Contrary to active subsidence, which occurs concurrently with mining operations, or is completed within a few days following coal extraction, delayed subsidence may take many years to appear at the surface after coal mines are abandoned. There are two principal morphological types of delayed subsidence: troughs, which are shallow depressions, and sinks, which are steep-sided crown pits. Both types are damaging to surface structures, and a variety of methods have been introduced to deal with the problem, ranging from subsidence insurance to site restitution. In planning insurance or restitution measures, a predictive model is of value in estimating the magnitude of the problem and the size of long-term budgetary commitments. Only one model is known, which was developed for the Bureau of Mines by GAI Consultants of Monroeville (l,2,3). The GAI model is presented in qualitative terms. This report develops a formal basis for the model and tests a numerical implementation on one of the best-described study areas, Allleqheny County in Pennsylvania.

INTRODUCTION The placement of concrete by means of pumping is one of the fastest growing practices in the construction industry and is widely used in mining applications. In¬troduced in the United States in 1933, this method has been adapted to many aspects of the industry, especially where space for equipment is either limited or inaccessi¬ble. Concrete pumping offers many advantages over other methods of placement. Using pumping equipment, the concrete mixture can be transported in a single operation from a central mixing site to numerous forms in many remote locations, eliminating the need for rehandling the mixture and reducing the labor costs to a minimum. Pressurized pumping provides an extra mix¬ing and blending step, resulting in concrete of improved uniformity and greater density. In turn, this produces high compressive strength and increased durability. Various placement defects can be reduced or pre¬vented by pumping. The steady and even flow of the concrete minimizes the form distortion and delays caused by vibration problems that are common to fast dumping of the concrete mixes. Segregation, planes of weakness, bleeding, and surface faults are diminished considerably. Perhaps the greatest advantages of concrete pump¬ing are the distances and volumes that can be handled. Depending upon the equipment used, pumping rates of from 8 to 115 m'j/h (10 to 150 cu yd per hr) can be achieved, with a horizontal range of up to 460 m (1500 ft) and a vertical range of up to 140 m (450 ft). Theoretically, almost any concrete mixture could be pumped. However, consistency is an important consid¬eration for efficient operation. Mixes that are too wet, too dry, too hard, or poorly graded can cause difficulties that increase the costs. Similarly, mixes containing aggregate material that is over the maximum size or that is porous and highly absorptive can also result in diffi¬culties and increased costs. For the best efficiency, the mix formulation must have a well-graded sand and aggregate combination, with enough fines to provide flowability. If additional water is required for pumping, additional cement must be used to meet the design criteria of the structure. Each pump manufacturer can provide recommended mix formulations for the specific equipment furnished. Since the 1950s, many improvements have been made in pumping technology. Originally, only rigid steel pipe of 168 to 245 mm (6.625 to 9.625 in.) diam was used; today, both rigid steel pipe and flexible conduit are available in diameters of from 76 to 203 mm (3.0 to 8.0 in.). Improved pumps have been developed, and the introduction of power-coordinated booms has in¬creased the versatility of concrete pumping. The older and more conventional placement methods can no longer compete with the flexibility, efficiency, and econ¬omy of the pumping method, and continued research and development can only improve the system and expand its use throughout the mining industry. PUMPING EQUIPMENT The three major types of concrete pumping units currently available are the piston pumps, the pneumatic pumps, and the squeeze-type pumps. Table I provides a comparison of capacities, horizontal ranges, and vertical ranges for pumps of all three types. A working hypothesis is presented herein mineral belts are split as all world oceans opened. Rather than plate tectonics, expansion is favored as the most recent expression of the sequence of convecting systems in the Earth's mantle. Throughout the geological record this sequence has produced similar mobile belts. This similarity lends itself to both stratigraphic classification and the theme of mineralization in mobile belts demonstrated by Y. A. Bilibin. Crustal evolution should, therefore, serve as an important guide in understanding Pacific mineral belts.

