The Bureau of Mines investigated the availability of flake and high-crystalline natural graphite from 4 domestic and 25 foreign mines and deposits in 11 market economy countries (MEC's). Demonstrated resources were estimated to be 95 million metric tons (Mmt) containing 5.61 Mmt of recoverable flake and high-crystalline graphite products. Fifty-five percent (3.17 Mmt) of the total recovered product is estimated to comprise plus 100-mesh (150-µm) flake pro-ducts and "lump" and "chip" high-crystalline products, designated as "graphite A" in this study; 45 pct (2.44 Mmt) of the total is minus 100-mesh (150-µm) flake products and "dust" high-crystalline products, designated as "graphite B." Total production costs, including all costs needed over the life of each operation, were determined at a 0-and 15-pct discounted-cash-flow rate of return (DCFROR) for both graphite A and graphite B products. For a 15-pct DCFROR, 1.74 Mmt (54.9 pct) of the graphite A products is available at $600/mt or less and 2.13 Mmt (67.2 pct) is available for $800/mt or less. For the same DCFROR, 1.08 Mmt (44.3 pct) of the graphite B is available at $200/mt or less, and 1.71 Mmt (70 pct) is available at $325/mt or less. No domestic resources were determined to be economic at present prices. A sensitivity analysis of the relative economics of the Alabama graphite deposits under various operational parameters is presented in an appendix. All evaluations are in January 1984 dollars.

The evaluation of ore deposits consumes much effort, cost and time, hence research work must aim to minimize these inputs with no loss of accuracy. The present study is devoted to assess the optimum conditions and methods of calculations which give minimum costs of ore exploration. An area of (a x a) where "a" is the zone of influence of the semi-variogram, i.e. (2800 x 2800 square metres) located within the Abu Tartur plateau is the subject of the intensive study. The distances between boreholes are varied ie. a/4, a/6, a/8 and a/ 10 respectively. The average ore grade (G), thickness (t) and relative ore reserves (tG) are calculated by four methods. The results indicate that at a distance equal to a/5, the inverse distance squared method gives the best results. These parameters save about 50 percent of the cost of exploration with a map accuracy greater than 90 Percent.

The Bureau of Mines investigated methods for selectively eluting mercury, silver, and gold from strong-base anion-exchange resins, including Rohm and Haas resins lRA-430 and 900 and Dow Chemical resins 2lK, SMA-I, and SBR. Resins were typically loaded to 145 oz/st of each metal. Loaded resins were eluted with H2S04, NaCl-H Cl, NaOCl, and NaCl04 solutions. The resins tested had similar elution characteristics for mercury and precious metals. The best selective elution scheme was achieved by eluting in a column with 2N H2S04 to recover 99 to 100 pct Hg, with 200 giL NaCl in IN HCI to rec;ver 99 to 100 pct Ag, and with 2M NaCl04 to recover 79 to 89 pct Au.

The Orphan mine uranium deposit, Grand Canyon, Arizona, is a cylindrical collapse-breccia pipe, 70 to 150 m in diameter and 500 m deep. Pipe fill was derived from the Supai Group, Hermit Shale, and the Coconino Sandstone. Uraninite, with Cu, Fe, Pb, Zn and Ni-Co sulfides is concentrated along the pipe boundary ring fracture (annular ring) and within the central porous sandstone matrix. There is some suggestion of vertical and lateral zonation of U with respect to Cu. Reduction of ferric oxide cement from red beds and recrystallization of carbonate, with formation of kaolinite preceded major ore deposition. Early Ni sulfides, arsenides and disseminated pyrite were followed by massive pyrite, and botryoidal uraninite, which in turn was suc-ceeded by Cu, Zn and Pb sulfides. A second, later generation of uraninite was closely intergrown with hematite and base metal sulfides. Oxidation of primary minerals may have been associated with Tertiary regional uplift. The paragenetic sequence closely resembles that of other Grand Canyon breccia pipes, except for the extensive development of the distinctive uraninite-hematite association. Mineral assemblages at the Orphan suggest possible mixing of the metal-bearing solution(s) with a more oxidized fluid, containing soluble uranyl complexes. Homogenization temperatures of fluid inclusions in calcite (GO-lIO?C) at the Orphan fall within the lower end of the range observed at other breccia pipes.

