In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. During 1975, the Reclasource Corporation constructed and commissioned a plant for the recovery of mill scale, coke breeze, blast furnace dust, blast furnace sludge and basic oxygen furnace dust at the site of Crucible Alloy Division, Midland, Pennsylvania. The Reclaform Process was employed as the criteria for plant design. This Process takes the solid in-plant fines as listed above, commonly found in integrated steel mills, sizes and forms them through the use of a carbonaceous binder briquetting system and cures the binder through a final heat-treating step. 15,000 tons of Reclaform briquets have been tested in the Crucible blast furnace in several campaigns structured to assess material handling properties, burden feasibility and finally culminating in an iron and carbon assessment campaign. Data are presented from the records of the blast furnace operation and conclusions are drawn that both iron and carbon utilization have been demonstrated.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

The discovery of the New Lead Belt in the mid-'50s began a search for mill design criteria that is continuously updated. The opportunity to design, construct, and operate four new mills in the span of 20 years provided fertile areas for new concepts. The central theme for design parameters encompassed simplicity, functional, and economic consideration. Ore characteristics for each plant remained relatively constant, providing stable criteria for grinding circuits. Bond index nominally 10-12. Flotation circuit parameters were based upon power application with 10-20% excess capacity built-in to protect recovery. Newer equipment exhibits greater power application efficiency lowering horsepower requirements per ton. Instrumentation was installed to stabilize circuits, protect equipment, and improve products. With ever increasing requirements of higher quality products, environmental considerations, and operating cost pressures, the upgrading of operating procedures is in a constant state of flux. Installation of more efficient equipment, chemical processing, or any other technique would be considered as feasible. Current practice is for St. Joe to design and engineer in-house its own plant design. The exception being detailing of structural steel. It is felt that familiarity with past design criteria serves as a valuable foundation to incorporate changes. Also, direct contact with operator provides specific data, and feedback for constructive criticism that is utilized for defining and correcting problems. The results are in reality an operator's plant with the benefit of advancing technology that meets the demands for improved products without sacrificing the economies of throughput or recovery.

This report contains the Phase I findings of a study to select and test devices for preventing lack of alertness in haulage truck drivers. The extent of the problem was determined by visiting surface metal and nonmetal mines, interviewing drivers and safety personnel and reviewing accident reports. A number of devices for detecting a lack of alertness were considered and three were recommended for testing in actual operation.

This paper describes the concentration processes of the Sullivan. Concentrator, including crushing , transportation, sink-float, grinding , flotation and dewatering. Handling of hot muck has had a deleterious effect on most of the processes, resulting in significant operating problems and poorer metallurgy. These problems are described -in detail. THE SULLIVAN CONCENTRATOR is situated in Kimberley, high up in the Purcell Range of the Selkirk Mountains, at an elevation of 3,600 feet, approximately 4 miles from the Sullivan Mine (see Fig. 1). The original plant went on stream on August 23, 1923 at a designed capacity of 2,500 tons per day. This has been increased in stages to its present rated capacity of 11,000 tons per day. The latest stage was in 1949, when several major projects, including the underground crushing plant, the sink-float plant and the installation of a rod mill, were completed. Some 112,800,000 tons of ore have been treated in this concentrator to November 1975. The plant started on a 48-hour/ week schedule, but was reduced to 44 hours/week in October 1946 and down to 40 hours/week by the end of 1949. Except for a 6-month period in 1952 when the mill operated continuously, the 40-hour/week, Monday to Friday schedule was in effect.

