I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [Ir(1) I > Za/2 N1/2] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. The Markovian model for correlogram function is, [p (h) = T 1ih , h>1 ,] The Markovian model for the other second order properties of ReV are also derived. [T veß], in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semivariogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large. There is no need to show higher order estimated second order properties. "The mines in the Bancroft area of southeastern Ontario, a few kilometres west of the town of Bancroft, are in Faraday and Cardiff Townships. Three companies, known as Canadian Dyno Mines Limited, Macassa Gold Mines Limited (Bicroft Division) and Madawaska Mines Limited (formerly Faraday Uranium Mines Limited), with plants capable of handling a total of 4,()()() tons (3,629 tonnes) of ore a day, were at one time in production. A fourth company, Greyhawk Uranium Mines Limited, operated a small mine whose ore was shipped for custom treatment to the nearby Faraday mill. Canadian Dyno Mines Limited ceased operations in June 1960. In June 1963 the Bicroft Mine was closed and a year later Faraday closed because of contract completion. But in 1975, Faraday (now called Madawaska) was re-opened but closed again in 1982. During 1959, the peak year, these four mines produced an estimated 1,100 tons (998 tonnes) of uranium precipitates, which represented nearly 7 per cent of Canada's output for that year(Fig. 1).The deposits occur in pegmatitic granite dykes in a region of high-grade metamorphic and metasomatic rocks. Uranium distribution is usually controlled by the distribution of mafic minerals, particularly hematite and magnetite, and by late fractures. The best visual indicators for uranium concentration are hematite staining in the pegmatite, followed by the amount of mafic inclusions or crystals. The Bancroft area orebodies are the only known deposits of the general pegmatitic class in Canada that contained economic deposits of uranium. The principal radioactive minerals are uraninite and uranothorite. By comparison with many other pegmatitic occurrences, some of the ore bodies are unusually large, persistent in depth and relatively rich in uranium minerals. At the end of 1981, total ore reserves were estimated at 1,500,00 short tons (1,360, 000 tonnes) averaging 0.11 % U3O8."

INTRODUCTION Traditionally, the purpose of mine ventilation has been defined as diluting, rendering harmless, and sweeping away hazardous gases which may accumulate in the mine workings. In addition, the ventilation sys- tem must keep the mine air as close as possible to the composition of the outside air in order to provide a healthy environment for mineworkers and to prolong the useful life of mine equipment. When plans are being developed for opening a new mine, sound engineering dictates that a calculated estimate be made of both the maximum air quantity requirement and the accept- able mine pressure (head) loss related to the under- ground layout and projections. For efficient mine ventilation, the two problem areas that demand constant attention are (1) the control of fugitive air (through short circuiting or leakage) and (2) the provision of ample airway capacity. Fugitive air is that quantity of air which enters the mine but short-circuits the mine ventilation system through improperly constructed stoppings, doors, overcasts, etc.; it represents an investment in power consumption (to move the air by the fan) while providing little, if any, return on the investment. Typically, efficient mines are those that can deliver 50% of the air handled by their fans to the working faces. Paying close attention to a new mine's ventilation system at the outset can provide numerous benefits during the later stages of mine development. It has often been noted that the main cause of trouble in many mine ventilation systems can be found within a radius of 2500 ft from the fan installation. Ample airway capacity is essential to maintain the mine's head loss within manageable limits. Similar to an industrial ventilation setting, the mine's headings are the ductwork for the handling of air. The difference between normal industrial ventilation and mine ventilation is apparent when more capacity is needed; a plant can install new or larger ductwork, but it is difficult for a mine to install new entries or enlarge existing entries. Air velocities are usually maintained under 800 fpm to limit the stirring up of dust in the intakes. With this in mind, it is usually simple to estimate the number of entries required in the ventilation system. The problem that often arises, though, is when the system's capacity is overestimated and the required head loss to achieve the desired quantity is excessive. Experience has shown that problems are often encountered when the mine's condition requires much more than three inches of water gage to ventilate the mine on a day-to-day basis. Thus, if proper attention is not paid to these parameters in the preplanning and initial development of a new mine, it may take an extremely high water gage to achieve the ultimate quantity. This chapter will not delve deeply into the theory of mine ventilation; many other books have been writ- ten on that subject. Instead, the following sections will point out the important considerations that should take place before the development of a mine ventilation system, as they relate to normal industry practice. FUNDAMENTALS OF AIRFLOW Volume Versus Water Gage The common method of measuring ventilation pressure is in terms of inches of water gage (wg); one inch of water corresponds to a pressure of 5.2 psf (pounds per square foot). Further, airflow follows a square-law relationship between volumes and pressures where, as shown in the previous section, a doubling of quantity requires a quadrupling of pressure. Table 1 shows how heads and quantities are related. Using Table 1, it is readily apparent that, for the same mining conditions, an increase in pressure from one inch wg to three inches wg results in only 34,640 cfm when the initial quantity is 20,000 cfm. Pressure Losses Pressure losses in mine ventilation systems are caused by friction between the heading walls and the air stream and by shock losses due to abrupt changes of the air stream caused by obstructions. The common pressure-loss formula for mine ventilation is: [ ] where H is the pressure loss in inches of water gage, K is the coefficient of friction, L is the length of the airway in feet, 0 is the airway perimeter in feet, V is the air velocity in feet per minute, and A is the cross-sectional area of the airway in square feet. Table 2 lists the US Bureau of Mines schedule of friction factors (K) for mine airways. Recent research indicates that the values of K are slightly less for coal mines than those presented in the USBM Schedule, and Table 3 should be consulted in this instance. It should be

