The rapid and continuing expansion of computer and communication capability is giving birth to profound changes in the business environment. Some commentators hold that the basis of the world economy has already shifted from industry to information. Regardless of the overall implications of these changes, it is now clear that every company potentially has both access to and a need for much more information for decision making than was the case a few years ago. The importance of information to the mining industry has been underlined by the rash of unexpected economic and political developments and by the accompanying market volatility that have marked the past decade. It should be abundantly clear to even the smallest mine operator that the price for his output can be instantly affected by unexpected developments halfway across the world. Nevertheless, many mining companies still are much less sophisticated about information than they might be. For many, the historical feeling that information is an unnecessary luxury for a production-oriented business still seems to linger. On the other hand, the overwhelming volume of source material, uncertainty as to its accuracy, and the problems of finding relevant material when needed, presents stumbling blocks to viable systems of information management. Introduction When a company needs certain information, it has two basic alternatives. It can either research and develop the information in-house or pay for someone else to do it. Few mining companies have the in-house capability to assemble information needed for careful planning. On the other hand, companies often engage consultants to find information that is in fact easily accessible. All too often companies give up on procuring needed information because of the frustration of not being able to find it, and of not wanting to pay seemingly exorbitant sums for someone else to produce it. The result is poor planning. This article addresses two aspects of the information problem-finding the right sources and then accessing the particular information desired, especially as it pertains to nonferrous metal exploration and development issues. In the first section, major English-language sources that report on exploration and development (excluding primary sources of geological information, such as technical journals) are discussed.* In the second section, some available techniques for efficiently accessing this information are presented, focusing on the new MINESEARCH database system. Part One: The Information Following the News The most obvious way to follow exploration and mining developments from a distance is through regular mining media. Many active mining districts have local newspapers, usually published in the district's major towns, that give extensive coverage to miningrelated activities. For instance, to follow activities in Idaho's Coeur d'Alene silver district, one might subscribe to the Kellogg Wardner News and/or the Wallace Miner. Similarly, one might get the Sacramento Bee for news of current mining developments in north-central California. The American Metal Market, published in New York, is the daily newspaper that covers the metals industry as a whole, both in the US and abroad. Its coverage is weighted towards the refining, manufacturing, and consumption end of the business, but it frequently carries stories on mining activity, company dealings, and market outlooks. For news of major mining companies, the daily Wall Street Journal provides occasional coverage of North American companies, while the Financial Times of London serves as probably the best single source for worldwide company information. International Coverage There are three metals industry weeklies that have broad international coverage and readership. These are Metal Week, Metal Bulletin, and Mining Journal. Each has its strengths. Metals Week, a McGraw-Hill newsletter, focuses primarily on news of the metals markets, concentrating on those developments that are seen to most directly affect the price of nonferrous metals. Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. An investigation was made to determine the creep behavior of oil shale at elevated temperatures. During the first phase of the investigation, work done on creep behavior of geologic materials was reviewed and triaxial creep tests on oil shale were planned. Tests at temperatures up to 250°C and axial stress up to 3000 psi were conducted at no confinement and at confining pressures equal to 1/3 and 2/3 of axial stress. Wide variations in the elastic properties as well as creep characteristics are exhibited. Creep deformation is more pronounced at elevated temperature but no definite quantitative remarks can be made regarding effect of grade of oil shale due to wide scatter and limited number of data paints. Primary creep can be described by a power law. Secondary creep seems to be an experimental function of deviatoric stress. Teritary creep was not observed within the test duration (24 hours in most tests).

An ore zoning technique developed by Climax geologists during the past forty years has been used to contour drill-hole assay values on cross-sections for fourteen porphyry molybdenum deposits in western North America, including the Climax and Henderson orebodies. Detailed geological studies of these large, complex deposits are essential in determining ore controls, which are the factors most critical to the zoning of MoS2 assays and to conceptualizing geologic models. The technique provides a detailed representation of the size, shape, grade distribution, and geologic continuity of the individual deposits. It demands a disciplined approach and adheres to rigorous rules while maintaining flexibility for adaptation to widely varying geologic conditions. By defining the limits that guide and control manual, computer-assisted conventional, and geostatistical reserve estimates, it exerts a strong geologic influence on the estimation process. A combination of ore zoning and geostatistical analysis of molybdenum deposits produces a significantly more accurate, precise, and defendable geologic reserve estimate than other methods.

