The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

This report describes an experimental program which we conducted on behalf of the U. S. Bureau of Mines, to select from currently available materials two novel systems of construction for air-restraining bulkheads to be used in control of radon-polluted air in underground uranium mines. The program included both laboratory and field tests, the latter conducted in a portion of an operating mine owned and operated by Union Carbide Corporation at LaSal, Utah. The test site was a worked-out, double entry stope having a Volume of about 2000 cubic meters, and was located immediately adjacent to an exhaust airway. The bulkheads were constructed of 15 cm x 1.5 cm timber uprights, 5 cm x 15 cm horizontal members supporting a close-fitted 13 mm plywood curtain-wall., which was covered with a low-permeability membrane to seal in the radon-polluted air. The two membrane materials selected for testing were chosen from a list of twenty-two potentially acceptable candidates using criteria such as strength, flammability, ease of application, adhesion, radon permeability, and elasticity. Thirteen of the candidates were tested in our laboratories for adhesion to plywood and to both wet and dry concrete (simulating wet and dry mine rock surfaces), and for their general physical properties, including radon permeability. The final selections made by the Technical Project Officer, and based on our recommendation, were a pre-formed ethylene propylene diene monomeric rubber (EPDM) membrane 1.12 mm thick, normally used as a roof sealant in industrial construction, and available from Carlisle Tire and Rubber Co., Division of Carlisle Corp., Carlisle, PA, and Aquafas 48-00, a water-based mastic used in a wide variety of commercial applications and available from H. B. Fuller Co., Foster Products Division, Spring House, PA. The EPDM membrane was applied as a single sheet, laminated (dry) between two layers of plywood, and the Aquafas was applied both by troweling and spraying onto a plywood surface. In the field test, radon concentrations were continuously measured before, after, and in the trapped air behind each bulkhead. Temperature, pressure, and velocity of the air in the adjacent airway were also measured and recorded continuously. Radon fluxes at the rock/air interface and through the bulkheads themselves were measured manually on a frequent basis. All continuously acquired raw data were recorded automatically on two USBM Data Aquisition Systems (DAS), and the raw data were converted into engineering units and recorded on magnetic disks by a specially programmed microcomputer that was interfaced with the DAS's. Relatively clean (i.e. low radon concentration) air was pumped into a point near the face of one test bulkhead from a location 170 meters away through vent bag. Several air curtains and two air-restraining bulkheads were erected in passageways adjacent to the test area in an effort to control both velocity and radon concentration of the air flowing past the bulkhead faces. An average concentration of approximately 500 pCi/liter at a flow of 550 m3/minute was attained as the background concentration against which leakage through the bulkheads was measured. The entire field test period extended from October, 1981 to March, 1982, a total of six months, and was subdivided into seven successive time periods: 1) site preparation 2) background measurements prior to bulkhead construction 3) passive restraint, with bulkheads in place and totally sealed 4) open bleeder period of natural convection ventilation in and out of the bulkheaded area through a 10 cm (diameter) opening, with connecting tubing; leading into an Exhaust airway 5) open bleeder period, having forced exhaust through a 1.0 cm opening using a servo-controlled fan 6) charcoal trapping period, using the servo-controlled fan to exhaust air through the charcoal traps, to test the effectiveness of such traps in removal of radon from the exhausted air 7) site decommissioning Each of the two systems tested, one incorporating the pro-formed EPDM-rubber membrane and the other utilizing Aquafas 48-00, was assessed for effectiveness in controlling radon-polluted air by observing the change in the radon concentration in the ventilation air flowing continuously over the surface of each bulkhead. The sensitivity of the observed measurements was limited by the volume flow-rate of the ventilation air and the radon concentration in that air. The data would indicate that the observed increments in radon concentration in the ventilation air moving across bulkheads B-l and B-2 were essentially zero within the limits of sensitivity of the measurements. Data from radon flux measurement taken both on the sealed ribs adjacent to the bulkheads and on the bulkheads themselves did not differ significantly from blank data.

