Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. Schreiber and R.P. Fronk, both of Behre Dolbear-Riverside, New York, NY. And W. Mayrsohn of Asamera Minerals, Denver, CO will present Marketing Fundamentals that Work for Small Mines. Introduction One hundred years ago, a recent college graduate created the US aluminum industry. He found an economic way to crack the primeval bond that makes the metal so special. Aluminum doesn't "rust" - oxidize progressively. Rather, when exposed to air, it instantly forms a gem-hard but microscopic oxide coating. This seals off oxygen from the metal underneath. Scratch it and the seal reforms instantly. That tight chemical bond is the reason the metal is not found in nature; it exists only as a compound. The bond had to be broken to free the shiny metal. But once it is free, that self-sealing protection, alongside a remarkable strength-to-weight ratio, offers a marvelous material. Until 100 years ago, finding a way to do that economically was a challenge that defied science. Then it was solved, in a remarkable coincidence, on both sides of the Atlantic. And the way was paved for a material that would become the second most widely used metal in the world. Until that time, aluminum was a rare and precious metal. But then two young scientists independently invented the process that took aluminum outside the laboratory and into applications ranging from pots and pans to spacecraft. Discovery of aluminum Other major metals - copper, iron, lead, gold, and silver - had been used for thousands of years. But aluminum was entirely unknown until 1782, when French chemist Antoine Lavoisier suspected its presence. It was not actually discovered until Sir Humphry Davy, in England, detected it in clay in 1807. It was first isolated as a free metal only in 1825, by Denmark's Hans Christian Oersted. For years, laboratory methods yielded aluminum only in tiny amounts costing about $1200/kg ($545 per lb) - $13,333/kg ($6000 per lb) in today's dollars. Methods developed by French scientist Henri Sainte-Claire Deville in 1854 cut the cost to about $200/kg ($90 per lb). King Frederick VII of Denmark had a helmet of aluminum and gold. And Emperor Napoleon III of France reportedly served his most exalted guests at a state dinner with aluminum plates. He left the lower ranks to dine from pure gold. Deville and others continued to reduce production costs. But the price of aluminum still rivaled silver - $31/kg ($14 per lb) versus about $35/kg ($16 per lb) for silver. Then in 1884, a 2.8-kg (6.25-1b), 230-mm-tall (9-in.-tall) aluminum pyramid was cast as the tip of the Washington Monument. It was probably the first architectural use of aluminum. And it is still there after more than a century. The attractive properties of aluminum were obvious: it is lightweight but strong, conducts heat and electricity, reflects light and other electromagnetic radiation, and resists corrosion. But its commercial promise was blocked by its cost. In 1885, the price of aluminum was $17.70/kg ($8 per lb). It stayed there for the next couple of years until the Hall-Heroult process brought it down sharply. Hall-Heroult process lowers aluminum costs The characteristic that kept aluminum hidden so long continued to thwart chemists. Aluminum clings to oxygen so tightly that it is never found as a free metal in nature, and it is hard to break that bond chemically. The best chemical methods of the 1880s required sodium, and sodium itself was expensive. At Oberlin College in Ohio, chemistry professor Frank Fanning Jewett advised his students that anyone who could make aluminum inexpensive would do humanity a favor and get rich as well.

G.M. Philip and D.F. Watson The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write : "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accu¬mulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common. ? Kim Before replying to the comments by Philip and Watson, it is desirable to establish the original perspective of our paper, which was intended primarily for the practitioners of mining who possess a working knowledge of ordinary kriging. The paper tried to convey the following practical points: (1) there are circumstances in which one observes negative weights, (2) illustration of circumstances under which one can expect negative weights, (3) should one obtain a negative estimated grade, one can resort to elimination of negative weights using the technique outlined in the paper, and (4) one could normally select only the first layer of surrounding assays to estimate the block grade. Under such a perspective, most of the comments by Philip and Watson are irrelevant and misdirected. For example, the practitioners do not find it difficult to "interpret" the results of ordinary kriging, as evidenced by the fact that they have been using the results for nearly a decade. Nor are the practitioners concerned with discontinuities in estimated block grades due to changing neighborhood of assays during kriging. What matters to the practitioners is the fact that kriging does provide the best estimate among all the estimation tools available to them as of today. ?

