Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

"In June 1983 a new borehole hoisting system was commissioned at Sherritt Gordon's Fox Mine. Twelve hundred tons-per-day of ore from the 2600 and 2800 levels are being hoisted to the 2000 level through an 8-jt diameter bored winze. This new method replaces the diesel truck haulage system which had been in operation at the mine since 1975.A study was initiated in 1980to determine the most effective method of achieving the required production. The study examined several hoisting alternatives including: expanding the existing trucking system; converting to electrically -powered truck haulage; and deepening the skip compartments of the existing main shaft. The alternative selected as the hoisting method most suited to the requirements was borehole hoisting.Development of the new system commenced in April 1982. Underground excavations included 700 feet of 8-ft diameter borehole, a hoistroom and headframe, storage bins, and a grizzly and rockbreaker station. Equipment installations included: a 5-ft diameter double-drum Nordberg hoist; a counterweighted Kimberley-type skip; two rockbreakers; and the steel sets in the winze. These installations were completed in June 1983. Some problems were encountered after the initial commissioning but these were solved, and since August 1983, the system has proven that the designed capacity is achievable within expected costs."

"The world's first zinc pressure leaching plant at Cominco's Trail operations started production in 1981. Sullivan zinc concentrate is leached at the rate of 190 tpd in a four-compartment autoclave at elevated temperatures and oxygen pressures to produce a zinc sulphate solution and elemental sulphur. Zinc extraction exceeds 98% and sulphide to elemental sulphur conversion exceeds 95%.The sulphur is recovered from the discharged slurry in the underflow of a hydrocyclone, and is upgraded as a flotation concentrate. The concentrate is dewatered, melted and filtered to produce a polished sulphur product of better than 99% purity. An alternative sulphur recovery process employs an unique sulphur separation method that recovers over 90% of the sulphur in the molten state. The remaining sulphur is recovered by flotation following flash discharge of the slurry. The product slurry containing the zinc sulphate solution and the iron-lead residue joins the existing roast-leach zinc plant for purification and zinc electrowinning.IntroductionIn 1981, Cominco Ltd. commissioned the world's first commercial zinc pressure leaching plant at their Trail operations in British Columbia. As part of a $700 million modernization and expansion program for lead and zinc started in 1977, the company installed the first o f two autoclave trains.Prior to pressure leaching, zinc production was closely tied to acid and fertilizer production. Sulphur dioxide produced from roasting the concentrates had to be converted to sulphuric acid. Thus, any expansion of zinc operations with the roast-leach technology would have required extensive modifications to the acid and fertilizer plants as well as to the roasters. Zinc pressure leaching, on the other hand, offered a one-step dissolution of zinc from the concentrates with high extraction, and production of elemental sulphur. The associated dust and sulphur dioxide generated in the roasting process are both eliminated from the working environment of the pressure leach facility. The flexibility allowed by producing elemental sulphur, and the opportunity to break the sulphuric acid link for about 25 per cent of the targeted 272,000 tonnes per year zinc production was very appealing. The process was successfully demonstrated at a pilot plant in 1977(1-6)."