This Bureau of Mines report presents results of an underground evaluation to determine the respirable dust and gas control effectiveness of a combined (push-pull) face ventilation system for coal mines. The system utilizes both blowing and exhaust curtain, continuous miners equipped with radio remote control, and flight conveyors. Bureau of Mines tests showed a 97% reduction in respirable dust concentrations from the usual cab position on the continuous miner to the remote control operator's position. This allowed the remote control operator to be well within, and the usual cab position to exceed, Federal respirable dust standards. Tests utilizing a safe tracer gas, sulfur hexafluoride (SF6), to determine the face ventilation effectiveness of the combined blowing and exhaust system showed that the system also has excellent methane dispersion capability. Where wide entries permit, this combined face ventilation system and use of remote control can be a very effective method for dust and gas control.

Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual fitting of the model is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. A number of interactive methods are described, which are adapted to the modeling of semivariograms in one-, two-, or three-dimensional environments.

INTRODUCTION The two basic types of mine-air compressors are the positive-displacement compressors and the dynamic compressors. Positive-displacement compressors con¬fine successive volumes of air within a closed space and increase the pressure by reducing the volume of that space. Reciprocating and rotary compressors operate on this principle. Dynamic compressors utilize an impeller to acceler¬ate the air, with the increased air velocity converted to pressure through a stationary diffuser. Centrifugal compressors and turbocompressors operate on this principle. Reciprocating Compressors Reciprocating compressors include both single-stage and multistage units. For mine service the most com¬mon is the two-stage intercooled compressor having an atmospheric pressure intake and a discharge pressure of 689 to 861 kPa (100 to 125 psi). The cylinders of a reciprocating compressor may be either single acting or double acting. In the single-acting cylinder, compression occurs on only one side of the piston, while, in double¬acting cylinders, compression occurs on both sides of the piston. Fig. 1 shows a cross-sectional view of a typical two-stage double-acting water-cooled reciprocat¬ing compressor. Fig. 2 illustrates the sequence of opera¬tions occurring in the cylinder of a reciprocating com¬pressor. Most modern mine compressors are double acting and are driven by electric motors. Induction motors are used on low-powered compressors, and synchronous motors are used on larger compressors. Steam-driven compressors once were common and still are applied where a reliable source of low-cost steam is available. For this type of compressor, steam is a desirable power source since a governor that senses the discharge pres¬sure can be used to control the steam inlet. This can be used to regulate the compressor speed to compress only air sufficient to meet the mine's requirements (up to the capacity of the unit). Unlike a constant-speed electric¬driven compressor, no other regulation is required for the cylinders of a steam-driven unit. Rotary Compressors Rotary compressors include sliding-vane, liquid¬piston, two-impeller straight-lobe or cycloidal, and helical-lobe units. Each of these has specific advantages and applications. Of these, the helical-lobe or "screw" compressor has the greatest application for supplying "100-lb air" [689 kPa (100 psi) ] to small- and medium¬size underground mines. Fig. 3 illustrates the operation of a sliding-vane compressor. Fig. 4 illustrates the operation of a helical lobe or screw compressor. Fig. 5 illustrates the operation of a two-impeller straight-lobe compressor. Fig. 6 illustrates the operation of a liquid¬piston compressor. Centrifugal Compressors Centrifugal compressors deliver 0.94 m3/s (2000 cfm) or more of air, and they are best suited to supply¬ing large volumes of compressed air for base loads. The efficiency of a centrifugal compressor declines rapidly when its operation deviates from its design point. If the power cost is not a critical consideration, a centrif¬ugal compressor is attractive as a result of the low initial and installation costs and the high degree of reliability. Fig. 7 illustrates a typical four-stage centrif¬ugal compressor, and Fig. 8 is a cross section of this type of unit. COMPRESSOR SELECTION The process of selecting a compressor requires sev¬eral considerations, including the capacity, the control system, the location, the power supply, and the cooling provisions. Compressor Capacity To determine the required capacity, the total air quantity and pressure requirements must be calculated. The air consumption of various tools, as listed in Table 1, must be included in this calculation. Some of the other considerations include: 1) The correction factor for altitude, as listed in Table 2, must be included in the calculation. While pneumatic tools require additional compressed air as the altitude increases, the compressor produces less. 2) A correction factor must be incorporated for the use of multiple tools. Table 3 lists appropriate correc¬tion factors for rock drills.