Three water-spray ventilation systems were tested to determine their effectiveness in diluting methane at a room and pillar coal mine face. These systems were: the shrouded nozzle, the spray fan, and the conventional nozzle system that is normally supplied with continuous miners. The testing was carried out in two stages. The air-moving capacities of the nozzles were first evaluated in a duct. The duct tests showed that: (1) the volume of air moved by the nozzle is controlled by the type of nozzle, the space around it, and its location relative to the duct wall; (2) the spray fan nozzles or the shrouded nozzles are both capable of moving air quantities up to 6400 cfm (3.02 m3/s); and (3) when the shroud was removed from around the shrouded nozzle, its bare nozzle moved between 9 and 65 percent more air. In the second stage of testing, a full-scale evaluation of the three systems was conducted. The three spray systems were mounted on a continuous miner which was positioned in an aboveground simulated mine entry. The simulated face tests gave the following results: (1) the standard nozzle system, which is mounted on the front end of the miner, is inadequate for diluting methane; (2) under the best testing conditions (lowest methane emission rate, highest primary ventilation airflow, and closest brattice set back), the slight improvement given by either the shrouded system or the spray fan is the same; and (3) under the worst testing conditions (highest methane emission rate, least primary ventilation airflow, and farthest brattice set back), the spray fan gave superior performance.

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

In this ?paper practical solidification of anodes containing nickel, arsenic, antimony and bismuth is compared with the equilibrium? diagrams and kinetic ?factors. In order to clarify the distribution of the impurity elements in the anode the structures were studied after the solidification and also after the electrolysis of anodes. This examination was carried out with optical microscope, scanning electron microscope and electrochemical measurements. All the nickel is remaining metallic in the copper matrix during the solidification and therefore nickel is dissolved in the electrolysis at all oxygen contents, when the nickel content is 0.25 wt-% or less in the anode. The practical .solidification mechanism of the anodes, when the nickel content exceeds 0.25 wt-%, proceeds by the crystallization of nickel oxides. In oxygen containing copper anodes nickel oxide is verified to crystallize together with antimony in certain conditions and to form a micaceous compound (3Cu2O?4NiO?Sb2O5), which may build up a very harmful floating slime in the electrolyte. Arsenic is strongly enriched along the phase boundaries in oxygen free copper anodes. An intermetallic compound Cu3As is formed when the amount of arsenic in the anode. exceeds 0.7 wt-%. This compound is more noble than the copper matrix. This means 'that a selective dissolution of copper-arsenic compounds takes place. The copper matrix dissolves more strongly than the grain boundaries. The solidification structures of oxygen free bismuth containing copper anodes show clearly the influence of bismuth. Thin bismuth films which are less .noble than the metallic copper matrix, are formed during the solid1ficatton process. As a result of this the?grain boundaries are dissolved faster than the copper matrix.

Recent EPRI research on utilities? likely strategies to reduce sulfur emissions differs sharply from policy analyses showing all- switching or all-scrubbing choices. Energy Ventures Analysis, with Stearns-Catalytic and A. T. Kearney, estimated sulfur-removal costs for scrubbing or switching at virtually all affected plants in the 31 Eastern States. Cost tradeoffs occur between $30 and $40-plus per ton FOB mine in Central Appalachia ($33-44-plus per tonne). 1/2 to 3/4 of total sulfur reductions comes from scrubbing, whose costs act as a cap on low-sulfur coal prices. In a severe environmental scenario, low- sulfur coal demand evaporates, replaced by very low-sulfur (0.7%) coal demand. Additional findings and implications of EPRI coal supply and market studies will be reviewed.

