly of heat distribution and pressure conditions, have not been fully solved. Heat should be applied to the walls of a coke oven in such a way that the coking of the charge of coal will be completed everywhere at the same time, and at approximately the same temperature. This means that the application of heat should be uniform from the top to the bottom of the coal mass (except for the thin layer at the top that is purposely kept at a somewhat lower temperature to reduce cracking of the byproducts); also that a little more heat must be applied to the coke end than to the pusher end, because the coal mass is a little thicker at that end. As a modern coke oven is about 40 ft. long and 12 ft. high, a real problem is involved in the proper application of heat to the oven walls so as to secure quick coking time (without endangering the walls through local overheating) and produce coke made at a uniform temperature. Design of Ovens In all regenerative ovens, the points of combustion are arranged in duplicate sets, one set operating in one-half the area of the heating wall and the other set alternately operating in the other half. Because of the reversal of the flow of gases, the points of maximum and minimum temperatures are alternately located at the same places, thus preventing dangerous local overheating. The practicability of the principle of reversal of flow seems to have been recognized at an early date, and has been applied with every conceivable flue arrangement, combustion chamber, and means of air and gas supply. To summarize the various principles that have proved useful for the control of oven-wall temperature, the best practice seems to have resulted from the acceptance of the use of vertical flues; the separate supply of air and gas to the base of these flues, with the resulting flame

BefoRe a new coal-washing plant is installed, or an existing washery is remodelled and improved, considerable experimental work on the coal to be washed should be done. A thorough examination of a coal, to determine whether it can be washed successfully and the best and most economical process for securing a satisfactory grade of washed coal, calls for mine sampling, analytical work, and experimental coal-washing tests which may require several months' time and the expenditure of considerable money. Having collected the required data on the characteristics of the coal and the results secured with different types of machines under different sets of conditions, it is necessary to decide what method of treatment should be used. The interpretation of the experimental data is no small part of the problem. The first step in the investigative work is to determine from the characteristics of the coal and the manner of occurrence of the impurities whether it is possible to separate the dirt from the coal and produce a washed coal of the required quality. Then it is necessary to select the type of washer or the system of treatment that will produce the greatest amount of washed coal of this grade for the least cost. To secure this information, tests may be made at laboratories operated by consulting or contracting engineers, at the testing plants of machinery manufacturers, at commercial washeries, or in an experimental washery erected on the site of the proposed plant. Such tests will produce figures in which every factor, including analyses of raw coal and washed coal and yield of washed coal, may vary widely. Among the zinc base alloys used for casting in metal moulds, pnrticularly die casting, those alloys containing aluminum usually together with copper, are probably the most widely used. The reason lies in their desirable mechanical properties and the fluidity and absence of hot shortncss which facilitate ca,sting. Objection to the use of these alloys may be raised on account of the rather frequent instances of failure of a type variously described as disintegration, exfoliation and intererystalline corrosion. In all cases which have come to our kno~vlcdge where the conditionsof service were known, failure has occurred upon cxposurc to moisture and heat varying from a hot moist atmosphere to lligh pressure steam. RIoreover, the alloys described in all such roses contain impurities or alloying metals which the present authors have found to have enormous accelerating effects on intererystalline oxid:~t'ion in zinc-aluminurn alloys. Thus Williams1 experimented with an alloy containing a large percentage of tin exposed in Cuba. Baucr2 reports failure of a boiler plug containing over 1 per cent. of impurities, doubtless lead for the must part, and Rawdon's3 examinations were madc on an alloy containing 0.1 per cent. lead also exyosctl to thc Tropics. No thorough investigation of the nature and cause of this type of failure has been made heretofore, so far as the authors are aware, although Rawdon correctly classified it as internal oxidation. We have, therefore, carried out this investigation in order to det'ermine the exact nature of this phenonienon and the effect of other metals present as impurities or intentional additions in accelerating or retarding it. In the appendix we include a considerable amount of data which may be valuable in selecting an alloy combining good physical properties with high resistance to oxidation. As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

DURING a period extending over about the last two and a half years, the performances of various types of rock drills in use at the mining department of the Zinc Corporation have been recorded as closely as possible. The main objective was the collection of sufficient data regarding internal water-feed hammer drills, when used for the same class of work as the older type reciprocating drill, to enable a decision to be formed on the following points:(1) Whether internal water-feed, hammer drills could efficiently perform the work previously carried out by reciprocating drills without excessive repair cost to the former.(2) If so, was it good policy commercially to eliminate the reciprocating type completely, writing these off together with the accompanying spares, accessories, and solid drill steel, and replacing with internal water-feed hammer drills, with lighter fittings, and the requisite amount of hollow drill steel.(3) What were the best types and makes of hammer drill for different classes of mining work(4) What was the economic aspect of the introduction of the principle of internal water feed to every type of machine throughout the mine.Prior to the strike of workers in May, 1919, Ingersoll-Rand E47 31-in. reciprocating drills had been used for stoping and for the major portion of driving, cross-cutting, and similar work. The accompanying columns and fittings were all 4t in. The drill steel used was solid octagon. Up to 1916 these machines were also used for winzing, after which time jackhamers were more successfully employed. These latter were of the usual types, varying in weight from 40 to' 46 Ib. Ingersoll BCR 430, Holman No. 2 spool valve, Sullivan DP33,. Waugh Clipper 55. These machines were all dry head; the drill steel was hollow hexagon, shanked.

The petroleum industry has recently shown sucks great interest in the evaporation of crude oil and of gasoline, and in the prevention of evaporation losses that almost daily there is being developed and placed on the market equipment designed especially to reduce these losses. Among the recent developments is a new type of tank roof known as the "floating roof," which practically eliminates the vapor space over the surface of the oil, thus removing one of the chief causes of evaporation. There are at the present writing at least two types of floating roofs which, while similar in fundamental principle, differ mainly in the method of making contact with the inside shell of the tank. One type of floating roof is known as a floating tank deck, and has on its circumference flexible metal baskets containing gravel that .rest against the inside shell of the tank. In the other type of floating roof contact with the tank shell is made by the use of movable buffers or shoes. These are attached to the outer ring of the roof and are pressed against the tank shell by means of springs.

My topic, "The Administration of Mineral Rights'.' is possibly an unusual one, as it deals with a subject upon which many of us have a more than passing interest, I thought ?it might prove consistent with the objects of this meeting, more especially as I propose to deal, not with those broad subjects of nation-wide importance which are often the subject'? of learned (and sometimes futile) academic discussion, but rather with problems in their practical light. To the scientist, the important question is What is it? to the technician, Can it be utilized? to the business-man, Will it pay? All three questions are important, and so quick has been the march of business on the heels of science? that the one question follows the other with astonishing rapidity and all three must be considered in the modern management of a mineral estate. A .good illustration of the force of this can be found in the recent advance of our knowledge of the element helium in which we have advanced from a solution of the first question to the last question in the short period of 55 years. It is to be borne in mind, however, that in the administration of mineral rights, the question "Will it pay?:' is of primary importance. What forms a mineral estate ? A former practice in western Canada in selling lands was to sell the hair with the hide. All transactions sold the lands in fee simple, which included all mines, minerals and rights and privileges whatsoever, excluding only the royal metals, gold and silver, which by imputation, though not by specific reference, in deeds. of title are reserved to the Crown. At that time the country was in the first ?stages of settlement and the value of our mineral resources was hardly appreciated and little understood.

The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country.
