The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

The uranium industry is booming. In Texas alone, there are about 22 different companies with active exploration programs. Twelve solution mines have been permitted; three surface mines have been authorized; and two mills are currently in operation. However, the industry also has a problem, and that is the disposal of radioactive wastes. Over the past several years, stories concerning nuclear wastes have appeared frequently in the news. One of the most frequently cited cases occurred in Grand Junction, Colorado. In 1966, after ten years of investigations, the U. S. Public Health Service (PHS) discovered that tailings from a uranium mill were being used as fill material and aggregate for local construction purposes. It was estimated that between 150,000 and 200,000 tons of material had been removed and used under streets, driveways, swimming pools, and sewer lines. In addition, tailings had been used under concrete slabs and around foundations of occupiable structures. Further studies prompted the Surgeon General to warn that the risk of leukemia and lung cancer could be doubled at the measured radiation levels. More recently, the L. B. Foster Company discovered that its building site in Washington, West Virginia, was radioactive. While digging a foundation, the ground erupted and a ball of fire 30 feet high shot out. Evidently, the dirt was laced with radioactive thorium and zirconium, a potentially explosive mixture contained in a Nigerian sand which had been used by the previous site owners in the manufacture of nuclear fuel rods. Just this month we have read about legal suits to stop exploration for a nuclear waste disposal site in Randall County, Texas. The U. S. Department of Energy is trying to locate a deep underground nuclear waste depository for final burial of over 76 million gallons of high-level wastes. The problem is acute, the wastes are accumulating at a rate of about 300,000 gallons per year. Nor do these numbers include the spent fuel elements from nuclear power plants that are in temporary storage facilities. Fortunately, public awareness of these and other related issues is high. Unfortunately, the differences in the waste products from the nuclear fuel cycle are not always apparent to the general public. There are two distinct types of radioactive wastes: "high-level", which consist of spent fuel or wastes from the reprocessing of spent fuel; and "low-level", which, in general, are by-product wastes. There are numerous non-technical definitions that can be applied to help the layman differentiate between high-level and low-level wastes. For this latter purpose, it is best to think of them in terms of what we can see and feel. In general, high-level wastes are physically hot and can cause acute radiation sickness in a short period of time. Low-level wastes are not hot, but may cause chronic health effects after long exposure. The wastes which we are concerned with in the uranium mining and milling industry are low-level wastes. As recently as ten years ago, there were very few controls or regulations governing tailings disposal methods. At the same time, mine reclamation was not enforced through either state or Federal laws and the long-term viability of abandoned tailings ponds was not assured. The regulatory climate has changed significantly in the last decade, however. The low-level radioactive wastes generated by uranium mining and milling are generally contained in a tailings pond. Approximately 85-97% of the total radioactivity contained in uranium ore is present in the mill waste that goes to such tailings ponds. The isotope Radium-226 is probably the most potentially harmful radioactive parameter in the ponds. Radium emits gamma radiation and is also an alpha particle emitter. Because gamma radiation is very penetrating, it presents a potential health problem when a source is located external to the body. Gamma radiation will go through the body, causing damage to each cell encountered on the way. Although alpha particles have very little penetration capability, they can cause extensive cell damage. For this reason, alpha particles are a problem after inhalation or ingestion. Radium creates a health hazard by both of these mechanisms. Radium decays to radon gas which can be inhaled and serve as an alpha particle emitter. Additionally, radium is very soluble and readily enters the natural hydrologic cycle if allowed to leach from a tailings pond. With a half-life of 1620 years, radium has plenty of time to be taken into the food chain and end up in our bodies, emitting alpha particles. Because the potential health problems are better understood today than ten years ago, and because the Nuclear Regulatory Commission (NRC) has developed increasingly stringent government regulations, the uranium mining industry applies a high level of technology to the disposal of nuclear wastes. In most cases, low-level radioactive wastes are disposed of at or near the site where they are produced. There are six commercial burial grounds for low-level wastes, but it would not be economical to ship all mine or milling wastes to these sites. A power supply to operate fluorescent or mercury vapor lamps from 300 volt dc coal mine trolley wires has been developed for the Bureau of Mines. A high frequency regulated inverter unit incorporates ballasts for a mix of lamp loads up to 650 watts. For 600 volt trolley systems an additional power converter unit was developed to step down the dc voltage to 300 volts for the inverter unit. Both units have operated in a working coal mine for over 12 months without need for servicing. The lamp load in these tests included two 100 watt mercury vapor head lamps and six 75 watt fluorescent lamps.