Introduction This is an exciting day. It isn't often that you can find the best minds in a particular business gathered together in one place. But that is what we have here. You are the best and the brightest people there are in the business of gold mining. What we discuss at this conference confirms the major issues facing us and sets out the issues governing how our mines and mining companies will be run in the next few years. In looking over the list of papers to be given, I have noticed something. It is something that I have noticed at almost every mining convention I have ever attended. Almost every paper at this conference concerns itself with the technical side of mining. Most of us in this roan are professionals; we are either engineers, geologists, accountants or representatives of some other profession. In getting where we are today, we have had to work hard to acquire the technical skills needed for our individual professions. We are all proud of our knowledge and work hard to claim the right to be considered an expert in a particular technical field or subject area.

INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply. Ore microscopy is a useful technique to detect and study the ore minerals that are associated with sediment-hosted and volcanic-hosted deposits of finely disseminated gold and silver. Ore microscopy can be used to determine the: 1) precious metal-bearing minerals in some ores, 2) associated ore minerals that may form geochemical exploration halos, 3) character of iron sulfide grains, 4) extent of sulfide oxidation, 5) character of oxidized iron minerals, 6) character of original sulfide grains from a study of the hypogene and supergene oxidized ores, 7) relative time of oxidation, 8) character of organic matter, 9) minerals that may consume excessive amounts of cyanide solution, 10) extent of silicification and silica encapsulation, and 11) possibility of salting.

The Bureau of Mines evaluated the emission control methods, including the capital investments and operating cost, necessary for further reducing lead levels in ambient air at the Glover, Herculaneum, and Buick smelter-refineries in Missouri and the East Helena, MT, smelter. The U.S. Environmental Protection Agency (EPA) has proposed more stringent lead in ambient air standards than those currently in effect. This report presents theoretically achievable lead emission reductions and estimated capital and operating costs. Lead emission inventories theoretically can be reduced from 1985 levels by 2,421 lb/d at the three Missouri operations by containing and filtering fugitive emissions within structural enclosures and baghouses. The aggregated capital and operating costs in 1986 dollars using conventional environmental and workplace technologies are estimated to be $250,014,100 and $18,507,800, respectively. Estimated total incremental cost is $0.063/lb as refined lead. Additional regulatory costs attributable to Occupational Safety and Health Administration (OSKA), U.S. Department of Labor, workplace standards are included since proposed environmental controls may otherwise degrade workplace conditions. Continuous drossing is evaluated as an alternative to conventional OSHA controls. Substituting continuous drossing for conventional work- place technology results in an estimated aggregated capital and operating costs of $258,344,800 and $15,719,600, respectively. Estimated total incremental cost is $0.062/1b as refined lead. For comparison, the average open market price of refined lead during the first quarter of 1986 was $0.184/lb.

Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

The Bureau of Mines has empirically determined ignition probability versus current for resistive circuits in an 8.3% methane-air atmosphere. Simple ignition probability, defined as the number of ignitions divided by the total number of sparks, was determined, and the corresponding currents were recorded. The experiment was designed to minimize the probability of not observing an ignition that should occur during a series of tests. For resistive circuits in 8.3% methane-air mixtures, the experimental results indicate that ignition was not achieved below 2,000 rnA at 20 V dc, 350 rnA at 30 V dc, 150 rnA at 40 V dc, and 175 rnA at 50 V dc. The simple probability of ignition corresponding to these currents is esti-mated to be, respectively, 1.0 x 10-6, 1.7 x 10-7, 3.0 x 10-7, and 1.0 x 10-5 The ignition mechanism seems to break down below this point, implying that a threshold current value exists below which spark ignition does not occur.

