Regulations, such as the MINER Act of 2006, require the installation of redundant and secondary communication systems to assure that contact can be established with coal miners who may become trapped underground as a result of an event such as a fire, explosion or inundation. For half a century, the orientation towards underground communications has been that more complex systems better serve the coal miner. However, if a goal is to provide for an alternative means of establishing communication between the surface and trapped miners underground, then some of the technology employed should be simple, reliable and cost-effective. Coal mines spend hundreds of thousands of dollars on exploratory drillholes to characterize reserves, sometimes decades ahead of mine development. During the pre-mine planning phases, certain exploratory drillholes could be located and then outfitted with a simple communication link that would remain compatible with the continuing evolution of communication systems. Inexpensive links, whose locations would be accurately recorded, would be exposed by continuous miners during mine entry development, thereby allowing an underground phone to be connected to a surface station in the event of an emergency. A latent network of these communication links could be installed for less than $500 each, minimally affecting drilling and grouting operations, and could be designed to be compatible with many communication devices. This research examines methods and materials for incorporating an embedded communication link during pre-mine exploration drilling, addresses significant factors affecting its implementation, and presents a recommended design. Since mine plans are known to change, the objective is to minimize cost so that, if not used, the investment is minimal for a potential secondary means of communication between the surface and underground workings.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

A ventilation survey was conducted in an underground longwall trona mine. The mine is relatively shallow and categorized as a gassy mine. The ventilation system includes three intake and six exhaust shafts, and three surface axial fans ventilate the mine in a blowing configuration. Airflow quantity, pressure losses and air psychrometric characteristics were quantified, and the influence of moving cages and skips in the shaft examined. The benefits of utilizing high-accuracy digital pressure transducers and advanced psychrometers were seen when undertaking a “leapfrogging” survey to gather data needed to build a computer ventilation model. Two underground booster fans with VFDs are idle but available at the mine. The ventilation model was used to determine the optimal booster fan locations to decrease operating cost by reducing the load carried by the main fans. A leakage study was conducted to evaluate the effects on the system of additional pressure from a booster fan. The study finally prepares a future ventilation model for the next 15 years of mine operation and investigates the effect of proposed scenarios.

The use of paste backfill in room-and-pillar coal mines in the United States needs to be fully investigated. This paper discusses a series of physical tests that were conducted to examine the support benefits of theoretical paste backfill regimens in Illinois Basin room-and-pillar coal mines, which necessarily included consideration of weak floor conditions. The series of tests included those simulating strong floor conditions, weak floor conditions, under-confined scenarios, and testing of actual coal-based paste backfill samples. The testing indicated that a paste backfill regimen utilizing a minimum backfill strength of 22 psi at a minimum fill height of 50% of pillar height could significantly increase the longterm stability of coal pillars in the Illinois Basin. Considering typical coal wash plant recoveries, 50% fill would be feasible.

The shear strength properties of generic cement foam material and cement foam/concrete interfaces were examined at three testing scales. In laboratory direct shear tests on specimens with average shearing area of 0.006 m2 (10 in.2), the cement foam material had average peak and residual shear strengths of 0.88 MPa (128 psi) and 0.39 MPa (56 psi), respectively. Depending on the concrete strength, the cement foam/concrete interfaces had peak and residual shear strengths ranging from 0.71 to 0.81 MPa (103 to 117 psi) and from 0.27 to 0.29 MPa (39 to 42 psi), respectively. In laboratory direct double shear tests on specimens with average shearing area of 0.084 m2 (130 in.2), the cement foam/concrete interfaces had average peak and residual shear strengths of 0.17 to 0.30 MPa (25 to 44 psi) and of 0.11 to 0.23 MPa (16 to 33 psi), respectively. In large shear tests of simulated cement foam seals with the Mine Roof Simulator (MRS) test frame, cement foam/concrete interfaces with shearing area of 1.486 m2 (2,304 in.2) had average shear strengths of about 0.08 and 0.16 MPa (11 and 23 psi) along the roof and floor interfaces, respectively. The average shear strength through the cement foam material was 0.38 MPa (55.3 psi). Finite element analysis of the large seal tests and the back analysis of the shear strength of full-scale cement foam seals conducted at the NIOSH Lake Lynn Laboratory confirmed shear strength of about 0.14 MPa (20 psi) along the seal/rock interfaces. The study concluded that the structural analysis of cement foam seals should be based on their residual shear strength determined from small laboratoryscale tests of the cement foam/concrete or rock interface and not be based on their peak strength.

