Steady-state material balances calculated from data measured at various locations around process units are useful for many purposes, such as metallurgical accounting, on-line control, and the development of mathematical models. Often it is possible to calculate material balances by several independent procedures when excess measurement information, i.e., redundant data, is available. Clearly, if the data were collected without measurement errors, a theoretical condition never found in practice, all material balances calculated from redundant data would be in agreement. The real situation is that error exists in practical measurements, so that the results of material balances determined from available optional procedures differ. Consequently, best fit computational procedures to improve the material balances by taking measurement errors into account have been formulated. Such procedures can be used also to judge whether measurements are grossly in error due to either faulty observations or defective data sensing devices. A variety of mathematical techniques are available which serve to adjust raw data. The adjusted data permit mass balancing that does not depend on the computational method. To illustrate the need for an adjustment procedure, Table 1 shows a raw data set acquired around the Brenda Mines Ltd. No. 4 grinding circuit shown schematically in Fig. 1. This Bureau of Mines study outlines the history of 11 major metal ore deposits or districts that are relatively new discoveries. The oldest operation is the White Pine mine, where major exploration was initiated in 1929. Discovery (delineation of ore bodies) dates range from 1948 to 1976. All but two of the deposits, Quartz Hill in Alaska and Flambeau in Wisconsin, are or shortly will be in major production.

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

"6.1. Mineralogical Techniques ApplicableTo the Platinum-Group Elements6.1.1. IntroductionThe named platinum-group minerals (PGM) usually occur as grains smaller than about 200 microns and, even when present as larger grains as in nuggets, these are often complex multimineral intergrowths. Therefore, the PGM must be examined by microscopic techniques and, because all named PGM are opaque, they are suitable for microscopic study by reflected light. Special techniques for concentrating PGM and preparing suitable polished sections are detailed in Chapter 5. Another characteristic of the PGM is that the majority have very high reflectance at 589 nm, i.e., over 450Jo, but they range from about 38 to 74%. In contrast, micro-indentation hardness has a wider range from - 60 to - 3,000 kg I mm, and the PGM range from brittle to malleable.The small grain-size of PGM imposes certain limitations, or complications, on the usual mineralogical determinative methods of reflectance, micro-indentation hardness and X-ray diffraction. In addition, certain combinations of elements in some PGM render electron-probe analyses difficult. The usefulness and shortcoming of these methods, as applied specifically to the PGM, are discussed in the following sections. These are not, however, meant to be exhaustive descriptions of the techniques, which are fully described in other texts.6.1.2. Micro-Indentation HardnessDetermination of the Vickers Hardness Number (VHN) is discussed in detail in recent publications, such as Bowie and Simpson (1977) and Craig and Vaughan (1981). In addition, the recommendations of the Commission on Ore Microscopy (COM) of the International Mineralogical Association (IMA) are given by Criddle (1980). The usual small grain-size of the PGM, however, precludes the widespread use of this technique and very few PGM have, in fact, had their VHN determined at the COM-recommended standard load of 100 gf (cf. Cabri, 1981b, in Chapter 7). Examination of VHN data reported in the literature reveals that the few PGM whose microindentation hardness has been measured have incomplete VHN data, measured with loads other than 100 gf (Chapter 7). The small grain-size may also result in unreliable VHN data because, even though the correct load may have been applied, a thin grain will give erroneous data due to the matrix, or the grain may even shatter or pop out of the section. On the other hand, micro-indentations may give useful qualitative diagnostic clues. Moncheite, for example, shows fractures near the indentation (Chapter 7, Plate 1). In other cases, intergrown PGM produce different-sized indentations: e.g., froodite-michenerite-gold in Cabri (1972); isoferroplatinumtulameenite in Cabri et al. (1973); michenerite-moncheite in Cabri and Laflamme (1976) and Chapter 7, Plate 1; altaitemichenerite- testibiopalladite in Hudson eta/. (1978) and Plate 1, Chapter 7."

The Bureau of Mines investigated the occurrence of slickensides in mine roof in the Pittsburgh coalbed in a portion of the Valley Camp No.3 mine in southwestern Pennsylvania to improve the potential for prediction of slicken-sided zones and determine the orientations of the most prominent slickensided planes. Two distinct types of slickensides were identified; those which were associated with clay veins observed in the coalbed (genetic), and those which were unrelated to any visible structure (nongenetic). The study draws three conclusions: (1) Nongenetic slickensides are not the result of tectonic forces, (2) both genetic and nongenetic slickensides tend to dip at an angle of 30°, and (3) genetic slickensides tend to be alined parallel to the trend of the clay vein and usually dip toward the center of the clay vein. A schematic roof bolting plan is presented that may provide improved roof support where slickensides are present. Roof stability could be improved by supplemental bolting in the direction normal to the plane of slickensides.

