This bulletin summarizes the results of Bureau of Mines research on the development of the inductoslag melting process. Inductoslag melting is an induction melting technique using a segmented, water-cooled, copper crucible. The process was developed as part of the Bureau's work on effective utilization of reactive metal scrap, and the process has been applied to melting Ti, Zr, Cr, Co, Fe, Ni, and V. Construction details are given for the segmented crucibles and for both an ingot furnace and a casting furnace. The melting process is described, and results of tests conducted with a variety of reactive metals are given.

This paper describes an experimental method for monitoring diesel-generated exhaust gas pollutants in a deadended drift to assess the effect of control approaches. Experiments were conducted to determine the relative merits of these ventilation configurations: no auxiliary ventilation, induction ventilation at the entrance to the drift, and ventilation of the dead-ended drift with positive displacement tubing. The drift used in this experimental work was approximately 32 m long and slightly downsloping, with an everage height and width of 2.4 and 8.6 m, respectively. For this drift, it was found that ventilation with positive displacement tubing provided the best removal of diesel-generate pollutants. Induction ventilation appeared to be the least effective of the three methods examined.

INTRODUCTION This paper presents the basic principles which must be followed to create a truly inherently safe mining system. The need to relate the support mechanism to be employed to the ground reaction curve and basic rock mechanics principles will be pointed out. The support system must function in concert with the deformations that are inherent in the selected mining system. Following the support selection, the mechanics for installing support must be developed. This is best done through a cooperative effort between mine engineers, mine operators, safety personnel, equipment sup- pliers, and government inspectors both state and federal. Accident statistics, near miss statistics, review of equipment used by others, geologic features, etc. will necessarily have to be studied. The goal of equipment development and selection should be to develop inherent safety by removing the miner from the hazard area or by providing absolute protection for the miner if he must work in close proximity to the potential fall of ground. As part of the first-order assessment of potential manganese nodule processing reject waste materials, the Bureau of Mines estimated the physical and chemical characteristics of reject waste materials that would be generated from each of five potential process flowsheets. These processes were chosen because of their economic and technical feasibility for first-generation nodule processing. A brief description of the five processes is given to show process inputs and outputs, The physical characteristics are predicted based on land-based laterite processing where applicable, and where no land-based analog exists, on the basis of process chemistry. The probable chemical characteristics such as element content and compound form are tabulated for each process for 16 elements: As, Ba, Be, Cd, Go, Cr, Cu, Fe, Mn, Mo, Ni, Pb, Sb, Se, TI, and Zn. These elements were chosen based on their presence on the toxic substance list of priority pollutants, EP toxicity criteria, and major and minor elements of economic importance (Co, Fe, Mn, and Mo). Physical and chemical analyses as well as results of the EP toxicity test of one industrially supplied pilot plant reject waste material are presented.

Based on laboratory tests and preliminary field tests of off-the-shelf steel toed rubber boots, a molded sole design was developed to provide increased traction over conventional calendared sole miners' boots. The pattern provided sharp edges perpendicular to both lateral and fore-aft slip vectors. The sole was designed to reduce mud caking. An instep lace-up capability was added to better secure the foot inside the boot. A five month field evaluation compared the prototype boots to the boots the participants usually wear. Although objective slip and fall data showed no significant advantage for the prototype, subjective evaluations made by the participants indicated increased traction for the prototype boots. Approximately 75 percent preferred the prototype to their own boot. Approximately one-third used the lace-up capability. It was concluded that molded soles provide better traction than calendared soles for the underground mining environment.

The use of inert gas systems to extinguish mine fires has been the subject of research for some time in the United States. In some European countries, it is an established practice. Tests were conducted with the CMI Inert Gas System (CMI), which is being used by the Polish mining industry. This system utilizes a modified jet aircraft engine and afterburner as a compact source of combustion products with a very low (less than one percent) oxygen content. Water injected into the combustion products stream provides evaporative cooling and forms a mist with a high cooling capacity. The CMI system was used under controlled conditions to extinguish coal pile fires at the U. S. Bureau of Mines Experimental Mine in Bruceton, Pennsylvania. The test results show that the CMI system can be used conveniently to extinguish fires quickly and to maintain an inert atmosphere in the fire zone to prevent re-ignition.

This Bureau of Mines publication contains analyses and related source data for 224 natural as samples from 18 States. Of the total, 191 sam¬ples were collected during calendar year 1981. The remaining 33 samples were collected during previous years, but releases, granting permission to publish were not received until 1981. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and special helium apparatus described previously (1-2).3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. Twenty-five publications have presented the results of 12,827 gas analyses made prior to 1981. The first three bulletins (1-3) contain analyses and related data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24) containing 7,609 analyses of samples collected since 1960.

