The Bureau of Hines and industry (mining and private) have studied the placement of hydraulic sandfill in deep-vein mines to identify existing problems and to develop techniques to strengthen the support characteristics of the sandfill. The hydraulic sandfill system, physical properties of typical classified mill tailings, and properties of sandfill modified by various techniques are discussed. Computer analysis has defined the support capability of various sandfills using actual mine field data as a reference base. High-modulus sandfill can provide adequate support in deep-vein mines to alleviate rock and pillar stresses and to reduce rock-burst incidence.

Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

Nepheline syenite is a silica deficient crystalline rock consisting of albite and microcline feldspars and nepheline, together with varying but small amounts of mafic silicates and other accessory minerals. Nepheline-bearing rocks are widely distributed around the world but only in Canada, Norway, the Union of Soviet Socialist Republics, and the United States are deposits worked commercially. Because of its low melting point and fluxing ability, nepheline syenite was investigated in the early 1900s by many students of glass and ceramics. Although the nepheline syenite deposits in Methuen Township, Ont., Canada, were discovered as early as 1897 it wasn't until 1935 that the first mill was erected to produce nepheline syenite products. In Canada, nepheline syenite deposits are worked by Indusmin Ltd. and International Minerals and Chemical Corp. (Canada) Ltd. who have combined production capacity in excess of 1800 tpd. Between 1935 and 1972 seven million tons valued at $78 million were produced from the Methuen Township deposits. In Norway, the Norsk Nefelin Div. of Elkem Spigerverket has produced nepheline syenite from a deposit on Stjernoy Island in western Finnmark since early 1960. Between 1961 and 1972 the company produced 930,000 mt with an estimated value of $17 million. Nepheline syenite has been under investigation in the Union of Soviet Socialist Republics (USSR) since at least 1928. In 1951 the first commercial alumina works was brought on stream at Volkhov, near Leningrad, utilizing nepheline concentrates from the Kola peninsula as mill feed. Since then two others have been completed and more are planned. Large quantities of portland cement, sodium carbonate, and potassium carbonate are produced in conjunction with the alumina. In the United States, nepheline syenite has been produced for many years from deposits in central Arkansas by the Big Rock Stone and Materials Co. for construction aggregates and, since 1947, for roofing granules by the 3M Co. Chap. 16 on "Feldspar, Nepheline Syenite, and Aplite" in the 3rd ed. of Industrial Minerals and Rocks (Castle, and Gillson, 1960) and Nepheline Syenite Deposits of Southern Ontario (Hewitt, 1960) contain excellent accounts of earlier commercial development of nepheline syenite as a glass and ceramic material. Therefore this chapter deals mostly with the period since 1960 and with matters not previously reported in detail. An English monograph on Nepheline-Syenite and Phonolite (Allen et al., 1968) is a complete current survey of nepheline syenite which, with its very complete list of references. is an excellent source book. End Uses Nepheline syenite from the Canadian and Norwegian producers finds use primarily in the manufacture of glass and ceramics. One producer also makes several grades of nepheline syenite that are useful as extender pigments and fillers in paint, plastics, and rubber. In the Soviet Union nepheline is used in increasing quantities in the manufacture of alumina, alkali carbonates, and portland cement and to a lesser degree it is used in the manufacture of colored container glass.

Uranium miners have been shown to develop lung cancer in direct proportion to the time of exposure in the mine and the concentration of radioactivity (cumulative working level).1 Radon gas is continually evolved from the uranium ore, but because of its shoe half-life, 3.82 days, it is soon decomposed into particulate daughter products, which along with the dust in the mine, become deposited in the miners' lungs. At present, massive ventilation is the only effective method of reducing the radioactivity concentration in the mines. However, the Bureau of Mines is evaluating the possibility of using coatings on the mine wall that will have sufficiently low permeability to radon that the gas will decompose into the particulate daughter products before it can permeate the coating. Permanently trapped in the coating, the daughter products would be prevented from dispersing in the mine atmosphere. Lawrence Livermore Laboratory was asked to aid in this investigation. The direct determination of radon permeability is more difficult than that of the other noble gases because of the short half-life of the gas and radioactive contamination of the apparatus. We felt that it should be possible to estimate radon permeation coefficients from other noble gas permeation coefficients. It was noted that the log of the diffusion constants for helium, neon, argon, and krypton, as reported by Meares2,3 plotted to a straight line-against the square of-the gas molecularddia meter. The log of the permeation coefficients also plotted to a straight line against the square of the gas molecular diameter. Thus, by determining the permeation coefficients of such gases as argon and krypton through various films and coatings, it appeared likely that radon permeation coefficients could be estimated. In addition we felt it should be possible to find some relationship between polymer structure and he noble gas permeation coefficient that would aid in the selection of coatings materials as radon barriers.