"INTRODUCTIONRio Algom's involvement with the Enviro-Clear thickener began in May 1975, when tests on a laboratory waif were carried out by our Research and Development group. Commencing in June, further tests were carried out using a 3 foot diameter pilot unit. By December, a 30 foot full-scale thickener had been installed. In the near future, 3 more Enviro-Clear thickeners will be commissioned. With in the space of a year, almost $2.5 million had been committed to liquid/ solid separation facilities using the Enviro-Clear thickener. This paper briefly traces the extent and development of this commitment.BRIEF HISTORY OF QUIRKEQuirke Mine started operating in September 1956 at a rated capacity of 3,000 TOD. Because of market conditions, Quirke was shut down in December 1960. The facilities were re-opened at an increased capacity of 4,000 TPD in July 1968, by which time the demand for uranium had returned. Also, a second shaft was sunk, and by 1970, all of the ore treated in the concentrator was coming from the new Quirke II mine. The Quirke I stopes were allowed to fill with natural seepage. As well, acidic barren solution from the concentrator was pumped underground.With increasing demand for uranium, the capacity of Quirke will be further expanded to 7,000 TPD by 1978. Studies of how this expansion could best he carried out led to the consideration of a fairly new piece of equipment, the Enviro-Clear thickener, for certain operations in the concentrator. Mineralogical studies and concentration tests were conducted on samples from an oolitic iron deposit from the Peace River district in Alberta to determine what concentrate grades and metal recoveries could be obtained. The samples assayed 32 to 37 wt. % Fe, and consisted of goethite, nontronite, ferruginous opal, siderite , quartz, amorphous phosphate and illite . Flotation with fatty acids yielded the best over-all results. A flotation concentrate from a composite sample of the iron horizon assayed, by weight, 43.0% Fe, 12.3% SiO2 , 1.9% CaD, 0.9% MgO, 4.5% Al2O3 and 2.0% P2O5 and lost 17.2% on ignition, for an iron recovery of 48.8% and a silica rejection of 80%. When heated to drive off the water, the concentrate assayed 52 w t. % Fe and 14. 8% w t. % SiO2

The number of variables which can effect flotation of molybdenite is very large. This paper discusses the effect of two operating variables, namely, the degree of aeration and agitation, on the grade and recovery of molybdenite. A series of factorially designed flotation tests were carried out in a "Leeds Automatic Laboratory Flotation Cell." The analysis of flotation results indicate that molybdenite can be characterized into fast-floating and slow-floating components. The rates of fast-floating components, which do not create a problem in flotation, could be varied by changing agitation of airflow rates. However, the rate of slow-floating components was stable and was only a function of residence time in the float machine. The degree of aeration has a significant effect on the grade of MoS2 with only a slight effect on the recovery of MoS2. The degree of agitation has a slight effect on the grade, but does not effect the recovery of molybdenite. The implications of the results on the design of flotation cells and control and optimization of the existing circuits is subsequently discussed.

The selection of belt conveyor drive systems (*) is the subject of ongoing investigation. Frequently this choice has been governed by an incomplete perspective on the major considerations. A more comprehensive and objective approach is desirable. This paper presents additional factors which hopefully will broaden this perspective. BACKGROUND Conventional belt conveyors are powered by electric or electro-mechanical drives(*) mounted at the conveyor's head, tail, intermediate return span, or a combination of these (Fig. 1). A list of the drives reviewed is given in Table I. The following are main elements influencing the selection of the drive system: 1) dynamic characteristics, 2) economic factors such as capital cost, plant spares compatibility, reliability, availability, maintainability, and 3) environmental constraints. The principal dynamic characteristics of concern are the reactions of belt forces generated by the drive system during starting of the conveyor. Another attribute for consideration is the application of multiple driven pulleys used to 1) lower the conveyor's belt tension requirements, 2) increase the expected tonnage throughput, allowing for possible drive component failures, and 3) increase the plant spares flexibility related to the drive assembly.

Rail cars are referred to as "yellow-balled" when they are sufficiently old or damaged to preclude their efficient operation on long-haul or main line routes. For most coal carrying railroads, their alternative value is salvage. This, however, does not necessarily preclude their effective use, on a limited basis, by small mines located near existing trackage. Because of age, the sizes of these hopper and gondola cars ace currently 50 and 70 tons rather than the 100 tons commonly built at the present time. As a gathering system, yellow-ball rail could provide an alternative, particularly in Kentucky, western Pennsylvania and west Virginia, to coal trucks, conveyor belts and pneumatic pipelines [4, p.17], belts and pneumatic pipelines. Rail service of this type provides a limited alternative to track abondonment, a possible financial return to a railbank [3], a direct contribution to service demand on main lines, and a means by which many small eastern coal mines could retain or regain competitive viability [4]. In terms of energy efficiency, compared to trucking coal, the total direct energy impact (fuel) of yellow-ball rail can be expected to range from 280-990 Btu/ton-mile while that for trucks ranges from 1850-3120 Btu/ton-mile [2].