Potential cement raw materials are widely distributed but deposit size, quality, transport, market and environmental considerations are important in determining economic value. Major production locations are in a variety of geological environments ranging from Lower Paleozoic crystalline limestones to Tertiary and Recent polyzoal limestones and limesands, both onshore and offshore. Raw material transportation is by road, rail, sea, aerial ropeway and pipeline; road/rail transportation of the finished product is traditional but movement by sea of clinker and cement is increasingly a feature of the industry.

The need for effectively evaluating the potential for surface subsidence due to under- ground mining has been widely documented. As the emphasis within the coal mining industry changes to reflect the increasing demand of this resource, the potential for damage due to differential surface subsidence will certainly become more acute. The present state-of-the-art of predicting ground motion due to underground excavations is, at best, primitive when one considers the immense complexity of possible geological inter- actions. For the most part predictions have been limited to empirical evaluations based upon earlier case histories. While the tools of the subsidence engineer are limited, they are important and serve to provide reasonable bounds for possible ground motion. As underground mining becomes more extensive, however, there will be many instances where excessive subsidence will be most undesirable and yet there may be few, if any, case histories similar to the operation in question.

Newton's method of solving a nonlinear equation is employed to develop a least-squares acoustic emission source location method in which the spatial residuals of the location equations are minimized. These residuals, related to the distances from the least-squares source location perpendicular to the surfaces described by the location equations, permit location error to be estimated to first order along the spatial axes. The solutions obtained by this method are the best spatial solutions to the location equations in the least-squares sense. Also presented is a procedure by which the geometrical control of a transducer array can be evaluated using the rate of change of source location with fractional velocity change.

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. Coal is deposited at a mine site in several thin seams which outcrop in rolling hills and dip at about 8° to the northeast. The deposit is located in the northeast area of the State of New Mexico in the Southwest of the United States. A drilling program was undertaken and was quite irregular. Not all of the seams appear in all of the drill holes. Some of the holes did not go deep enough, while others were drilled below the outcrop of some seams. Occasionally a seam would pinch out and not be seen in a drill hole. Also, the outcrops of the seams are buried in many places by several feet of alluvium. All of these factors make correlation of the seams between drill holes difficult. The drawing of cross sections in three directions and at many locations across the mining area have been necessary to assure the accuracy of the input data.

1. The application of retreat longwall mining to the North American coal mining conditions is be¬coming more advantageous as more experience is gained. The productivity results being achieved and potential possible illustrates that this system can be the keystone of future underground coal production. 2. In the American coal fields multi-entry is normally practiced as this allows profitable longwall development with existing equipment and systems. Difficulties are being experienced however in the longwall retreat phase by the col¬lapse of multi-entry roadways and excessive use of supplemental support in the following panel tailgates. In some instances the headgate of an operating face can also be in difficulty. 3. Jim Walter Resources Mining Division is developed on a mining plan that calls for three retreat longwalls at each of its four deep mines which have varying depths of cover and immediate roof and floor conditions. The #3 Mine has experienced longwall entry difficulty and there were differing viewpoints with respect to the best development systems to adopt particularly regarding the number of entries and pillar sizes. In an attempt to reconcile these different points of view J.W.R. asked Dr. Wilson to examine the problem and this paper outlines the new approach developed.