INTRODUCTION The toughest job for any mining company, large or small, is to locate and identify a property which it feels has the potential for development and which can be tied up through location, lease or option under terms within their means. In the case of a small company, this precludes grass-roots exploration with its attendant high costs and the extended time required to develop a prospect to the point of being a project. The small mining company, therefore must limit its search to known properties which, for various reasons, have been shut down or were never thoroughly developed at the time of discovery. These types of prospects are located either through literature search, familiarity with many mining areas in general, or through contacts and submittals from a variety of sources. In order to develop a marketable presentation to any investor, the basic requirements are the same: - the property must demonstrate the potential to provide a satisfactory return on investment - the evaluation study must be thorough and professionally developed. In order to promote any mining property, it is first necessary to know what you have. INFORMATION DEVELOPMENT We normally begin with a detailed literature search of the district, assembling all available data on the basic geology, production records, and old reports of this or neighboring properties and any other information which can be found. This will aid in the general understanding of the basic geology and hopefully allow a fairly detailed knowledge of the specific occurrence. With this information one can begin to speculate on the reserve potential and develop some high and low figures for estimating purposes as to mining method, production rate, metallurgy and begin developing estimated capital and operating costs. Cashflow runs are developed for varying tonnages (high and low), estimated high and low grades of metal and at differing market prices for the product. FINANCE CONTACTS Brooks Minerals, from its inception, has been an operating company and we have been able to assemble a small but experienced operating staff. For this reason we try to put together projects and joint ventures where we can be the operator and maintain a certain degree of control. Whether due to familiarity with many colleagues in the mining industry or due to unfamiliarity with the banking houses and securities markets, the approach to raising finance has generally been to contact the established mining companies. This requires a familiarity with the corporate philosophies of these companies with respect to their development goals and financial capabilities. A common mistake is to shotgun the proposal to many companies of different sizes and goals in hopes that one might be interested. It is more beneficial, when possible, to tailor a proposal to each company, stressing the positive points where the specific proposal best meets their interests. One company may be more interested in a development program with fairly certain and conservative return potential. The property may well contain both possibilities but a lack of understanding of the individual company's method of operation could spoil the deal. In another instance, one company may look at a property as a moderate income producer over an extended life, yet a second may elect to high-grade the deposit over a shorter period in order to provide early cash flow or take advantage of a favorable market situation. Geological interpretations generally require projections from direct observations at the earth's surface. Crustal projections include mineral deposits as well as the geochemistry of the crust and its fluids, structure and tectonics. Drilling offers opportunities for verification of the required projections, and is thus a required step in furthering crustal understanding. Like any new science, the direct observations that drilling provides commonly generate major surprises and stimulate totally new ideas. Drilling is costly. There are many critically important scientific problems with societal and potential economic benefits in mineral deposits which have not been drilled because the holes are difficult to justify as economically sound risks for private capital. Such holes, however, are highly justifiable research goals for government because of the significant new opportunity for ore deposit insight and exploration that they afford. The earth science community is prepared with excellent drilling projects for research in mineral deposits.

"This paper describes the successful pilot plant testing of a flowsheet, developed at Inca Ltd.&apos;s J. Roy Gordon Research Laboratory (JRGRL), for improved separation of the constituent minerals in a bulk copper-nickel concentrate.The flowsheet utilized the fact that xanthate concentration on the mineral surfaces is the most important variable affecting the high lime separation and that reduction of the xanthate concentration could be affected by an oxidative conditioning stage.When the adsorbed xanthate was reduced to a suitably low level, chalcopyrite and pyrrhotite could be floated to leave a high-grade nickel concentrate as the residue. Sodium cyanide was added to the froth product 10 depress pyrrhotite and any remaining pentlandite. The temporary depression of chalcopyrite by the sodium cyanide was overcome by introducing a conditioning step following cyanide addition . The advantages of the flowsheet; improved copper-nickel separation, operation without heating of the pulp, production of both high-grade nickel concentrate (29.5% Ni, .26% Cu) and copper concentrate (<0.5% Ni, 30% Cu) were all realized.IntroductionLaboratory test work undertaken at Inco and described previously(1) has demonstrated the importance of low xanthate concentrations on the mineral surfaces in the copper-nickel separation at the Copper Cliff mill.It was determined that oxidation of the separator feed (a cleaned bulk concentrate, grading about 11% Cu and 11% Ni) to lower the xanthate concentration on the mineral surfaces prior to separation significantly improved the quality of the separation (CI 4)*, particularly when no cyanide is used, but also when cyanide is added. As well, it was found that the oxidation permitted a pentlandite-pyrrhotite separation - the oxidation step brought about a decrease in the flotation-rate of pentlandite leaving pyrrhotite and chalcopyrite largely unaffected. Consequently, it was possible to produce a highgrade pentlandite product (30% Ni, 0.3% Cu) at ~83% Ni recovery , as well as a high-grade copper concentrate (0.5% Ni, 30% Cu at -96% Cu recovery)."