Mining is essentially a materials management process where materials are classified, excavated, moved to a desired location, processed at a cost and sold for a price hopefully to generate a profit. ?How much is that cost and can it be reduced?? is the age-old question. The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

In 2012 the Bureau of Meteorology, under the banner of the Water Accounting Standards Board, released the Australian Water Accounting Standard 1 (AWAS 1). This standard has been in development since 2007 with key milestones being the release of the Preliminary Australian Water Accounting Standard in 2009 and the exposure draft of the Australian Water Accounting Standard in 2010. Throughout this period, the Minerals Council of AustraliaÆs Water Accounting Framework has developed concurrently with the Australian standards and the standards have informed elements of the framework. However, the framework is not identical to the standard as the objectives between the two are different. The objective of the Water Accounting Framework is to create consistency in water reporting of the minerals industry and to assist companies reporting to corporate sustainability initiatives. The objective of AWAS 1 is to provide information to water management bodies to facilitate decisions about the allocation of water resources. Companies are to report on an annual basis - not only physical flows of water but contractual requirements to supply and obtain water - regardless of whether the transaction has been fulfilled in the reporting period. In contrast, the Water Accounting Framework only reports on flows that have physically happened. The paper will provide summary information on aspects of AWAS 1 that are most relevant to the minerals industry, show the alignment and differences between AWAS 1 and the Water Accounting Framework and explain how to obtain the information for the AWAS 1 reporting statements.CITATION:Danoucaras, A N and Woodley, A, 2013. Constructed stream diversions are a common element of mine sites across Australia. A review of constructed stream diversion performance in the Bowen Basin funded by the Australian Coal Association Research Program (ACARP) in 1999 found over 80 per cent of constructed stream diversions failed to meet regulator and operator expectations. Since that time, improvements have been made in the assessment, design, monitoring and management of constructed stream diversions. Fundamental to these improvements has been the development of a better understanding of the regional stream systems and efforts to replicate the natural stream processes in the function and operation of constructed stream diversions.This paper discusses the history of constructed stream diversions through the Bowen Basin in central Queensland recorded in the outcomes of a series of ACARP funded research projects. Further, the paper reports on the outcomes of a current ACARP funded project that has reviewed the success or otherwise of constructed stream diversions in the region. The assessment has compared the performance of diversions that have been designed to replicate and provide for ongoing stream geomorphic processes with those diversions that were designed and built prior to the development of these design improvements. A frequent challenge in mine water management and mine design is estimation of precipitation and extreme rainfall given a short record of site meteorological data. For remote mine projects, typically only a few years of rainfall data are available, which is far too short for estimation of design rainfall event, such as the 1-in-100 year storm. A frequency-paired approach is presented for comparing daily precipitation records from a mine site with a long-term regional station and provides the basis to transpose the long-term record to the mine site. This allows a long-term synthetic precipitation record to be developed for the mine site that can be used to undertake site water balance studies, determine pond storage requirements, assess water supply options and address other surface water management issues. Conventional approaches are based on chronologically-paired data and when applied to daily data generally yield poor correlations between stations. In the frequency-pairing approach, statistical distributions (two-parameter gamma distribution) are fit to daily data from two stations and used to calculate daily and extreme precipitation values for the short-term site (which is typically a mine or other project site). The method is demonstrated using data from two meteorological stations located along the south coast of British Columbia, Canada. Use of a fitted two-parameter gamma distribution (or other distribution) provides a sound theoretical approach to comparing precipitation data from two sites and the basis for transposing a long-term record to generate synthetic precipitation series and extreme rainfall values at mine sites.CITATION:Millar, R, 2013. A mine site water balance is important for communicating information to interested stakeholders, for reporting on water performance and for anticipating and mitigating water-related risks through water use/demand forecasting. Gaining accuracy over the water balance is therefore crucial for sites to achieve best practice water management and to maintain their social license to operate. For sites that are located in high rainfall environments the water received to storage dams through run-off can represent a large proportion of the overall inputs to site; inaccuracies in these flows can therefore lead to inaccuracies in the overall site water balance.Hydrological models that estimate run-off flows are often incorporated into simulation models used for water use/demand forecasting. The Australian Water Balance Model (AWBM) is one example that has been widely applied in the Australian context. However, the calibration of AWBM in a mining context can be challenging. Through a detailed case study, we outline an approach that was used to calibrate and validate AWBM at a mine site. Commencing with a data set of