A major goal of the Bureau of Mines is to conserve the Nation's mineral resources by developing improved performance materials. In support of this mission, a survey of the state of the art of chemically bonded refractories has been made, covering the scientific literature, government reports, and patents. This review includes research and development results for phosphate, silicate, oxychloride, oxysulfate, and other bonding agents used in refractories manufacture. A significant finding of the review was that references on bonding mechanisms, bond formation kinetics, and other important process parameters and conditions were few and universally vague. As a result, recommendations are made to expand research efforts to investigate the kinetics and mechanisms of reactions in chemically bonded refractories.

The Bureau of Mines Minerals Availability System collected and analyzed data for 34 nonlaterite and 9 nickeliferous laterite domestic chromite deposits in order to assess their viability as sources of chromium under present technologic and economic conditions. These 43 deposits, none currently in production, contain approximately 6.3 and 22.3 million metric tons of Cr203 at the demonstrated and identified resource levels, respectively. Approximately 4.6 and 15.6 million metric tons of Cr203 are recoverable at the demonstrated and identified levels, respectively, for the 34 nonlaterite deposits. None of these resources are economically recoverable at January 1981 market prices. Production of metallurgical-grade chromite (market price $128 to $144) would require a minimum chromite market price of $237 per metric ton. Chemical-grade chromite production (market price $74 to $85) would require a chromite market price in excess of $188 per metric ton. From the 34 nonlaterite deposits, roughly 5.4 and 17.6 million metric tons of ferrochrome could be produced at the demonstrated and identified resource levels, respectively; however, a minimum market price of $770 per metric ton of ferrochrome would be required to stimulate production. The nine nickeliferous laterite deposits were not evaluated through production stages because of uncertainties in process technology and cost.

The development of slurries of coal and water as a boiler fuel replacing No. 6 fuel oil has been actively pursued at the Atlantic Research Corporation since 1976. Funding for this effort has been provided by the U.S. Department of Energy, the Electric Power Research Institute, and by corporate funds. The name ARC-COALTM has been selected for these slurries. Stable coal-water slurries with bone-dry coal loadings between 62% and 77% have been prepared, evaluated rheologically, and successfully burned in an experimental furnace without the assistance of other fuels. The advantages and properties of these slurries, including combustion results, are reviewed. Also discussed is the pilot line used for processing barrel quantities of fuel and a pilot plant capable of processing 600 bbl/day, currently being designed.

MINERAL EXPLORATION 'The Function of Exploration Mineral exploration aims at locating the presence of economic deposits and establishing their nature, shape, and grade. As all ore bodies are finite, exploration is essentially the lifeblood of the mining industry. It is divided into two phases, reconnaissance and target investigation. It involves geological mapping, geophysical prospecting (aerial and ground or both), geochemical surveys, prospect drilling, and/or exploratory under-ground workings. Successful exploration is followed by development drilling, mine development, and eventually operation. In underground mining, the term "ore" is applied rather loosely to metalliferous rock that can be profit- ably mined, but nonmetallic industrial minerals and energy related materials constitute a large and growing portion of the tonnage extracted by underground methods each year. It is appropriate, therefore, to consider exploration as the search for any useful substance occurring in the earth or in the oceans that is of sufficient value as to volume, grade, chemical and physical com- position, and location as to make extraction by mining commercially profitable for the investment required. The Selection Process The search for ore includes hundreds of mineral commodities. The more successful exploration organizations tend to restrict the search to the mineral commodities for which they have strong exploration expertise and which have a high probability of being concentrated in areas open to exploration and development in sufficient volume, grade, and proximity to the surface to warrant the large expenditures of risk capital in finding an ore body. Special expertise is needed to engage in mineral exploration and development for the extended periods required for success. Individual prospectors continue to discover mineral occurrences, but it generally takes an organization with strong financial resources to carry the exploration process forward to the point of developing "ore." Still greater corporate resources in the form of management, engineering, and sales capability are needed to develop an ore body into an operating mine. In the past, companies other than those engaged in mining rarely conducted exploration, since they lacked the technical skills and know-how to bring a mine to fruition. A notable trend in recent years has been the success of other resource-oriented firms, such as petroleum companies, that have not only acquired the necessary skills to engage in exploration for hard minerals, but are doing so on a far more intensive scale than known in the industry heretofore. The desire to diversify from increasingly regulated oil and gas, the potential for the discovery of a bonanza, and the large scale of mining projects for these capital-intensive firms are the attractions. US government and certain international organizations, such as the United Nations, have fielded sizable exploration programs in the past decade on behalf of Third World countries wherein many of the world's higher grade deposits and scarce mineral resources are located. The level of overall mineral exploration in the industry is, regrettably, closely geared to the business cycle. Accelerated search during the periods of strong demand, shortages, and high prices, together with the long lead times necessary to develop mineral finds, often creates surges in supply which invariably are followed by a collapse in prices. The trend is, therefore, to exploration funding by larger better-endowed firms having the staying power to weather the cyclical nature of mining. Tax incentives, tariff policies, and other incentives have a decided impact on the level and nature of exploration. Surface mining regulations and environmental forces have fostered a renewed interest in under- ground development despite the lower average costs of surface mining. Spiraling inflation has caused mining costs to outpace prices for many mineral substances. Organizations increasingly are directing their search away from high- grade but limited tonnage occurrences toward low-grade disseminated bulk tonnages amenable to mining on a vast scale. Mining continues, therefore, to grow even more capital-intensive with half-billion-dollar mine-mill- smelter complexes now commonplace, compared with the hundred-million-dollar projects of a decade ago. Reconnaissance Exploration Having elected to search for specific mineral commodities, the exploration company narrows its focus to a reconnaissance of those regions offering the best potential. A working hypothesis which is constantly up- dated concerning the geologic controls for ore occurrence guides the search. The possibilities for discovery are best in areas of existing mines and known ore bodies, where the probabilities are high for additional ore occurrences. In such areas, published data on the trends and geologic controls of known mineral occurrences aid the search. Even in some remote territories, a variety of geologic data is available to the explorationist. The major sources of basic geologic data are the libraries of the US Geological Survey (USGS), the state geological surveys, the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the US Bureau of Mines, and various institutions such as Colorado School of Mines. Overseas, virtually all of the countries have their own geologic survey groups which are associated directly, or indirectly, with their respective ministries of mines. The objective of reconnaissance exploration is to narrow the search by pinpointing target areas having interesting mineralization. These favorable areas are then investigated in detail to delineate potential ore bodies.

