"IntroductionBy the 1980s, the continuous casting process had almost replaced the ingot casting of steel in Japan, Europe and North America. While economic benefits were probably initially the prime motivator, the transition rapidly proved that continuous casting in conjunction with ladle metallurgy offered a much greater degree of process control and made possible routine steel specifications not previously available.This new technology demanded improved procedures for the quantitative addition of the required metallurgical reagents, especially as regards the more volatile or toxic elements such as calcium , boron, carbon, sulphur, lead and tellurium. The injection of a thin steel tube containing the additive into the metal bath of a ladle refining station offers the best procedure for this. In the industry this has been referred to as ""Cored Wire "".Operators using this technology find that they are faced with balancing the injection speed against the small cross section of the tube to feed the required amount of reagent within the short time span available to the operation. Large-ladle shops requiring major quantities usually resort to multiple machines and high speeds. Many machines approach a maximum feed rate of 400 m/min. Higher speeds exceed the melting rate of the system, and the ferro static buoyancy of the tube will cause it to coil up the ladle wall and possibly resurface into the slag layer, and even eject itself above the surface. Under these conditions, exact control of element recovery becomes difficult, especially with the commonest addition, calcium silicon alloy.Many experts are persuaded that the final melting position of the carrier tube has major importance in establishing consistent element yield to the bath.For instance, the vapour pressure of calcium at l500 °C is close to I bar. Reaching a melting depth sufficient to accommodate this value is considered to be critical to achieving an acceptable and reproducible yield.Many studies have elaborated semi-empirical formulae to establish the melt zone depth, connecting this value essentially to the diameter of the tube , the injection rate and the superheat of the steel. The author's experience in steelmaking could not confirm such formulae in many cases, and he set about to develop a mathematical model which would be useful in addressing this problem, taking into account the several parameters which will regulate the behaviour of a filled tube immersed in molten steel."

The objective of this investigation was to determine the sensitivity of three selected input parameters in the operational control of continuous bottom fed thickeners used for the treatment of coal refuse slurries. The three variable parameters were "Feed Flow Rate," "Feed pH," and "Feed Solids Concentration." These three input parameters were studied under three cationic-anionic polymeric conditions. For each polymeric condition, two mathematical models were developed, one for overflow response and the other for underflow response. The combination polymers produced the best quality of overflow and underflow. For this polymeric condition, change in the feed solids concentration was the most sensitive factor in the maintenance of the overflow quality, and the feed pH was the most sensitive factor for the maintenance of underflow quality. The mathematical models generated a set of plots that would allow an operator to control and/or adjust any of the three variables to achieve optimum conditions.

This U.S. Bureau of Mines report reviews major developments in continuous haulage technology for underground coal mines. Haulage systems, both in use and under development, were investigated through a comprehensive literature search and visits to mines and manufacturers. The systems include flexible conveyor train, mobile conveyor, monorail bridge conveyor, multiple-unit continuous haulage, extensible, and belt turning systems. Strengths and weaknesses of the systems are assessed in light of their operating under remote control and their application to the computer-assisted continuous mining machine research being conducted by the Bureau. Through mining scenarios, candidate haulage systems are conceptualized to be consistent with the capabilities of the mining machine.

Electrothermal production of elemental phosphorous (P4) generates substantial amounts of highly toxic phossy water and sludges. Because of their high phosphorous content and lack of reliable processing technology, large tonnages of these hazardous wastes have accumulated from current and past operations. To date, the sludges are stored in ponds or above ground in special containment vessels at various locations around the country. Two samples of electric furnace phosphorous sludge obtained from the Tennessee Valley Authority (TVA) in Muscle Shoals, Alabama and FMC Corporation in Pocatello, Idaho were investigated using physical separation techniques to recover the elemental phosphorous in the sludge and to render the residual material non-hazardous. The techniques tested include sizing, froth flotation and dispersed air oxidation. Flotation and sizing produced concentrates containing 69 -90% P4 with a recovery in the range of 60 -87%. Dispersed air oxidation of the fines and tailing products was effective in removal of an additional 10 -15% of the P4 in the sludge.

