The Great Lakes Water Authority (GLWA) operates the largest regional water authority in the State of Michigan. Two of the tunnels supplying raw water to the system from the Detroit River are the Springwells and Northeast Tunnels. The existing 70- to 90-year old concrete lined tunnels have experienced distress and cracking over their life requiring non-structural repairs to sections of the tunnels. For the repair, an interior stainless-steel segmental liner plate system has been designed to restore the watertight capacity of the tunnel liner and resist the exterior hydrostatic groundwater pressure in a dewatered condition. The team is utilizing a “wet repair” approach to perform the necessary repairs while the tunnel remains fully flooded and operational. To test and validate the tunnel repair approach, a full-scale mock-up of the proposed repair has been performed using underwater equipment and divers.

Although the outdated idea of calculating risk as the deterministic product of its likelihood and impact is not entirely a thing of the past, a multitude of organizations have adopted the usage of probabilistic methods for risk analysis, as they better reflect the inherent uncertainty of cost and risk estimates with ranges. But are these advancements sufficient in a complex environment such as tunnelling projects, where inadequate modelling of cost and risk can result in estimate discrepancies that run into millions of dollars? This paper explores two advanced probabilistic modelling techniques for tunnelling projects. The first one demonstrates how the cost and schedule uncertainty related to changes in excavation and support classes can be modelled with correlated variables. The second example models the risk related to explosive ordnance clearance on construction sites using a probabilistic event tree.

Despite ongoing digitization and “hardware” technological advances, geotechnical uncertainty remains the most significant risk in underground and tunnel construction. And, whilst they are commonly held up as an example of the sophistication of the industry, the practice of drafting and using geotechnical baseline reports is subject to a wide range of influences, not all of which support good risk management. Uncertainties in predicting ground behavior, the gap between the pre-construction assumptions, and the systemic response to construction remains a significant technical and communication challenge. Accordingly, this paper presents a framework to quantify geotechnical uncertainty using geostatistics and translate these into practical tools for ground risk management throughout planning, procurement and construction. Adopting even some of the principles of this framework should provide improvements to contract risk management and should assist to minimize the potential for commercial losses.

What is the most economical way of tunneling in mixed ground that may experience high pressures? Non-continuously pressurized, mixed ground Tunnel Boring Machines (TBMs) are being utilized to deal with a wide range of geology. Continuous improvements in these mixed ground machines allow for ever-increasing efficiency and reduction of project risk due to unexpected conditions. We will explore the performance of recent mixed ground machines throughout the world and then look at how new improvements to mixed ground machines will enable excavation of an expanded range of ground conditions. These conditions include mixed ground with low fines, mixed face rock, and fracture/fault zones with high pressures where in the past a Slurry TBM may have been utilized.

The largest hard rock TBM ever to bore in the USA, an 11.6 m diameter Robbins Main Beam TBM, recently underwent a planned in-tunnel diameter change to a more compact 9.9 meters. The first-of-itskind conversion process for the Main Beam TBM was undertaken 2.8 km into the bore and was not done inside a shaft or pre-excavated portal. This paper will detail the unique dual-diameter machine designed for the Mill Creek Drainage Relief Tunnel in Dallas, Texas, USA, machine performance, and successful size conversion process that took place in early 2021—a process that utilized the four C’s of construction to enormous benefit: Communication, Cooperation, Collaboration and Coordination.

Value Engineering on Connecticut DOT’s Walk Bridge selected the trenchless option for utility relocation to address the channel crossing’s environmental concerns. The design and construction considerations of the twin micro-tunnel drives and associated shafts are presented. Key challenges included vertical alignment selection to achieve minimum one-tunnel diameter stable cover within thin glacial till underlying extremely soft clay, limited choice of pipe and joint materials meeting stringent non-metallic conduit requirements, thermal grout backfill application, and the close proximity of temporary trestle piles. Mitigation measures were developed for potential point loading pipe damage from remnant boulder fragments in the annular space.

The North Temple Tunnel pedestrian underpass in Salt Lake City, UT was built using a pipe canopy method that met significant challenges in potentially running ground conditions. Kilduff Underground Engineering (KUE) was the designer for the 20-foot-diameter SEM tunnel, Design-Build contract. Geotechnical data indicated ground conditions consisted of loose silty gravel for the majority of the face overlying soft to medium stiff clays in the tunnel invert. KUE designed a pipe canopy as pre-support to stabilize cohesionless gravels in the crown, a shotcrete initial liner with lattice girders to minimize disturbance of the finer-grained materials in the invert and a final liner with waterproofing system. In recent years, environmental considerations have played a prominent role in underground construction projects. The management and disposal of the muck produced by an EPB TBM is an important aspect of this topic. Soil conditioners with higher biodegradability and lower eco-toxicity have been specifically developed to comply with strict regulations in several countries around the world, with the goal of reducing the environmental impact of tunneling on soil, water, and living organisms. This paper highlights innovative sustainable soil conditioners and how they differ from traditional products. Additionally, environmental considerations for TBM projects around the world and in North America will be examined.