This report is the result of the engineering efforts performed by the Mining Equipment Operations of FMC to develop methods of automating a continuous miner. This work was done as part of modification number three of the contract for the development of a miner/bolter system. As the demand for energy places an ever-increasing pressure on the coal mining industry to produce more coal, methods for underground mining which will increase productivity with a con-current increase in safety are being actively sought. Removing the machine operator from his station on the continuous miner and placing him at a safer location behind the machine while retaining his control functions via an umbilical cable or a radio link was an important first step. However, the problems of poor visibility, no control "feel", and the judgmental problems of controlling the sump distance and the shear limits have not been conducive to the productivity increase that is desired.

That a close analogy exists between the flow of air in mines and the flow of current in electrical networks- has been known for a long time. The laws that have been used to solve series and parallel electrical circuits have been used to solve for the equivalent resistance in mine ventilation problems. Kirchhoff's current and voltage laws have also been adopted in solving mine ventilation network problems. It will be best to define a few terms here regarding networks, and with reference to Figure 1, these definitions can be elucidated. Figure 1 can be represented by the network in Figure 2 without losing any essential details. 1. A junction is a point where two or more airways meet. 2. The segment of a roadway connecting any two junctions is known as a branch. 3. A mesh is a closed path through the network. In the above network, B, C, D and F are the junctions, CF and CD are two of the branches and CFDC is a mesh. Kirchhoff's current law states that the sum of currents entering a junction. Applying this law to the junctions in the ventilation network, one obtains for junctions C and F, the following relationships: JUNCTION C: Q1 = Q4 + Q3 (1) JUNCTION F: Q2 + Q3 = Q5 (2) Similar relationships can be drawn for other junctions. The Federal Bureau of Mines, in cooperation with phosphate companies in the Florida land-pebble area, made a comprehensive study of the waste clays, or "phosphate slimes," produced in the mining of phosphate rock in Florida. These slimes represent a significant ecological problem and a major deterrent to effective land recovery in the phosphate-mining areas. Physical, chemical, and mineralogical studies were made of slime samples submitted by 15 of the 16 plants in Florida in an effort to identify factors that prevent successful consolidation of the slimes and subsequent recovery of the mined lands. Results of these studies indicated that the clay mineral attapulgite, a hydrated magnesium silicate, was primarily responsible for the very poor settling characteristics of the slimes, and that the quantity of attapulgite in the slimes effectively controlled the settling rate, pulp density of terminal solids, viscosity, percent solids of filter cake, and flocculant requirements.

The disposition of world mineral resources is such that a vital need exists for both the most efficient development of existing resources and the rapid disclosure of as-yet undiscovered resources. The technological developments described in this report are directed primarily toward the acceleration and increased efficiency of mineral-resource exploration program. In the past decade the use of computers in the mineral industry has grown exponentially. Most computer applications in mineral exploration are designed to be implemented either before or after data collection. Few, if any, computer applications are designed to be used during the collection of data. One major reason for the lack of development of computer applications in this area is that comunications links do not exist between computing systems and the remote areas that host mineral-deposit exploration programs.

Public Relations In describing public relations, a definition which is frequently quoted appeared in the PUBLIC RELATIONS NEWS, and is as follows: "The Management function which evaluates public attitudes, identifies the policies and procedures of an individual or organization with the public interest, and executes a program of action to earn public understanding and acceptance..' As you can see, this covers a "multitude of sins."

This paper deals with the search for the best practical means of storing sulphide bearing tailings, where there is no residual excess of carbonate material. It is the common experience that the sulphide content decomposes, with the aid of bacterial action, and the resulting sulphuric acid escapes, along with any heavy metal solutes, through embankments that are usually porous to some degree. The problem is typified in the tailings of the uranium operations of Elliot Lake, Ontario, where mining started some 20 years ago. The approach to tailings disposal paralleled the practice for other hydrometallurgical plants treating gold and base metal ores. Impoundment areas were designed to retain solids, and a clear and neutral overflow was considered satisfactory practice. Now experience has shown that these areas, some idle for over a dozen years, release acids, in seepage and overflows, to an unacceptable degree. To protect natural water courses neutralizing plants are operated wherever required. Lime slurry is fed continuously into the tailings outflows in a quantity sufficient to raise the pH to 8.5 and precipitate heavy metals that may be in solution. The objection to this procedure is that the plants will require servicing indefinitely, unless a better remedy is found.

