The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." To reduce concentrate dewatering and drying costs, the Concentrator Division at Phelps Dodge Morenci, Inc. investigated available filtration technologies. Numerous methods were explored, including: drum, disk, belt, pressure, hyperbaric, and ceramic media filtration. An economic evaluation of the individual filtration technologies indicated the advantages of ceramic media filtration for Morenci concentrates. This paper discusses the technological development culminating in the first full scale application of ceramic media disk filters in North America. Low moisture contents are obtained at high production rates and greatly reduced operating costs.

For the years 1990 and 1991, West Virginia's underground coal small-mine fatality rate « 20 employees) was approximately ten times higher than the national coal industry rate. Although the total number of fatalities decreased to 17 in 1992 (from 22 in 1991), West Virginia still led ,the nation in coal mining fatals. A team of mining and safety professionals from West Virginia University studied the problem over the past year, interfacing with the Mine Safety and Health Administration and the West Virginia Office of Miners' Health, Safety and Training. A clear path for 'formal intervention was determined and is presented here.

Mining represents the first industry in the United States to have federally mandated training for its workers. Although the topics to be covered are specified in 30 CFR 48, course content is left to the discretion of the individual mine operators. Unfortunately, certain topics to be covered, such as prevention of accidents, are usually mine specific, making it very difficult to use the same course content in every mine. Further, training requirements may change from one mine to another, due to changes in the demographic characteristics of the workers, or changes in job and organizational characteristics. Therefore, if the intention of safety training is to modify the behavior of workers, it is expected that there should be some changes in the content of safety training programs in order to address the specific requirements of individual mines, or at least mines of similar worker and job characteristics. This study has been directed towards the development of a systems-based procedure for conducting a needs analysis. A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.

The aim of the present paper is to show how a mathematical modeling of a creeping rock and that of an yieldable lining can allow us to obtain an optimization of the lining design and generally of the whole procedure and sequence of excavation-lining application. We follow the procedure presented by Cristescu (1989) Chap. 13, and Cristescu et al.(1987); for some other approaches see the literature mentioned, for instance, by Ladanyi and Gill (1988). We have in mind to describe the creep of the rock, i.e. the tendency of the tunnel to close in time, and to take into account that the lining itself may be deforming, i.e. possesses some rheological behavior. We start from the well known fact that "intelligent" lining, which are yielding to the pressure of the rock, may be much more successful in supporting creeping rocks than excessively strong, badly designed supports which are unable to resist to pressure of the rock, though these are oversized supports (too strong, too stiff, installed too early, etc.). In order to optimize the lining to be used for a certain rock, it is absolutely necessary to study in the laboratory the main mechanical properties of that specific rock and to formulate for it a reasonably simple mathematical model. Standard triaxial test results are quite enough to determine the model for the rock, combined with some creep tests which have to reveal the long-term behavior of rock (the so-called rheological model). What concerns the lining, we consider several kinds of linings existing today, for which a mathematical model was also formulated. One shows which is the interaction between the creeping rock? and the yielding lining and how can it be formulated in mathematical terms. Once written in mathematical terms, an optimization of the lining design and that of the excavation layout and support application sequence is possible. We will try to make the exposure as simple as possible, avoiding details and having in mind to give only a sketch of the problem, while the mathematical details could be worked out quite easy.

Restricted fields of vision are a common problem with underground mining equipment. Also, when lighting systems are provided, they may be positioned where they cause glare. This restricts the visibility around the machines even further. To help address these problems, the U.S. Bureau of Mines has developed a PC based software package to aid in the analysis of certain human engineering aspects of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines.

Automation and robotics are the keys to new intelligent autonomous mining systems which can remove operators from the hazardous and stressful mining environment and provide the tools for greater productivity. This pa-per presents the components necessary for a mining Intelligent Task Control System (ITCS) in dynamic unstructured mining environments. The proposed concept is applied to develop the ITCS for an autonomous excavator. The design and implementation of a fuzzy logic controller for an excavator that uses force/torque sensor feedback to complete excavation tasks is presented. Initial experimental results are also given.

The undeniable fact of life in the next 25 years will be the increasing difficulty of the physical conditions of Australian orebodies facing future miners. We are all familiar with names such as the 3000 orebody at Mt Isa, Hilton, Century, Macarthur River, Cannington, and Ernest Henry. These projects represent a significant. proportion of the planned underground mine development in Australia. Moreover, many of these new orebodies are an order of magnitude more difficult to mine and process than their predecessors. Extraction will be from deeper and potentially more hazardous working environments. Occupational health and safety considerations will place unprecedented demands upon mine operators and technology providers of the future.

