The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

A GaC12--B2 l-eachtng procedure and meEal-recovery method for treating an arsenical Cu-Co sulfide concentrate was developed by the Bureau of Mines as an alternative to smelting, which is no longer considered an environmentally acceptable method for treating arsenic-containing ores. The procedure involved leaching in a CaC12 solution with CaC03 for 96 h at 26 pct solids (concentrate and CaC03), 1150 C, and a pressure of 50 psig (345 kPa) with oxygen. More than 98 pct of the cobalt and 97 pct of the copper were extracted, and 99.98 pct of the arsenic and 99.9 pct of the iron remained in the leached residue. A filtration rate of 2.9 gal/(ft2.h) [118 L/(m2.h)] and a cake formation rate of 36 Ib/(ft2.h) [172 kg/(m2.h)] were obtained by filtering reacted pulp at 1000 C. More than 99 pct of the copper in the pregnant solution was extracted as CuCl2 by golvent extraction with a new copper extractant. Copper was stripped from the loaded organic with a sulfate-chloride solution, which was used as the anolyte for electrowinning of copper in a membrane cell. Copper plate produced was more than 99.99 pct pure and requi.red 0.81 (kW'h)/lb Cu [1.78 (kW·h)/kg Cu]. Cobalt sulfide was precipitated at pH 3 with Ca(HS)2.

Longwall coal mining in southern Illinois occurs beneath some of the best agricultural land in the U.S. This region is characterized by highly productive, nearly level, and somewhat poorly drained soils. Subsidence from longwall mining causes changes in surface topography which alters surface and subsurface hydrology. These changes can adversely affect agricultural land by creating wet or ponded areas that can be deleterious to crop production. While most subsided areas show little impact from subsidence, some areas experience total crop failure. Coal companies are required by law to mitigate subsidence damage to cropland. The objective of this study was to test the effectiveness of mitigation in restoring grain yields to their pre-mined levels. The research was conducted on sites selected to represent conventional mitigation techniques on the predominate soils in the area. Corn (Zea mays L.) and soybean [Glycine max.(L.) Merr] yields in 1988, 1989, 1990, and 1991 from mitigated areas were compared to yields from nearby undisturbed areas. There was no significant (a=0.05) difference in soybean yields averaged over the four years. Average corn yields, however, were significantly lower than reference areas. The impact of subsidence and mitigation is variable and site specific. Results were also related to weather. In wet years, yields in mitigated areas tended to be depressed. This research demonstrated that mitigation of subsidence damage can be successful.

During the last decade it has been established that conventional flotation control strategies based on classical control theory result in significant increases in grade, recovery, and operating-cost savings. In the current report a description of an advanced model-based control philosophy is presented. The derivation and verification of a simplified flotation model is described. The implementation of a Kalman filter for estimation of unmeasured variables for input to controllers is discussed. Several control strategies using the model-based approach are described, emphasizing the nonlinear nature of the flotation plant. Expected trends in the implementation of such model-based flotation control strategies in the future are discussed.

Calcium-based scale precipitation is a common problem in mill reclaim waters. An accumulation of these adherent deposits can result in a rapid reduction in water flow, loss of pump efficiency and eventual interruption in ore production. Heap leach applications can also experience the added problems of plugged sprinkler heads, blinded leach pads and fouled carbon columns when scale control is not maintained. The primary cause of scaling in precious metal recovery is the relative insolubility of calcium carbonate. The presence of the calcium ion and bicarbonate alkalinity is common in almost every water source. If the temperature or pH of the water is allowed to increase, the bicarbonate breaks down to carbonate and combines with calcium by the following reaction: Ca +2 +2HCO3 ? CaCO3 + H2 + CO2

The Bureau of Mines evaluated the tin development potential of the uplands between the Kanuti and Hodzana Rivers from 1978 through 1980. Chemical and petrologic data indicate that local granitic intrusions are generally similar to "tin granites" that contain tin deposits elsewhere. The tin mineral cassiterite (SnO2) was identified in chlorite-rich greisen from the Sithyiemenkat pluton. Greisen zones are located near the intersections of high-angle, linear structural features, and samples contain up to 0.23 pct Sn. One bedrock exposure of greisen is 10 to 15 ft wide. Although some lode mineralization is present, the deeply eroded nature of the region suggests larger tin-bearing cupolas may have existed prior to erosion. Extensive stream gravel deposits have not been affected by glaciation, and potential exists for placer tin deposits. Especially favorable is a large semiclosed basin drained by the Kanuti Kilolitna River. Heavy mineral concentrates collected from surface alluvium in the Kanuti Kilolitna River valley contained up to 51.2 pet Sn (0.02 to 0.4 lb/yd3 Sn), up to 5 pct W, up to 0.4 pct Cb(Nb), and up to 0.1 pct Ta. The concentration of heavy minerals is expected to in- crease with depth. Detailed mapping and extensive surface and subsurface sampling will be needed to quantify the mineral development potential of the lode and placer tin deposits in the uplands.