As part of a general project to simulate a concentrator, the Brenda Mines Limited secondary crushing plant, located near Peachland, B. C., was sampled during the summer and winter of 1975 to develop a digital crushing plant simulator specific to the Brenda operation. The purpose of this simulator was to study the influence of manipulable process variables on important responses and to permit study of alternative circuit configurations if desired. This paper describes the simulation methodology employed and presents the results of a computer study of the secondary crushing plant (1).

The primary goal of a maintenance information system should be to aid the maintenance department in providing the required equipment or plant availability at the lowest possible cost. To achieve this goal, the system must provide information in support of the following objectives: (1) establishing the best fleet, equipment, and component configuration; (2) establishing the best maintenance program; (3) executing the defined maintenance program efficiently; and (4) monitoring equipment availability. These objectives can be satisfied with five groups of reports. Each of these groups should provide regular, periodic reports to aid in planning and monitoring trends, exception reports to identify problems, and on-request reports to provide analytical capabilities.

A part of the Bureau of Mines mission is to help improve the Nation's mineral posture by providing the technology for utilizing low-grade ores. In this regard, laboratory testing by the Bureau of Mines has shown that the removal of insoluble slimes using selective flocculation and flotation is a viable method for treating low-grade potash ores that have a high content of water-insoluble impurities. Results indicated that over 82 percent of the insoluble slimes could be removed from sylvinite ore containing 5 percent water insolubles and 13 percent K20 by using nonionic or cationic polyacrylamide flocculants and cationic, anionic, and/or nonionic collectors. Subsequent potash flotation recovered 87 percent of the potash in rougher concentrates containing 57 percent K2O. Sizing and cleaner flotation of the rougher concentrates upgraded the products to 60 percent K2O. Filtration of the water-leached insoluble-slimes flotation concentrates on a bed consisting of leached insoluble-slimes concentrate mixed with potash flotation tailings recovered 80 percent of the brine. Filtration rates using the mixed bed were nine times faster than filtration rates obtained when the insoluble-slimes flotation concentrates were filtered separately.

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

This report contains the results of an investigation into the feasibility of periodically measuring parameters of the insulation for a mine electrical power system in order to detect incipient faults. The variety of insulation parameters evaluated included insulation resistance, dissipation factor, power factor (vs. applied voltage), current harmonics, leakage current, infrared radiation, as well as certain circuit breaker parameters and tests. In order to augment field tests a program of accelerated life testing was also carried out. Apparent inconsistencies in data were identified as the result of environmental effects, primarily temperature and relative humidity. A series of environmental tests were conducted to develop correction factors that allow one to refer measured parameters to standard conditions. A portable data collector was develop-ed to aid in the accurate collection and analysis of laboratory and field data. The primary conclusion is that insulation deterioration can be measured and failure predicted with reasonable confidence. The secondary conclusion is that most of the tests are impractical in the field although useful in the laboratory. Infrared sensing, insulation resistance and dissipation factor are the best insulation field tests when portability is taken into account.

A summary of geochemical dispersion processes is presented. Secondary and tertiary dispersion of uranium was examined at several uranium prospects in British Columbia. The vertical migration of uranium from bedrock (primary dispersion) through overburden into the various soil horizons, and into snow and plants, was studied, and relationships were sought to explain the dispersion patterns in the secondary and tertiary environments. Soil developments were examined to obtain information on factors affecting the dispersion of uranium in soil profiles and tertiary substances; samples were analyzed for a number of elements. Biogeochemical data indicate that plant geochemistry is a possible exploration aid in areas of heavy overburden owing to the high selectivity of certain plants for specific elements. Some new data on the geochemistry of snow are discussed as a matter of research interest in the tertiary dispersion of uranium. Analytical techniques and problems are discussed, particularly extraction techniques, which must be carefully chosen to give reliable information on uranium dispersion.