Flyrock is the source of most of the injuries and property damage in a majority of blasting accidents in surface mines. A quantitative correlation between shot conditions and maximum flyrock range can be used to define a "blasting area" in which no personnel or equipment should be present during a shot. The approach used was to develop a model that correlates shot conditions and initial flyrock velocities and permits computation of flyrock range from ballistic trajectories. The Gurney formula for velocity of explosively-propelled plates or fragments was adapted to explosively-propelled flyrock from vertical rock faces or from bench tops. The modified Gurney formula was then "calibrated" with measured flyrock velocities from mining and explosives literature. Charts were then developed for possible field use which give maximum flyrock range as function of shot conditions. The model indicates that for flyrock from vertical faces, borehole diameter, minimum burden and height of explosive column define maximum flyrock range for a given explosive, shot in a given rock. For flyrock originating from bench tops, flyrock range appears to be controlled by the distance of the top of the explosive column to the borehole collar, by total explosive load per borehole and, to a lesser extent, by borehole diameter.

Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

Exploration of new resources and development of new equipment and designs are an ever changing facet of mining. New equipment to handle specialized operations is being developed and new techniques for its use explored. One such system is reviewed. Another is a potential system for handling the thinner stray coal seams between the more profitable thick seams. The availability of federal coal leases in the West is reviewed and current planning discussed. Gulf Coast lignites have been of much interest in recent months and are overviewed.

Cut-off grade is one of the most critical parameters affecting project cash flow. Its sensitivity is due to the number of other parameters that are correlated with any change in its value. Changes in cut-off grade, average grade and ore tonnage vary and they in turn can affect such parameters as capital and replacement costs, recovery, life of the project and operating costs. Perhaps one of the best definitions of cut-off grade is that of Taylor (1), "... any grade that, for any specific reason, is used to separate two courses of action, e.g. to mine or to leave, to mill or to dump ... . Obviously the most likely specific reason is one governed by economics, involving the return of investment and sufficient profit to motivate development and mining of the deposit. In this paper the cut-off grade is defined as that mining limit which will maximise the economic return for a projected mining venture. The following brief literature survey indicates that when computing the optimum cut-off grade there is a need to be able to directly compute the Discounted Cash Flow Rate of Return (DCFRR) or Net Present Value (NPV), as economically as possible, while allowing for parameter dependencies and variation in project structure.

Trend surface analysis was used to investigate the geochemical dispersion patterns of Si, Ai, Fe, Mg, Ca, Na, K, Ti and Rb in the footwall of the Seneca massive sulphide prospect in southwestern British Columbia. Surfaces for various element ratios were also produced to see if the distributions of the elements are related to each other. Trends developed by the elements redistributed during hydrothermal alteration may be difficult to detect for various reasons, such as too few and widely separated sample points, random analytical errors or local variations in rock chemical composition that are not related to regional trends. Trend surface analysis is useful to distinguish regional trends from local fluctuations. The computer program used in this study is capable of calculating surfaces up to the 6th degree polynomial, but provides for automatic termination when the variables in the equation for successive surfaces become effectively collinear. With the relatively small number of data points used (21 samples) in this study, such termination occurred after the quadratic surface. Results show that, at the Seneca prospect, Mg and K increase, and Na and Ca decrease, toward a common centre which corresponds closely with the best drill-core intersections of ore. The centre is interpreted as a volcanic vent and as the source of mineralization . Quadratic surfaces for element ratios show that K/Ca decreases and Fe/Mg increases away from this vent. Thin-section and X-ray diffraction analyses indicate that these variations reflect sericitization of plagioclase and an increase in the Mg content of chlorite near the vent. The mineralization , rock types and element dispersion patterns at the Seneca prospect are similar to those reported for volcanogenic massive sulphide deposits at Bathurst, New Brunswick, and in the Hokuroko district of Japan.

Measure the leakage through individual crosscut stoppings quickly and economically so that the worst ones can be identified and repaired. (Typically 60 to 80% of the air supplied to a mine short circuits before reaching a working face.) Approach Most of the leakage through a permanent stop-ping is channeled through two windows in a temporary stopping, and air velocities through the windows are measured; leakage is determined from a formula. How It Works A temporary stopping made of plastic brattice is erected in the same cross cut as the permanent stopping, either upstream or downstream. The brattice is fastened to the roof, bottom, and ribs of the entry with spads. Normal leakage of brattice was allowed for in deriving formula, and does not effect results. For best accuracy the brattice and the stopping should be separated by a distance of one hydraulic diameter.

