At their last meeting, the Directors of the Institute passed the following resolution regarding Robert W. Hunt, who was president of the Institute in 1883 and 1906. This resolution was engrossed and presented to Captain Hunt at a dinner given to him in Chicago, December 9, on the occasion of his eightieth birthday. Resolution At that time it was announced that $5000 had been guaranteed as the nucleous of a fund, the income of which will be used for prizes to be awarded each year, under the supervision of the American Institute of Mining Engineers, for the best papers on iron and steel subjects. The Board of Directors of the American Institute of Mining Engineers extend to their distinguished colleague, Robert W. Hunt, a hearty greeting upon his eightieth birthday anniversary. They congratulate him upon his notable achievements as a pioneer in ,the manufacture of iron and steel, and his long and admirable service both as a practical director and as a wise critic and counselor in that art. They remember with gratitude his successful administration, for two separate periods, of the Presidency of the Institute, and they recall with pride the honor conferred upon it through the award to him of the John Fritz Gold Medal. Not least is their satisfaction in the retrospect of forty-four years of his membership in the Institute, with its unbroken record of loyal friendship acid delightful companionship; and they pray, that this record may be continued for happy years to come. In witness whereof, they have ordered this minute to be entered upon the records of the Board, and a copy duly attested to be sent to Captain Hunt.

This report on the electrodeposition of gold and silver from cyanide solutions represents work that has occupied my time at intervals during the past 20 years. The investigation has been carried on simultaneously with my duties as professor of mining and metallurgy of the University of California. During shis long investigation I have been assisted in the details of the work by, a number of my former students, acting in turn as assistants. Particular mention in this connection is due W. H. Hilton, who graduated in 1900; C. T. Dozier, 1902; N. C. Stines, 1905; H. N. Herrick, 1907, and L. C. Uren, 1911. It is impossible to publish full details of the many thousands of experiments performed. Effort has been made to present only the essential data. Wherever possible, the results of the experiments have been expressed in diagrammatic form by curves showing the relation between the simultaneous variables of the experiments. It is necessary to show, as nearly as may be, the state of the art. This is difficult because of the meager literature on electrodeposition in the cyanide process; hence resort must be had to the specifications and claims of patents, most of which seem never to have been applied on a working scale. Such information consequently can not be taken at its face value. Expressing the essential ideas evolved in such specifications is no easy task. Clearly, in quoting from patent records it is not ·feasible to enumerate all of the specifications or the claims allowed the inventors. A statement of the chief contributions to the art in the patent cited must suffice. Legal details, of course, must be obtained from the original patent. In the study of patent literature, when one compares the ardent hopes of the inventors with the results realized from their efforts, it becomes clear that in the development of an art no one man contributes everything. Each subsequent inventor stands on the shoulders of the one who has gone before. It is only through the summation of the contributions of many inventors that the art as a whole prospers. On October 19, 1887, a British patent was granted to McArthur and Forrest for the use of dilute cyanide solutions for treating gold and silver ores. The rapid extension of this process, in various forms, all over the world, has almost revolutionized the treatment of ores containing precious metals. It is a remarkable fact, however, that long before this patent was granted there was issued, on February 5, 1867, to J. H. Rae, U. S. patent 61866, for an electrocyanide process. Thus a method of electrodeposition from cyanide solutions used for treating ores was invented 20 years before the McArthur and Forrest patent .was granted, although the process did not come into general use. On May 24, 1889, U. S. patent 403202 was granted to McArthur and Forrest for the use of zinc shavings for removing gold and silver from cyanide solutions. The use of finely divided zinc is still the standard method for recovering 'gold and silver from cyanide solutions. Since this patent was granted, many attempts have been made to replace the precipitation upon the zinc by methods of electrodeposition. It is the purpose of this report to give an outline of some of these methods, as well as to show the relative advantages and disadvantages of the zinc and the electrical methods of recovering gold and silver from cyanide solutions.