"A review is made of some of the principal factors and conditions that are, and will be, important to the over-all market climate for asbestos fibre and for the future of Canada&apos;s asbestos industry: - health hazard associated with asbestos exposure;- uncertain international regulatory environment for continued asbestos use;- adverse public reaction to asbestos;- product liability/litigation costs (U.S.A. primarily);- promotion of substitution by governments and asbestos user industries; and- minimal product and market development efforts by asbestos producing and consuming industries.In addition, Canadian producers, who export some 95 per cent of their production, face additional constraints:- dramatically reduced integration with asbestos-consuming industries;- 60 per cent of exports to most rapidly declining markets (U.S.A., Europe);- increased competition from offshore producers favourably located to growth markets in developing countries;- increasing production costs;- a strong dollar;- disadvantageous freight rates; and- loss of price leadership and price erosion.Future market trends, as well as prospects for Canada&apos;s asbestos industry, will be projected in this paper.Economic FactorsTable 1 presents asbestos fibre production in all countries for the period 1980-82. In certain instances, e.g. U.S.S.R. and China, these are capacity estimates as production statistics are not officially published. The U.S.S.R, by far, is the world&apos;s largest producer accounting for some 50 per cent of world production, though most production is consumed internally or by COMECON countries. It is estimated that some 700 plants produce asbestos-containing products within the U.S.S.R.Canada accounts for some 25 per cent of world production though it ranks first in world trade. Other important producers are South Africa Zimbabwe, Brazil and Italy. Since 1979, Canada&apos;s asbestos mining industry has experienced a dramatic drop in production and exports of asbestos fibre, as demonstrated in Table 2."

This volume is the fourth of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume II: Dragline Model, and Volume III: Mine Coordinate Generator System. The Open Pit Materials Handling Simulator (OPMHS) was first developed" in 1971 and modified and updated in 1975. The present work is an update of the 1975 version and provides a direct link between the geology and reserves system and the various activities of the mining equipment in a mining system. Also, the modeling techniques in OPMHS/2 have incorporated a flexible method for describing various equipment (shovels, trucks, belts, trains, etc.), locations, their sequence of operations, place changes, and their interactions. These features allow for studying mining equipment selection, mining method analysis and reclamation planning. This report describes the Open Pit Materials Handling Simulator Version 2 (OPMHS/2). The report details the program features, operation, and application. Through an extensive set of appendices, the data input sequence, input variable definitions, sample data listing and program output are presented in detail.

Much has been said and written about the need to reduce South Africa&apos;s dependence on gold. To compensate for the decline in the country&apos;s foreign-exchange earnings resulting from the phasing out of gold, which must inevitably occur at some future date, a far higher priority will have to be placed on the mining, beneficiation, and export of the 59 other mineral commodities produced in South Africa. The basic strategy of the mining and metallurgical industries should be to move from the traditional approach of establishing a resource base to the establishment of a market base; to turn from production orientation to market orientation; and to rely less on exploration and economies of scale and more on process innovation and product development. The enthusiasm, entrepreneurial spirit, and commitment of the leaders in the mining and metallurgical industry will clearly be of decisive importance in the establishment of new industries for the beneficiation and export of added-value mineral-based products. The State can make a significant contribution by the provision of a welldeveloped and efficient infrastructure, including rail and harbour facilities, communications and health services, roads, and of electricity and water supplies. In our search for a new development strategy for the beneficiation and export of South Africa&apos;s minerals, we need to recognize that no one nation has all the mineralresources that it needs. Commercial and strategic manipulation of mineral supplies should no longer be tolerated. The future of the human species lies in international cooperation and in a greater understanding of the limitations of the world we live in.

CSIRO staff and University of Melbourne staff and students collaborated in an intense programme of investigation on the CSIRO 50 kg Sirosmelt pilot plant.In two days of operation copper matte converting and zinc slag fuming trials were performed, whilst investigation of the process dynamics and process chemistry was carried out. This exercise is an example of the techniques available for process evaluation, which can rapidly advance the understanding of pyrometallurgical operations by use of a team approach covering a wide range of experiments.

The engineering design features of the Mercur Gold Project crushing, grinding, carbon-in-leach, bullion, reagent, and tailings disposal areas will be discussed in this paper. It presents a project overview and flowsheet along with selected design alternatives. During the engineering phase, major equipment and other features were selected to optimize design within site location and environmental constraints. The project team organization and procedures were adopted to accommodate multiple optimization studies while maintaining a tight engineering schedule.