"Resource development in northern Canada has special requirements which derive from the unique environmental and eco-logical nature of the northern environment. In this paper several case histories in which the Permafrost Research Section of the Geological Survey of Canada (GSC) has participated are used to illustrate how geophysical methods may be used to address some of these considerations. Although some of these examples were developed while examining problems directly related to oil and gas development and transport in frontier regions, such or similar methods also have application to mining problems.IntroductionA critical parameter is the distribution and thickness of permafrost, which in northern Canada varies from being a few metres and discontinuous at the southern limit to thicknesses in excess of 700 m in the Arctic Islands'!'. Figure I is a schematic diagram of typical ground thermal conditions in a permafrost zone. The upper zone is defined by an active layer which undergoes a seasonal freeze/thaw cycle. In the simplest case, the ground remains permanently frozen below the active layer to the depth of the O°C isotherm, which is defined as the base of the permafrost. Water chemistry, pore structure and pore or grain size may cause the base of the frozen ground to be above the permafrost by up to 100 m(2). Ice can be found within the permafrost in the pores of solid rock or sediments, as massive ice within unconsolidated sediments or as ice lenses within fissures in a solid rock mass. The mining technique used in these conditions, whether open pit or underground, can differ considerably from that used in southern Canada. In the high Arctic, for instance, the dry drift method is feasible underground in the permanently frozen host rock. The frozen nature of the wall rocks can obviate water-related problems."

Continuous column flotation parameter testing, to improve operating methodologies, using coarse bubbles on fluorite ore from Nevada, revealed that retention time is the predominant factor affecting column flotation fluorite recoveries. Column height and feed injection location affected fluorite grades and recoveries because they affected particle retention times in the collection and cleaning zones. Other parameters tested, including froth depth, wash water addition, and axial mixing, showed varying results. Four defined zones within the column were found to have characteristic rates of upgrading per vertical foot. Fluorite-gangue separation was more efficient in a column than in a conventional cell at all particle sizes.

Today, aggregate producers in the Denver Metropolitan area, herein defined as Denver and surrounding communities in Adams, Arapahoe, Boulder, Douglas and Jefferson Counties, are scrambling to secure their future reserves. The Denver market is somewhat unique among the larger metropolitan markets in that the source of needed aggregate for the future is very much undecided. 2. Present Aggregate Resources Presently, the annual consumption of aggregate resources in the Denver Metropolitan area amounts to approximately 16 million tons of sand, gravel and crushed stone of which the later accounts for about 20%. Based on population growth projections for the front range, by the year 2000 the annual rate of consumption for aggregate in the Denver Metro area could be in the 25+ million ton range.

The material requirements of carbide cutting tools for machining steel and cast iron are dependent on WC bonded with Co, with additions of TaCand TiC. The Bureau of Mines is conducting research to devise substi-tute materials, based on Ni-alloy-bonded TiC, for C-5-grade cutting tool applications. This substitution would result in less dependence on foreign sources for Co, Ta, and W, and use of lower cost materials. In this preliminary study, the Bureau investigated the effects of composition and processing variables on the transverse rupture strength and hardness of Ni-alloy-bonded TiC to identify compositions that exhibit promising mechanical properties. Further systematic modification of these compositions by soild-solution strengthening additions would subsequently be evaluated to obtain cutting tool materials with requisite properties and performance for C-5 applications. Compositions for evaluation were prepared by a powder metallurgy method of cold-pressing and liquid-phase sintering. Complementary analysis of compositions included chemical analysis, X-ray diffraction, energy-dispersive X-ray spectro-scopy, and density measurements. Based on results of this investigation, promising compositions were determined to be 59.37TiC-25Ni-5Mo-lO.63Mo2C, 59.68TiC-25Ni-3.33Mo-1.77Mo2C-6.67W-3.55WC, and 59.35TiC-25Ni-l.67Mo-3.54Mo2C-3.33W-7.1WC.

"The Iron Ore Company of Canada (IOC) operations in Labrador and Quebec, in Canada, is among the largest openpit mining complexes on a world wide basis. Since the 1981-82 recession, IOC has embarked on a comprehensive cost reduction and productivity improvement program in order to survive in the world iron ore market.This paper will outline the approach used in prioritizing the cost reduction items.IntroductionMuch of the mining industry in North America is in a crisis state. Most producers are operating at production levels well below capacity, some have been merged or sold, while others have been mothballed or closed permanently. For many of us still operating, the future is uncertain. Despite the many cutbacks and closures, there is still an abundant supply of minerals in the world market and there is almost no hope for any relief on price pressures on most mineral commodities in the near future. The Iron Ore Company of Canada (IOC) operates an iron ore mine, a concentrator and a pellet plant known as the Carol Project located in Labrador City, Newfoundland. This concentrator and the pellet plant have the annual capacity to produce 20 million and 10 million tons respectively. A company owned and operated railway links this operation with the dock terminal facilities in Sept-Iles, Quebec.In the past decade the Iron Ore Company of Canada has been one of the largest producers of iron ore products in the world. Its pellets and concentrates as well as natural ores were sold in North America, Europe and the Far East. In 1981-82, sales, particularly in North America, went into a serious decline. For almost 30 years, the gospel IOC preached to employees was ""production, production!"" There were many innovations, and millions of dollars were spent on the biggest and best equipment, on research and development, on training and developing employees."