The development in recent years of a fluidized bed system for use as a counter-current solid ion exchange loading contactor for the purification and concentration of uranium from leach liquors has had a major impact on the design of uranium extraction plants. The main object of this paper is to describe many of the variations that can be applied to the design of uranium extraction plants arising from the use of a fluidized bed loading contactor with a view to providing a guide for the development of a flowsheet for a new uranium extraction plant. The paper has been devoted primarily to the consideration of conventional uranium extraction plants in which a ground ore is leached in mechanically or air agitated tanks. The effect of the use of a fluidized bed loading contactor on each of the plant sections from leach to uranium purification and concentration has been considered. In order to describe most effectively the impact of using a fluidized bed solid ion exchange loading contactor, its use has been compared with the performance that can be achieved with the most common alternative purification processes. The comparisons are made largely on a technical basis, but the effect on the capital and operating costs of the different uranium extraction flowsheets are described qualitatively. In making these comparisons, consideration is given to the effect on the size, number and materials of construction of equipment items and how the quantity and composition of the liquid effluents can be controlled to reduce the environmental problems arising from the disposal of these effluents. The paper also discusses some of the factors that should be taken into consideration in the design of a fluidized bed loading contactor and describes various designs of the elution section that can be used in conjunction with the loading contactor.

The Bureau of Mines has extended its previous development of cast Mn-Cu damping alloys to powder metallurgy (P/M) consolidation of alloys containing 55 to 75 wt-pct Mn. Blends of minus 200-mesh elemental powders were compacted cold in directional and isostatic presses. With 1 pct binder, typical green densities ranged between 76 and 80 pct of theoretical when pressing at 30 or 48 tsi. Green strength increased with compacting pressure and copper content. As-sintered tensile strengths ranged to 60,000 psi fox a hydrogen, sintered 60Mn-40Cu alloy, along with 5-pct elongation. Sintered densities ranged between 90 and 96 pct of theoretical. Sintering (a as effective when holding for 1 hr at maximum temperatures of 900° to 1,040` C, dependent on composition. Strength and ductility were considerably lower than for equiva¬lent cast alloys. When aged to the damping condition, alloys containing 60 to 70 pct Mn exhibited >40 pct specific damping capacity (SDC) at 5,000-psi stress, considerably higher than values reported for equivalent cast material. Effects of 1 or 3 pct Sn or Zn additions on SDC and other properties were assessed. Trials were conducted on consolidating rings and gears of the 65Mn-35Cu alloy on industrial-type P/M equipment.

The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. No method of roof control yet devised has proven to be universally acceptable for the wide range of strata conditions experienced in U. S. coal mines. However, a relatively new innovation, the roof truss, has proven itself capable of preventing roof failures which both conventional and resin bolting could not. Presently, the economics of roof trusses are not favorable when compared to bolting due primarily to drilling and installation procedures, but this is expected to change with improved truss and equipment designs. To realize the full potential of this new method of roof control, design criteria are needed which can optimize the effect of the truss for varying strata conditions. A review of the literature reveals that some work has been conducted on the roof truss. Cambrell and Haynes1 (1970) showed that the roof truss is superior to angled roofbolts installed through a header. Sheorey, Verma, and Singh2 (1973) used statics to prove that the optimum angle of inclination should be greater than 45°. However, to date, no systematic attempt has been made to establish design criteria. In this paper, the problem was approached in three ways. First, model studies were performed to determine general trends of truss support as a function of a number of variables. This provided a better understanding of the support mechanism involved. Secondly, beam theory was employed to calculate the actual support capacity of a truss, realizing the many simplifications, assumptions, and shortcomings of this approach to such a complicated problem. Last, field testing will be utilized to test the hypotheses previously developed and provide hard data to further synthesize roof truss design criteria. Field testing has recently commenced and should be complete before mid 1977.

Reference is made to the approach to mine cooling in which the service water is used as one of the means of distributing refrigeration, and attention is drawn to various engineering disciplines or functions necessary for effective distribution and reticulation of cold water from refrigeration plant. The demand for service water is intermittent, the peak flow-rates being typically two to three times the average flowrate. The refrigeration plant, on the other hand, must preferably be operated steadily throughout the day and night, with the result that a large storage dam for cold water must be incorporated into each system in order to even out the surge in demand for water. These dams should be operated as constant-temperature, variable-volume reservoirs. The conventional cascade system involving dams on each level is not the best for sending water down mines, and schemes are described that avoid the need for such dams. Reference is made to various tests that were carried out, and to several large systems that were installed. Management and organizational problems that could arise as a result of new technological developments in mine cooling are referred to, and cost figures are quoted to indicate the large potential savings, In addition to the improved environmental conditions, that can be achieved through the use of integrated water systems.

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.