Mine ventilation surveys were conducted by Technical Support engineers during June 1987 and September 1989 at the Dutch Creek Hine. The mine is located near Redstone, Colorado and is operated by Mid-Continent Resources, Inc. Following completion of the initial survey, several recommended improvements were incorporated into the ventilation system by mine personnel. The second survey permitted documentation of the effects of those changes on the ventilation system performance. This paper describes the processes involved in the implementation of the recommended changes. The substantial improvements in system efficiency and reduced operating costs are also described.

INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations. This U.S. Bureau of Mines report discusses wire ropes used for hoisting in U.S. mines. The in-formation presented was extracted from a large body of data compiled by the U.S. Mine Safety and Health Administration (MSHA) using a data base management system (DMS). Further, these extracted data were then manipulated to provide tables of data that show the types and amount of wire rope used for hoisting. This report describes the different types of wire ropes and how a DMS can be used to manipulate MSHA's wire rope inventory data. The data indicate that more 1-1/4-in-diam ropes, 6x27 construction ropes, and right lang lay ropes are used in U.S. mines than ropes of any other diameter, construction, or lay type.

This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

In cooperation with the National Institute of Environmental Health Science and the National Institute for Occupational Safety and Health the U.S. Bureau of Mines conducted grinding research on non-asbestiform tremolite. The goal of this effort was to prepare ground tremolite samples containing a considerable percentage of acicular grains with aspect ratios (approximately = 8um long with widths = 1 um) similar to those of asbestos particles suspected of causing cancer, Optical-and electron-microscopic examinations were used to monitor the size and shape of the grains in the ground products. Although customized milling techniques do have noticeable effects in producing acicular grains, the prismatic nature of fracturing in the non-asbestiform tremolites limited the number of acicular grains that could be purposely produced, and indicates that the likelihood of high concentrations of acicular particles occurring under normal mining and milling conditions is small.

This report details the investigation of multiple-seam longwall subsidence conducted by the U.S. Bureau of Mines from 1978 to 1989. A field investigation monitored ground surface movements over four upper-seam longwall panels and six lower-seam panels. The characteristics of the subsidence occurring as a result of mining these panels are examined; in particular, the angle of draw, subsidence development, total magnitude and areal extent, and critical width are evaluated and discussed. Comparisons are also made between the characteristics of multiple-seam longwall subsidence and single-seam longwall subsidence that occurred at the same site.

Although some hydrometallurgical process liquors contain significant amounts of ferrous and arsenate ions, no reliable thermochemical data for the aqueous complexes and the solubility of the ferrous arsenate precipitate are available. The complexation of iron(11) with arsenate has been investigated using the potentiomemc titration method. The results indicated that virtually no complexation of iron(@ with arsenate has been observed. This is in contrast to the significant complexing reported for iron(1n) with arsenate. The solubility product of the precipitate was calculated using the concentrations of appropriate arsenate species pertaining to the observed precipitation pH's. The fit of the observed precipitation points on the solubility curve of the computed stability diagram was used to assess the appropriateness of the equilibrium model.

In most copper refineries, addition agents are added at predetermined rates with no further monitoring of their activity or concentration in the electrolyte. Increasingly stringent cathode quality requirements, and a desire for better process control in tankhouse operations, have recently directed a number of refineries to search for a better addition agent control strategy. Extensive development work has been carried out at the Noranda Technology Centre for the monitor in of glue and thiourea in copper refinery electrolyte using cyclic voltammetry (cv~. Data from both synthetrc and commercial electrolytes are presented, showing the ability of CV to produce reliable and easily identifiable fingerprints of addition agent concentrations in copper refinery electrolyte.

