This report is in fulfillment of Contract H0230031 awarded to Bituminous Coal Research, Inc., on May 23, 1973. The scope of work to be performed under this contract was divided into four phases: Phase I - Design, Phase II - Construction, Phase III - Field Demonstration, and Phase IV - Analysis and Final Report. During Phase I, an agreement was finalized with the Rochester and Pittsburgh Coal Co. for conducting field tests of the proposed shearer spray systems on a longwall panel in the company's Jane Mine in Indiana County, Pa. A drum was then designed which could be used on the Eickhoff shearer, Model EW170-L, being used on this longwall and which would utilize the following spray systems: 1. One spray nozzle located in front of each cutter bit with the jet directed at the cutting surface. 2. One spray nozzle located in back of each cutter bit with the jet directed at the back of the bit. 3. Standard Eickhoff nozzles located in a header along the drum scrolls. 4. A fixed header mounted on the shearer directly behind the drum to simulate the spray system originally used on the Eickhoff shearer.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

This study undertook the development and implementation of a methodology for estimating the impact of coal seam interaction on the eastern bituminous underground reserve base as published in USBM Information Circular 8655. The effects of previous mining in multiple coal seam areas on currently mined and reserve seams are predicted as a percentage coal loss by an engineering assessment model called the Coal Loss Calculation Model. The model utilizes twelve input variables easily derivable from mine maps or other existing data sources and calculates the effects of subsidence and high-stress due to remnant pillars in the previously mined seam. Extensive literature review resulted in the identification, definition, and quantification of the critical variables of seam interaction. Export opinion surveys were made of mining experts, MESA mine inspectors, and coal mine operators. Statistical analysis was used to establish the redundancy of the critical variables and to develop a total coal loss prediction algorithm. A regional analysis resulted in the production of a series of thematic maps on coal characteristics and distribution. A derivative map showing the areas of commonality within the eastern bituminous coal region served as the basis for implementation of the coal loss calculation model. The model was developed and tested using data from four coal mines in western Pennsylvania and southern West Virginia.

A three-dimensional finite element analysis was performed of an instrumented section of a double-entry coal mine in order to provide a comparison between field measurements and existing analytic techniques. The BMINES computer code was used to perform the analysis. The sequence of excavation of the entries was considered, as well as the installation of rock bolts and cribbing during the mining cycle. The materials In the region under investigation were idealized into four rock types and coal. The rocks were assumed to be isotropically elastic, perfectly plastic. Coal was represented by an elastically anisotropic (transverse isotropy) and plastically isotropic model. A fracture yield criterion of the Coulomb form was used for all materials. The strength and stiffness of all materials were substantially reduced from available laboratory data to account for in-situ properties. Qualitative trends and stress distributions obtained from the calculation were found to be reasonable. However, computed displacements and closures were greatly exaggerated and an excessive degree of inelastic deformation was indicated in the coal, especially adjacent to the excavated faces. It was established that both these effects were the result of an excessive reduction in the strength and stiffness of the materials. The analysis underscores the need for three-dimensional calculations by identifying a number of important structural response parameters that would be either outside the scope of, or misrepresented by, two-dimensional analyses. The analysis also emphasizes the need for comprehensive and accurate measurement of material properties in order fully to exploit the power of the analytical techniques to generate reliable predictions.

Workshops were held in eight states during the period from December 12. 1975. through June 25, 1976, under U. S. Bureau of Mines Contract to the University of Missouri-Rolla. The workshops were designed to help define the Bureau's research and development priorities. At each workshop a summary of the current Bureau mine reclamation research was presented which was followed by identification of problems associated with mine land reclamation in the state where the meeting was being held. Discussions included the seriousness of problems locally and how the Bureau could best undertake research to assist the state in solving the problems identified. Participants included representatives of state agencies, educational institutions, and companies involved in surface mining. Attendance at these workshops totaled 201 persons who displayed a wide variety of opinions and ideas as to what should be done In government research and development efforts. A breakdown of these attendees is as follows: 91 state and Federal employees; 69 mine operators, equipment manufacturers and consultants; 33 educators and researchers; and 8 others representing such varied interests as environmental and conservation groups, news media and students .

VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

Laboratory amenability studies as well as a pilot heap-leaching investigation of low-grade sandstone uranium ores from Wyoming, New Mexico, and Colorado are described. Sulfuric acid heap leaching with oxidation, for 120 days, extracted up to 98 percent, 90 percent, and 79 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively.

This report summarizes the results of an investigation into the causes of coal mine roof instability caused by the environmental characteristics of the air ventilated through a mine. The field studies, which were mostly in the Illinois Coal Basin, concentrated on collecting data of surface weather conditions, mine air characteristics (relative humidity and temperature), roof material types, roof movements, and characteristics of roof deterioration. The field studies revealed seasonal changes in weather are reflected in the mine air. The intake air undergoes rapid tempering along its course as it interacts with the ambient mine conditions. There are seasonal moisture interchanges between the mine rock and air, and a mine will lose more water than it gains on a yearly basis. The field studies also established that when the roof rock is shaley, seasonal changes in the humidity will cause roof deterioration because of the detrimental action of moisture on the shale. Roof falls were inventoried and classified by geometry. In the laboratory investigations, physical tests proved unreliable for evaluating shales for roof stability. The Franklin slake test lacks the sensitivity needed to differentiate shale durability for roof stability. A relative humidity test that reveals the sensitivity of a shaley rock to moisture change was devised. Environemntal chamber studies showed that neither temperature nor barometric pressure have a direct influence on shale durability. Photoelastic studies showed that the rate and depth of moisture absorption into a shale is controlled by bedding planes, fractures, and holes interrupting the exposed surface.