monitored dam levels, a mass balance approach was used to generate an observed run-off sequence. By incorporating a portion of this observed data set into the calibration routine, we achieved a closer fit between the observed versus simulated data set compared with the base case. We conclude by highlighting opportunities for future research to improve the calibration fit through improving the quality of the input data set. "Mine-derived sedimentation in rivers can have significant impacts on the processes and features of the receiving environment and impact on communities reliant on this environment. However, identifying and quantifying the contribution of mine-derived sediment to the receiving environment can be complex. This is particularly the case in remote environments and where little/no baseline assessments have been undertaken. One approach that can be used involves sediment fingerprinting, whereby a unique tracer is identified within the mine-derived sediment to discriminate between mine- and non-mine derived sediment sources downstream. The technique typically involves sampling of sediment at upstream, control and impact sites and sites within the mine deposit. Laboratory analyses are run on all the samples to determine whether the chemical signature (eg presence/concentration of specific metals) differs between each group of samples. In complex environments where the mine-derived signature may be difficult to detect from a basic review of the data, or where sampling constraints may limit the number of samples for analyses, statistical methods can be used to help identify sediment groups. On any given mine site the water system is contingent upon its initial design. Through time the initial design is adjusted by a myriad of water management options in order to improve water system performance or to adapt to a new production capacity or method at the mine site. These options generally do not comprehensively consider energy requirements, so it is unlikely that any given mine water system will be optimised in terms of both water and energy uses. Thus this may simply shift constraints of efficiency of one resource dimension, water, to another, energy. As a result, changes in water systems would cause more energy-related issues to mining companies. For example, the companies would have an increase in operational cost and/or pay more for carbon tax with changes in their water system. Therefore, in order to avoid undesirable and potential unforseen energy and infrastructure issues in a mine life cycle, it is essential to select suitable water management options for a mine considering both water and energy resources simultaneously.Considering water and energy criteria in evaluating water management options consists of net water volume availability, net operational energy demand and net water replacement energy demand. Ideal water management options should be high in water volume availability but low in both operational energy demand and water replacement energy demand. A water option would also be favourable if it has low potential of causing adverse environmental impacts such as lowering groundwater tables due to groundwater withdrawal, or elevating saline constituents in surface waters when reusing brine for dust suppression. However, these environmental impacts are not considered in this analysis.This article presents a graphical method to assess mine water management options, based on these three criteria. The proposed method to assist in screening mine water management options includes two main steps:1. categorise water management options into prioritised groups2. rank the options within each prioritised group.The method is applied to a gold mine and presented in this article as a worked example. Over the past decade, the mining industry has come to recognise the importance of water both to itself and to others. Water accounting is a formalisation of this importance that quantifies and communicates how water is used by individual sites and the industry as a whole. While there are a number of different accounting frameworks that could be used within the industry, the Minerals Council of AustraliaÆs (MCA) water accounting framework (WAF) is an industry-led approach that provides a consistent representation of mine site water interactions regardless of their operational, social or environmental context that allows for valid comparisons between sites and companies.The WAF contains definitions of off-site water sources and destinations and on-site water use, a methodology for applying the definitions, and a set of metrics to measure site performance. The WAF is comprised of two models: the input-output model, which represents the interactions between sites and their surrounding community, and the operational model, which represents on-site water interactions.Members of the MCA have recently adopted the WAFÆs input-output model to report on their external water interactions in their Australian operations, with some adopting it on a global basis. To support this adoption, there is a need for companies to better understand how to implement the WAF in their own operations. Developing a water account is non-trivial, particularly for sites unfamiliar with the WAF or for sites with the need to represent unusual features. Sensitive and tolerant species of macroinvertebrates were present across a wide range of conductivity concentrations in the Isaac River catchment in Central Queensland, indicating the need for further ecological studies in the field to underpin the development of regionally-tailored guidelines for conductivity. The Isaac catchment has naturally high conductivity, but there is also increasing pressure on resource companies to ameliorate saline mine water discharge. Recently, catchment management efforts have included a revision of the water quality guidelines that are specific for the broader Fitzroy catchment. These guidelines include the use of macroinvertebrates as indicators of ecosystem health, but developing and applying such guidelines first requires a good understanding of