"THE FOLLOWING are some comments on the article, ""International Trade in Minerals and Economic Development"", by M. Sengupta, published in the October 1976 issue of the CIM Bulletin.Sengupta says in the introduction that ""The mechanism through which this growth (economic development) has occurred is basic ally straight forward"". His statement is quite misleading and perhaps it is better to quote Gerald Meier:""Development economists must operate in an imperfect second-best world, away from the simplified premises of neoclassical economics. Their subject matter is therefore not yet a coherent or self-contained discipline. Denied recourse to a set of general principles, perhaps the student's most sensible introduction to economic development is through a study of 'leading issues' that are at the time a major preoccupation of the development economist and development practitioner"" .Sengupta quotes an authority who wrote 18 years ago. Academic and operating development economists today know full well that existing theory is quite deficient. Sociologists, political scientists and engineers in this field also know that economic, social, political and technical development involves all academic disciplines.Sengupta indicates that tariffs in developed countries prevent less developed countries from supplying refined metal, or manufactured and semi-manufactured products. He lists Zambia, Chile and Zaire as examples of copper concentrate exporters, as inadequately shown in Table 1. He is wrong."

Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. "AbstractThe paper identifies the major components of price change which affect the determination of the internal rate of return of a mining project. It illustrates several price indexes which may be used to measure general price increases, identifying techniques which might incorporate them into mine valuation procedures. The ""hurdle rate"" for new investment is discussed.IntroductionDECISIONS regarding the value of an orebody and whether or when to mine an orebody are based on an estimate of the cash flows which would be associated with its exploitation. These pro-forma cash flows represent cash in or out of a possible mineable deposit and include exploration and construction costs, sales revenues, operating expenses, taxes, debt borrowings, interest and debt repayment. It has long been recognized that when combining the cash flows occurring over the life of the mine, dollars received or paid out early have greater value than those received or paid out later. This time value of money has been incorporated into mine evaluation calculations through the use of present-value or discounting techniques. Another factor affecting mine valuation, inflation, is not accounted for by valuation techniques now in use. In recent years, price changes have become more volatile. In the past, price change could easily be ignored when evaluating potential mines. Today, the combination of larger investments and greater price volatility leads to great concern about the effects of price change on mine valuation."

My paper relates to bond's third theory of comminution and suggests work be used as a basis for designing crushing and screening plants, this will give more accuracy than existing methods, As stated in the abstract, this paper is only a synopsis of my official paper, many of the questions that might arise in this brief address will be answered by referring to the detail i n the main paper $ Because of the limited time available and the fact that many people here do not need to study the aspects of crushing and screening in depth, i will highlight-those sections of the paper which show how major capital, operating and energy cost savings can be achieved in the process, I will develop the theme in the following manner, Firstly, pointing out, why a new approach is needed to the fundamentals of crushing and screening, Secondly, by setting forth some theory to describe what we are trying to accomplish, Thirdly, by looking at important factors which need to be observed in designing plants and applying machines to comply with this theory, Lastly, i will put forth some ideas on how we might develop this theory to make the industry more efficient, At the outset, i have to say my approach to this process is entirely new, for those used to applying machines and designing plants on existing criteria, they will find this theory easier

A new mode of coal transportation based on the principles of pneumatic conveying has been recently, proposed by Soo, et al. [5]. Pneumatic transport is not a novel concept and commercial experience with pneumatic pipelines for short haul distances is plentiful. The list of applications is long and includes transporting ores, chemicals and pharmaceutical products, agricultural products, and domestic and industrial wastes. The study by Soo, et al. [5] updated an earlier one [l0] and presented the most recent economic evaluation of pneumatic transportation of coal. Their preliminary study concluded that there are immediate advantages for short-distance transport (less than 100 miles) and that it is both technologically and economically feasible. That study also concludes that pneumatic transport has a higher potential and more promising profitability in long-distance applications than rail if new track and roadbed must be built. Some of the advantages of long and short distance pneumatic pipeline transport of coal compared to rail and slurry transport are: 1) Replacement of diesel fuel consumed by unit trains, as the pipeline can be powered by coal-generated electricity; 2) Reduction of the skilled-labor costs required for upgrading and maintaining railroads; 3) Elimination of signaling, rerouting and overpass costs due to increased rail traffic on' mainline trackage;