An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. Mahmoud were supported, in part, by the contract while he was a Visiting Fellow with the Cooperative Institute for Research in Environmental Sciences at the University of Colorado. As part of the broad program to improve the safety of underground coal mines, the Pittsburgh Mining and Safety Research Center sponsored several detailed studies on the inhibition of coal dust-air explosions. The present study was one of these. The goal of the research was to advance the development of improved coal-dust explosion inhibiting agents by determining, on a laboratory scale, the basic chemical processes involved in the inhibition of coal-dust flames by dry-powder agents. B. Our Approach Neither the basic molecular processes involved in coal combustion, nor the molecular mode of action of dry-powder agents, are known with certainty. Our approach, therefore, involved the direct determination, by sampling techniques, of species behavior in small, aerodynamically simple flames. To further aid in separating behavior of coal and dry-powder inhibitors, the latter were studied in CH4-air flames.

Reports technical progress in designing four machines to be used in mining coal underground, applying innovative concepts at the design stage (instead of add-ons). A study phase was followed by design activity, including calculations supporting the designs. Scale models of three machines were built, and a full-scale mock-up of the conventional loader was used to measure human factors parameters.

This report describes the performance of Phase I of a project to design, analyze, and demonstrate a multilift longwall mining method applicable to mining coal seams twelve (12) feet or more in thickness. A non-simultaneous multilift operation is the most viable thick seam mining technique for introduction to the United States coal industry. In the case of the proposed site at Emery, Utah it will result in an increase in coal extraction from 30% with present methods to at least 50% and possibly more. The major technological advance involved in this project is mining a lower lift under a previously mined upper lift. To accomplish this, entries must be developed and maintained beneath the upper lift gob. This will necessitate the use of steel supports at frequent intervals throughout the lower lift' entry system. This has not been done in the U.S. to date. An economic analysis of the project indicates that, while this method will result in a higher than average cost per ton for coal mined, the coal would be competitive with current-operation in the area.

This report presents a discussion of perforance parameters for electronic or active hearing protectors that will meet the needs of underground coal miners. This information is incorporated into a proposed set of specifications that can be used to judge the suitability of a particular electronic hearing protector for the coal mine application. Acoustic and electrical tests were performed on a developmental model of an electronic hearing protector built by the U. S. Bureau of Mines. This model showed only a slight reduction in speech intelligibility which was traced to poorly matched components and in particular to the transducers. Tests of alternative components showed the Knowles BL-1671 microphone to be suitable for this application because of its performance and extremely small size. The Roan-well H-143/AIC earphone was found to have a good frequency response but has the disadvantage of being rather bulky which causes a slight degradation of a low frequency attenuation of the hearing protector. A satisfactory installation of these components in a hearing protector muff was demonstrated and tested. Results of tests of several methods of controlling the sound level under the hearing protector muff showed that a simple diode clipper circuit can be used with only a negligible loss in speech intelligibility for normal-hearing listeners. A commercially available active hearing protector, the British-built ACOS A-9000/2 was examined. This hearing protector provides sound level limiting through a saturating amplifier. Preliminary tests have shown that the performance characteristics of this commercial unit meet many of the proposed specifications so further testing and evaluation should be performed to determine its suitability for use 1n underground coal mines. The recommended test of intelligibility for electronic hearing protectors and other communication systems as used in a coal mine setting is the Modified Rhyme Test (MRT) developed by House et al. in 1965. The suitability and method of administering this test are discussed.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.

This report contains the results of a technical and economic evaluation of conceptual systems for the underground mining, rubblization, and in situ retorting of deep oil shale deposits. Study efforts were first directed towards evaluation of the applicable geology, associated minerals, rock mechanics, in situ retorting, access mining, ventilation, rubblization, safety, and environmental impact factors. Conceptual systems were synthesized and then evaluated against these factors from both a technical and limited economic viewpoint. The results of these evaluations were then analyzed and, based upon this analysis, the following two systems were selected for further study: System II: Room and Pillar-Vertical Drill and Blast System IV: Tunnel Boring-Horizontal Ring Drill and Blast Due to the large number of variables to be considered, a computer program was developed and utilized to provide data for the cost trade-off studies and economic analysis. Results of the early computer runs indicated the value of the tool available? in the computer program and led to an extension in the contract to determine the sensitivity of the systems to several of the more apparent significant variables. These results in turn led to a refinement in the design assumptions and a better understanding of the technical and economic options available to an owner-operator of a Vertical Modified In Situ Shale Oil Extraction System. This report is submitted in fulfillment of the requirements of Contract Number 50241073 by Fenix & Scisson, Inc. to the Denver Mining Research Center, United States Department of the Interior, Bureau of Mines. This report describes a study to develop a detailed set of guidelines and equipment recommendations to be used as a guide for mine operators, mine inspectors, and equipment manufacturers in implementing the emergency escapeway standards for metal and nonmetal underground mines. It was sponsored by the United States Bureau of Mines. The first part of this report reviews the historical background of metal and nonmetal mine fires and the development of present and proposed mandatory standards. This is followed by a discussion of the survey of representative mines and how the proposed standard effects these mines. The remainder of the report covers technical discussions of each escapeway component including a comprehensive computer simulation of mine evacuation. Following the technical discussion of each group of escapeway components is a list of the pertinent guidelines.