Volatilization in retorts has been, until recently, the only commercial process of producing spelter, hence the zinc mine operators have had to meet the terms of the zinc smelters in regard to the following requirements: (1) Minimum percentage of zinc the ore must contain; (2) the chemical combination of the zinc in the ore; (3) the proportion present of those elements that interfere with the suceessful recovery of the zinc when the ore is retorted. In consequence of these requirements, only a comparatively small proportion of the zinc ores mined can be shipped directly to the smelters.

The purpose of this bulletin is to describe the methods of constructing and operating representative types of plants in the United States used for removing the light hydrocarbons from petroleum by continuous distillation, such plants being commonly known in the trade as topping or skimming plants. In the discussion of each plant an endeavor has been made to arrange the text similarly in order to facilitate comparison and to emphasize the important features. The various experimental values for the specific and the latent heats of the oils apply approximately to the oil treated. Careful experiments with each oil and its commercial fractions were not justifiable in view of the purpose of this report. It is regretted that limitations for recording data at the different plants made impossible the determination of a heat balance for each, which would have provided an equitable method of comparing efficiencies. The writer has confined himself to a comparison of the relative efficiencies of the distilling apparatus alone by the following method: Effi . f till d tt" _ Heat theoretically required. ciency 0 SIS an se mgs - Heat content of fuel consumed. The plants described are all in California where the topping industry has had its growth accentuated by the character and the use of the oil handled. The scarcity of suitable coal made the adoption of other fuel necessary, and the heavy oil of California supplied the need. To raise the flash point and to dehydrate this oil, various plants have been developed. However, the topping industry is represented in other fields; the Roxana Petroleum Co. of Cushing, Okla., and the Warner-Quinlan Asphalt Co. of New Jersey, are operating Trumble plants, and Texas and Oklahoma operators have been experimenting with different pipe retorts for continuous running. In addition to the reasons for topping cited above, in California topping has other purposes which give the plants practically a universal field in the oil industry. These additional purposes are (1) to remove the lighter constituents of the oil prior to storage for a long period, thus reducing the losses from evaporation, (2) to dehydrate and clean the oil, and (3) in conjunction with a complete refinery, to remove the lighter fractions cheaply and quickly, leaving a residue to be rerun for lubricants, coke, and other products. The reader in studying a plant for possible adaption to his own use should note that local considerations enter into the design and size of a plant. Several questions present themselves, as follows: 1. What type is suitable for the oil? 2. How much money is available for construction? 3. Will the volume of residuum be large enough for heat exchange with the crude? 4. Can the heat content of the vapors be used to reduce the cooling-water requirements? 5. What method will best recover the heat from stack gases? 6. Are the various pieces of apparatus adequate in size and best adapted to their purpose? 7. Is every possible provision made for the recovery of waste heat? 8. What products will be made, and what volume of each? 9. Is there provision for the recovery of light vapors? 10. Will the saving of fuel justify the capital and maintenance charges on the regenerative apparatus contemplated? It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished. The reader will find fuel economy and heat recovery emphasized throughout the descriptions. The conservation of the available petroleum supply is of the utmost importance, and the Bureau of Mines presents this paper to encourage the hearty cooperation of operators to that end. The Baume gravity scale used throughout the report is that of Tagliabue with a modulus of 141.5 for conversion to specific gravity.

The term war minerals has been applied t.o those ores and minerals that were largely imported. before the war. Among the mon important of these are manganese, essential for making high-grade steel for munitions and industrial use; graphite, for u,.akin1 crucibles; tin, for plating utAmsils and for bearing-met.al; mereury, used as fulminate t.o explode shells; pot.uh, for making fertilizer and explosives; tungsten and molybdenum, for high-speed t.ool steel; antimony, for hardening bul!et lead; chromite, for tool steel, for tan- , ning leather, and as a refractory lining in furnaces; magnesite, for :refract:A>ry linings; mica, as insulating material; platinum, for the manufacture of sulphuric acid and for electrical apparatus. When the United States entered the war it was clear that every ship would be needed and that the number available for importing minerals would be small. Hence a quick and thorough survey of domestic resources was necessary. . Throughout the war the scope and volume of the war-minerals work increased until it covered practically every mineral that was known t.o be or was liable to be in short supply.