The trend to higher solids paper coating and to neutral/alkaline papermaking is causing an above average growth in the use of calcium carbonate as both a paper coating and a paper filling pigment. These developments are expected to continue well into the 1990s. Thus, calcium carbonate will account for a somewhat larger percentage of total paper pigment volume. Nevertheless, overall growth in paper tonnage coupled with an increase in filler pigment percentages will create a demand for larger quantities of other pigments as well. Kaolin will continue to be the dominant paper pigment by far, with continued growth though at a somewhat slower rate than calcium carbonate.

The Bureau of Mines studied the potential availability of primary antimony (Sb) from demonstrated resources in 21 mines and deposits in market economy countries (MEC's). Twelve of these properties were evaluated as producers and nine as non- producers. The 21 studied properties contain 499,600 mt Sb as demonstrated resources, of which 304,000 mt is recoverable as antimony metal; another 973,500 mt Sb is contained in inferred resources. Recoverable antimony from demonstrated U.S. deposits is only 10,700 mt, just 3.5 pct of the MEC total. Domestic production of primary antimony from operating mines has averaged only 561 mt/yr over the 10-yr period 1975-84. This represents just over 5 pct of total U.S. consumption of primary antimony, which averaged 11,081 mt/yr during the same period. The United States will thus continue to rely on imported ores andlor concentrates, antimony oxides, and metal to satisfy domestic industrial requirements. At production costs up to $1.15/lb Sb, 110,000 mt of refined antimony is potentially available from 10 of the 21 studied properties. At $2/lb, 294,000 mt Sb is available, and at $3/lb, the total rises to 304,000 mt Sb available from all evaluated producers of refined antimony.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

The Fortitude gold-silver deposit is related to a "wallrock" copper porphyry system developed within Middle Pennsylvanian to Permian Antler Sequence rocks adjacent to a Middle-Tertiary altered granodiorite intrusive stock at Copper Canyon. Gold-silver ores of the Fortitude deposit occur with disseminated and massive sulfide replacement mineralization of skarn-like or calc-silicated limy horizons of the Antler Sequence contact meta-sedimentary rocks. A major, north-trending, steeply westward dipping normal fault was important as a conduit for hydrothermal fluids responsible for the metallization in the Fortitude area. Gold-silver mineralization is best developed near a marble front where retro-grade chloritization and destruction of prograde calc-silicate mineral phases is most prevalent. Fluid-inclusion studies performed on the Copper Canyon system indicate a wide variation in fluid chemistry during several hydrosilicate stages that ranged in temperature from 500°C to 220°C.

A modified push-pull field test and a computer model of cation exchange were developed to aid in evaluating cation exchange parameters prior to in situ mining. Reliable determination of these parameters is essential when modeling restoration of groundwater quality. The field test involves a much larger volume and much less disturbance to the ore sample than is feasible with laboratory measurements. This test can be performed in two or three weeks. It is relatively inexpensive, requiring one injection- production well and two or more wells for collecting samples of leach solution. The use of the model in interpreting test results is illustrated with field data from an in situ uranium mine. Much of the research was performed by the University of Texas at Austin, and was partially funded by the Bureau of Mines.

Dust control methods are practiced throughout the mining industry in order to protect the health and safety of its workers, the integrity of the environment, and to guard against the loss of valuable product. The use of water is often the best and most economical method of controlling dust. Increasingly, chemical agents are being chosen over more traditional mechanical means of controlling dust. Some chemicals are used alone, and many are used to enhance the dust controlling properties of water. This paper describes the various types of chemicals available and their applicability to specific problems encountered by industry.