Magma's San Manuel smelter has adopted new operating techniques resulting in 21% increased productivity and 87% reduction in lost time accidents. Reverberatory furnaces were converted to coal firing from expensive natural gas and fuel oil. Slag and matte flow problems and safety were improved by implementing hydraulic slag stopping and matte tapping machines. Coordination of furnaces, converters and acid plant was improved by using a computer-aided converter controller/scheduler function. Manual mudding of converter lips after each collar pull was replaced with a gunning system for coating the mouth castings. One converter punch car was automated using robotic technology. An automatic anode take-off was installed with fewer moving parts and a mechanism for ear twisting one cell contact. Anode copper refining was improved by replacing propane/hydrogen mixtures with high pressure/velocity natural gas tuyeres. Improved converter scheduling increased acid plant production 43% with more autothermal operation time. Six dedicated computers/microprocessors are utilized for automation, data acquisition, process monitoring and on-line air quality information for the Supplementary Control System.

At the present time, the Florida phosphate industry is experiencing one of the worst marked slumps in its one hundred year history. Recent agriculture over-production has caused low grain prices such that the net income of U.S. farmers is expected to drop to its lowest level since the 1932 depression. The farmers' low income, along with high interest rates that preclude them from borrowing to purchase fertilizer, make the immediate U.S. phosphate market outlook bleek at best. The export outlook is also pessimistic due to world recession and the U.S. dollar's high exchange rate. In June, 26% of the phosphate industry's workers were laid off for an indefinite period of time. Despite the immediate painful slump, the long-term outlook for the industry looks good. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal and land reclamation.

The methodology for describing the geochemistry of elements in a coal seam have been developed. This has been applied to the Rosebud Coal Seam, which is an economically important member of the subbituminous coals of the Fort Union Formation in Eastern Montana. The method development has involved a detailed study of two popular techniques for determining the metal geochemistry of coal, namely, whole coal analyses and coal physical fractionation. The mathematically contrived element associations (whole coal analyses technique) and the element concentration trends in the float and sink fractions (physical fractionation technique) are considered to lead to only qualitative conclusions concerning the chemical associations of the elements in coals. Additionally, the processes taking place with the coal during low temperature ashing in an oxygen plasma are experimentally investigated and shown to be of sufficeint extent that the use of such low temperature ash for deciphering element geochemistry is questionable. The method developed in this study is a chemical fractionation that involves the sequential leaching of coal with water, 0.5 N HC1, 3 N HC1, 2 N HNO3, and 48% HF. These leach solutions are shown to selectively dissolve the predominate inorganic phases, sulfates, Ca and Mg carbonates, Fe sulfides and K alumino-silicates and quartz, respectively. These phases were identified with the use of XRD, SEM, EM and leaches (water and 0.3 N HC1) of whole coal and low temperature ash. The incorporation of the anion-exchange step in the leaching scheme was investigated and was observed to warrant further study of such intensity to be, at the time, unuseable. The use of this sequential leaching technique on several coal samples from the same seam generates element concentration trends that can be quantitatively interpreted with respect to the chemical associations of the minor and trace metals in the coal seam. The properties of the various seams of economic importance in the Fort Union Formation in Eastern Montana are compiled and presented. The subsequent conclusion is that there is not a large variation in the properties of these coal seams and that the variations within the Rosebud are within one order of magnitude. The chemical fractionation technique, investigated in this study, was applied to composite tipple samples of the Rosebud seam. Each composite sample represented 76,800 tons of coal. A minimum of 32% of the Ca and Mg are present as separate water soluble sulfates. An excess of the sulfate ion in the water extracts shows the predominating influence of the ion exchange capacity of the organic compounds in the coal. Based upon the CO content of the coal and the HC1 leachate data, 25 to 30% of the alkaline earth elements exist as separate carbonates and the remainder are associated with the organic compounds. The small fraction of the illite that dissolves in the HC1 and HNO3 leachates accounts for the K and Al. Slight dissolution of the pyrite in the HCl solvent occurs, the small amounts of Li and As do not relate to any known phase and Mn is present as a separate carbonate phase. Fe and a significant amount of the As exist in the pyrite that is dissolved in the HNO. Se is equally partitioned between the pyrite and the organic compound~. Most of the trace elements are found in the HF solutions. Li, V, and Cr were interpreted to be associated with the clay minerals (kaolinite and illite). Ni and Pb appear to be present as separate phases and 50% of the Hg is HF soluble but is not chemically related to any known inorganic phase.