The modelling of phenomena by nonlinear dynamic Systems Theory representations require the specification and identification of suitable models of the phenomenon and the availability of good optimization algorithms to determine the optimal controls. Stochastic disturbances and difficulties of monitoring the process lead invariably, otherwise, to suboptimal performance. It will be shown that an algorithm can be formulated which will simultaneously identify and optimize such a system. The properties of the algorithm will be derived and its convergence to an optimal control proved. Some results of actual applications will be presented and it will be shown how this approach generalizes easily to optimal control of the actual processing system. These results generalize those of optimal learning and input conditioning.

What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. Bacterial strains have been cultivated from solids previously exposed to cyanide that will tolerate 300 ppm sodium cyanide under anaerobic conditions. In selected solid samples, these bacteria have been shown to reduce the level of cyanide from approximately 300 ppm to essentially zero in about 50 days under anaerobic conditions. Various media were investigated, and the nutrients providing maximal growth were ?established .. Degradation of cyanide in sterilized solids was determined for comparison with degradation obtained in bioactive solids. All experiments were conducted at ambient temperature and initial pH of approximately 10.5.

INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." Complex ores, characterised by intimate intergrowths between minerals, have previously been treated by flotation with limited success. The most common problem has been that the liberation size is often finer than the lower size limit for selection flotation. A technique has been developed in which the problem is overcome by the use of a selective agglomeration procedure in which the values are coalesced with oil to a size suitable for flotation prior to introduction into the flotation machine. A complex lead ore was characterised by QEM*SEM mineralogy as having a mean galena liberation size of 15 ¦m. The best recovery of lead at 50 per cent Pb grade by standard flotation was 53 per cent. After application of the procedure, 86 per cent recovery was obtained after a single cleaner step. The oil functions as a bridging liquid in the presence of conventional collectors which render the mineral oleophillic.

"Over the past 30 years, the Nordic countries have developed similar practices for estimating damage caused by rock blasting vibrations. However, over the last few years the risk of damage has sometimes been estimated by using international values, which have created unnecessary costs, since they are too conservative. This paper gives a proposal for Finnish blast vibration standards and a calculation model for the extent of the zones for building inspection, risk analysis, and vibration measurements. The international conclusion is that particle velocity is the best descriptor for limiting damage potential for structures. Over 900 000 vibration data recordings from 52971 blasts were collected for this paper during 1970-1989. They show that the most practical description is the vertical component of the peak particle velocity. As rock is a nonhomogeneous medium, it is hard to predict the need and scope of risk analyses, building inspection, and vibration measurements. As a large number of blasts were monitored for the recording of the peak particle velocity in several locations in Finland, and the data combined, it is possible to establish safe scaled distances for the calculation of the need and scope of risk analyses, building inspections, and vibration measurements."

To develop technology to assure an ample supply of zinc and to reduce environmental pollution, the U.S. Bureau of Mines investigated alternatives to the roast-leach process for treating complex sulfide concentrates. Previous studies proved that low-grade zinc sulfide (ZnS) concentrates could be leached using chlorine-oxygen to produce zinc chloride (ZnCI2). The process involves high energy requirements for evaporating the pregnant solution to produce anhydrous ZnCl2 needed for electrolytic cell feed. An efficient hydrometallurgical process would facilitate treatment of lower grade ores than can be used in conventional processing and would render roasting unnecessary. An alternative method was devised for recovering ZnCl2 from solution. Zinc diammine chloride [Zn(NH3)2CI2] was precipitated from solution by adding ammonium chloride (NH4CI) and sparging with ammonia (NH3) to a pH of 6 to 7.5. The spent solution was treated with calcium hydroxide [Ca(OH)21 at 60° to 80° C for 1 to 4 h to remove remaining zinc and NH3. The Zn(NH3)2CI2 was heated to 300° to 400° C to remove NH3 and produce anhydrous ZnCI2. A possible flowsheet was devised and is included.