macroinvertebrate ecology and population dynamics, ideally from field validation. To date, studies of macroinvertebrate tolerance to conductivity in southern freshwaters, as well as in laboratory-based ecotoxicological tests conducted in Queensland, have suggested that ranges exceeding 1000 ¦S/cm are likely to have negative impacts on survivorship of all taxa. However, these results may not be transferable to natural populations of macroinvertebrates from the Isaac, where the naturally high-conductivity water may allow the opportunity for adaptation. To test this, macroinvertebrate assemblages were examined at a series of sites in the upper Isaac River catchment at the end of the dry season in 2012. Patterns in the assemblages were examined together with water quality parameters, in order to gauge the ability of macroinvertebrates to survive at conductivity concentrations exceeding 1000 ¦S/cm. The specific conductance of the field sites ranged from 477 ¦S/cm to 9791 ¦S/cm and a total of 39 families from 13 orders were identified. Species richness was not significantly different between sites of differing conductivity. Macroinvertebrate populations were dominated by Dipterans as well as the traditionally more pollution-sensitive families Ephemeroptera and Trichoptera. There was an absence of any correlation between conductivity and species richness (P > 0.050), suggesting that macroinvertebrate taxa richness occurs independently of conductivity, at least in this particular cohort of mining and/or grazing influenced ephemeral systems in Central Queensland.CITATION:Stitz, L, Fabbro, L D and Kinnear, S, 2013. "Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. A new framework that collates and interprets pre-existing data to assess vulnerability and ultimately plan to avoid or minimise flood-related risk to infrastructure, people, downtime, environment and revenue has been developed. The æClimate Related Adaptation from Terrain Evaluation ResultsÆ (CRATER) method tested at a coal mine in Queensland, provides semi-quantitative information to assist decision makers when designating investment for minimising vulnerability of mining operations to climate. Here we present the processes involved in this three-step approach that uses pre-existing spatial data of the mine site and local knowledge to build a set of visual tools to assist decision-making. The first step of the process is performing multi-criteria evaluation (MCE) within a geographic information system (GIS) on ranked natural conditions at the mine, such as elevation, slope, drainage, soil and vegetation, which is performed to identify critical flood areas. Secondly, a fault-tree analysis identifies how impact can occur and what options there are for impact reduction. Finally, a resource assessment of the mineÆs capacity to adapt reduces the adaptation options to those most suited to the mine. The results are confidential, but for the purpose of introducing the methodology, we present simplified results, particularly of steps 2 and 3. CRATER can also be used for future æwhat-ifÆ flooding scenarios to identify the most suitable locations for roads, buildings or other critical infrastructure. The methodology is transferable to any mine, series of mines or locations along the mining value chain that have sufficient data, providing a practical decision-making tool to identify æno-regretsÆ actions that not only could reduce downtime after or during an event, but in some cases may enhance production between extreme events. "Most mineral processing plants have high water requirements for their operational activities. These plants often function in an environment where water is becoming increasingly scarce. An increase in population will result in an increased demand for water; potentially beyond the limits of supply and hence increased competition for the resource. In South Africa, Gauteng and the North West Province are likely to be first to experience a shortage of potable water.In order to avoid a water crisis, efforts must be made to ensure the effective management of water resources and the minimisation of wastage. Hydrometallurgical plants have a responsibility to society and the environment to operate in a sustainable manner - reducing their water requirements will certainly assist towards developing a sustainable footprint.This project improved site water management by: surveying the potable water and storm water systems with a view to assessing the current water accountability and determining methods to improve accountability determining the monthly and yearly water balance for the site and presenting it in the form of a water balance sheet drawing up an input-output and operational model in accordance with the Minerals Council of AustraliaÆs æWater Accounting Framework for the Minerals IndustryÆ calculating the water footprints of the refinery identifying ways in which water savings could be achieved recommending management systems for water usage monitoring.This work was conducted in South Africa. Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. The Fitzroy River Aqua-Eco Health Project is a collaborative research project between the Central Queensland University, the University of Queensland and BMA. It is designed to assess the aquatic ecology and health of the streams within the Fitzroy catchment located adjacent to mine sites. The universities are conducting an independent sampling program expected to yield the most comprehensive monitoring to date. The project design incorporates in situ testing of water quality variables including temperature, dissolved oxygen, conductivity, oxidation reduction potential, pH and turbidity. Water and sediment chemistry incorporate testing for sulfate, suspended solids, nutrients and metals. This sampling is complemented by quantifying changes in the abundance and diversity of a wide range of biota, including microbial, macro invertebrates and fish.This paper will detail the program and highlight some of the particular difficulties in conducting this type of research in ephemeral stream systems.