Design of the ultimate pit limit to direct long range mine planning has been a celebrated problem in the mining industry, and in mining academia, since 1965. Although many papers have been presented on this topic, even today, there is not a single solution technique which is widely accepted and considered universally best. Many philosophical differences exist among the pit planners concerning the use of different methods and it appears that resistance is very strong towards accepting other techniques if you are a believer in one. Whatever the case might be, the pit parameterization technique for the ultimate pit limit design is the latest and takes a different approach than its predecessors. There are already a number of papers which discuss the concepts involved (Francois-Bongarcon, 1976; 1978; 1980; 1981); however, the aim of this paper is to fill in some of the gaps which are thought to be missing in the previous discussions and, in addition, to present the recent research done on the subject at the Centre de Geostatistique de l?Ecole de Mines de Paris in Fontainbleau, France. This paper is divided into two parts. The first part will discuss practical aspects and interpretations of pit parameterization concepts with- out using mathematical or theoretical arguments; the reader who is interested in the theory should refer to Francois-Bongarcon (1978). The second part will present an approach to obtain a complete double parameterization of reserves using an inexpensive (computer costs) single parameterization algorithm. A case study of this approach is also included.

Partition (Tromp) curves, as used in diagnosing problems in coal cleaning equipment, are discussed and classified using five arbitrarily chosen types to represent, on a scale from one to five, system performance. Causes of unsatisfactory Tromp curves for various cleaning units, ranging from operational inadequacies to problems best corrected by the equipment builder, are analyzed.

The different electrowinning cells presently developed for recovery of gold from CIP eluates are compared and contrasted. The efficiency of operation for each cell is,discussed in terms of the electrochemistry of (a) gold deposition, and (b) packed bed electrodes. The advantages and problems associated with each cell design are presented and recommendations are made as to the best method of gold recovery.

Screening efficiency models developed to date rely almost exclusively on empirical formulas based upon large amounts of acquired operating data. A screening model was developed using a combination of empirical coefficients and explicit mathematical expressions which quantify screening phenomena. A series of screening tests was run to supply data for purposes of correlation and empirical coefficient evaluation. The model has been implemented as a digital computer program. The validity of the modeling procedure has been established by laboratory testing. Results generated by the model have been used to compile an applications handbook, which can be used to predict screening performance in lieu of using the computer program.

"Gold has been reported from most geological environments in Nova Scotia; however, virtually all production (circa 2,000, 000 troy ounces; circa 60 tonnes) has come from that part of the province to the south of the Glooscap Fault which is underlain by Lower Paleozoic rocks of the Meguma Group. Over fifty concordant sets of quartz-carbonate-arsenopyrite veins have seen production. The host rocks are greenschist-grade equivalents of Cambro-Ordovician flyschoid quartz wackes and shales folded and metamorphosed during the Devonian Acadian Orogeny. The veins were emplaced under conditions of greenschist-grade regional metamorphism and under the same conditions of tectonic stress that later resulted in the regional folds and penetrative, axial-plane slaty cleavage. Rapid filling of hydraulic fractures caused by excess metamorphic pore fluid pressure under Acadian tectonic stress conditions can account for the geometry and paragenesis of these veins.The ultimate source for gold deposits in most greenschist-grade domains remains in doubt, but these domains seem to have had ample gold within them available for mobilization. The work done, to date, on the gold geology of Nova Scotia suggests that regional greenschist metamorphism was an effective mobilizer and a potential concentrator of Au, As, W, Fe and S from these vast reservoirs.In rocks of pre-Acadian age north of the Glooscap Fault, gold occurs as an important accessory in volcanogenic massive sulphide ore, as a minor constituent in other types of basemetal concentrations and in one small concordant group of quartz veins.The post-Acadian metallogenetic domain, which overlies and overprints the two older domains, contains small amounts of gold in many mineralizing environments. Veins, with stibnite and gold, cross-cut crystalline rocks. Disseminated gold is present in basal conglomerates of post-tectonic molasse. Gold has been a by-product of Mississippi Valley-type Pb-Zn-Ba-Sr deposits in Lower Carboniferous sedimentary rocks and has been reported with Pb-Zn-Ba-F in veins which cross-cut Lower Carboniferous and older rocks. Small post-glacial placers have also seen minor production."