When construction sites are in a densely- populated area or near roads, railroad or river, restrictions upon the ways of handling and using explosives such as dynamite and large demolition equipment are being increasingly stringent, in consideration of environmental pollution such as noise, vibration, dust, flyrocks etc., and safety precaution. In view of this, the development of safe and pollution-free technology for demolishing rocks at mines and reinforced concrete structure at building sites is strongly required. To meet such requirements, the demolition by means of expantion of mineral substances has been considered long before. Recently with the demolition technique using non-explosive demolition agent developed by ONODA CEMENT CO., LTD., holes are drilled into substances to be demolished, such as rocks and concrete before-hand. Then, slurry of such agent mixed with an appropriate quantity of water is poured into the holes. It hardens and expands with the passage of time, and the expansive stress reaches more than 3m/m2 in 10 to 24 hours. This expansive stress causes the material to crack. In this article, descriptions of the non- explosive demolition agent, BRISTAR manufactured by ONODA CEMENT CO., LTD., TOKYO, JAPAN, are given briefly with regard to its physical and chemical properties and its method of use; and the way it is used at an actual construction site is reported.

This chapter on the square-set system of mining em¬bodies the results of a special study of the subject made as a part of the US Bureau of Mines (USBM) general investigation of mining methods and costs. Data for the chapter were gathered by the authors during visits to mines using square-set mining, from information circu¬lars prepared by consulting engineers to the USBM on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. Al¬though some of the properties discussed are no longer in operation, the methods described are still valid. The square-set system of mining has been very widely applied and is one of the oldest methods in use in the US. It is mainly employed for extracting rela¬tively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and¬fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50% of the ore may be extracted by square setting at mines listed as using some other method of mining. A large tonnage has been mined yearly by square setting, prin¬cipally in the western states. Due to the high cost of timber and the relatively low average production per manshift, this system generally is not used when the ore can be mined by some other method; it usually is adopted as a last resort. Square setting, however, has a special field in that ore bodies not minable by other methods can be stoped by this system. As square-set mining was widely known, there was a tendency for years to use the method regardless of its suitability. With the increasing need for economy and the development of other methods, square setting has been superseded in many mines by cut-and-fill, top slic¬ing, or sublevel caving methods. The term square-set mining as used in this chapter includes all stoping methods in which the space made by the removal of the ore is timbered with framed sets. The sets usually are square in horizontal section. The stope may or may not be filled with waste rock as stoping progresses. HISTORY OF THE SQUARE-SET SYSTEM Prior to 1860, open-stope methods with stulls for casual support accounted for most of the mineral pro¬duction from underground mines. Attempts to mine large ore bodies that required artificial support resulted in disastrous cave-ins and loss of life. The art of mining received a tremendous impetus following the introduc¬tion of methods for mining the bonanza ore body which was discovered in 1860 in the Ophir mine on the Comstock lode, Virginia City, NV. This ore body was phe¬nomenally rich and eventually proved to be 122 m (400 ft) high, 27 m (90 ft) wide, and 98 m (320 ft) long. The mining of this large high-grade ore body taxed the best engineering talent of the time; the problem was finally solved by Philip Deidesheimer. According to Eliot Lord (1882): "At the 50-foot level the vein of black sulphurets was only 3 or 4 feet thick, and could be readily extracted through a drift along its line, propping up the walls and roof when necessary by simple uprights and cap-posts. As the ledge descended the sulphuret vein grew broader until, at the depth of 175 feet, it was 65 feet in width, and the miners were at a loss how to proceed, for the ore was so soft and crumbling that pillars could not be used to support the roof as in coal mines. They spliced timbers together to hold up the caving ground; but these jointed props were too weak and ill-supported to with¬stand the pressure upon them, and were constantly broken and thrown out of place. The dilemma was a curious one. Surrounded by riches, they were yet un¬able to carry them off and their mass of black sulphurets bade fair to become a white elephant on their hands. The Ophir Company began to wish themselves less for¬tunate, as their miners narrowly escaped burial day after day in their attempts to stope out the ore. "A young mining engineer, Philip Deidesheimer, was in charge of a quartz mine in Georgetown, El Dorado County, Calif., in the autumn of 1860, when this serious check to the development of the lode occurred. At the request of William F. Babcock, a trustee of the Ophir Company, Mr. Deidesheimer left his California mine and crossed the mountains with a letter from the direc¬tors of the Ophir Company, authorizing him to inspect the workings of their mines and make such changes in the method of timbering as should seem to him expe¬dient. After examining the vein he designed, in the course of a few weeks, a system