The ISMS program provided for the development and demonstration of equipment modifications for improved safety in both conventional and continuous coal mining systems. This report documents the success of the program in identifying accident hazards in underground coal mines with 4-to 8-foot seam heights, in designing modifications to reduce the hazards, and in demonstrating improved safety through extended underground use of the ISMS equipment.

Statistics for copper consumption from various sources show that the importance of production from secondary sources is increasing. This is of particular significance in countries such as the U.K ., which are totally dependent on secondary material for the supply of home-produced copper . A brief survey of the U.K . industry has shown that, in the past, relatively high profit margins have not encouraged high cap ital investment and development of more sophisticated operating techniques, but set against a background of rapidly escalating operating and energy costs , together with an ever-increasing demand for copper , it is anticipated that the industry will see great changes in the near future. With this in mind, an experimental furnace for continuous smelting of copper-bearing scrap has been developed at the University of Birmingham. This furnace has been designed to combine the conventional operations of blast furnace or reverberatory smelting, usually followed by converting, in one unit, and incorporates many of the features of the WORGRA and Noranda processes for continuous primary smelting . It consists of a long, sloping channel, constructed of chrome-magnesite refractory, which: is churned near the top. Smelting is effected lower down the channel, where iron, etc., in the scrap is oxidized and slagged off with silica flux. Provision is made for oil injection to increase oxidation rates. Metal can flow from the bottom of the channel, and slag from the top, so that a counter-current flow is achieved. The approximate molten capacity is 25 kg. Various scrap charges, both synthetically made and as supplied from various industrial smelters, have been successfully smelted. Metal of 83 -95 % Cu has been produced, depending on the original charge composition and the degree of air injection, although air injection was also found to considerably increase the copper loss to slag. Recoveries of other valuable non-ferrous metals in the charge were good.

In this study a generalized specification and costing model for high tonnage coal carrying conveyor belts of 3.5 to 100 miles is presented. These belt systems, in modular units or flights, of up to 9 miles in length can be considered in terms of gathering systems. The study format is sufficiently open to allow users to insert their own requirements and parameters. A specific case study is provided. Because conveyor belts are feasible almost anywhere, this study has not investigated any specific route or geographic location. Rather, it has concentrated on setting up an heuristic programming model for conveyor belt facility optimization and cost minimization. The analysis starts with the principle factors involved in the design of the system and their optimization for various cases. This is followed, in Section 5.4, with a factor by factor cost analysis based on industry data and the preceding optimization. The next step is the development of both facility and costing models suitable for computer analysis. Logic flow diagrams are presented at each major analytic step.

This report describes a program whose objective was to develop, design, fabricate and laboratory-test two prototype instruments capable of real-time selective detection and measurement of airborne fibrous-shaped particles. The operation of this fibrous aerosol monitor (FAM) is based on the rotation imparted to the acicular particles by means of a rotating quadrupole electric field of the order of 3000 V/cm. This field induces a dipole charge separation on the fibers and aligns them with the applied field. The selective detection of the fibers is effected by synchronous detection of the resulting modulation of the light scattered from a continuous-wave helium-neon laser beam by the rotating particles. The theory of operation, design of the electric-optical detection configuration and the electronic signal processing method are discussed. By means of a scattering pulse sharpness discrimination technique, fibers whose length exceed a selectable value are detected and their number concentration digitally displayed. Counting times of 1 to 1000 minutes permit the measurement of fiber concentrations between 0.001 and about 30 cm-3. A concentration of the order of one fiber per cubic centimeter can be assessed within a relative standard deviation of 10 percent with a counting period of 10 minutes. The FAM is a portable, battery-powered instrument capable of operating continuously for about 4 hours between battery charges. Preliminary tests with crocidolite and crysotile asbestos as well as with glass fibers were performed in the laboratory and the results indicate good correlation with the standard NIOSH phase contrast microscopy filter counting method.

