During the course of the cooperative smoke abatement investigation carried on by the Bureau of Mines , the city of Salt Lake and the University of Utah during 1919-1920 , a study was made as to the suitability of Utah coals for by-product coking with particular reference to low temperature coking . was done because it was realized that a smokeless fuel for domestic consumers was the best remedy for this class of smoke producer . A report of the technical side of the work was included in the final report of the cooperative investiga- Since this report was written (June 1 , 1920) further work has been done by other investigators .

So far as is known , there is no complete bibliography on sampling, therefore , this one should be of value . In it are nearly eleven hundred references , some dating back 30 years , on sampling at mines , mills , smelters , power plants , pumping stations and refineries . For convenience , there are included a few references to methods for sampling such materials as leather belting in mills , salt impregnated soils , and mine waters . All the important technical journals , - including some in foreign countries- and engineering society publications , also mining and metallurgical text - books , have been studied for anything concerning sampling , and while it is not claimed that every important reference has been listed , the bibliography is fairly complete . The arrangement is alphabetical by authors ' names , and the references are numbered serially in the crder that they appear in the bibliography . Anonyous references are listed under the name of the journal in which they appear , and are numbered like the references bearing an author's name . Patents are grouped in their numerical order , without index nu.bers . Under the heading , " U.S. Bureau of Mines Publications " , are listed all publications of the bureau that deal with sampling . While the serial number is omitted , these same references , of course , have serial numbers where they appear in the list arranged alphabetically by authors .

The oil- shale studies of the Bureau of Mines , conducted in cooperation with the State of Colorado and the University of Utah , have for their primary purpose the determination of retorting and refining conditions most favorable for obtaining the highest yields of most satisfactory products . Oil shales , typical of the deposits in several States , are retorted in carefully controlled retorts of differe types , the conditions being varied in successive runs as the results indicate that improvement in the yield and quality of the products most desired may be expected . Each shale presents a somewhat different problem , for it has been found that different shales treated under similar conditions yield products of different natures , and also that the same shale will yield products of different natures when retorted under different conditions . Some shales apparently can not be made to yield , under any set of conditions , products of so high an order as are yielded by other shales . This indicates that the oil -yielding materials of certain shales differ in constitution and in their manner of breaking down when undergoing destructive distillation . Other shales appear to contain oil - yielding materials that resemble each other closely as regards chemical constitution , yet they require some. what different conditions of treatment , if products of similar nature are to be produced from each . In such cases the controlling factors seem to be the richness of the shale that is , its content of oil -yielding material and the physical and chemical nature of its mineral parts .

It is not the purpose of this report to try to describe all the work done during the past year for the improvement of health or the prevention of illness among miners , but to call attention to a few of the more outstanding investigations in which progress has been made . Among these , the investigations on the physiological effects of carbon monoxide , dust and ventilation , and temperature and humidity will be discussed . Carbon Monoxide . During the years 1920 and 1921 , much more work has been done on the various A survey phases of carbon monoxide than has been carried on for a number of years . of carbon monoxide poisoning in the American steel works , metal mines , and coal He conmines was made by Dr. Henry S. Forbes , of the Harvard Medical School . ** cludes from his survey that late after- symptoms following acute severe gassing rarely occur , and that almost always there is evidence of pre - existing pathological conditions when such effects do appear . He further states that he found no evidence of cumulative harmful effects resulting from frequent exposure . Dr. Forbes , Dr. Forbes , assisted by Louise Hompe , made a laboratory investigation in which anesthetized animals were exposed to carbon monoxide , illuminating gas , and benzol *** . The investigators conclude that , under the conditions of their experiments , there is no change in the coagulation time of the blood . It has been stated by many investigators that the blood of those affected by carbon monoxide does not clot as quickly as normal blood . While the investigation referred to above may not cover all the conditions , it is a valuable contribution to the subject as it indicates that the small hemorrhages found in the membranes covering the central nervous system , abdominal organs , etc. , at autopsy of those dying of carbon monoxide poisoning is probably not due to direct toxic action of the gas upon the blood .