Valuation of mining companies and their underlying assets prepared by brokers' analysts are, by necessity, approximations. The reliability of the valuations is entirely proportional to the quality of available data, the reliability of forecasts and the nature of underlying commodity price assumptions. The latter is perhaps the greatest single cause of gross variations in company and asset earnings estimates and- valuations. Assumptions are often necessary regarding commodity price achievement based on commodity hedge positions. Public disclosure from listed companies provides a sound base from which to project earnings, cashflows and balance sheets. The uncommon disclosure of projected production and cost schedules often reduces the reliability of future estimates. The application of reserve and resource estimates is contentious with practitioners applying differing weightings to importance of resources in estimating mine lives (and therefore cashflow streams). Valuation methods applied in equity markets usually focus on relative value and the identification of pricing anomalies. The commonest ""rules of thumb"" applied in the valuation of mining companies (and therefore their underlying assets) is with the use of year specific price/earnings (P/E) and price/cashflow (P/CF) ratios, with low multiples suggesting undervalued assets, high multiples overvalued situations (but these rules can often be clouded by market expectations of underlying commodity price movements). Another simply applied valuation tool is to examine the examine the value placed on reserves and resources by the market. Inexpensive gold in the ground (expressed as $ of market capitalisation per ounce of reserves or resources) might indicate a buying opportunity, but the market does discount the value of gold in the ground prior to mine development and where development risk is perceived.

DCF Valuations are very important to individuals and companies involved in the mining industry. Such valuations are critical to investment decisions in relation to new and existing projects. In particular they provide fundamental information to shareholders in the event of a capital raising or takeover and to financiers supporting mining companies and projects. Also, DCF Valuations are often used to support asset carrying values in the financial statements of mining companies. This paper presents a Chartered Accountant's (CA's) perspective on the main issues to be considered in preparing, analysing and relying upon DCF methods in mineral valuations and provides some practical examples relating to key issues. The paper makes the important point that DCF methods involve making assumptions about future events and circumstances that inherently contain uncertainty which results in a valuation prepared on a DCF basis providing a range of values that are not perfect or accurate. In order that DCF valuations provide meaningful information the underlying methodology used and assumptions made must be consistent, sound and well supported. Credibility of those involved in preparing mineral valuations is vital and this paper supports the adoption of sound practices by all concerned.

Measures taken to prevent and detect fires due to spontaneous combustion, and fires involving conveyor belts, are described in detail.IntroductionConsidering the over-all picture of present-day mining operations, the expenditure required to provide a proper system of mine ventilation and fife control should be regarded as a sound investment that will pay back in increased mining efficiency, improved safety, health, and morale of the miners.Mine ventilation control and mine fife detection and fighting are inseparable, because a ventilation system can spread deadly products of combustion just as efficiently as it does life-sustaining oxygen. Therefore, the possibility of a mine fife occurring is of particular concern.The first objective is to prevent a fife.The second objective is to design the ventilation system so that a positive fresh air supply can be ensured on each main level regardless of the location of the fife.The third objective is to be able to detect the fife at an early stage and to extinguish it before it can develop into a major fife. Accordingly, at Inco, very extensive measures are taken to prevent fires and to locate, isolate and extinguish them rapidly. To obtain an early warning, it is not sufficient to know that a fife has started, but it is also necessary to know where the fife is burning."

Industry on a whole has not been very receptive to government prodding to implement waste minimization programs. Waste minimization has the appearance of substantial benefits, however, there are underlying difficulties and suspicions that need to be addressed before industry will support pollution prevention initiatives. They can be summarized as follows: - Human behavior resists change, uncertainty, and unknowns. - New waste minimization techniques are difficult to find and research. - Calculating the true cost of present waste practices as well as new techniques being considered is difficult and time consuming. - Getting a consensus opinion of all the individuals affected on the course or technique to be employed in a pollution prevention program. New software products have addressed many of the problems associated with implementing pollution prevention programs: They contain research on a large number of pollution prevention techniques and case studies; they generally are accessed by EPA ID number, chemical name, or synonym; and some programs have the option to print a comprehensive written user-specific pollution prevention program.