"AbstractThis paper is an attempt. to outline the present status of underground mining contracting in Canada, and to present certain facts concerning the writing and administration of underground mining contracts which, hopefully, may be useful to those intending to engage a mining contractor . The paper is based on the author' s experience as a contractor and also as a consulting engineer advising others in the purchase of contractors' services.HistoryIN THE early days of mining contracting in Canada, the contractor was primarily a labour contractor. He was expected to bring a good crew of men that normally followed him, and to perform certain work under his own direct supervision. The owner usually looked after all other details including financing, payrolls, withholding taxes, etc , computing and paying the contractor his profit. In the pre-World-War II years, most work was done on this basis.Over the years, the contractor was called on to supply more in the way of services, and the present-day situation evolved.Labour contracts are still used, but now the contractor is expected to carry out his own administration. Most contracts now call for the supply of special tooling required to do the work. In most cases, some, if not all, supplies are the contractor 's responsibility and , in a growing number of cases, the contractor is responsible for such items as design and surveying. The ultimate in this direction is the execution of projects on a turnkey basis. Under this system , the contractor carries the project to a stage where it is turned over fully operational to the owner."

This Bureau of Mines report is devoted to descriptions of systems that provide in-mine wired telephone service. Although they may incorporate other features, each system described functions to allow one telephone to selectively access another telephone. Except for the paper on Conventional Telephone Equipment, the equipment described is newly developed and specifically designed to satisfy the requirements of underground mine communications.

The purpose of Volume II of this study is to provide a general plan for the pilot testing of two materials which could be used to tag explosives for both pre- and postdetonation identification and of tracing techniques which would thereby aid the investigator of an unauthorized bombing or explosion in being able to determine the source and/or user of the explosives. Volume I described the planning factors by which the tagging of explosives could be implemented on a National basis. 1.2 BACKGROUND Tagging explosives at the time of manufacture with a taggant material that could survive detonation, be recovered, and provide an investigative lead has been seriously studied for several years. This concept has gained widespread support among many law enforcement groups because of the scant clues that can presently be found among bombing residue.

This Bureau of Mines publication presents short-range projections of domestic liquid hydrocarbon production through 1980. Appraisal of future crude oil production was made by evaluating the relationship between primary and enhanced oil recovery and the total crude oil producing trends in each of the oil-producing areas of the United States. Future natural gas liquid production was generally estimated by projecting historical production. Estimates of production were prepared for each of the oil producing areas and summarized for the Petroleum Administration for Defense (PAD) districts and total United States. From 1975 to 1980, crude oil production for the conterminous United States is expected to decline from 7.8 to 6.4 million barrels of oil per day (BOPD), and it is expected to increase from 8.0 to 8.2 million BOPD for the total United States. However, these estimates do not include additional production expected from the Elk Hills field in California and the Yates field in Texas. If included, 1980 production for the conterminous United States would be 6.7 million BOPD and 8.4 million BOPD for the total United States.

Total suspended solids (TSS), generally referred to simply as sediment, is one of the four major parameters of water pollution associated with surface mining activities. The other three para¬meters are iron, manganese and pH. Currently the Environmental Protection Agency (EPA) is in the process of developing and implement¬ing effluent limitations for these pollutants pursuant to section 301 of the Federal Water Pollution Control Act Amendments of 1972, 33 USC 1811.1 To date, effluent guidelines for existing point sources have been published, and guidelines for new sources are forthcoming. The effluent limits which have already been developed for TSS have been subjected to some controversy.1 Some industry spokesmen have indicated that they may be unable to meet these effluent limitation guidelines for TSS. The industry claims that in certain areas the suggested limit is unattainable since high suspended solid loads already exist in streams due to numerous and various sources of nonpoint pollution which include agriculture, silviculture and urban construction for which no TSS effluent limits have been set. An opposite viewpoint asserts that the TSS limitations are too lenient since permit data from the Regions (U.S. EPA Regions) indicates present compliance for several companies under more stringent TSS limits. The experience at the Centralia mine in Washington is one example.2