"Three methods were tested for the beneficiation of aluminum scrap, generated by heavy medium separation of non-ferrous automobile scrap residue. These were: crushing in a shredder followed by screening; grinding in a ball miff followed by screening; and eddy current separation. The best results were obtained with the grinding-screening method. IntroductionThe usual method of aluminum alloy reclamation from non-ferrous automobile scrap residue consists of a two-step heavy medium separation to remove materials lighter than and heavier than aluminum. The resulting aluminum scrap still contains over 15% impurities such as stones and glass, heavy rubber, insulated copper wire , plastics and heavy metals entrapped by macerated aluminum piece s, composite fragments, etc.(2). Upon melting, these impurities create difficulties and yield a low ingot recovery-65% to 70%, hence small foundries avoid this material.There are a number of ways to improve the quality of aluminum scrap such as:(1 ) crushing of the scrap, which powders the brittle content , a major impurity component, followed by screening out of the dust(2) eddy current separation , which removes metals from the material flow, and(3) implement better methods for density separation.The eddy current separation and two variants of the comminution-screening technique were studied by Intermetco Ltd., Hamilton , Ontario."

The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

A GaC12--B2 l-eachtng procedure and meEal-recovery method for treating an arsenical Cu-Co sulfide concentrate was developed by the Bureau of Mines as an alternative to smelting, which is no longer considered an environmentally acceptable method for treating arsenic-containing ores. The procedure involved leaching in a CaC12 solution with CaC03 for 96 h at 26 pct solids (concentrate and CaC03), 1150 C, and a pressure of 50 psig (345 kPa) with oxygen. More than 98 pct of the cobalt and 97 pct of the copper were extracted, and 99.98 pct of the arsenic and 99.9 pct of the iron remained in the leached residue. A filtration rate of 2.9 gal/(ft2.h) [118 L/(m2.h)] and a cake formation rate of 36 Ib/(ft2.h) [172 kg/(m2.h)] were obtained by filtering reacted pulp at 1000 C. More than 99 pct of the copper in the pregnant solution was extracted as CuCl2 by golvent extraction with a new copper extractant. Copper was stripped from the loaded organic with a sulfate-chloride solution, which was used as the anolyte for electrowinning of copper in a membrane cell. Copper plate produced was more than 99.99 pct pure and requi.red 0.81 (kW'h)/lb Cu [1.78 (kW·h)/kg Cu]. Cobalt sulfide was precipitated at pH 3 with Ca(HS)2.

Longwall coal mining in southern Illinois occurs beneath some of the best agricultural land in the U.S. This region is characterized by highly productive, nearly level, and somewhat poorly drained soils. Subsidence from longwall mining causes changes in surface topography which alters surface and subsurface hydrology. These changes can adversely affect agricultural land by creating wet or ponded areas that can be deleterious to crop production. While most subsided areas show little impact from subsidence, some areas experience total crop failure. Coal companies are required by law to mitigate subsidence damage to cropland. The objective of this study was to test the effectiveness of mitigation in restoring grain yields to their pre-mined levels. The research was conducted on sites selected to represent conventional mitigation techniques on the predominate soils in the area. Corn (Zea mays L.) and soybean [Glycine max.(L.) Merr] yields in 1988, 1989, 1990, and 1991 from mitigated areas were compared to yields from nearby undisturbed areas. There was no significant (a=0.05) difference in soybean yields averaged over the four years. Average corn yields, however, were significantly lower than reference areas. The impact of subsidence and mitigation is variable and site specific. Results were also related to weather. In wet years, yields in mitigated areas tended to be depressed. This research demonstrated that mitigation of subsidence damage can be successful.

During the last decade it has been established that conventional flotation control strategies based on classical control theory result in significant increases in grade, recovery, and operating-cost savings. In the current report a description of an advanced model-based control philosophy is presented. The derivation and verification of a simplified flotation model is described. The implementation of a Kalman filter for estimation of unmeasured variables for input to controllers is discussed. Several control strategies using the model-based approach are described, emphasizing the nonlinear nature of the flotation plant. Expected trends in the implementation of such model-based flotation control strategies in the future are discussed.

Calcium-based scale precipitation is a common problem in mill reclaim waters. An accumulation of these adherent deposits can result in a rapid reduction in water flow, loss of pump efficiency and eventual interruption in ore production. Heap leach applications can also experience the added problems of plugged sprinkler heads, blinded leach pads and fouled carbon columns when scale control is not maintained. The primary cause of scaling in precious metal recovery is the relative insolubility of calcium carbonate. The presence of the calcium ion and bicarbonate alkalinity is common in almost every water source. If the temperature or pH of the water is allowed to increase, the bicarbonate breaks down to carbonate and combines with calcium by the following reaction: Ca +2 +2HCO3 ? CaCO3 + H2 + CO2