This publication contains analyses and related source data for 252 natural gas samples from wells and pipelines in 17 States. All of the samples were obtained and analyzed during calendar year 1976 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Eighteen previous publications have presented the results of 11,065 gas analyses prior to 1976. Urban quarries offer one of the greatest opportunities for profit in non-metallic mining with limited financial risk IF properly evaluated, planned and developed to meet market needs. Location, with respect to market, is the prime consideration. Geologic considerations and quality of rock are nearly as important. Cost factors and return on investment (ROI) are the principal financial considerations. Risk of capital is determined by weighing all factors that should be considered and how well judgements are based on information acquired. It is a simple, true axiom of business that an investment must be founded on amount of capital required with its expected return plus profit, expertise required to operate and time involved. Urban quarries generally offer excellent stone product market opportunities. Costs of land with mineral containment and processing operations are much greater than in rural areas. Environmental problems have become increasingly severe. Competition from other quarries in the market area is usually directly proportional to the profit attractiveness. Risk of capital (initial, developmental and operational) can be evaluated and reduced only by thorough analysis of the entire situation. Time and money expended on planning and preliminary investigations probably represent the most productive investment of available company resources.

Western Mines' milling circuit produces three concentrates (copper, lead and zinc), with the tailings being disposed of at the bottom of Buttle Lake. In view of the mine's location and the method of tailing disposal, a comprehensive pollution control program has been in effect since start-up. Changes -in the ore over the past few years have required the use of increasing quantities of sodium cyanide in order to effect a good copper-lead separation. This led to the use of alkaline chlorination for destruction of ?residual cyanide and precipitation of dissolved copper contained in the tailing effluent. The development of Western Mines' alkaline chlorination plant is discussed in detail, including initial test work and the evolution of procedures leading to the present operation. The current monitoring program is also reviewed.

"AbstractMeasurement and control systems in minerals processing plants are usually well thought out and designed. The criteria and design parameters have been interpreted correctly.However, these systems often fail to perform satisfactorily or break down altogether as a result of in-plant conditions which are unpredictable and over which the instrument systems designer has no direct control. The foresight necessary to anticipate the problems and allow for them in the systems design can only be generated by experience.This paper lists the most common of these problems and offers practical methods for their solution. It then follows with an analysis of instrument installation practices and comments on special points that need watching.Finally, instrument maintenance is discussed with a view to achieving good maintenance at the best possible economy.Good MeasurementGeneralTHE MINES and mineral processing plants of the nineteen seventies, after decades of sensible caution, have now committed themselves to extensive automatic control. X-ray analyzers are freely specified. Sample acquisition systems are efficient and automated, computers are reliable and relatively cheap, and computer control systems in conjunction with the new analyzers are operating in a good many plants and are proving to be profitable.The sight of shift foremen and floor operators assembled in front of a TV-tube and taking a computer data display as gospel truth is quite common now, and yet was quite unthinkable only ten years ago."

This Bureau of Mines report evaluates audio dosimeters, 3 sample units from each of 10 currently marketed brands. Each dosimeter was treated as a "black box" with the acoustic stimulus as the input and the accumulated dosage as the output. The dosimeter microphones were exposed to a sound field gener¬ated in an anechoic chamber. Characteristics evaluated include frequency response (100 to 8,000 Hz), level-time trade-off rate (88 to 117 db), status of calibration, crest-handling capability, and power consumption rate. Experi¬mental errors revealed by replication of the tests were found to be generally much smaller than variations in performance among the samples of any brand, and possibilities of further reducing the magnitude of these errors are discussed.

This report contains the findings of a study to perform a task and skill analysis of roof-bolting operations, with respect to the operational training requirements and to prepare detailed recommendations for the operational training system. The extent of the problem was determined by visiting underground coal mines, interviewing training and safety personnel, observing and interviewing roof-bolter operators, and reviewing present training programs and facilities. In conjunction with the mine visits an extensive literature search was conducted with emphasis on training, mine safety, and accidents involving the roof-bolting operation and roof-bolter operators. A number of training programs and training devices were considered resulting in the development of a recommended training program including training devices to be used and establishing training objectives.

Four conditions are commonly accepted as being needed for the development of native sulphur deposits in sedimentary rocks : (1) ample sulphate-bearing evaporite, normally anhydritic; (2) proximity to petroleum deposits; (3) a hydrodynamic system of communication between these two; (4) a stratigraphic or structural trap to prevent escape of the sulphur and sulphur -bearing reaction products. When any of these requisites are absent, apparently no significant residual bio-epigenetic sulphur deposit will form. These requirements are, however, satisfied in some areas, which include both the Triassic and Devonian evaporites of northeastern British Columbia.