The use of shall electrically- driven fans , in conjunction with air- pipe of various diameters is becoming of increasing importance for the ventilation of working places in metal mines through which the general ventilating currents can not be coursed . It will probably continue to increase in importance since the concept that air motion is the most important factor in maintaining comfort in hot ( above 80° F . ) working places is more generally accepted , and as the inefficiency and greater expense of attempting to ventilate such places with compressed air is recognized . Managers of large properties can afford to experiment with fan- pipe installations until types are found that meet their conditions , but managers of shall properties , unless forced to it by extreme conditions , prefer to wait until they can obtain data sufficient to guarantee at least a measure of success from such installations . At present , such data , even in part , are available to only a few (mainly fan manufacturer's representatives , consulting ventilation engineers , and ventilatin engineers employed by large companies ) , and important recent developments are mostly of a confidential nature . One large metal - mining company cooperated with a fan manufacturer in some extensive experimental work on small blowers and found that instead of using stock fans , considerable power economy could be effected and equal quantities of air delivered by use of or 2/3 width fans with small motors rather than using stock fans and larger motors ; it was also found advisable to adopt certain sizes of tubing for certain lengths of run . In fact , many important facts were ascertained in this study , and it is now promised that they will soon be given to the public . It is true that a certain amount of data on industrial installations are available , but such data are only in part applicable to metal -mine conditions , because , until recently , little attention has been given to ventilation in metalmines , and the conditions encountered usually require a greater length of pipe , a more temporary type of construction , and closer attention to temperature control than the ordinary run of industrial installations demands ..

The Bureau of Mines is collecting and analyzing representative samples of crude petroleum from all the producing fields in the United States , and the results are being published in a series of reports that are preliminary to the issue of a bulletin covering the entire survey . The bureau has recently completed a survey of crude oils from the Kansas district . In all 27 samples were collected and analyzed , under the direction of A. W. Ambrose , chief petroleum technologist of the Bureau. Valuable assistance was received through the cooperation of oil companies operating in the State , especially the Prairie Pipe Line Co. , and the Empire Pipe Line Co. The present report issued as Serial 2322 , on the Kansas crudes , forms the fifth of the series . Of the four previous papers , the first ( No. 2202 ) deals with crudes from the Eastern fields of the United States , the second ( No. 2235 ) with crudes from the Rocky Mountain district , the third ( No. 2290) gives additional data , cn viscosities and pour tests , for the crudes from these two fields , and the fourth ( No. 2293 ) covers the fields of northern Texas , northern Louisiana , and Arkansas . The details of the methods of collecting samples , making laboratory tests and interpreting results , have been discussed in these earlier reports . It has also been pointed out that the only adequate method of interpreting analyses of crude oils is to compare the individual reports with the analysis of some crude oil that is familiar to the operator . For this reason , no comprehensive discussion of the results of the Kansas survey is attempted, although some general statements may be made .

The purpose of this paper is to point out some of the benefits and economies to be derived by the better selection , preparation, storage , preservation and utilization of mine timber , and to give some specific information on certain wood preservatives and processes suitable for mine timber preservation . The paper is based largely upon data obtained by actual experimentation and service tests conducted by the U. S. Forest Products Laboratory , Madison, Wisconsin, on wood preservation , covering a period of many years , and upon a field survey during the past summer by one of the mining engineers of the U. S. Bureau of Mines of some of the principal mining districts of Michigan , South Dakota , Montana , and Idaho , in which he made a general ' study of mine timber in metal mines , particular attention "being given to timber decay ; the conditions under which it takes place most actively ; the measures , if any , that are being used to combat it; and, finally, the advantages that might be anticipated in the use of chemically treated timber to prevent decay and thus prolong its life .

WHEN I leave this life, as an employer of labor there is no one thing that I want so much to be engraven upon my monument as the fact that I have been one of the men who have worked, whether with my brains or my hands, for the advance-ment of industry in the United States, and to be regarded, as I should like to be regarded by labor with love and kindly remembrance for our years of association. In my relationship with my employees, I have always contended that every man should be paid for what he does. I will not employ or be associated with any kind of labor of which the organization insists that a man shall receive a fixed sum of money for his day's wages, however poor or good his day's labor may be. What applies to the common laborer applies equally well to the management, the brains of an industrial establishment. I have always thought of industry as a three-legged stool, with capital, management and labor as the legs. All three legs of that stool must be there before that stool can stand up. If you take any one of those legs away, it is going to topple over. The. three must stand together for successful business accomplishment. I believe that a man who has his labor to sell, to put it plainly, has just as good a right to bargain for the best price for that labor as those who employ him. It is a perfect right for him to do so. If the government of our United States is right, our method of handling labor in our Bethlehem plants is right because it is representative and democratic. We have our labor elect delegates; elect representa-tives from their own ranks, who shall meet frequently. That constitutes, as. it were, the House of our great Congress in Washington, the industrial house. We have our management, who represent the Senate, who meet independently. Working men have learned to express their views freely as to whether they are treated fairly and whether conditions are right or wrong.