In 1917 the Federal Bureau of Mines and the University of Idaho arranged to cooperate in an investigation looking to the improvement of mining and milling methods in the mining districts of the State of Idaho, with an especial view to the wider development of the minerul deposits and greater efficiency in the treatment of the lowgrade ores of the State. This work has been made possible lnrgely through the generosity and active assistance of the mine operators, especially certain companies in the Coeur d'Alene region. As the first step in the work under the cooperative agreement it wa.s decided to gather all data possible on the various mining districts throughout the State, both active and abandoned, in order to ascertain their potential possibilities, especial attention being paid to methods of metallurgical treatment and to the solution of the many metallurgical problems in order to effect a greater commercinl saving. With this plan in view, field work was begun in the latter part of May, 1917, and was continued during the summer. E. K. Soper, formerly professor of mining, University of Idaho, and now dean of the mining department of Oregon Agricultural • College, Corvallis, Oreg., visited the mining districts in central and southwestern Idaho and also some of those in the northern part of the St.ate. D. C. Livingston, professor of geology at the University of Idaho, Moscow, Idaho, also visited some of the mining districts in central Idaho during the summer; in addition, much valuable information he had gathered on former trips to many other districts is included in this report. Credit is also due Mr. Livingston for the maps covering the State, as well as the bibliography nt the end of each chapter. Thomas Varley, superintendent of the Seattle mining experiment station of the Bureau of Mines, spent a short time in the field, principally in the mining districts in central and . northern Idaho, and made a brief visit to the southwestern districts with Mr Soper. The field work of Mr. C. A. Wright, metallurgical engineer of the Bureau of Mines, in direct charge of the cooperative work, was chiefly in the Coeur d'Alene region. Mr. Wright visited nearly all of the mining districts in the region and devoted most of his time to studying the milling methods. The results of the investigation are set 1iorth in this bulletin. The bulletin aims to give the l9Calities of the various mining districts, and the nature of the present operations and those that have been carried on in the past. The geology is discussed only in a general way, the descriptions being intended more especially to bring out the types of ore deposits and the character of the ores, a knowledge of which is essential in determining the proper treatment of the ores. The writers do not wish to imply that all districts mentioned in this bulletin were visited during the summer of 1917, for a great deal of the material has been gathered from other reports, especially from publications of the United States Geological Survey. However, it is hoped that this report will be of help to those who are interested in mining in the State of Idaho. The plan is to continue the field work and subsequently publish the results of the investigations in much more detail, with greater emphasis given the metallurgical treatment of the ores and the problems involved.

LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

A mining company for a period of 12 years bad been selling its ore to a certain smelting company for the purpose of obtaining a continuous and steady market for its ore and for the purpose on the part of the smelting company of obtaining a continuous and steady supply of ore for smelting; an agreement was entered into by which the mining company agreed to eell and the smelting company agreed to purcshase at ruling prices all the ore produced by the mining company of certain' stated grades, and to this end the mining company agreed to actively operate its mines. It is no longer the rule that a suit will not lie for the specific performance of a contract relating to personal property ; but the question for determination in such a case is whether the complainant has a plain, speedy and adequate and complete remedy at law, and if he has no such remedy, specific performance will be granted. In an action by a smelting company for the specific performance of a contract of sale it appeared that the ore produced by the mining company bad a peculiar value for smelt. i.ng purposes and was not readily obtainable elsewhere, and it would be practically impossible to measure the value for determining the loss the complainant would sustain· if the smelting company were not ,able ,to obtain the ore under the contract. It is comparatively simple for a court of equity to enforce the agreement as it pertains to the normal product of the mine and there is no plausible reason why a court may not require a performance on the part of the mining company where the mining company obligated it:Belf to operate all its mines. There is no delicate or complex condition involved in the production or delivery of the ore 'or in obtaining_ the stipulated prices agreed upon, and there is nothing apparent that will necessitate supervisory· control in requiring performance on the part of the mining company. A decree for specific perfoi:m,ance would require no supervision by the court either for the operation of the mines or for ascertaining and fixing the prices the mining company is to receive for its ore.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. It can not be said that the term "minerals" includes only such substances as are procured by tunnelling and shafting, as much gold is procured by placer mining and rich deposits of manganese and other like ores are found upon the surface of the earth and are some- times obtained without either quarrying or mining. Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