To meet escalating energy requirements, substantial increases in production from the strippable coal and lignite deposits in eastern Montana, western North Dakota, and northeastern Wyoming already have occurred, and further expansions are expected at least until the year 2000. Such production, attributable largely to rising demand for low-sulfur coal, must be accomplished with a minimum of adverse effects on the environment. Information on geology, climate, and current land use in the Upper Missouri River basin is presented in the Bureau of Mines review as a guideline to what operators may expect during and after mining. Proven methods of protecting the air and water from pollution and of restoring mined land for other uses are described, and untried methods of land reclamation, some with equipment yet to be manufactured, are discussed as possible means of maintaining aesthetic values in the basin. Costs incurred to protect the environment are part of the production cost and thus are borne by the ultimate consumer. Unit production costs are less for the thick coal and lignite deposits of the basin than for the thinner but higher Btu coal deposits of the Eastern and Midwestern United States. Precise comparisons of environmental protection costs between mines in such disparate areas cannot be made, because of differences in physical conditions, accounting procedures, and other variables.

In recent years, market rates of interest have risen well above their historical long-term average. Also during this period, the short-term variability of interest rates has been greater than in prior years. Interest rates have a significant effect on the operation of our economy. They influence the extractive industries in a number of ways. Their major long- range impact is on investment decisions - specifically the valuation of mineral deposits. An understanding of the factors that influence interest rates is important to the engineer or businessman who makes the investment decisions for the mining company. The effect of changes in the market rate of interest on the value of mineral reserves is critical to the future financial success of the mining enterprise. The most common simplification of the factors determining the level of interest rates is that they are a function of the demand for and the supply of money. While this is an oversimplification, most businessmen would be hard- pressed to provide a better explanation. The purpose of this paper is to explore certain fundamental economic aspects of interest rates and to examine their effect on the analysis of investment in mineral deposits.

The efficient operation of an open pit mine presupposes that the slopes are maintained at an angle which closely approaches that of the ultimate stability of the slope. In order to do this in a safe manner, it is essential that the data relating to the behavior of the slopes be monitored and made available, through an instrumentation system, to the appropriate personnel so that soundly-based engineering decisions may be reached with the minimum of wasted effort. In addition to simply detecting potential failures, the system should also define what type of failure is developing; i.e., rotational, wedge, or dilational failures. Providing this data is the prime function of a stability monitoring system. Therefore, in an operating open pit mine, the instrumentation system must provide information which will have a direct bearing upon both the safety and the economics of the operation, as well as provide data which is pertinent to initial design, or to the re-design of slopes where developing instability is found to be a problem.6 It is possible to excavate pit slopes which will remain stable under extremely adverse conditions; however, such slopes would usually be so flat that they would tend to render the operation of a pit uneconomical which might otherwise be mined at a profit. On this basis, all practical pit slopes must be considered to be, to some ex- tent, unstable; if they are not, the design is too conservative and the mine is not returning its maximum profit. To reduce the problem to its fundamentals, one can simply state that the ideal pit slope design produces a slope which stands with zero maintenance for the entire life of the pit and then collapses into the final excavation as soon as the personnel and equipment have been removed. Such a design is impossible to achieve, but the fact remains that an efficient slope would hover on the edge of failure for the life of I the pit. As one retreats from this position, the profitability of the mine decreases because of an unduly conservative design.

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.

In 1774 a Swedish chemist, C. W. Schule, first recognized manganese as an element. That same year Schule's associate, J. G. Gahn, isolated the element manganese for the first time. In 1856 the Bessemer process of steelmaking gave birth to the economic importance of manganese. Later, in 1882, Robert Hadfield discovered high manganese steels. Although the primary use of manganese is in the ferroalloy industry, two additional important uses for manganese are making chemicals and dry cell batteries. Manganese is also vital to plant and animal life. Various chemical compounds of manganese are used in fertilizers, feeds, glass manufacture, paints, varnishes, and for numerous medicinal and chemical purposes. For the study of industrial minerals and rocks, only the chemical and battery grade material is of concern, but for the sake of comparison, metallurgical aspects are included in this presentation. Although currently the world's largest consumer of manganese, the United States is producing only minor amounts of ore at the present time. This is due primarily to the fact that although huge deposits of manganese occur within our borders, all are of such low grade as to be economically unfeasible to mine. For many years various government agencies and segments of private industry have devoted sizable sums of money and time in an attempt to upgrade ores from the various deposits, and also in an attempt to recover manganese from blast furnace slags. In view of current world prices, and the quantity of high grade material available, there is little likelihood that any of these approaches will be found to be economically feasible in the near future. Geology and Mineralogy Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are predominantly manganese to those having only minor percentages. [ ] Geology From a geological standpoint most manga¬nese deposits are complex. In general, it can be said that all primary deposits of manganese are carbonates or silicates. The most productive and profitable have been those of sedimentary origin and residual concentrations. Examples of these residual types of deposits are associated with the metamorphosed lodes of Madhya, Pradesh, India, and the lateritic deposits of Orissa and Bihar, India; nodules in the residual clays of the Philippine Islands, U.S. southern Appalachians and Arkansas, Ghana, and Brazil. Sedimentary manganese deposits are best exemplified by the Nikopol district of Russia and the Tchiatouri area of Georgia, USSR. Hydrothermal replacements are characterized by the rhodochrosite deposits of Butte and Phillipsburg, Mont. This paper describes a Client Consultant Relationship and shows how an engineering team created an environ- ment which fosters the development of good, economical and sometimes unique solutions. A major factor in establish- ing this environment was the Client's instruction to the Consultant to "propose solutions which, in the Consultant's considered opinion, best satisfy the needs of the project - not necessarily solutions which reproduce methods adopted elsewhere in the past." The Consultant's experience in other projects and disciplines outside mining has contributed by providing a cross- fertilisation of ideas. The team approach also allows the Client's expertise to be applied positively throughout the design process. These factors and the Client's foresight in providing adequate time for planning, allow the Client-Consultant Team to apply sound fundamental engineering in developing effective solutions.

Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.

The history of black coal as a fuel dates back in Europe more than 2,300 years, and possibly longer in China. Originally the mining of coal was done by underprivileged people, but with the industrial revolution and the dawn of mechanisation, the status of the coal miner improved. The improvement continued to the present day. Coal miners now take an important role in industrialised countries and enjoy a high standard of living. The miner is amongst the highest paid and best technologically served in any industrial activity. The abundance of coal relative to alternative fuels and its widespread occurrence, brings with it a prosperity much valued in those countries with significant resources such as Australia. Coal will play a major role in easing the world energy shortage. In addition to the conventional usage, throughout the world coal gasification plants are in various stages of development. Coal liquefaction plants are beyond the drawing board stage. Slurry pipelines to supply coal for direct burning in electric generating and other plants are planned. In the current atmosphere of environment consciousness, Australia has to contend with people with only marginal interest trying to influence coal mining activities to the detriment of the overall prosperity of Australia. Fortunately enlightened legislation is the greatest protector of the environment and in many instances great improvement to the environment ensues after mining has passed. With its vast resources of black coal Australia can look forward to a significant role in future supply of fuel. As a result of the trade and industry involved, Australia can become an even more influential country in world politics, trade, and the setting of high living standards.

The Bureau of Mines has conducted research on the ignition of methane-air mixtures by sparks caused by frictional impact of aluminum alloys on rusted steel at typical coal mine fan speeds. The objectives were to establish the incendivity of aluminum alloys under these conditions, to investigate differences between aluminum alloys, and to evaluate substitute materials for the aluminum-steel combination. With a specially designed apparatus, three commercial aluminum casting alloys and a number of experimental aluminum alloys were tested for incendivity of the frictional impact against rusted steel in flammable methane-air mixtures. All aluminum alloys tested produced some ignitions. Of the experimental alloys, the harder alloys and those containing silicon tended to be more incendive than the others. With the normal experimental conditions, constructional steel, stainless steel, brass, and plastic did not cause ignition of methane-air mixtures in frictional impact against rusted steel. Some ignitions occurred with constructional steel at high speed in more flammable gas mixtures enriched with oxygen. From these findings, it is suggested that constructional material combinations other than the aluminum-steel combustion would minimize this inc endive hazard. A detailed description is given of previous research, and comparison is made with present results where appropriate.

Since Guild 1 and Snelgrove 2 attracted our attention to the relationships between certain endogenic ore deposits and plate boundaries, an abundant flow of papers appeared in the metallogenic literature concerned with this problem and its application to mineral exploration. Some of the papers only speculate with the formation of specific type of ore deposit 3, 4, 5, 6, 7, 8, 9, 10, 11, 12 Other papers are more concerned with genetic and structural relationships between plate tectonics and mineralization 13, 14, 15, 16, 17, 18, 19, 20 They are philosophical, in that they are generalized and refer to no specific area. Yet it is true that a large part of the world mineral potential is concentrated at the convergence of oceanic and continental plates, for example, around the Pacific. Therefore, the interaction of two plates by either subduction, obduction or slippage likely has an important role for the genesis and/or the (structural) control of these "orogenic" ore deposits. If subduction is the driving mechanism for the generation of igneous rocks 21, 22 and endogenic ore deposits 18, volcanic activity and the nature of volcanic products certainly are the major geologic processes and events to be tested. Fonteilles 23 and Alsac 24 have already emphasized the important relationship between mineralization and the talc-alkaline affinity of the volcanics. The Andean orogen is one of the best areas for testing such genetic relationships. Rich and varied endogenic and volcanogenic ore deposits occur there and plate interaction is still active.