Ladies and gentlemen, I appreciate this opportunity to be with you, and to share my outlook on the future of Federal coal leasing. I'm told that you wanted the best speaker on this subject in the world. Perhaps it's a reflection of these trying financial times, but I'm glad you finally agreed to settle for the best speaker your budget would afford. I have been asked to give you some insight on the status of Federal coal leasing, and how the budget problems facing the Department will affect the coal program. So I've polished up my crystal ball, and I'll try to give you a peek at the future. Before I do that, however, let me first go back in time - to when this Administration took office in 1981. We had a coal program then, after a hiatus of ten years. But that program was untested and - for reasons well known to all of you - did not work well in practice once we began operating the program. We went back to the drawing board and redesigned the program so that it can do what it is intended to do. We've made the program more predictable. That means that when future lease sales are scheduled, those sales will be reflective and reactive to the need to lease coal. On February 26, Secretary Hodel unveiled a framework for resumption of Federal leasing program activities, ending a more than two-year suspension of regional coal sales. The new program will provide the opportunity to satisfy market demand for acquiring and developing new leases, assure the government of fair market value for its coal reserves, and provide a stable supply of coal for this country's energy needs. The new program grew out of the Department's response to recommendations of the Linowes Commission and the Office of Technology Assessment, coupled with a supplemental environmental study. The Linowes Report, issued in 1984, contained 36 recommendations and three Judgments on leasing levels, tract selection, sale procedures, appraisal methods, key statutory and related factors, and organization and management of the leasing program. Major changes in the new leasing program reflect these concerns. We have developed a definition for captive tracts and devised procedures to appraise their value to the adjacent coal or mine owner. Other steps include a coal lease appraisal guide which describes our appraisal methodology and is available to the public. Improvements have also been made in the gathering of lease assignment information to help in estimating the value of potential lease tracts. To improve market analysis, a three-tiered system will be used to ensure that steps of the lease sale decision process are undertaken in the context of coal supply and demand. Regional Coal Teams will thus have the advantage of long range, regional and tract specific market studies to help them determine whether sufficient demand is expected first to warrant the initiation of activity planning, then to set regional leasing levels, and finally to actually offer specific tracts for lease sale. Sale procedures will also be improved in many ways to encourage competition, improve the chances for receiving adequate bids, and to evaluate whether bids represent fair market value. We made additional modifications to the program in response to the OTA recommendations. Regional Coal Teams have been given a larger role in recommending key decisions concerning the amounts of coal to be studied and the actual selection and scheduling of tracts for lease sale. These recommendations will be accepted unless the Secretary can cite an overriding national interest factor, or a governor's request to modify the recommendations. Smaller, more frequent sales will be held, to better judge market conditions and prevent over- or under-leasing. Public participation guidelines have been written, to document all opportunities for the public to comment at various stages in the planning process. We also decided that resource management plans prepared after the passage of FLPMA in 1976 must be completed, in order for a new round of lease sale planning to begin. The BLM will also beef up its procedures for consulting with affected Federal agencies during the planning process, to assure that the purposes and values of those agencies are considered and factored into land use decisions. To assure consistent use of an adequate data base in coal lease decision-making, Regional Coal Teams will develop standards and guidelines for data adequacy, and document the use of these standards. These procedures will also be applied to the unsuitability criteria screening process. Thus, the new leasing system announced by Secretary Hodel: is fully responsive to recommendations made by the Linowes Commission and the Office of Technology Assessment for improving environmental planning and fair market value procedures; gives the regional coal teams a major say in determining leasing levels, and on the timing,

Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

The Bureau of Mines developed a mathematical model to predict the oxygen requirements for a miner evacuating a mine. The model accounts for variations in the miner's escape speed with mine airway height, and for the empirically determined expressions for the weight-specific oxygen uptake rate for upright walking, stooped walking (duck-walking), and crawling. A Fortran computer program that is user oriented was prepared based upon the model's constitutive equations. Specific instructions for utilizing the program, as well as applications to miner evacuation from a mine, are presented.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Introduction Fracture mechanics is the study of the behavior of cracks and their modes of propagation. During cracking, energy is consumed in creating new surface area. The more energy a material absorbs, the higher is its fracture resistance. This fracture energy is provided either by work done externally, by the release of elastic strain energy within the cracked body, or by a combination of these two effects. Fracture resistance is measured in terms of either the stress intensity factor, K, or the energy release rate (also referred to as crack driving force), G. For linearly elastic materials, these two quantities are related by the following equation: [ ] where [u] is Poisson's ratio and E is the modulus of elasticity. Both K and G are direct functions of the applied force and the crack length. The process of rock cutting with full-face tunnel boring machines (TBMs) involves the indentation of a rock surface by rolling disc tools. Excavation occurs as fractures, extending from the locus of chip indentation, propagate between concentric disc grooves and liberate rock chips from the intact rock face. Since disc cutting is achieved by a fracture process, it is logical to anticipate that differences in cuttability of a variety of rocks should be related to the variation of fracture material properties among the rocks. Such a relation has been demonstrated between the performance of full-face TBMs and the critical crack driving force for excavation in relatively high strength, brittle, low porosity, isotropic rock (Nelson et al., 1985). The objective of this paper is to report on the results of a continued investigation of the relationship between fracture material properties and the effectiveness of disc cutting. Additional reliable data on full-face TBM performance is difficult to obtain, so that the results of disc linear cutter tests performed by the Transport and Road Research Laboratory (TRRL) (U.K.) are utilized in this study. Fracture Material Property Evaluation If a crack tip is subjected to a perfectly plain strain condition, many materials will behave in a brittle manner, and the material resistance to fracture is constant during crack growth. This resistance is referred to as the plain strain fracture toughness, believed to be a material property. The standard testing procedure for this parameter is given in the American Society for Testing and Materials (ASTM) test designation E399. To ensure plain strain conditions, acceptable specimen geometries are specified. Unless these geometric specifications are adhered to, the measured fracture resistance is regarded as the apparent fracture toughness, and a subscript Q is used, as [ ]. The methodology adopted by ASTM E399 is within the framework of Linear Elastic Fracture Mechanics (LEFM). This approach assumes that material resistance against cracking is developed instantaneously, without initial stable or subcritical crack extension. Prior to crack advancement in rock, however, much of the crack driving energy is absorbed in a localized volume in front of the crack tip, referred to as the plasticity or microcracking zone. This capability for energy absorption substantially increases material resistance, and a crack may be arrested unless an increased crack driving force is applied. The LEFM or plain strain assumptions would underestimate the actual fracture resistance of such a material. Such a conservative approximation may be desirable in the design of structures against fatigue or brittle failure. In mining or tunneling, however, an underestimation of crack resistance can lead to the selection of underrated excavation equipment and a decrease in production efficiency. The development of fracture resistance in rock is best described by the material resistance curve, or R-curve, which is a plot of fracture resistance as a function of crack extension. INTRODUCTION The work of the metallurgical engineer engaged in developing a leach, solvent extraction electro- winning process usually begins in the laboratory and generally proceeds via pilot plant testing before finally resulting in a commercial operation. The path leading to the development of the eventual process will involve a test program on leaching in order to derive information on the amenability of the copper-bearing material to acid dissolution, under various conditions. Commonly in North America the leach process of choice is either dump or heap leaching but it may also be in-situ leaching or the treatment of mine waste- waters and bleed streams. In the past, agitation and vat leaching have also been included in the list of options. Currently the economics of copper production dictate that only material of mineralogy and grade, capable of being leached without prior milling, will lead to a viable process. This is not necessarily true in other parts of the world where grades are higher and milling costs lower and therefore this paper con- fronts all the techniques available to the metallurgical engineer in terms of the evaluation of the solvent extraction process. Understanding the objectives of a laboratory and pilot plant evaluation of a solvent extraction route is important and these are described in some detail in this paper. Of at least equal importance is understanding limitations of such a test program and this aspect of process development is also discussed with reference to the kind of equipment and experimental practices that have been shown to produce results consistent with the objectives. WHERE TO BEGIN? At the inception of a project much information is developed on the variables of the leach process and indeed in some instances the type of leach that best suits the ore to be treated is the subject of intense investigation (Wadsworth 1983). The decision to treat the leach solution by solvent extraction focuses attention on the selection of the extractant most suited to the nature of the chemical composition of the solution. A laboratory screening program will probably need to be arranged in order to assist in narrowing the options and the following is suggested for this initial screening. Selection of a Representative Leach Solution This is preferably obtained from leaching a representative sample of the ore under conditions likely to pertain in the commercial leach circuit. As the conceptualized circuit flow sheet will undoubtedly involve the recycle of aqueous solutions via the leach, then it is desirable to know the nature of and the likely level of the impurity ions in the solution as well as the concentration of copper. The other most important parameter that is required is the free acid (Anon, Acorga Analytical Method) content of the solution. As a rule of thumb, it is always true that recovery across SX is maximized as the pH of the leach solution rises. Whilst a high pH may be desirable for SX recovery, it is not always desirable for the pH (or more correctly, the free acid) of the leach to rise too high. The working range, therefore, tends to be between 1.5-2.5 pH. At an early stage in process development it is likely that a number of ill-defined conditions will exist, making it difficult to decide on typical leach conditions in which case the screening tests should be carried out using a synthetic leach solution prepared from laboratory chemicals. In doing this the copper and free content should be carefully controlled along with the appropriate addition of major impurity ions as their sulphate salts. This paper addresses considerations for the use of artificial support of pit walls in surface mines, a new project of the Bureau of Mines. Results to date indicate that a polymer-coated cable with embedded grit could provide good anchorage for stabilizing benches and highwalls, and an electronic method of recording discontinuities in the field is being reviewed and developed for application to mining. The objectives of the work in progress are to define the engineering parameters and evaluate the concepts for artificial supports in order to provide safe working environments when pit slopes are steepened to increase ore recovery and reduce overburden handling.