This report documents the work performed and the results obtained in a 2-year development of a Mobile Inert Gas Generator for use in the Bureau of Mines Remote Sealing System for fighting underground coal mine fires. The performance requirements of an inert gas generating system for the Remote Sealing System were clearly established. A thorough review of seven possible system designs meeting these requirements was conducted. An air cooled, distillate oil fired combustion type inert gas generator was selected for further detailed design, hardware fabrication, and performance testing. The Inert Gas Generator constructed under this program has been thoroughly performance tested and has been operated in the field for approximately 200 hours. The system has met or exceeded all important performance requirements. The system was used in the fire fighting efforts at the Bethlehem Mines Corporation Cambria Division Mine 33 fire and contributed to the successful containment of the fire. The system was also employed in the demonstration of entire Remote Mine Sealing System at the Jenney Mine in the fall of 1978. The system is currently avail-able for fighting any future underground coal mine fires.

Detectors are categorized according to the characteristics of a fire to which they respond. Operating principles of the various detectors, their application, and the advantages and disadvantages of each are discussed.

Information Technology has addressed those problems unique to senior management in the mineral industry. In general, these problems are those concerned with decision-making. Peter Drucker in his discussion of making effective decisions identifies five phases: (1) define the problem, (2) analyze the problem, (3) develop alternate solutions, (4) decide the best solution, and (5) convert the decision into effective action. The scope of the chapter by Guernsey addresses the first three phases which provide input to the decision-maker. The decisions to be made relate, in most instances, to the economics related to a mineral property or process. Computer models have been designed to generate these economic and financial evaluations. No one model is appropriate to the solution of all management's problems. In this chapter several applications are identified and summarized; a model for the economic evaluation of a mineral property is described in greater detail. The implementation of such models is dependent on the unique needs of management.

"10.1. IntroductionAs discussed by Westland (1981), the six platinum-group elements (PGE) belong to the Group VIII transition metals, to which iron, nickel and cobalt also belong. The chemical similarity between these nine metals accounts for the fact that they tend to be concentrated together as a result of geological processes. These processes started to effect the distribution of these metals at the very beginning of the earth's history.The first line in Table 1 gives the concentration of nickel and certain other Group VIII transition metals in carbonaceous chondrites, those meteorites with a composition that is believed to reflect best the composition of our planetary system apart from hydrogen and helium. The second line is the estimated concentration of the same elements in the earth as a whole. It is seen that these two estimates are quite similar, the earth being perhaps 2 to 3 times richer in these particular metals than the planetary system as a whole. The reason for this is not fully understood, but it may be due to the earth being formed by the accumulation and capture of a greater proportion of iron (and therefore siderophile-rich) than stoney (and therefore siderophile-poor) planetesimals than the planetary system itself.The third line in Table 1 is the average composition of the crust of the earth. With the exception of iron, all of the Group VIII transition elements are rare in the crust, present at concentrations of It tOO to Itt ,000 of that of the bulk earth. This is because the outstanding chemical characteristic of this group of elements is their siderophile nature; that is, their tendency to alloy with metallic iron. Because of this, once the earth became molten very early in its life history, these elements dissolved in the molten iron present at this stage and were removed from the outer accessible parts as this dense liquid sank to the centre of the earth to form the core. Although iron was the main instrument of concentration of the Group VIII metals, its much greater over-all abundance and its ability to combine with oxygen more easily than the others in the group means that significant amounts still remain in the oxidized portions of the earth.The fact that most of the Group VIII metals are available to use in workable concentrations at all is that they are 5 to 30 times more concentrated in the earth's mantle than the crust, as shown in line 4 of Table I. There has been a constant, if slow, interchange of matter between the mantle and the overlying crust throughout most of the earth's history and, under certain circumstances, this interchange has given rise to economic concentrations of metals."

Bentonite and newly discovered deposits of sepiolite, saponite, and hectorite are now being processed and marketed from the Amargosa Valley of Nevada. All of these deposits are large. The bentonite has been known for decades and is the whitest known. The only other sepiolite deposit is in Spain. The only other commercial hectorite deposit is at Hector, California. No other saponite deposit is known. All the components except bentonite are hydrous magnesium silicates. The bentonite is mixed layer Na-Ca. All the materials have characteristics unique to their locale and type, such as high yield point for drilling muds and liquid suspending agents. The sepiolite has geothermal stability. Figure 1.