In Chile there are significant amounts of gold in flotation tailings that could be recovered, being heap leaching the most promising alternative. In order to determine the feasibility of treating these tailings by this method, a detailed study is carried out using 4 representative samples. After defining the best conditions an economic evaluation is done for a plant treating 200 tpd, sensibilizing with respect to parameters such us gold price, tailing grade and capital costs. The results show that it is technically feasible treat these gold tailings by heap leaching with gold extractions over 70 %. It is also economically feasible for gold grades higher than 0.5 g/t and gold prices over 350 US/oz.

The Bureau of Mines estimated the remaining lode gold endowment of eight mining districts in Alaska using historic production data. A log-arithmic model of cumulative tonnage of ore processed versus cumulative grade was applied to the following districts: Chichagof, Fairbanks, Homer, Hope-Seward, Juneau, Ketchikan, Prince William Sound, and Willow Creek. To assess the remaining endowment, a computerized production data base was compiled from Bureau records. These data were aggregated in 5-yr intervals for each district. Data were sorted in order of declining grade, and log cumulative grade was plotted against log cumulative tonnage. Linear regression was performed on the data for each district. The linear equation for each curve was used to predict remaining endowment at a limiting mining grade. Based on conservative extrapolation of the grade-tonnage curves, a substantial total endowment of 8,415,100 tr oz of gold remains in the eight districts. The districts with the greatest remaining endowment are the Juneau, Chichagof, Fairbanks, and Willow Creek Districts.

Mineralogical, lithological, and metallurgical studies were conducted on various gold ore deposits currently controlled by Freeport-McMoRan Gold Company. Ore samples were first lithologically and mineralogically categorized, then subjected to chlorination, roasting, and autoclaving pretreatments to determine their effects on gold recovery in a subsequent alkaline cyanide carbon-in-leach extraction. The studies indicate that, while organic carbon and sulfide sulfur are the primary refractory components, their effect on process response must be interpreted with respect to the deposit's geology and mineralogy. This approach has proven to be an effective method for evaluating metallurgical alternatives and fore-casting future mill performance.

Generally, production planning is concerned with the best use of fixed resources to determine a production schedule for one or more production units supplying one or more markets. Production scheduling determines when each production unit will be used and its production level. However, the production scheduling problems are intimately associated with the location of existing or new production units and processing facilities. Normally, mine location allows only a limited choice; processing plant types and locations are considerably more flexible. This paper presents a generalized multiperiod MIP model as an aid in determining the mine production schedule and the processing plant types and location to satisfy multiple markets. A brief description of MIP and how it has been applied in the mineral and other industries is discussed. A complete description of the model with an application to a coal preparation plant system is presented.

The problem addressed is that of estimating grade differences between sub- divisions of a new gold mining prospect when only borehole results are available. Such differential grade estimates are required in choosing the best area for initial production, and in defining the grade profile over the mine's life for purposes of feasibility studies. It is also often necessary to differentiate between the grades and hence the values of subareas, owned by separate companies, for the purpose of fixing relative share participation percentages in the new mining company. It is shown that exaggerated grade differentials will be obtained from grade estimates of the subareas based only on boreholes within each such subarea, respectively, and that it would be more realistic to apply some 'smoothing', preferably by kriging. This is feasible because the lognormal-de Wijsian model can be used to give an indication of the spatial structure for the boreholes, even where they are spaced far apart; also the degree of 'smoothing' indicated is shown to be relatively insensitive to inaccurate estimates of the relevant semivariogram parameters.

The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

Five LANDSAT lineaments in the coal mining region of southwestern Pennsylvania were investigated by the Bureau of Mines to determine their geologic character, relation to subsurface conditions, and the means of discriminating one from another. The investigation included earth resistivity and very low frequency (VLF) electromagnetic traverses, soil moisture sampling, and a correlation with coal mine roof conditions. The lineaments could not be detected by the methods used, suggesting that they might be a surface phenomenon unrelated to subsurface geologic structures or roof stability in coal mine workings beneath.