Mt Whaleback is one of the largest open-cut iron ore mines in the world. Haulage cost is the single largest component of operating costs at the mine. Past studies towards alternatives to truck haulage have recognised the potential viability of an in-pit crushing and conveying system, dependent on the proportion of uphill haulage. After seventeen years of mining Mt Whaleback still contains more than 1,000 million tonnes of ore, needing 1,800 million tonnes of waste removal to extract it. What was once a quarry has now turned into a large open pit. The increasing proportion of uphill haulage, the need to replace ageing 120 ton and 200 ton trucks and the necessity of achieving and maintaining a higher stripping ratio prompted, in 1984, the initiation of a new feasibility study into the viability of alternative material handling systems. A semi-mobile in-pit crushing and conveying system was found to be most suited to Mt Whaleback conditions. The East Pit was selected as the best location based on the analysis of haulage profiles measured on long term incremental mine plans. A capacity of 22 million tonnes per year was considered achievable by the proven technology currently available. A detailed estimation of capital and operating costs of two systems - one with trucks only and another with trucks, crusher and conveyor - for the removal of 22 million tonnes per year of waste rock, showed substantial cost savings achievable by the proposed system. An economic evaluation of the two systems established the advantages of constructing the in-pit crushing and conveying system. This is now under construction and will be commissioned in early 1987. Experience gained in constructing and operating this installation is expected to influence decisions on similar installations in future.

The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico, is a research and development project sponsored by U.S. Department of Energy, designed to demonstrate the safe containment for disposal of radioactive waste. A mine (repository) is currently being developed 2150 feet below the surface, in a thick salt bed which will serve as the disposal medium. Provision of a proper ventilation system at the WIPP Project is a major priority of those responsible for its design, management, and operations. As an ongoing effort towards this goal, it was decided to simulate the mine's ventilation system using Dravo's MINEVENT computer program. Specifically, the work included the development of the following simulation models: 1. Simulation of the current ventilation system 2. Simulation of the designed ventilation system for the following modes: o Mine Construction mode/shift o Waste storage mode/shift o Fire or exhaust filtration mode These computer models are useful in solving complex ventilation problems likely to be encountered in an R&D project, like WIPP. They are particularly helpful for the development of contingency plans to incorporate during emergency situations, such as fires, fan stop- pages, radiation leaks, etc. Also, they can be utilized when considering expanding certain underground areas to ensure the availability of adequate ventilation.

A major problem facing the coal mining industry today is the need to meet more stringent dust standards due to quartz. When secondary suppress ion is not adequate, the time-consuming and costly cut-and-try method of modifying the mining machine is used in the hope that it will reduce dust generation. The Coal Cutting Technology Group, at the Bureau of Mines' Twin Cities Research Center, has developed an inter-active computer program for drum- type cutting systems to help identify, in advance, modifications that offer the best potential for reducing dust. The program, Relative Dustiness Indicator (REDI), evaluates machine dimensions, seam characteristics, and operator-controllable variables for dust generaton, energy, forces, and product ion.

The petroleum refining industry makes extensive use of catalysts for the conversion of crude oils into more usable products such as gasoline, fuel oil and gas, aromatics, and others. Catalysts used for hydraprocessing contain cobalt-molybdenum or nickel -molybdenum, although there are catalysts that also contain tungsten. During hydroprocessing, nickel and vanadium are deposited on the catalysts, eventually rendering them inactive. The refiners are then confronted with the problem of disposing the spent catalysts. In the past, landfilling was a common method of disposal and it is still practiced in some countries. Other refiners prefer to stockpile the spent catalysts at the refineries until the price of metals warrants their sale to metal reclaimers. This practice, however, poses environmental problems to the refineries for storage and disposal of spent catalysts. Other types of catalysts are amenable to regeneration. The purpose of this paper is to focus attention on the recovery of nickel, cobalt, molybdenum, vanadium, and alumina from spent hydroprocessing catalysts by Gulf Chemical and Metallurgical Corporation and to review the use of sodium hydroxide and sodium carbonate for pressure leaching of spent catalysts.