This will enable asset owners to have a trusted practical guide that can support technical and commercial decisionmaking regarding tunnel assets and aging infrastructure. It will also provide updated guidance for a spectrum of stakeholders including: • Consultants. • Contractors. • Planners, insurers. • Academia. • Government. Industry views will be crucial in the preparation of the Guide that will assist proactive & predictive planning and maintenance regimes and the availability of the asset. The Guide will enable changes in current working practices, share updated recommendations and provide a route map to implement future requirements for tunnel asset management. The generic content of the Guide would be applicable to North American practice.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet a growing population’s longterm needs. It includes a bored tunnel between two deep shafts located in North Vancouver and Burnaby, BC, Canada. The support of excavation for the 16-meter-diameter (52.5 ft) TBM launch shaft consists of 83-meter-deep (272 ft) unreinforced concrete slurry walls. This paper discusses challenges encountered during construction of the launch shaft slurry walls, namely excavation methods and slurry loss, and mitigative solutions implemented to successfully complete the shaft with minimal impact to project schedule.

The Doan Valley Storage Tunnel Project in Cleveland Ohio was constructed to control Combined Sewer Overflows (CSOs). It is a complex system of three tunnels ranging from 8.5 to 18 feet in diameter with a total length of about 2.3 miles that was put into operation in mid-2021. The project lies within and below the cultural, educational, and medical hub of Cleveland, which presented unique design and construction challenges. This paper provides a case history of the design and construction, with particular attention given to lessons learned in devising a large tunnel system that can carry both dry and wet weather flows constructed in rock with limited cover, within a flood plain area and vibrant urban center

BART Facilities Standards (BFS) Structural Criteria is a living document that governs planning, design, and construction of all BART projects. Since its development, the document undergoes incremental changes and updates to reflect policy changes, changes in local, State, or national design codes and guidelines, advancements in engineering and technology, or based on the performance of past built infrastructure. In 2020, the BFS-Structural Criteria underwent a comprehensive update and was released with BFS version 3.2. This paper summarizes the updates to the Tunnels and Underground Structures Section of the Structural Criteria, and provides insights to the basis and logic of the requirements.

The Courthouse Commons SEM Tunnel was excavated within 6 feet of cover beneath two buildings in downtown San Diego utilizing high-precision geotechnical instrumentation. The excavated dimensions are approximately 25 feet in diameter and 328 feet in length connecting two in-service detentionlevel security buildings. Presupport includes large-diameter grouted canopy pipes and smaller pipe spiles. Initial support consists of fiber-reinforced shotcrete with lattice girders. This paper presents observed ground and structure behavior and lessons learned. Recently, there has been an enormous increase of interest in artificial intelligence (AI), machine learning (ML), and their applications by researchers, government agencies, and the underground construction industry. Ultimately, these tools have the potential to automate the design and construction processes and boost productivity, safety, quality, and operational stability. This paper presents ongoing research and applications of artificial neural networks (ANNs), robotics, and 3D technologies in ground characterization, tunnel ground support prediction, risk projection and reduction, and productivity enhancement in TBM operations. Conway’s Law states that unless we intentionally design automation tools around what we need, we will simply replicate our existing processes. While we may achieve some savings this way, there is an opportunity for greater benefits if we re-imagine the way we, as an industry, perform design. This paper examines current technology and shows how even small departures from merely encoding what we currently do could reap significant benefits. From these examples a framework is developed for a new and innovative approach tvo automation that will allow us to design more quickly, to a higher quality, and communicate outcomes more effectively.

The Atlanta Plane Train project at Hartsfield-Jackson Atlanta International Airport employed the progressive design-build approach. This provided opportunities for collaboration between the design-builder, design engineer, and owner and the implementation of innovative design and construction approaches. The innovations have reduced risks, allowed for adjustments during design to accommodate new challenges, and provided open-book cost and schedule evaluations. The progressive design-build approach has also allowed for pricing of work to occur in phases—capturing the design/construction challenges as the project evolves and when they are more clearly defined. While this has allowed for pricing to be performed with better project understanding and therefore less contingency, the associated time frame for approvals has required careful consideration to avoid impacts to the schedule. This paper discusses the benefits and challenges of the progressive design-build approach.

In mechanized tunnelling operations, performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequately dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole project. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer’s point of view.

The International Tunneling Association (ITA) Working Group (WG) 22 “Information Modelling in Tunneling” has developed a guideline for the implementation of Building Information Modeling (BIM) concepts for Bored Tunneling Projects. The guideline primarily covers the use of BIM during the conceptual and delivery phases of a project. It provides Owners with an introduction to BIM, an overview of the current capabilities of BIM, and a guide for implementation for a Bored Tunnel. The document will be officially published at the World Tunnel Congress (WTC) in Copenhagen in 2022. This paper describes the need for the guideline and provides a preview of its contents.

Dispute Review/Resolution Boards (DRB’s) are a highly successful dispute avoidance and resolution tool. In a joint effort between the UCA of SME and the Dispute Resolution Board Foundation (DRBF), the authors embarked on an informal assessment of the state of the DRB practice in the tunnel industry from the point of view of the Contractor, Owner, DRB Practitioner, and Attorney. The results of this assessment were presented in a panel discussion at the Rapid Excavation and Tunneling Conference (RETC) in June of 2021. This paper presents the results of that session with recommendations for further industry discussion and implementation

Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.