"Uranium is a unique commodity. It is both a metal and a fuel, It has both commercial and military uses. It yields ""clean energy "" but presents environmental concerns. All of these factors have an impact on the commerce of uranium.Being a metal, uranium is extracted from ore like many other metallic minerals. As a fuel, it is subject to the vagaries of energy commodity market forces. The history of uranium in the first nuclear weapons has led to nation al governments carefully controlling production and sale of uranium. The spectre of radioactive contamination of the environment adds further to the public concern over the disposal of low-level radioactive wastes from uranium processing and use.There have been a number of excellent reviews on the commercial aspects of the uranium industry. In this discussion, these aspects will be briefly summarized to provide a general picture of the strengths of the Canadian uranium industry and the pressures to which it is being subjected currently. The principal thrust of this paper will be to outline Canada&apos;s resource strength and to identify some factors which will affect Canada&apos;s ability to continue holding a sizeable share of the world uranium market."

Pressure filters were found to be necessary to produce Elura silver/lead and zinc concentrates at sufficiently low moisture contents for bulk cargo shipment by sea to smelters.The difficulty in obtaining low moistures was due to the fine primary grind, 80% passing 45 microns, and resultant fine concentrates, 97% passing 45 microns.The filtration system was designed to filter up to 90,000 tonnes/year silver/lead concentrates and up to 130,000 tonnes/year zinc concentrates.This paper details the preliminary test work to select Larox automatic pressure filters, and the commissioning and operation of these filters to achieve design criteria for both concentrates. The design criteria for both concentrates have been bettered due to the concentrates being coarser than the design sizing.

Introduction The choice of using a dump or heap leaching process or a fine grinding-agitation leaching process is based on the grade and tonnage of the ore body. Low grade ore and small tonnages are best treated by a low-cost method, such as dump or heap leaching. Permeability, however, is the critical factor in a successful leaching operation, regardless of tonnage or grade. Without permeability in the leach bed, no percolation, no dissolution, no extraction, and no success are possible. Solution delivery to the ore is also essential. Solute-to-mineral contact is a requisite. The solute must be effectively strong and not be depleted in active dissolvers, such as acid, ferric iron, cyanide, and oxygen. It must also be moving across the mineral to be dissolved. No pockets of stagnant solution can be allowed. A third factor is recovery of the now-dissolved metal in the pregnant liquor. All such liquor should be gathered at a reasonable metal concentration to make further pumping and processing worthwhile. Control and recovery of pregnant solutions are probably the most ignored factors of solution mining. This stage in recovery is historically where many operations either fail or become viable. Permeability A permeable heap is normally achieved by taking into account heap building/construction and agglomeration/pelletizing. Even though heap building is critical for good permeability, it will not be discussed here. It has been described in detail by others. Instead, this analysis will concentrate on agglomeration and pelletizing. Differences between agglomeration and pelletizing are emphasized. Agglomeration is referred to when small particles are being attached to larger particles -the ore presents a complete size distribution. On the other hand, pelletizing is a process where all particles are fine (less than 850)µm or 20 mesh), as with mill tailings. The difference is important from two points of view: • Mechanical devices used to achieve the desired attaching action; and • Binder dosages. Mechanical Devices Due to the absence of large particles that fines can become attached to, pelletizing should be done in a centrifugal-action-based device, such as an inclined rotating plate, a rotary drum, or a series of belt-transfer points. In agglomeration, large particles play a part as a natural nucleus for the attaching action of fines. Hence, a tumbling action as strong as for pelletizing is not required. Common methods to accomplish agglomeration include: • Cascade belt system with either all belts moving forward or some of them moving forward and at least one moving backward; • Combination of belt plus inclined vibrating chute; • Large concrete mixer drum; and • Belt discharging directly onto stockpiled ore. The proper agglomeration system will depend basically on the size distribution of the ore and the amount and type of clays present. In all of the agglomerating systems described, the tumbling action takes place at the transfer points either from belt to belt, or from belt to inclined chute ore belt to ore pile. Usually, two or three mixing bars at each transfer point are also included to help the mixing action. Plows to move the ore around on a moving belt are also used.