of timbering which proved to be exactly adapted to the requirements of the work. Experiments which he had previously made in California gravel and quartz mines furnished the out¬line of his plan. This was to frame timbers together in rectangular sets, each set being composed of a square base, placed horizontally, formed of four timbers, sills, and crosspieces from 4 to 6 feet long, surmounted at the corners by four posts from 6 to 7 feet high, and capped by a framework similar to the base. The cap pieces forming the top of any set were at the same time the sills or base of the next set above. These sets could readily be extended to any required height and over any given area, forming a series of horizontal floors, built up from the bottom sets like the successive stories of a house. The spaces between the timbers were filled with waste rock or with wooden braces, forming a solid cube when¬ever the maximum degree of firmness was desired. By adjustments of these sets the ore bodies along the line of the lode were extracted with comparative ease and security." Most mining methods are evolved slowly and are the result of the combined efforts of a number of minds; Deidesheimer's feat was remarkable in that his system was immediately successful. Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

INTRODUCTION The mine hoisting equipment that is selected and installed at a mine is for the lifetime of the mine and, therefore, it is extremely important that a proper choice be made. Several types of mine hoist designs, including double drum hoists, single drum hoists, friction hoists, and various special designs of these, are available to¬day. Each has advantages and disadvantages and they should only be used in suitable applications. Drive systems for mine hoists must be evaluated together with the mechanical systems for each hoist application. It does not make sense to properly select the hoist mechanical system and then choose a drive system that turns out to be a bottleneck. MINE HOIST TYPES There are two basic types of mine hoists available in the world today: the drum hoist, on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe) hoist, which merely passes the rope over the wheel during the hoisting process. Drum Hoists Single Drum Hoist: A single drum hoist (shown diagrammatically in Fig. 1) can be used as a service or production hoist with the cage or skip in balance with a counterweight (Figs. 2 and 3). It can efficiently service one or more levels, since the location of the counterweight at any time is not important. As a pro¬duction hoist with skips in balance, the single drum hoist is best used for single level hoisting. All rope adjustments for proper spotting must be done manually for the single drum hoist. This has to be done periodi¬cally to compensate for rope stretch. A variation of the single drum hoist is the divided drum hoist. If multilayer winding is necessary, the single drum hoist must have a divider to allow a sep¬arate compartment for each rope. If a counterweight is used with a divided drum application, the counter¬ weight rope can be wound on a smaller diameter (Fig. 4). Consequently, it moves a lesser distance than the main conveyance and rope adjustment problems are re¬duced. Double Drum Hoist: A double drum hoist in oper¬ation is shown in Fig. 5. Double Drum Hoist With One Drum Clutched: As a service hoist with cage and counterweight, a double drum hoist with one drum clutched (Fig. 6) can serve several levels efficiently. The advantage of having the clutched drum is that it allows rapid adjustment of ropes due to initial stretch. Some users may prefer the single drum hoist with manual rope adjustment, while others consider the added expense of the second drum and clutch is justified to make rope adjustments quickly. The value of this feature for a particular application should be discussed with the hoist manufacturer. As a production hoist with skips in balance for a multi¬level operation, the clutch can be adjusted for efficient hoisting from any level. Double Drum Hoists with Both Drums Clutched: There are also double drum hoists that have both drums clutched (Fig. 7). The main advantage claimed for this type of hoist is that if something happens in one of the two compartments, the hoist can operate in the other compartment to raise and lower men and sup¬plies. This feature is particularly favorable if there is only one shaft entrance to the mine. Multiple Drum Hoist: The multiple drum hoist, a South African innovation, is a type of drum hoist about which everyone should be aware. Basically, it uses two hoist ropes per conveyance which at great depths per¬mits use of smaller ropes and smaller drums. There are none in use in the United States today. However, they should be considered in very deep mines. Friction (Koepe) Hoists This hoist (Fig. 8) was introduced to the mining world by Frederick Koepe in 1877. The AMAX of Canada Limited Kitsault mine is located approximately 150 kilometers, by air, north of Prince Rupert, British Columbia at the head end of A1 ice Arm, just east of the southern tip of the Alaskan Panhandle. It is presently only accessible by sea or air, although a road is being constructed by the company which will provide access to Terrace, a commercial centre with a population of about 15,000. The topography is typically coastal mountainous with peaks rising to 2,100 meters around the head end of the inlet. The concentrator is at an elevation of 515 meters with the mine at 630 meters. This open pit molybdenum mine was previously operated between 1968 and 1972 by British Columbia Molybdenum Limited, a subsidiary of Kennecott Copper Corporation. AMAX of Canada Limited has spent $194 million to refurbish and expand this operation.