INTRODUCTION 1. The application of retreat longwall mining to the North American coal mining conditions is becoming more advantageous as more experience is gained. The productivity results being achieved and potential possible illustrates that this system can be keystone of future underground coal production. 2. In the American coal fields multi-entry is normally practiced as this allows profitable longwall development with existing equipment and systems. Difficulties are being experienced however in the longwall retreat phase by the collapse of multi-entry roadways and excessive use of supplemental support in the following panel tailgates. In some instances the headgate of an operating face can also be in difficulty. 3. Jim Walter Resources Mining Division is developed on a mining plan that calls for three retreat longwalls at each of its four deep mines which have varying depths of cover and immediate roof and floor conditions. The 63 Mine has experienced longwall entry difficulty and there were differing viewpoints with respect to the best development systems to adopt particularily regarding the number of entries and pillar sizes. In an attempt to reconcile these different points of view J.W.R. asked Dr. Wilson to examine the problem and this paper outlines the new approach developed.

Ranger Uranium Mines Pty. Ltd. operates an open pit mine and ore treatment plant in the Northern Territory designed to produce 3 000 tonne/yr of U308 in yellowcake from 3 500 tonne/day of mill feed. The construction of this project was completed in 1981, 12 years after the discovery of the orebody. Wright-Davy, a Joint Venture of Wright Engineers and Davy McKee Pacific, were the Project Managers and Designers of the $270 million ore treatment plant and associated infrastructure. The project was designed in Sydney in -an office integrated with the Client, staffed by 35 key personnel drawn from Wright Engineers and Davy McKee, supplemented by personnel hired for the project. The peak Wright-Davy workforce in Sydney of 200 contained 113 design staff. The design principle of using the best practicable proven technology resulted in a plant which easily produces its design output using ore types outside the design criteria. The structuring of the project systems and industrial relations policies contributed to construction being completed within time and under budget. The plant was built without any major industrial dispute occurring and no dispute arose due to the uranium issue.

The Bureau of Mines has investigated podiform chromite deposits in three ultramafic bodies in the Caribou Mountain and lower Kanuti River areas of central Alaska. The investigation, reported in two parts, was done as part of the Bureau's mission to help insure an adequate supply of minerals to meet the Nation's needs. Part I describes an extensive field investigation and mineralogical studies by personnel from the Bureau's Alaska Field Operations Center. This report, part II, describes the mineralogy of 11 samples that were high-graded from surface exposures at 10 sites and presents the results of laboratory batch beneficiation tests designed to concentrate the chromite. The 11 samples, peridotites and chromitites that consisted of variable amounts of chromite or chromium-bearing spinets, olivine, and serpentine, were beneficiated by grinding and sizing, gravity concentration, and electrodynamic separation. Three high-chromium chromite concentrates, two high-iron chromite concentrates, and one high-aluminum chromite concentrate were produced. Three other concentrates were marginal, and two were submarginal. Chromium recoveries ranged from 54 to 92 pct. These results indicate that the areas may be significant chromium resources. Potential platinum association with the chromite was also investigated. Analysis of these 11 samples indicates that the areas are not good platinum resources.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster's New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.

The copper and nickel smelting industries are important contributors to the technical and economic well-being of Canada while some of the smelters are among the largest sources of sulphur dioxide emissions in Canada. A review of the operations in six smelters - Falconbridge Limited, Falconbridge, Ontario; Hudson Bay Mining and Smelting Co. Limited, Flin Flon, Manitoba; Inco Limited, Copper Cliff, Ontario and Thompson, Manitoba; Noranda Mines Limited, Horne Division, Noranda, Quebec and Gaspe Mines Division, Murdochville, Quebec - have shown that about 80% of the total sulphur input to these smelters was emitted to the atmosphere in 1980. A simultaneous review of the existing and emerging technologies which can directly or indirectly reduce the sulphur dioxide emissions indicated that it is possible to reduce the emissions to below 20% of the sulphur input to these smelters. This can be achieved by varying degrees of modifications to the smelting operations and installing sulphur fixation facilities at significant costs which may increase the metal production costs. This would consequently make the competitiveness of the Canadian copper and nickel producers more difficult in the already tough world metals market.