The Bureau of Mines, in its alumina miniplant project to investigate alumina recovery from domestic, non bauxitic ores, has conducted research on the use of a hydrochloric acid leaching, gas sparging crystallization technology. An important element of this research is the efficient separation of undissolved, siliceous residue from AICI3 -bearing leach liquors by continuous, horizontal, countercurrent vacuum belt filtration. In an effort to calculate material balances quickly and to predict material balances based on different belt filtration configurations, the perfect-mixing-cells-in-series model (PMCS) for calculating material balances around belt filters was used. Because of the porous nature of the solids, the model produced erroneous material balances. Therefore a reliable model, the shrinking voids model, was developed postulating the presence of an unwashable voids liquor volume that decreases with decreasing liquor AICI3 concentration. This volume decrease postulation is equivalent to assuming that dilute liquors flow more freely, causing more voids liquor volume to become washable. Least-squares based computer programs are provided, which are useful not only in producing material balances from plant data but also in predicting balances for untested configurations using the same feed materials.

Much benefit can be achieved by a mining company and a manufacturer if both parties can communicate effectively with each other and assist in product development; mutually beneficial ideas and products will develop. This communication can best be achieved if both parties have the opportunity of having on their respective staffs, specialists whose function is to improve the use of products used in mine development. Although a great wealth of roof control knowledge has long existed among mine operators, until recently there was not an abundance of joint development of roof control material by manufacturers and mine operators. This was perhaps due, in past lean years, to the preoccupation of mine management with other overwhelming problems that arise in mining. Manage¬ment had little time for the lengthy process of product development. Until recently, only a few of the largest mining companies had fulltime personnel devoted to roof control. A bolt manufacturer who is invited to work with an operator's roof control people in developing new material is lucky indeed in that he learns what is wanted and he acquires the benefit of the operator's knowledge and experience. He has only to come up with a satisfactory product at an acceptable price - which is not always easy: The development of new products is usually costly and time consuming, and many new products fall by the wayside. In the case of point anchors, however, this product is here to stay. The advantage of point anchors over mechanical anchors is now a proven fact. This advantage is due to less bleed off and higher ultimate load capacity of the resin point anchors. Point anchored bolts have proven to be superior to fully grouted bolts in many areas. We at Birmingham Bolt Company are fortunate in that we have been involved in joint efforts to develop point anchors with several coal companies from whom excellent advice and direction was received. It is appropriate to mention before continuing that the use of point anchors began in the 1960's in Europe and became widespread only recently in the United States. They fall in two categories, point anchors and combination point anchors. These categories have been defined by the Bureau of Mines as follows: (1) point anchors having 24" of grouted length and (2) combination anchors having 24" or more of grouted length. In the present nomenclature, all are anchored with resin or some sort of cementing compound between the rebar or tensioned element and the wall of the hole. The latest development includes an expansion shell as well as rebar, the purpose of the expansion shell being to facilitate installation without the delay necessary in use of types that require a waiting periond for setting of the resin before tightening. The earliest exploitation of modern times was probably in Natal where, in a letter dated 20 August 1842, a Captain Smith mentions that a wagonload of coal brought to Pietermaritzburg, was sold. Until the discovery of diamonds in 1867 and the Witwatersrand gold in 1886, coal mining satisfied a very small domestic demand. By 1889, at least four collieries were operating in the Middelburg-Witbank district, some 120 kilometres East of Johannesburg, and mining had star- ted at Vereeniging, about 50 kilometres to the South of Johannesburg.