Since we first agreed to present this talk we have learned that some of you may have been covering ground we intend to discuss: Bob Schechter, Daryl Tweeton, Don Seidel, Herb Burgman; however, the ideas were original when we began, "novel" as in the title of the talk, and whether our results are news or merely corroborative, we feel they point a direction that could be valuable to all. We worked with many of you in the past on using hydrogen peroxide in in-situ uranium leaching. Our talk today is not directly related to peroxide; it is, I hope, illustrative of Du Pont&apos;s interest in providing service to this industry in any way we can. The scouting work we are presenting was stimulated by field inputs: First, ammonium carbonate leaches cause restoration problems, primarily because ammonium ions exchange on clays with calcium. Second, sodium carbonate solutions, especially in South Texas deposits, can cause intolerable swelling of clays. From discussions with Dr. van Olphen, who wrote the book on clay chemistry, we inferred by comparison of the radii of the hydrated ions of the elements in these clay systems, that since potassium had about the same radius as ammonium, and sodium was much larger, potassium occupied a unique position to solve both problems. We have shown: FIGURE 1 Potassium bicarbonate systems leach uranium without loss of permeability found with sodium Potassium salts are very effective in restoring ammonia-leached sites Before reviewing the details of our work, which was performed by Hazen Research, Inc., I should like to stress its scouting nature. We are trying to assist the in-situ industry by pointing out new, potentially important directions. But, as with our previous work on sodium silicate to restore permeability, we feel the development phases can generally best be carried out in cooperative programs with companies directly involved with operations. DISCUSSION Test Parameters Now for the details: Our leaching tests were designed to note pressure-drop changes across the ore sample as the uranium was leached. Figure 2 shows the apparatus. The [ ] packed length was 20.5 inches (52 cm) with fifteen hundred grams of ore in the two-inch (5 cm)-diameter bed. Pressure drop was measured by manometer and feed rates were maintained constant with a tubing pump. The samples, from a South Texas leach site, were sealed in "Zip Loc" bags, frozen with "dry ice", crushed (still frozen) through six mesh, and blended before placement into the columns. This paper is a review of material selection considerations concerning protective coatings in the mining industry. The discussion will cover both capital-dollar projects and maintenance requirements. Emphasis will be on industrial finishes for structural steel and process equipment subjected to aggressive atmospheres. The presentation will cover the total needs of a job, emphasizing not only the owner&apos;s requirement for a cost-effective system during plant operations, but also taking into consideration the short-term requirements of general contractors, steel fabricators, erection firms and paint contractors.

This paper presents an economic evaluation of resin ion exchange and solvent extraction for the purification and concentration of uraniferous solutions derived from sulphuric acid leaching operations. Capital and operating costs are related to the uranium tenors of pregnant solutions. The conclusions drawn herein apply only to cases where resin and liquid ion exchange are technically feasible process alternatives. It is shown that solvent extraction is economically favoured for pregnant solutions at tenors greater than 0.90 gpl U3O8. Pregnant solutions with tenors below 0.35 gpl U3O8 are best treated by resin ion exchange. Between these concentrations, the economics are marginal and the favoured process is indistinguishable within the limits of accuracy of this study.

This paper will review the metallurgical aspects of the completed expansion program at Quirke, and the current rehabilitation and refurbishing program at Panel. During the Quirke program, completed at the end of 1977, the plant capacity was increased from a nominal 4,500 to 7,000 short tons per milling day. The expansion of crushing, grinding, neutral thickening and filtering, leaching, partial neutralization, sand-slime separation, sand washing, C.C.D., clarification, ion exchange, mine water treatment, and tailings neutralization and pumping will be considered. The application of Enviro-Clear thickeners in the mine water treatment circuit and in the C.C.D. will be briefly reviewed. An automatic grinding and classification circuit for limestone will also be covered. The refurbishing program underway at Panel will be discussed. The Quirke and Panel plants will be contrasted and compared. In particular, reference will be made to environmental considerations. The innovative system for producing yellow cake at Panel, LAMIX, will be considered as well as the proposed treatment system for Panel tailings.

The safety research reports cover industrial hazards, ground control, fire and explosion prevention, and methane control. Each report includes background information, a discussion of research progress, and an assessment of each project&apos;s current status.

The Arab community is formed by around twenty countries in Africa and Asia, linked basically by a common language-Arabic - and the same religion, the muslim. They jointly occupy around 12 million square kilometers with a total population of around 140 million people. Nevertheless, these nations differ widely in their geographic area and population. Thus, while Egypt has a territory of over a million square kilometers and a population of nearly 40 million people, Kuwait, Qatar and Bahrain have, among the three of them, less than 30, 000 square kilometers and a million inhabitants. The per capita income also vary greatly, depending on whether they are oil producing countries or not. Generally speaking, it can be said that these countries economies have been based on oil or agriculture and that in these last years, they have been making serious efforts to increase their degree of industrialization and have greatly improved their infrastructure. This trend has resulted in the development of the iron and steel industry, which is still in a stage of primary development.