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

The determinants of human behaviour are numerous and complex. Many scientific disci- plines focus on various processes which play some part in shaping the actions of individ- uals and groups. Behavioural science attempts to synthesise data produced by these investigations in an attempt to formulate principles by which people's thoughts, feelings and actions may be described, diagnosed, predicted and changed. While no comprehensive account of people and their reactions can be attempted in a brief paper a review of six principles does provide a framework within which managers can establish reliable knowledge applicable to all their subordinates and to themselves. This information may be used to arrange organizational environments and management practices which enable people to discover, release and increase their best intellectual, emotional and motivational capacities.

Washington State has a variety of industrial minerals and although not many are produced currently (1982) most have a history of production (table 1). The value of industrial minerals produced in the state exceeds by several times the production value of metallic minerals. In 1981, 15 minerals - cement, limestone, clay, gemstone, pumice, sand and gravel, stone, diatomite, gypsum, olivine, peat, talc, garnet, silica, and dolomite - were produced. Combined value of nonmetallic production for 1981 is estimated at $218,999,000. Cement had the largest estimated value at $102 million, followed by sand and gravel at $47 million, and crushed stone at $29 million. These figures are from the US. Siderophyle platinum-group metals and sane gold are a thousand times more abundant in metal and chondritic meteorites than in terrestrial or lunar rocks. Type I and II carbonaceous chondrites contain granules of the high boiling point metals W, Re, Mo, Ir and Os. Metal meteorites and the metal fractions of other chondrites contain siderophyle Pt, Pd, Ru, Rh, Os, Ir and Au. Spectra of sunlight reflected from asteroids, when compared with those of meteorites and specific minerals, provide a rough classification and guide to sources of precious platin-group metals.

In late 1971, the Sun Company, then known as Sun Oil Company, acquired a large surface mineable federal coal lease with the thought that those coal measures within its boundaries would provide a future feedstock of either coal or coal liquification. Our Cordero lease was one of the last Federal coal leases let before the recent decade long leasing moratorium. Because of the tremendous demand for compliance steam coal for the electric power industry, a decision was made to develop the property to serve that market. In 1974, Sunoco Energy Development Company (SUNEDCO), the non- oil and gas energy unit of the Sun Company, began engineering studies for development of the lease. The mine was originally designed at a 12.0 million ton per year capacity. The Cordero Mining Company was formed to mine and operate the property. Construction of the facilities adjacent to the lease began in January 1975. Due to the Sierra Club versus Department of Interior Secretary L. B. Morton suit, work within the lease was delayed until mid-1976 when pre-stripping of the overburden began.