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

Copper refineries are constantly looking for methods to upgrade their plants to reduce refining costs and to improve the purity of their electrolytic cathodes at the same time that the purity of the anodes they refine is being lowered by the rehabilitation of reverberatory furnace smelters to one of the direct smelting processes. The comments given below are based on the answers to the questionnaire returned bf the 36 copper refineries that represent 66% of the western world s refining capacity. Eleven refineries employ some form of uniform weight anade casting, e.g., Outokumpu, Contilanode, Mitsubishi, Lurgi, or Hazelett. This type of anode casting presents the best possibility for improving cathode purity. The cathode press of Phelps Dadge can improve current efficiencies and cathode quality. The press is used on first-run cathodes, after 48-60 hours, on half-cells at a time without interruption of the cell current. One refinery interrupts current for sever.al hours to allow the anode slime to settle before the, cathode pressing. The cathode press is now used at eight refineries. Apart from periodic reverse current (PRC), it is not expected that current densities will be increased. Thirty refineries, using direct current, average 231 amps/M, with a low of 178 and a high of 350. Five refineries use PRC at an average of 338 amps/M, with a low of 290 and a high of 380. Current efficiencies are good at an average of 94%, with a low of 88% and a high of 99% for the 34 refineries that reported. It must be remembered that the cycle efficiency with PRC is about 93%., so that the effective current efficiency with PRC would be only .94 X .93 or 87% However, PRC should be considered seriously for refinery expansions because it can save about 25% on capital costs.

I am not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, 1 will make an effort to say a few words in behalf of the Rocky Mountain Coal-Mining Institute, which we are about to organize. As 1 understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking. we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south. and Utah on the west. So we expect this tree to bear fruit over a vast area. We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad territory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond." I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ouselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think 1 can safely say that not over 5 per cent of them are in any way familiar with the statutes that have been enacted for their especial benefit and protection. This condition, 1 think, can be, and ought to be, remedied, and. if thoroughly done, the effect in reducing loss of life will soon become apparent. Now, to reach the officers or men in charge I consider an easy matter, which could be accomplished in this manner: Have our general managers or owners of coal properties issue a circular, compelling every superintendent pit boss, fire boss, or other officer having charge of men, to send them a copy of the mining law in their own handwriting every six months. But to come to the masses engaged in coal-mining. to get these men of various nationalities educated in the mining law, will be a difficult task indeed; but I think I have an original scheme that is practical, and which, if put in operation, would work wonders in educating our company men and miners. This plan is as follows: Have every school in every coal-mining district devote one-half hour on Friday afternoon after school hours to the familiarizing of all male pupils between the ages of twelve and sixteen years with the contents of our laws governing coal mines. At the end of each term of school, award small prizes- say, $5, $3, and $2- to those that are best posted, the principal of the school to be the sole adjudicator. Now, someone may say that this is causing extra work to our teachers, with no compensation. In this respect, I will vouch that 95 percent of our teachers will do this work gratis, providing we can show them the benefit of the system. If we go a step farther, and put an incentive before our teachers, probably it would be a good scheme to award a prize-say, $20 or more-for the best set of practical amendments to our mining laws complied by any school and its teachers, judges of the amendment to be members of this Institute and appointed by the President. There is no denying the fact that we need to be educated, and that we should adopt some system that will encourage a knowledge of practical and scientific mining amoung our present forces and the rising generation. The theory of cavity expansion in an infinite frictional soil mass whose strength is represented by a curved Mohr-Coulomb failure envelope has been used to predict with some confidence the cone resistance of a clean dry sand. Experimental data were obtained from cone penetration and pressuremeter tests on two sands, conducted in a large calibration chamber (CC) under carefully controlled placement and boundary conditions. A plane strain bearing capacity theory was developed, and to convert the results to axi-symmetric conditions, an empirical "shape factor" was used. In the paper, the theoretical background, experimental data, calculation procedure, and the results of the analysis are presented. In general, a reasonable validation of the cavity expansion approach to the bearing capacity of deep foundations has been obtained.