This report gins the results of a study conducted hy the Ilnreau of Mines for the purpose of informing the petroleum industry on the recent progress in the de,·elopment nncl application of the absorption process for recO\·ering gasoline from natural gas. The work has been undertaken entirely with regard to plant practice and for the purpose of describing the features and the operation of units of the plants now in use, the improvements that have been made, and the reasons for any ehanges eontemplated by the engineers in eharge· of the plants studied. Throughout the United States the impro,·ements in the absorption process that are under consideration by engineers not only widen practice so as to include gases at all pressures and percentages of gasoline content, but seem to be dewloping definite standards as to dimensions of towers, l"elocities of flow, saturation of oi~ areas of eooling surfaces, and quantities of menstruum to be circulated. Although perfect practice has by no means been attained, the writer belie,·es thnt a description of the current practice at ,·arious plants, including those ob,'iously more efficient features that each plant hns <le\"eloped and uses at one or another stage of treatment, will intere;; t and possibly help all persons operating or designing absorption plants.

The oil industry in the United States is further advanced than in any other country, because of American initiative and the development of industries dependent in some way on petroleum or its products. For this reason the output has constantly increased (fig. 1), and as a result this country has produced more than half of the total output of the world. Trw total past output of the world is approximately 7,000,000,000 barrels of 42 gallons each; of this the United States produced about 4,000,000,000 barrels, or about 57 per cent. The limit of production in this country is being approached, however, and although new fields undoubtedly await discovery, the yearly outpnt must inevitably decline, because the maintenance of a given output each year necessitates the drilling of an increasing number of wells. Such an increase becomes impossible after a certain point is reached, not only because of a lack of acreage to be drilled, but because of the great number of wells that will ultimately have to be drilled. According to figure 1, the daily production per well each year has increased during the last few years. However, this increase is abnormal, being caused by the new pools brought in. Although such a condition may continue for several years, the average production per well will finally begin to decrease on account of the lack of new pools to make up for the normal decline in production of the old ones.