The main industrial minerals produced are non-metallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. The other minerals, some with minor production, include diatomite, feldspar, magnesite, sulphur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of Late Cenozoic acidic volcanic rocks.

An air-pulsated jig has been widely adopted as a main coal washer. It may be mainly because of its many technical and economic features such as large capacity, low running cost, long life, etc. However, the recent increasing demand of fuel coal requires a higher productivity and efficiency of the air-pulsated jig. To fill this requirement theoretical and experimental investigations have been conducted on model and practical jigs in Japan. This paper generalizes the results of these investigations. In jig operation it is essentially of the most importance to create efficiently the pulsation of the water best suited for coal washing. The optimum pulsation should be determined by the theory of jigging process, and the method to realize it by that of pulsating mechanism.

Introduction The variations in crushing plant design seen during the past 30 years provide a valuable source of information and experience from which one can select the optimum arrangement for a specific requirement. The purpose of this paper is to examine some specific equipment configurations as they relate to operating efficiency, plant availability and final product size in the form of mill feed. Due to the varied ore properties, physical space limitations, size of ore body and financial resources, there is no single crushing or grinding flowsheet that is best. Since energy costs have risen dramatically during the recent past, it became obvious that significant savings are possible by selecting equipment and a circuit which offers low power requirements balanced with low wear metal and installed equipment costs. Relatively clear and measurable are the metal and maintenance costs and the ever increasing cost of energy. Metal costs in the form of crusher liners have not quite doubled in the last 20 years, while power costs have increased by a factor of four or five, depending on the region considered. Estimates made only a few years ago on the increased cost of energy are obsolete in view of the recent unstable conditions. Since power is therefore becoming the largest cost area, it behooves us to investigate potential cost saving methods in the form of lowering the KWH/Ton of crude. Crushing To reduce run-of-mine to mill feed requires reduction in a series of stages. The physical size and power requirements of a crusher capable of reducing hard rock vary depending on the application. Extended experience in most crushing plants show that a minus 19MM (3/4 in.) rod mill feed can be and is being produced in three stages of crushing. In the majority of cases, the last crushing stage is closed circuited using anywhere from 19MM (3/4 in.) to 14MM (9/16 in.) slotted openings on the sizing deck. In some copper concentrators, the mill feed is all passing 13MM (1/2 in.) using three stages of crushing and 14MM (9/16 in.) square openings on the closed circuit screens. It was felt by some that crushing to this fine size is only possible if the ore is friable and is relatively soft in comparison to the harder ores. INTRODUCTION Shrinkage mining at Inco Ltd.'s Crean Hill mine can best be defined as a horizontal breasting method utilizing the broken ore for the mining floor and to provide wall support, with draw from a series of boxholes or draw¬points at the base of the stoping block. In choosing to shrink a given block of ore, the initial investigation centers on the ore configuration and grade, the expected ground conditions in the stoping area, the expected profit compared to alternative mining methods, the future production requirements, development lead time, the availability and type of equipment in the area, and the availability of experienced miners. These factors are weighed against other mining methods and shrinkage mining is chosen when the advantages outweigh the dis¬advantages. These will be discussed in more detail later. At Inco Ltd.'s Crean Hill mine, shrinkage mining makes up 17% of total mine production and is decreasing due to the advent of advanced blasthole techniques, notably in-the-hole drilling. Shrinkage is an adaptable mining method that is currently employed in narrow irregular ore zones, as undercuts for in-the-hole blast¬hole stopes, in ore bodies that do not extend from level to level, and in areas where quick production is required with a minimum of capital outlay or minimum develop¬ment. Two major types are currently in use which are classified on the basis of type of draw system employed. These are the utilization of load-haul-dump (LHD) equipment drawing from drawpoints, and the slusher and train method drawing from boxholes into a slusher trench and loading into a train. A third method being phased out is drawing from chutes directly into a train. In all three methods the actual stoping operation remains the same. In the initial planning of a mining block, the ore body is first located using