A rapid method of determining natural fracture trends in collieries has been developed. The method will yield information that is precise enough to permit fracture domain boundaries to be delineated in a coal seam. Instead of a survey of cleat trends in a colliery taking several man-weeks or even man-months, a reconnaissance survey can be carried out in only a few man-days. At each of a sequence of sampling sites along a traverse, five measurements of trend are recorded for each set of fracture directions. A sequential plot of the medians of each fracture set is then made manually underground or by a computer in the mine office. Changes in fracture pattern can be detected easily in colliery development work if a geologist visits advancing faces regularly, and forecasts can be made about the likelihood of forthcoming faults and dykes. A full description of this method is given in Shepherd and Fisher (1981). The concept of mapping fractures rapidly in a colliery is based on using a geological traverse (Compton, 1962), along which observations can be made at chosen, regular intervals. The technique has been widely used for surface mapping across outcrops and in follow-up work in photogeological studies (Hepworth and Kennerley, 1970). In these cases, the geologist surveys the traverse line as mapping proceeds. In a colliery, however, ready-made traverse lines already exist in panels and along main roadways, often in several directions. It is thus possible to traverse a colliery in different directions and record the fracture trends at intervals, generating a reconnaissance fracture map. This can also be done on a continuing basis as mine development takes place. Generally, a sampling traverse should be longer than 0.5 km with sampling sites at relatively close-spaced intervals along the traverse. For example, in room-and-pillar mines pillars are commonly formed on 40-m centers and the sampling sites can then be arranged at 20-m intervals [(Fig. 1)]. The sites might have to be closer together for mines known to have bad mining conditions. The predominant fracture trend is normally the face cleat and the subordinate trend is the butt cleat (McCulloch et al.. 1974). Various changes can occur in the cleat or joint pattern: the face and butt sets may disappear or an entirely new set or sets may appear. Therefore, it is best to record all prominent fracture sets. Sometimes there is only one; in other cases there may be as many as three or more. An odd number of measurements of each fracture set are made (generally five or more) to enable the median value to be determined easily. The median value can be plotted underground using graph paper or a computer plot can be made in the laboratory or mine office [(Fig. 2)]. The sequential linked median (SLIME) plot draws the median trend for each sampling site as a unit line segment. The segments from successive sampling sites can be connected together to form a long chain [(Fig. 2A)]. The needle plot, on the other hand, draws a straight line to represent the traverse and then plots out the median trend for each sampling site [(Fig. 2B)]. The SLIME plot is better for visual display, as it highlights small irregularities and gross changes in trend. However, some work is required to relate the individual segments to their site location along a traverse. In this respect, the needle plot is more convenient because each segment -can be plotted-at a point corresponding to its location. Also, there is precise match-up if needle plots of face and butt cleat are compared. A description and listing of the SLIME program is given by White et al. (1981). An example of the use of this method is given for Wallsend Borehole colliery in New South Wales (Australia) [(Fig. 2)], where domains II and IV are associated with mining hazards. Domain II is coincident with a normal fault of 2.6-m throw, and domain IV with a basic dyke 12 m thick. These hazards were approached driving in a southwesterly direction, and a pronounced change in trend of the cleat to a northwesterly direction occurred at a distance of approximately 45 m from each one. The northwestern joint trend is parallel to that of the dyke and fault, and it occurs at a higher frequency close to these structures. The association of a particular joint set with faults has been found elsewhere (Shepherd and Creasey, 1979). The two minor cleat direction changes within domain V are narrow joint zones that are less than 5 m wide. The fracture trends derived from a SLIME traverse can be verified by collecting larger quantities of data at selected sites, as shown in the balloon density (rose) plots depicted in [Fig. 2C]. The United States is totally dependent on imports for all primary chromite and most ferrochrome supplies. Although the United States imports chromite and ferrochrome from a number of countries, the long-term future of chromite supplies appears to lie in southern Africa (Republic of South Africa and Zimbabwe) where 88 percent of known world reserves exist. Floreover, low mining costs and the availability of low-cost electricity for ferrochrome production gives South Africa a comparative advantage over most other chromite and ferrochrome-producing nations. A well-known problem faced by the United States is that when viewed from a longer-term perspective, the major sources of supply of metallurgical grade chromite and ferrochrome may be subject to disruption. The three countries that have caused the greatest concern have been the Republic of South Africa, the Soviet Union, and Zimbabwe. South Africa presents a particularly difficult problem because it may be subject to internal political unrest and/or U. N, economic sanctions. South Africa has increased its share of world chromium production from about 30 percent in 1968 to 62 percent in 1978.1