Results of the investigation have led to several theories of the origin: of the fires, the nature of the chemistry and a method for assessing: the fire potential. In 1971, Bituminous Coal Research, Inc~ established a program to provide the coal industry with the necessary information and technical capability to investigate and evaluate potential problems concerning trace elements in coal and coal-related materials. The initial efforts at BCR in developing or adapting analytical procedures for the precise determination of trace elements in the parts per million to parts per billion range were detailed in a report titled "The Development of Analytical Methods for Determining Trace Elements in Coal and Coal-related Products." A subsequent reports contained descriptions of reliable analytical methods refined by BCR for determining mercury in coal and coal ash and also in coal mine water. his paper reports initial progress in applying recently-acquired trace-element analytical capabilities to solving potential coal industry problems. In this case, the effect of a coal-cleaning process on the distribution and removal of potentially harmful trace elements in coal was evaluated. Coal cleaning offers the possibility of controlling potentially harmful emissions resulting from combustion of large tonnages of coal by removing the pollutants prior to combustion.

The trend to larger grinding mills, requiring total drive power in the range of 10,000 KW(13,400 HP) or so provides the incentive for developing new power transmitting techniques, since conventional girth gears are limited to about 3700 to 4500 KW per mesh (5000-6000 HP). For the immediate future, the synchronous motor, with its beneficial power factor, and the squirrel cage induction motor, with its high reliability record and low maintenance, still promise to be the best choice for prime mover(s). Due to the abovementioned single mesh power limitation of the gear train, however, two or more motors must be combined to attain the required drive power. This paper describes a scheme for coupling these motors to the mill using a straightforward, essentially mechanical means that is based on proven components and controls.

Grinding and classification circuits at Climax Molybdenum Co. are described. Since the installation of a direct digital control computer in 1974, a number of control strategies were developed and evaluated. This paper deals in particular with the practical experience and results obtained in direct digital control of a wet grinding circuit consisting of a ball mill, constant speed sump pump, and hydrocyclones. For this circuit throughput is maximized, while maintaining a desired product size. Product size is inferred from measurement of operating variables.

Why did it fail? My first reaction when assigned this topic was to say: because somebody "goofed"--then thank you all for letting me say those few words, then promptly sit down. All of you have been bandying this problem around for many years--so all of a sudden I should come up with the solution. Well, While I might not provide you with your particular answer, I think I can show you some of the resolutions to it. Somewhere along your path of experience you may have discovered that a good formula for starting a fight is to tell a group of dedicated (Nordberg Crusher) users they should be using (Allis-Chalmers), or a group of (Allis-Chalmers) 'users they should be a (Traylor). Now, if you really want a melee, get both groups together and tell them they should be using a (Stedman Cage Mill). This is one sure way you can learn how great minds arrive at logical, well thought-out conclusions, based on all the relevant facts. Why did it fail? I could go on for hours giving you specific reasons why. One of my engineering professors used to start his new class off each year by writing on the blackboard--four and two, then turn to the class and ask: What is the problem? One brave scholar would venture to answer 8. His head would shake no. Another would dare 6. Again, a head shake. Now that the ball had gotten rolling, a number would vocally decide it had to be two, which produced only another shake of the head--no. All of them had missed the question he had asked : What is the problem? What he had gotten ,were some of the possible answers to the problem.

It is important to define "adequacy," and the most useful definition is a continuing availability of mineral materials under cost and other conditions which imply no significant burden on the achievement of otherwise attainable levels of consumption and well-being. For current decision making, it is sufficient to consider adequacy just to the end of the century, with some regard being given to then remaining mineral inventory. A comparison of cumulative demand projections to the year 2000 with already identified reserves ( economically recoverable amounts in known deposits) suggests little reason for concern with world adequacy of iron ore, aluminum, manganese, chromium or potash. Conservative estimates of "prospective" reserves (amounts producible at today's prices, but yet to be discovered) suggests that there are ample quantities of virtually all other mineral resources as well. A probable exception is oil and gas, of which there may be scant amounts remaining after the turn of the century. However, there is an evident sufficiency of substitute forms of energy, though it is difficult to see just where developing technology will take us. The critical questions have to do with the increasing dependence of the industrialized countries on external sources of supply , coupled with a new international politic s which complicates the problem of insuring timely development of, and access to, remaining deposits. In this context, Canada, a still mineral-rich nation, is in one of the more favorable positions.

The major factors limiting the establishing of vegetation on the shale and sandstone wastes at Minto are high exchange acidity and low pH (shale pH 4-5, sandstone pH < 4). In the first revegetation program (1967-74), 3.8 million trees were planted without grading on 4,000 acres (red, jack and scots pine and black locust). White dutch and sweet clover, birds-foot trefoil and red top were established in selected areas, and ponds were stocked with brook trout. In the second phase of reclamation, beginning in 1979, a comprehensive plan will be initiated which will allow for forest production, wildlife development and recreational activities.