The Bureau of Mines investigated the feasibility of numerlcally modeling the sorption of cobalt, a vulnerable strategic and critical metal, from spent copper leach solutions in a multiple-compartment ion-exchange (MCIX) column. Equilibrium resin loadings, cobalt-sorption kinetics, and resin-fluidization characteristics were determined in simple laboratory tests, and a numerical model was developed to predict cobalt extraction and the MCIX-column resin inventory based upon the test results. The model was implemented on a microcomputer to approximate the solution to the set of differential equations that govern model performance. Results compared very well with data from 12 pilot-scale MCIX-column experiments. The average difference between predicted and actual cobalt extractions was 3.2 pct; the maximum difference was 9.3 pet. The actual and predicted resin inventories differed by an average of 5.8 pet, and the maximum difference was 12.0 pct.

In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

To construct the accessing railroad line to the northern portal of Seikan Undersea Tunnel, nine tunnels amounting 7.4km in their total length were excavated through soft mudstones of young- er tertiary era with use of smaller-sized mechanic al excavators. Rocks were classified in four classes to which the tunnel support was designed respectively. Of several combinations of driving equipments stu- died comparatively, the method using the mechani- cal excavators was estimated to be the best choi- ce. The efficiency of the excavator was traced in every construction section and the data colle- cted was reviewed numerically. The result showed that the efficiency of the excavator dropped wh- ere the rocks were as hard as over 200kg/crif for compressive strength. And a few technigues in tunnelling i.e. contr- olling dusts in shotcreting, lattice arch, evaluati- ng measured deformations were tested and review- ed too.

Approximately sixty, small, surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the safe standards of worker behavior and work conditions. Data were collected through the use of operation-specific, on-site safety records covering seven major occupational units. Workplace events observed (acts and conditions) were assigned a hazard classification; feedback, both immediate and delayed was initiated to improve safety performance. The experiences drawn from this pilot project have proven the need to continue to pursue this behavioral approach; however, a stricter methodology needs to be adopted in the collection and analysis of data.

Industrial minerals or non-metallic minerals are loosely used terms applied to a diverse assortment of materials which, in many cases, have nothing more in common other than the fact that they are neither metals nor fuel minerals. To help bring order to this otherwise random assortment of minerals, we have grouped these materials into two main categories; chemical and physical minerals, and nine sub-categories based on end-use applications as shown in Table 1. Chemical minerals are products which are principally used for the specific chemical elements they contain, whereas physical minerals are products which are used to meet specific performance specifications. The latter part of the 1970?s, in particular 1978, were considered peak years in terms of production and sales for many industries, By using 1978 as a base year, we can evaluate wherethese markets stand today after the recession of the early 1980's and the recovery which began several years ago. From this historical overview and appraisal of the current situation, various assumptions can be drawn as to which markets are expected to perform well into the 1990's.

With increasing interest in the physical cleaning of fine coal, there is a need for extension of the sink-float analysis procedure to finer sizes. Problems arise, however, in ensuring complete dispersion of the particles in the heavy liquids. A procedure has been developed in which surfactants are used as dispersing agents and solids concentration is minimized (using a simple formula to estimate the minimum weight needed for statistical reliability). Using centrifuges to increase separation rates and sub-sieve particle size analysis of the specific gravity fractions, a complete size-specific gravity distribution can be obtained. Analyses have been performed on coal samples as fine as -10 µm.

The Colorado portion of the Rio Grande rift is clearly defined physiographically from the south in the San Luis valley northward to the latitude of Leadville where sediments of the Dry Union Formation (Tweto, 1961) accumulated within the subsiding rift zone. To the north of Leadville is a system of faults active in the late Tertiary, including the Mosquito fault that offset a portion of the Climax mineralization (Wallace et al., 1968). Tweto (197B) describes remnants of Dry Union Formation against the Mosquito fault north of Dillon in the Blue River valley, so it is apparent that the rift and associated sediments extended well to the north of Leadville. Kelley (1952, 1954, 1956) and Chapin (1971) have noted in New Mexico that the Rio Grande rift is a series of en echelon basins, offset to the east, with constrictions connecting them (Fig. 1). In Colorado the structural basins are offset to the west. The net effect of all the rift zone basins in New Mexico and Colorado is an arcuate pattern (Fig. 1) abutting the Colorado Plateau and Sari Juan Volcanic Province on the west. The width of the rift system gradually decreases northward to about Leadville where rift definition is not apparent.