G. W. THOMPSON,* Brooklyn, N. Y.-This subject has two aspects, neither of-which can be ignored: these are the economic aspect and the technical aspect. Under ordinary conditions, economic law will take care of the conservation of tin. Under present conditions it seems desirable that economic law should still be permitted to operate as far as is practicable. It is true that this law operates rather slowly, and that under war conditions it cannot be depended upon to give our Government the supply it immediately needs. There should, therefore, be a designation of the essential industries by the Government, and tin should be supplied for those needs, letting the non-essential industries take what is left. At the same time, information ought to be forthcoming as to how tin can be conserved; with tin selling at 80 c. per pound, more or less, it is to the interest of every consumer to get the best information he can as to how he can save tin. Economic law would properly punish those who do not study their own interests in this way. I deprecate, therefore, any centralized socialistic effort toward avoiding penalties through failure to observe and obey economic law. In saying this, however, I am not unmindful that it is desirable for our Government to take such control of the tin situation as may be necessary to the prosecution of the war, practically regardless of the effect of such action upon individual industry, which should studiously seek to adjust itself to the new condition. The Government should promulgate such technical information as it can collect, showing how tin can be conserved, and should urge upon every consumer the exercise of his common sense in self-protection. There is very little danger of any one attempting to hoard or corner tin, in the present state of the market. Most consumers will be glad to live from hand to mouth, covering their sales by purchases, or vice versa. As to the technical aspects: Tin and tin alloys are used to give certain practical and also certain artistic results. The practical factors are those involved in proper adhesion, continuity of surface, protection, the right degree of hardness, proper working qualities, etc. The artistic results are those that appeal purely to the eye or to our cultivated sense of what is desirable. There is no doubt that a great deal of tin could be saved if there were not a demand for certain pleasing effects. How can this saving be brought about? The users of tin hearing alloys are not the only ones involved in this question. The manufacturers of solder and babbitt have for a long time sought to give certain appearances to their fabricated bars and ingots in order to make them more salable. The user of a solder is very apt to judge of its working qualities by the appearance of the bar; the same thing is true with regard to babbitts. BLAMEY STEVENS, Nogales, Ariz. (written discussion *).-This subject should be approached boldly from the purely physical standpoint. There are usually many known ways of making chemical deposits of any particular mineral and probably many more ways that are still unknown. With-physical-effects; .however, there-are, in-general, only one or two, or possibly three, ways that will pass muster before the physicist, when he realizes the geological conditions to be harmonized with the physical ones. Let us consider the second way that Mr. Taber describes: "It (the mineral matter transported in solution) may enter along a fracture, bedding plane, or similar passage, and, as it is deposited, force the wall rock apart, thus making room, for the growing vein," because it is the one Mr. Taber chooses for the great bulk of metalliferous veins. By "forcing the wall rock apart" Mr. Taber indicates that he means that the process of crystallization or-solidification of the mineral in the vein forces the walls apart. To prove this, he offers a great variety of geological evidence, which, from the physical standpoint, is entirely superficial. From the geological standpoint the evidence is the best to be had, but it is entirely negative and one single grain of really positive evidence will entirely offset it. MILTON L. LISSBERGER, ? New York, N. Y.-Solder is a mechanical mixture of tin and lead, a fact which is susceptible of very simple demonstration. A bar of solder of a grade even as low as 30 per cent. tin and 70 per cent. lead, passed through a buffing machine, will show a surface practically identical with that of a bar of second-quality or reclaimed tin. The buffings, on chemical analysis, will prove to be almost pure lead. According to the best practice, solder is made in the following manner. Virgin pig lead is first melted, and when it is thoroughly liquefied, virgin pig tin is added, together with a small amount of flux; the latter is for the purpose of bringing to the surface the so-called "liver," consisting of impurities that may have remained in either the lead or the tin as a result of incomplete refining. The combined material, when completely liquid, is thoroughly stirred for some hours, and is then cast into small pigs. Just before casting, and continuously during this operation, the molten metal yields dross, consisting largely of the oxides of lead and tin; this should be carefully skimmed off. After the pigs have cooled, they are taken to a smaller kettle, remelted, and cast into the desired shape for use; or if wires, ribbons, etc., are to be made, the solder is cast into slugs suitable for extrusion and rolling. During this second operation, the skimming of dross should be even more carefully done than at first. Hand mixing has proved to be the only reliable method for the production of the best quality of solder, irrespective of its percentages of lead and tin. W. ROWLAND Cox,* New York, N. Y. (written discussion?).-The process described by Mr. Malcolmson undoubtedly represents a great stride toward conservation of our natural resources. Without discussing the subject from an economic standpoint, I wish further to emphasize the fundamental principles of the Smith process in order that its economic value may be fully appreciated. The process is essentially a means of producing an ideal fuel, as regards its combustion qualities, by the removal of the so-called volatile matter from the coal, in the form of byproducts, which have value for other purposes far in excess of their fuel value. In other words, coals which contain. large amounts of gas, tar, and ammonia, and are not suitable for domestic or industrial fuel, or for treatment in byproduct coke ovens or gas retorts; because they possess poor coking qualities, can he prepared for commercial use by the. Smith process with a very high degree of efficiency. Much work has been done along this line, both in this country and in Europe, in developing a means of preparing coal, as the economic advantages have long been recognized. To the best of my knowledge, the Smith process is the only one that has proved its commercial adaptability. Distillation of coal at 900° to 1000° F. (480° to 540° C.) yields a large amount of tar and oils. The residue of the distillation, however, is a very friable semi-coke, wholly unsuitable for use as a fuel, unless it can be charged directly into a byproduct gas producer. The problem which confronted the inventor was then to convert this carbon residue into a commercial product, and it is in this step that the Smith process has overcome the obstacles which prevented a number of other methods from becoming commercially practicable.