The Bureau of Mines evaluated the tin development potential of the uplands between the Kanuti and Hodzana Rivers from 1978 through 1980. Chemical and petrologic data indicate that local granitic intrusions are generally similar to "tin granites" that contain tin deposits elsewhere. The tin mineral cassiterite (SnO2) was identified in chlorite-rich greisen from the Sithyiemenkat pluton. Greisen zones are located near the intersections of high-angle, linear structural features, and samples contain up to 0.23 pct Sn. One bedrock exposure of greisen is 10 to 15 ft wide. Although some lode mineralization is present, the deeply eroded nature of the region suggests larger tin-bearing cupolas may have existed prior to erosion. Extensive stream gravel deposits have not been affected by glaciation, and potential exists for placer tin deposits. Especially favorable is a large semiclosed basin drained by the Kanuti Kilolitna River. Heavy mineral concentrates collected from surface alluvium in the Kanuti Kilolitna River valley contained up to 51.2 pet Sn (0.02 to 0.4 lb/yd3 Sn), up to 5 pct W, up to 0.4 pct Cb(Nb), and up to 0.1 pct Ta. The concentration of heavy minerals is expected to in- crease with depth. Detailed mapping and extensive surface and subsurface sampling will be needed to quantify the mineral development potential of the lode and placer tin deposits in the uplands.

Ladies and gentlemen, I appreciate this opportunity to be with you, and to share my outlook on the future of Federal coal leasing. I'm told that you wanted the best speaker on this subject in the world. Perhaps it's a reflection of these trying financial times, but I'm glad you finally agreed to settle for the best speaker your budget would afford. I have been asked to give you some insight on the status of Federal coal leasing, and how the budget problems facing the Department will affect the coal program. So I've polished up my crystal ball, and I'll try to give you a peek at the future. Before I do that, however, let me first go back in time - to when this Administration took office in 1981. We had a coal program then, after a hiatus of ten years. But that program was untested and - for reasons well known to all of you - did not work well in practice once we began operating the program. We went back to the drawing board and redesigned the program so that it can do what it is intended to do. We've made the program more predictable. That means that when future lease sales are scheduled, those sales will be reflective and reactive to the need to lease coal. On February 26, Secretary Hodel unveiled a framework for resumption of Federal leasing program activities, ending a more than two-year suspension of regional coal sales. The new program will provide the opportunity to satisfy market demand for acquiring and developing new leases, assure the government of fair market value for its coal reserves, and provide a stable supply of coal for this country's energy needs. The new program grew out of the Department's response to recommendations of the Linowes Commission and the Office of Technology Assessment, coupled with a supplemental environmental study. The Linowes Report, issued in 1984, contained 36 recommendations and three Judgments on leasing levels, tract selection, sale procedures, appraisal methods, key statutory and related factors, and organization and management of the leasing program. Major changes in the new leasing program reflect these concerns. We have developed a definition for captive tracts and devised procedures to appraise their value to the adjacent coal or mine owner. Other steps include a coal lease appraisal guide which describes our appraisal methodology and is available to the public. Improvements have also been made in the gathering of lease assignment information to help in estimating the value of potential lease tracts. To improve market analysis, a three-tiered system will be used to ensure that steps of the lease sale decision process are undertaken in the context of coal supply and demand. Regional Coal Teams will thus have the advantage of long range, regional and tract specific market studies to help them determine whether sufficient demand is expected first to warrant the initiation of activity planning, then to set regional leasing levels, and finally to actually offer specific tracts for lease sale. Sale procedures will also be improved in many ways to encourage competition, improve the chances for receiving adequate bids, and to evaluate whether bids represent fair market value. We made additional modifications to the program in response to the OTA recommendations. Regional Coal Teams have been given a larger role in recommending key decisions concerning the amounts of coal to be studied and the actual selection and scheduling of tracts for lease sale. These recommendations will be accepted unless the Secretary can cite an overriding national interest factor, or a governor's request to modify the recommendations. Smaller, more frequent sales will be held, to better judge market conditions and prevent over- or under-leasing. Public participation guidelines have been written, to document all opportunities for the public to comment at various stages in the planning process. We also decided that resource management plans prepared after the passage of FLPMA in 1976 must be completed, in order for a new round of lease sale planning to begin. The BLM will also beef up its procedures for consulting with affected Federal agencies during the planning process, to assure that the purposes and values of those agencies are considered and factored into land use decisions. To assure consistent use of an adequate data base in coal lease decision-making, Regional Coal Teams will develop standards and guidelines for data adequacy, and document the use of these standards. These procedures will also be applied to the unsuitability criteria screening process. Thus, the new leasing system announced by Secretary Hodel: is fully responsive to recommendations made by the Linowes Commission and the Office of Technology Assessment for improving environmental planning and fair market value procedures; gives the regional coal teams a major say in determining leasing levels, and on the timing,

Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.