an exploration diamond drill¬ing program. This is essentially done at a 130-m (400¬ft) spacing and it gives an indication of the amount of ore, grade of ore, the configuration of the ore body, as well as other geological features such as ground condi¬tions which will affect future mining. This drilling is done from an exploration drift 165 m (500 ft) long in the hanging wall and covers a vertical extent of 330 to 670 m (1000 to 2000 ft). However, these data are not accurate enough for detailed planning. When the de¬cision has been made to mine, a preliminary develop¬ment drill drift is driven in such a position that it can serve the dual purposes of allowing the ore body to be drilled off in detail, or of later serving as a haulage or access drift. Diamond drilling from this drift is usually on a 15-m (50-ft) grid spacing and gives adequate information for detailed planning. Utilizing the drill data, a decision is made on the mining type. For a shrinkage operation, the stoping block is ideally 49 m (150 ft) in length and a maximum of 13 m (40 ft) in width. Lengths of 65 m (200 ft) are considered a practical maximum because of the length of time the back of the stope remains open during the min¬ing of a cut. A minimum length of 13 m (40 ft) is used because the amount of time spent in opening a new cut increases in comparison with the total stoping time. The maximum width of 13 m (40 ft) is used because ex¬perience with the ground indicates that generally stope backs tend to be unstable over greater widths. However, widths of 33 m (100 ft) have been mined. A minimum width of 5 m (15 ft) is used to allow an effective draw, but in unusual cases, a width of 3 m (10 ft) has been mined successfully. The dip of the ore should not be less than 1.04 rad (60°). Angles flatter than this will not pull properly resulting in inefficient mining because of ore hang-ups on the footwall side of the stope and the need for large stagings on the hanging wall. In considering shrinkage, mining ground conditions play an important role. Strong shearing, cross faulting, or dikes are avoided. These usually cause dangerous mining conditions and an alternative safer mining method which will give adequate support to these adverse ground conditions is employed. Production requirements are taken into considera¬tion when planning a shrinkage mining program. In it¬self, shrinkage mining is capable of producing ore in a relatively short time with little capital development. If quick production is required, this method can produce ore rapidly as all that is required is that the draw system be completed and the miners with jacklegs and stopers produce a limited amount of ore. The obvious disadvan¬tage is that not all the ore broken can be pulled from the stope immediately. However, a mining horizon with sev¬eral shrinkage stopes in different stages of production can adequately maintain scheduled tonnage require¬ments, the cycle being stopes under development, stopes actively mining, and stopes completed and pulling. When the decision has been made to use shrinkage mining in a given block, the haulage and draw system is driven. The proximity of the orepass system dictates whether the system is to be a LHD operation or a slusher trench operation. If the orepass system is in close prox¬imity to the stoping block, LHD equipment is employed because of its ability to operate efficiently over short haulage distances. A long tram to the orepass usually dictates a slusher trench operation with haulage by train. Internal orepass systems are used effectively with LHD equipment with a load-out and retramming taking place on a lower horizon. In addition, stoping blocks in older areas of the mine are developed track because of the capital cost involved in converting an existing level to trackless mining. DRIFT DEVELOPMENT USING LHD EQUIPMENT The haulage drift for a draw system using LHD equipment is driven parallel to the ore body in the foot¬wall at a sufficient distance to allow an 11.5-m (35-ft) drawpoint to be driven into the ore (Fig. 1). The actual position of the drift depends entirely upon the ore con¬figuration and the drift size depends on the equipment to be used. Drift sizes of 4.6 x 4.1 m (14 x 121/2 ft) for an St-4 and 3.8 x 3.6 m (111/2 x 11 ft) for an St-2 meet company and government clearance standards and allow sufficient space to accommodate a ventilation pipe. INTRODUCTION Historically, pollution control in the metal-ore mining industry has been very limited. Unless mine water contained large quantities of solids, it was generally discharged without any treatment. If treatment was used to control solids, it was principally the provision of a settling basin in the form of a tailings impoundment used in conjunction with an associated metal ore dressing facility. Recently, however, a growing awareness of the adverse environmental impacts of mine drainage, coupled with strict environmental laws, has prompted the mining industry to look at new technologies and to refine the existing methods to further treat the wastes generated. This industry is unique in that waste loadings are extremely variable, and a "typical facility with typical waste loads" does not exist. Consequently, one waste- water treatment system cannot be utilized on an industry wide basis; rather, each treatment system must be designed specifically for the pollutants in each individual discharge. Public Law 92-500, the Federal Water Pollution Control Act (FWPCA) Amendments of 1972, became effective on Oct. 18, 1972. This law completely restructured Federal laws and philosophies underlying the Federal approach to water pollution control. Prior to the 1972 amendments, the principal Federal regulatory tool had been water-quality standards based on a designated use for a particular body of water. The concept was that waste disposal into water bodies is a desirable and acceptable use of the water body if it does not interfere with other beneficial uses. This had the effect of requiring various degrees of treatment and, consequently, various economic hardships on industries de- pendent upon their location. In many waterways. it is very difficult to quantitatively relate discharges to water quality. The 1972 amendments changed the basic philosophy, as stated in the Senate Committee report on the bill, to ". . . no one has the right to pollute . . . that pollution continues because of technological limits, not because of any inherent right to use the nation's waterways for the purpose of disposing of wastes." Pursuant to Sections 301, 304(b), and 306 of the FWPCA Amendments of 1972, the US Environmental Protection Agency (EPA) was required to establish effluent standards applicable to all industrial discharges. These standards must be based upon the application of the "best practicable control technology currently avail- able" (BPT) and the application of the "best available technology economically achievable" (BAT). The BPT and BAT levels must be achieved industry-wide by July 1, 1977, and July 1, 1983, respectively. WASTE SOURCES The waste-water situation in the mining segment of the ore mining and dressing industry is unlike that encountered in most other industries. Most industries (e.g., the milling segment of this industry) utilize water in the specific processes they employ. This water frequently becomes contaminated during the process and must be treated prior to discharge. However, in the mining segment, process water normally is not utilized in the actual mining of ores (exceptions are hydraulic mining operations and dust control), but it is a natural occurrence that interferes with mining activities and must be removed before mining can commence. Water enters mines by ground-water infiltration and surface runoff, and it comes into contact with materials in the host rock, ore, and overburden. The underground mine must pump large quantities of ground water to prevent flooding of the mine. Water from surface mining operations generally occurs as a result of surface runoff of rainwater. Generally, mining operations control surface runoff through the use of diversion ditching and grading to prevent, as much as possible, excess water from entering the working area. Nevertheless, some surface runoff does come into contact with the working area and may become contaminated. The quantity of water from an .ore mine is unrelated, or only indirectly related, to production quantities. De- pending upon its quality, the mine water may require treatment before it can be discharged into the surface drainage network. The variability of water quality from mines can best be demonstrated by looking at Table 1. This table shows the range of pollutant concentrations in untreated discharges from three different categories of mines (as categorized by EPA in the development of BPT and BAT effluent standards for the metal-mining industry). Data for this table were obtained during EPA's preparation of effluent standards for this industry. The parameters shown on the table are the pollutant parameters of primary interest in this industry; blanks in the table indicate that data were not available, and the parameter is not expected to be present in significant quantities. Other pollutant parameters are present in mining waste water, but they are either incidentally removed in the treatment process or are found only in trace amounts. The three categories comprise more than 90% of the metal production value in the United States and approximately 95% of the total mine discharges. It is important to note that not all parameters are found in significant concentrations at all locations. IMPACT ON WATER QUALITY One of the most troublesome mine-drainage problems is acidity. Although generally associated with coal mining, acid mine drainage frequently occurs from other types of mines. Although the exact mechanism of acid mine drainage is not fully understood, it generally is believed that pyrite (iron sulfide, FeS,) is oxidized by oxygen (Eq. 1) or ferric iron (Eq. 2) to produce ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) . The mining of ores associated with pyritic material exposes the pyrites to water and oxygen and grossly accelerates the natural oxidation processes, resulting in the significant production of acid mine drainage.