A REPORT that it did not pay to use present-day galvanized iron on account of the short life of the material, accompanied by proofs of the state-ment in the form of a tabulated history of the first costs of various kinds of building materials and their main-tenance expense, started an investigation of modern galvanized products. At the very outset it was apparent that our experience with galvanized products was by no means unique. Correspondence with the State Agricultural Depart-ments, the Agricultural Experiment Stations, the County Agents and State Granges all over the United States brought a mass of complaint on this same score. Visits to large buyers of galvanized sheet and wire revealed the same condition coupled with an ever-increasing use of substitutes for galvanized iron. We believe, therefore, that the title of this article is fully warranted by the experience of the consuming public. A study of the proceedings of the various societies having to do with the testing and use of sheet iron and steel products revealed a tremendous amount of work on the life of the base metal itself. Great stress was laid on differences in life of various types of iron and steel, the difference amounting at best to months rather than years. Very little recent attention has been paid to a study of the life of the zinc coating and the causes of its present-day lack of durability. There have been some real exposure studies published, how-ever, which show that the weight of the zinc coating determines the protection afforded by the galvanizing, which is of far greater influence on the life than the base-metal composition. An interesting paper was published by the Phillipine Journal of Science in 1916, entitled: "Galvanized Roofing in the Phillipines," a contribution from the Bureau of Science of the Phillipine Island Government. The author, Mr. Arguelles, found on 18 old galvanized sheets, after from 30 to 35 years' exposure, from 2.3 to 4.1 oz. of zinc per sq. ft. of sheet and sums up the study by saying: Of the various factors influencing the durability of galvanized iron which have been studied with a view towards accounting for the difference in behavior of old and modern sheet, it appears evident that the greater weight of zinc per unit of area on the former accounts for the greater durability.

WHEN starting a series of experiments on the use of powdered coal in lead blast furnaces to replace coke, I realized that in copper smelting the problem is simpler because the sulfur recovers the copper in the form of matte. In lead smelting there are greater difficulties because a reducing atmosphere must be maintained in the active, zone corresponding to each tuyere in order to get the best recovery of lead. Therefore, the feed of powdered coal must be quite regular, uniform and under control. The molten products issuing from the taphole are the resultant of the work of all the tuyeres and it can readily be con-ceived that one part of the furnace may be forming slag with a higher lead content than the slag formed in other parts of the furnace. At first, we used only one tuyere situated on the back of the furnace. This was for the purpose of getting all of our regulations under the regular operating conditions. We tried every known system of feed and found they were not dependable and our present system was finally worked out, and so far as we know, is the only working system that will give uniformly good saving in lead blast furnaces. We placed a Bristol self-recording thermometer on the feed floor. This gives a 24-hr. continuous record of the temperature of the gases leaving the furnace. We put a self-recording gage on the "15-lb." air used in the injector. A second recording Bristol gage was put on the low-pressure air (40 oz.). I realized that it was necessary that we should know the exact weight of coal going into each tuyere and that it should 'be under observation at all times. L. W. Kirk was assigned to the problem and developed the open sight feed and the distributor, so that we now have the coal being fed into each tuyere in sight of the men in charge. We have an apothecary's balance beside the furnace, and the operator takes the pan and inserts it under the stream of falling powdered coal for one minute, and places the pan on the scale, the other scale pan having weights indicating the desired amount to be fed to each tuyere per minute.