Introduction A subject long debated but rarely resolved involves the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is, unfortunately, too often treated as a controversy involving ethics and the profit motive. But, in fact, the two branches of society - industry and academia - are necessarily part of the same system. In the last 25 years, the realization has developed that research alone is not sufficient to bring about use of those results to benefit society through productivity gains and economic growth. The flow of events shown in Fig. 1 was generally believed to be the steps required for reaping the benefits of research. Today, research still has the very important role of creating new information or new ideas. However, it is recognized to be but one of many steps in a process that we now refer to as technological innovation. Charpie (1967) said, "Technological innovation is the driving force behind economic growth in the US. In this context, innovation means the process by which a new idea is successfully translated into economic impact within our own society, by providing better products, and simultaneously creating new jobs in the manufacturing of those products. Only after an investigation is put into sufficient use to have an economic effect, is it termed an innovation." One of the best depictions of the technological innovation process is shown in Figs. 2 and 3. These are adapted from Haeffner (1975), and modified by the Committee on Mineral Technology of the National Research Council (1981). Figure 2 identifies the many steps involved in the process. It designates a generalized form for interaction between the academic community and industry. Figure 3 identifies the steps in the "innovation activity" box of Fig. 2. Academia is generally responsible for developing of new knowledge and ideas, as well as maintaining and enlarging the collected body of scientific knowledge. Industry is responsible for developing new products, methods, and processes. Both institutions operate for the benefit of society, but under different driving forces. In this paper we are going to look at some things that may happen to the industrial minerals industry in the next decade. First, some concepts and definitions. What are industrial minerals? Not everyone agrees on an answer to this. So let&apos;s look at some of the opinions. Some say that industrial minerals are non-metallic minerals. As you well know, metallic minerals are used as a source material for metals. Copper, lead, and zinc are extracted from metallic minerals. But, some metallic minerals are also used for other reasons. Bauxite is used as a source of alumina and aluminum. It is also used as proppant in well drilling, as an abrasive, as a refractory material, and as a source of aluminum-based chemicals. So bauxite is both metallic and nonmetallic. There are other examples, too. Bastnasite is a source of rare earth metals and alloys but its concentrate is used in fluid cracking catalysts. Phosphate rock is an industrial mineral when used for fertilizer, but it is also the source of phosphorus. Ilmenite and rutile are sources for titanium dioxide pigments as well as titanium. So the nonmetallic designation is not adequate to define industrial minerals. Some say industrial minerals are called such because they are consumed in industry. How about your cat&apos;s litter box? Is that industry? Huge amounts of montmorillonite, attapulgite and other sorbtive minerals are pelletized and calcined to make animal litter. Doctors are trying to get people to cut down on their salt consumption. They are against people eating industrial minerals. When diamonds are a girl&apos;s best friend, they are not industrial minerals; when they are grinding and polishing media, they are. These examples show that industrial minerals are not exclusive to industry. Regardless, here is my list of industrial minerals: Abrasive Materials - Bentonite Antimony (Oxide) - Borates Asbestos - Calcium Carbonate Attapulgite - Diatomite Ball Clay - Dolomite Barite - Feldspar Bauxite (and Alumina) - Fire Clay Fluorspar - Pyrophyllite Fuller&apos;s Earth - Rare Earths Graphite - Salt Gypsum - Sand and Gravel Kaolin - Silica Sand Kyanite - Soda Ash Limestone - Sodium Sulfate Magnesite - Spodumene (Lithium) Magnetite - Sulfur Mica - Talc Nepheline Syenite - Titanium Dioxide Perlite - Vermiculite Phosphates - Wollastonite Potash - Zeolites Pumice There is some overlapping. Fuller&apos;s Earth takes in some attapulgite, bentonite, and other minerals, depending on the market. Some would like to distinguish industrial minerals by the market emphasis they receive compared to fuels, metallics, and precious metals. But even there, strict logic fails. Some industrial minerals are commodities. They are sold on a price basis against industry product specs, usually in large volumes. C. Hertzler The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observing a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich II, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69 % Cu vs other rock types with .70 + % Cu; 86 % should be 98.6 %. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. It does not appear that inaccuracies in the statistical interpretations have hindered that usefulness. Miller After reading Ms. Hertzler&apos;s comments, it appears that the differences noted were basically semantics. If the paper is ever presented at a math symposium, some changes will be needed. When deciding the best way to present the data to mining engineers and geologists, I decided that presenting the probability that the two sample groupings came from different populations (reverse to the Null hypothesis) was easier and would require less verbage to explain. Hence, the 100(1 - p) difference which was noted. Ideally, I would have preferred to give the recovery and concentrate grades, then comment which ones had significant differences. Unfortunately, Kennecott Corp. did not grant permission to publish the ore body&apos;s actual recoveries and concentrate grades. The conclusion is that there was, as expected, a relationship between the ore&apos;s geologic properties and the metallurgical properties, and by determining this relationship, the overall mineral model was greatly improved.