The U.S. Bureau of Mines (USBM) awarded? a contract to Foster-Miller, Inc. to develop guidelines for designing, constructing, stocking, and maintaining rescue chambers in underground mines. This report develops information and recommendations which could be used by a mine operator who desired to install a rescue chamber. Volume I covers the following major areas: atmospheric life support, configuration and construction, chamber location, power and lighting, equipment and supplies, communications, and psychological aspects and training. Volume II contains the following appendices: History of Barricading, Chamber Pressuriztion Considerations, Diffusional Infiltration of Gas, Compressed Air Storage, Location Examples, and Psychological Aspects.

The Bureau of Mines, U.S. Department of the Interior, conducted studies to recover phosphate from four dolomitic southern Florida deposits not currently mined. The samples contained 5.8 to 10.2 percent P205 and 1.7 to 1.8 percent MgO. Chemical analyses of sized fractions indicated that no pebble concentrate (plus 1.2 mm) could be produced from these samples. A scheme was developed that consisted of desliming, grinding, scrubbing, and redesliming the ore to produce a flotation feed. Conventional one-step fatty acid-fuel oil batch flotation tests on the samples resulted in concentrates containing 29.0 to 31.3 percent P205 at flotation recoveries ranging from 72.4 to 96.1 percent of the flotation feed. The MgO content of the concentrates ranged from 0.47 to 1.36 percent. Continuous flotation of the Manatee No. 2 sample indicated that commercial-grade phosphate concentrates analyzing 31.3 percent P205 and 0.55 percent MgO could be produced with a flotation recovery of 89.9 percent. The MgO content of concentrates obtained from the Manatee No. I and Hardee samples was 1.20 to 1.36 percent, respectively. Leaching with aqueous SO2 reduced the MgO content of these phosphate concentrates to 0.5 and 0.8 percent, but with a concomitant loss in phosphate recovery.

The last issue included a discussion of recent indications of a 1983 recovery and a brief analysis of the contribution of the U.S. mining industry to the gross national product (GNP). In this issue we present sales and other data indicating the strength of the 1983 recovery and quantitatively analyze the structural shifts that have taken place in the U.S. economy and mining industry since 1972, and changes in electricity consumption by the mining industry. U.S. Economic Recovery The tentativeness in the February/March issue of Minerals and Materials regarding the strength and sustainability of the U.S. economic recovery can now be replaced with a note of increased confidence. Real growth of GNP on an annual basis in the first quarter of 1983 was 2.5 percent, compared with 1.4 percent predicted in the Economic Report of the President.1/ Preliminary second-quarter 1983 data provide further cause for optimism. Recently released data indicate that consumer spending is playing a key role in the recovery. Retail sales have increased significantly across a wide array of goods, especially consumer durables, where sales increased 4 percent from March to April (table J) and were 12 percent higher in April [ ] than the 1982 monthly average. Consumer durable sales were led by sales of building materials spurred by the growth in residential construction, motor vehicles and parts, and household durables, including appliances and furniture.

A laboratory investigation was carried out to study the influence of asphalt, bentonite, and corn starch binders on the pelletization kinetics of coal fines and on the quality of the resulting pellets. Pellet quality was evaluated in term of the compression strength, impact resistance (drop test), abrasion resistance, and resistance to severe weather conditions. The amount of binder addition did not significantly influence the pellet growth kinetics. However, the pellet quality varied markedly depending upon the type and the amount of binder wed. Experimental results are explained on the basis of the mechanism of interaction between the coal particles and the binders. Of the three binders tested, corn starch proved to be the best in all respects but for the resistance to water penetration. Finally, a combination of corn starch (imparting strength) and asphalt emulsion (imparting resistance to water penetration) was found to yield the best quality coal pellets.

A PDP 11/34 computer has been inter- faced to existing instrumentation in a 400 tph rod-mill/ball-mill grinding circuit and programed with a Kalman filter to estimate several unmeasured variables. A dynamic two-size- fraction model of the circuit is used to predict the complete state of the circuit including particle size distributions around the circuit, mass holdups and flowrates, the ball-mill grinding rate, water additions and cyclone parameters. Online measurements of sump level, slurry densities and product particle size are used to update the model values sequentially on a 20-second interval. This procedure results in optimal estimates of circuit variables given the relative reliability of measurements and the accuracy of the model.