MANY of our largest copper deposits contain both sulfide and oxidized copper minerals. The large porphyry mines, with a total copper content of from 1.3 to 2.0 per cent., send to their mills ore with an oxide content of from 0.2 to 0.4 per cent. While the recoveries of the sulfide minerals are considered satisfactory, using modern flotation practice, the recovery of the oxi- dized portion of the copper is small; better recoveries of oxidized copper were made before flotation methods were adopted. Beside the ores containing copper mainly as sulfide, with a small amount of oxidized copper,, many of the large porphyry mines have oxide orebodies, in which the propor-tion of non-sulfide minerals is so high that 2 present methods of treatment are ineffi-cient. In some of the well-known ore-bodies in the Miami-Inspiration district the copper occurs about equally in sulfide and oxidized forms; and the mixing of minerals is complete throughout the ore-body. There is no possibility of mining the sulfides and the oxides selectively. At the New Cornelia mine, however, the oxide, and sulfide ores are sharply separated, per-haps by an ancient water level, so that the oxide ore may be mined and treated in a plant built for that purpose, and the under-lying sulfide ore may be left for treatment in another plant. If copper is to be made from an ore having a total content of 1.5 per cent., it must be concentrated or removed from the ore by some. hydrometallurgical method. Flotation is generally successful for the sulfide minerals and flotation after filming with sulfide seems to work in many cases on the pure carbonate minerals. THE form of dip chart here presented for the use of the profession was devised by the author when he was confronted with a particularly heavy job of geological section making and. did not have any of the usual tables or charts at hand. This was at the property of the Teziutlan Copper Co. in Puebla, Mexico, where the orebodies are much faulted and lie conformably with a slightly inclined and. much folded schist. Because of the low dip and the folding of the orebodies, the engineering, and geological data respecting them were best represented on vertical cross-sections quite closely spaced. A less finished form of the chart was published in the Mining & Scientific Press of Aug. 6, 1921, with an explanation of its use. I have checked the new drawing for accuracy against the calculated table given, and constructed an explanatory diagram beneath. As some geologists are accustomed to using the table, I have included it, since no advantage is obtained by mere interpolations from the chart to get the required angle, except as it gives a mental picture of this angle. The chart gives a more rapid and much easier solution when cases multiply so that it becomes desirable to eliminate the tedious manipulations of a separate protractor. In fact, using the parallel ruler as des-cribed, it is not even necessary to make note of the angle sought. It is brought out graphically, leaving the mind free to note the correlations. The chart itself may be made more convenient by reproduction on celluloid with a slot running on the zero line of the protractor.

ONE of the major problems of management is how to restore in some measure the personal relation-ship between employer and employed which, in the days of small concerns, meant better morale among employees. The complexity of industry today, the heterogeneous mass. of workers employed, many .of them new to this country and to its institutions, the inability of those whose task it is to get out production to spend much time on the problems of labor-all these and many other factors serve to make of great impor-tance the question of how to establish more satisfactory mutual good will. While there is no such thing as a sure cure for labor troubles, in spite of the fact that charlatans have been selling alleged cures to guileless employers, study and experience have brought to light methods of approach to the problems confronting management in its relation to labor that are well worth consideration. Labor problems must be approached with common sense and an open mind. Facts must be the basis of action. So it is with the question of morale in industry. What makes or breaks morale? What are the forces behind the actions of men? What is there in one man that makes him act differently from another man under similar circumstances? How are men affected by the actions of others in their own group or by the actions of those under whose supervision they work? These are questions that must be carefully studied if we are, to get at the bottom of industrial unrest. It is an easy thing to say that good will can be created by "treating men right." That involves so many things and points of view that it will hardly serve as a full answer to our problem; but it is a good starting point if we mean by right treatment the payment of wages consistent with the well being of the worker and his family as members of the community, and if we also mean the provision of sanitary, wholesome working conditions and a working schedule that does not overtax the worker physically, and mutuality-a give and take relationship. With this as a basis we can go a step farther and see what else can be done to promote better relations between management and the workers.

FLOTATION of ores is a practical utilization of the energy that resides in the surfaces of solids and liquids. The best known manifestation of this energy is called surface tension; an equally important, though less apparent, phenomenon is adsorption. This paper reviews some of the recent investigations of these phenomena, and gives the results of certain experiments performed by the authors. Surface tension is a manifestation of energy having its seat at the bounding surface between the adjacent phases of a multiphase system. Thus, at the interface between a liquid and a gas, or between two immiscible liquids, or between a solid and a gas or a liquid, there are forces capable of doing work, their magnitude depending on the nature of the adjacent phases and the extent of the bounding area. These surface forces are inappreciable when the ratio of surface to volume of the adjacent phases is small, but they become powerful when this ratio becomes large, as it does when one of the phases is highly dispersed. Froth flotation, which consists in buoying solids heavier than water to the surface of water by means of gas bubbles, utilizes the force of surface tension to attach the solid particles to the gas bubbles and again to maintain the floating mass of bubbles as a more or less persistent froth at the surface of a pulp for a sufficiently long time to allow its removal. It follows from the second law of thermodynamics that the potential energy of a system in equilibrium is a minimum. Therefore a multiphase system, tending toward equilibrium, will arrange itself in such a way that the total energy of the interfaces will be the least possible. As THE time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W, Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum" laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on . a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.1 Colombia requires foreigners to agree to be bound by its alien law. , In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. along its land