The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

"The Aggregate Resources Inventory Program was initiated 10 produce reports which assess the aggregate resources of municipalities designated under the Pits and Quarries Control ACI, 1971.Each report consists of three copies accompanied by a text. The text describes the local mineral aggregate resources, extractive activity and characteristics of the ""Selected Deposits"". The first map shows the known sand and gravel resources and their quality. The second map indicates selected sand and gravel resources of primary, secondary and tertiary significance. The third map indicates both bedrock resources and bedrock areas suitable f or extraction. These maps and the text are prepared in a formal suited for use by planning personnel.Recently, the Aggregate Resources Inventory Program has undergone evolutionary changes. New sources of data are being utilized in the inventory reports; in particular, detailed field assessment by inspecting, sampling, drilling and backhoe pitting. Liaison and joint assessment with district and regional Mineral Resources staff of the Ministry of Natural Resources, and personnel of the Ministry of Transportation and Communications, are key components of the Program.Twenty-two reports were available to the public as of December 1980, with a further thirty-six awaiting publication. Our present production rate is 3.5 reports per month. The reports appear to be well accepted by the municipalities and have proven effective in conserving prime aggregate resource areas.IntroductionThe urbanization of Southern Ontario has resulted in a major increase in the production of industrial minerals, such as sand, gravel, clay, shale, gypsum and stone, for use as cru shed aggregate, building stone, lime and cement.Although mineral aggregate deposits are plentiful in Southern Ontario, they are fixed-location, non-renewable resources. The potential for extractive development is usually greatest in urban fringe areas where land-use competition is extreme. Comprehensive planning and resource management strategies are required to make the best use of available resources, especially in those areas experiencing rapid development. Such strategies must be based on a sound knowledge of the total mineral aggregate resource base at both local and regional levels."

"In a continuing program of mapping glacial dispersal trains, near-surface till samples were collected down-ice from a copper-silver-gold prospect at Onaman River, Ontario, and down-ice from the past-producing gold district at Oldham, Nova Scotia. The program is designed to aid exploration by illustrating glacial dispersal from various types of known occurrences and by identifying postglacial processes that control drift composition at a detailed scale.Native gold was mined at Oldham from arsenopyrite-bearing saddle reef quartz veins in a dome in Early Paleozoic slates of the Meguma Group. Gold abundances greater than 10 ppb in till form a dispersal train at least 1900 m long. Gold abundances between 40 and 100 ppb occur in clusters up to 600 m down-ice from gold-bearing bedrock. Anomalous arsenic abundances in till form a broad train 1100 m long that is significantly different in shape from the gold train.At Onaman River, subeconomic amounts of Cu-Ag-Au occur in quartz lenses in Archean mafic volcanic rocks. A dispersal train defined by the distribution of mineralized boulders and increased abundances of Cu, Ag and Zn in till extends 600 m down-ice from mineralized bedrock. Gold abundances between 10 and 70 ppb do not define this dispersal train, but occur instead in clusters 300 to 600 m down-ice from mineralized bedrock. In vertical sections in the upper 2 m of copper-rich till, Au abundances vary sympathetically with Ag and Cu levels; however, there seems to be no preferential site of Au enrichment in the mineral portion of the soil profile.Several of the mineralized boulders at Onaman River are richer in Au and Ag than the mineralized bedrock from which they were derived. Although some of the high Au and Ag assays were caused by biased sampling of sulphide-rich portions of the boulders, many were caused by leaching of sulphide minerals from 'the boulders, which left a limonitic boxwork that is enriched in Au and Ag. A few of the Au-rich boulders may have been derived from an unknown bedrock source."
