The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. 1. Theory of Wet Dust Suppression Techniques Wet dust suppression is the utilization of a liquid for the control, reduction or elimination of airborne dust, or the suppression of such dust at its source. Effective control involves: a. The confinement of the dust within the dust producing area by a curtain of moisture. b. The wetting of the dust by direct contact between the particles and droplets of moisture. c. The formation of agglomerates too heavy to remain airborne, by combining small dust particles with each other and with the droplets of liquid. From the standpoint of economy, availability and safety, water is the ideal fluid. From the standpoint of effectiveness, however, it leaves much to be desired. As a result, a tech¬nique has been devised in which very small percentages of specially formulated dust control compounds are blended with water to greatly enhance its dust suppression qualities. The terms "dust control compounds, wetting agents and surface active agents" are frequently used interchangeably. Although dust control compounds represent a specific type of wetting agent, a great many wetting agents are far from satisfactory for dust control. "Wetting Agents" is a broad category which covers such items as emulsifiers, solubilizers, detergents, foamers, penetrants, thickeners, etc. Dust control compounds, on the other hand, are carefully formulated blends in which one or more special surface active agents have been incorporated.

The quantitative determination of the mass rate of flow of methane in an underground airway is calculated as the product of the methane concentration and the air flow rate. Velocities are taken at several points and then averaged over the airway cross section to determine the total volume flow. Errors in velocity measurement thereby result in errors in total volume flow as well as the mass flow rate of methane. The purpose of this program was to evaluate existing instrumentation for measuring air velocities in the speed range under 2000 feet per minute; to evaluate the method for determining total air volume flow from the velocity measurements; to evaluate new techniques which may be applied to measuring air velocities; and to design a prototype instrument which represents the best technique based on the evaluation. The instrument should be: a. portable b. self-contained c. insensitive to dust, moisture and temperature changes d. safe for use in gassy mines

"A growing public awareness of work-related diseases such as pneumoconiosis and the impact of this awareness on legislative bodies and on the skilled labour market are reasons why the Canadian mining industry must consider dust control of top-drawer importance. Measurements and standards related to the hazard are necessary to control a dust situation and to avoid excessive risk. The author discusses some of the methods of measurement, standards proposed and terminology used in this developing technology. The purpose primarily is to give a better understanding of the basic advances achieved by those who have applied current knowledge with a measure of success."

When the Middle Ages were drawing to an end and Rotterdam, then still a small fishing port, began to extend its trade relations to continental ports handling general cargo, a development was initiated which was to give Rotterdam a predominant position in maritime traffic in Europe 300 years later. Despite many setbacks and the silting up of the mouths of the Rhine and Meuse rivers, the port experienced a new rise towards the end of the previous century after the dunes at Hook of Holland had been cut through as planned by Dutch engineer Caland. With its favourable location in the mouth area of the Rhine and a hinterland opened up by waterways it was merely a matter of the city council pursuing a far-sighted policy to make the best of these natural advantages. Thus new port installations were erected on the southern bank of the Meuse in the first quarter of this century, which were expanded in the course of the subsequent decades. The New Waterway became the main artery for industrial enterprises, in particular oil industries, which sprang up along its banks (picture 1). Whereas 30 years ago Rotterdam's Waalhaven, with its new jettees for general cargo and mainly bulk goods, was still one of the most modern terminals, the growing size of ships, which increased by leaps and bounds for tankers, in particular towards the end of the 'fifties, necessitated much larger harbour facilities built further and further towards deep water.

"THE SYDNEY COAL FIELD has long been afflicted by high costs and low productivities. However, a distinct possibility now exists that improvements can be made in costs, productivities and revenues. If these hopes materialize, the Sydney coal field will once again be regarded as a valuable asset in our national inventory of energy and metallurgical coals. The economic possibilities for the Sydney collieries depend on performance at the pits and in the market place. Because this audience is already well informed about colliery planning, I would like to start with an assessment of the modern coal market insofar as it may relate to the Sydney field. Since 1950 we have seen a vast growth in the population and industrial empires of the western world which has resulted in an enormous and escalating demand for energy. If the energy supply pattern of the first 50 years of this century had been followed, this would have led to an immense demand for coal."

Following the completion of the paper presented in February, 1972, data were received from many other mines and some original respondents submitted more complete questionnaires. The computer program was changed to permit the results to reflect more clearly all the data reported by the mines. The original paper was revised to reflect the new information. There were significant changes in some numerical values, particularly where the size of the sample changed appreciably. Some limited samples considered originally in arriving at conclusions were not relied on in this revision. The revised tables and text are of the same design and format as the original paper.

The Federal Coal Mine Health and Safety Act of 1969 had far reaching effects upon many aspects of mining, ventilation being no exception. In this paper, good ventilation procedures are briefly reviewed, and attention is focused on the changes brought about by the new Act. By way of illustration the ventilation system for a typical Pittsburgh Block system is developed and the requirements of the fan determined. This is then solved by an available computer program, and the application is evaluated. Figure 1 represents a projected system for a coal property 1 by 3 miles in plan at a depth of 1000 feet with a coal thickness of 6 feet and desired daily tonnage of approximately 7200 tons on a two-shift basis. Only one half of the mine is shown (north area) with a mirror image mining arrangement to be developed concurrently for the south area. Six working units are projected, three in each area, one on pillar extraction, another developing panel entries and a third on main entry development. A two-split system is used for each working section so that the continuous miner and bolting crews each have a separate split of air, and no equipment need pass through a line brattice. The old requirement of 6000 cfm at the last open crosscut has been increased to 9000 cfm, and for the first time a minimum quantity (3000 cfm) is stipulated at the face thus requiring either line brattice or an auxiliary fan. With the respirable dust requirement limited to 3 mg/m3, the use of a blower system is precluded and exhaust systems are virtually the only choice. Maintaining the line brattice within 10 feet of the working face at all times as required by the new law has a definite effect on the mining cycle and is most difficult at best. In the highly gaseous Pittsburgh seam located in south-western Pennsylvania and northern West Virginia quantities of 20,000 cfm per split are not uncommon to maintain the methane percentage below the required l%

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

An investigation of several trace elements distributed among sulfide minerals from deposits located in the southeastern United States was conducted. The deposits investigated are distributed within both the Blue Ridge Province and the Piedmont Province, which are contiguous geographic provinces. Twenty five deposits were examined;' eleven in the Blue Ridge Province and fourteen in the Piedmont Province. Figure 1 shows the locations of deposits investigated. In the deposits investigated, the mineral phases examined were pyrite, pyrrhotite, chalcopyrite, and sphalerite. These phases were chosen because of their relatively widespread occurrence, although no pyrrhotite was seen in the Piedmont Province. A total of 116 polished surfaces of ores were prepared, and mineral phases were collected from these surfaces for analysis. Samples were analyzed for cobalt, nickel, manganese, lead, tin, chromium, molybdenum, and gold. A total of 372 analyses were made. Trace elements were determined by atomic absorption spectrophotometry following standard procedures. In this study, trace elements are defined as those elements which are present in the mineral but which do not affect the chemical formula for that mineral. Lead is considered as a trace element only in ores where little or no lead sulfide could be identified as a distinct mineral phase.

With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

Although there are many geologic situations which might be discussed at a session such as this, as I considered the problem, it became apparent to me that I should discuss a situation which has been of concern to me, and should be of concern to the geologic community. As a result, the questions which I will pose, and the criticisms, have not been arrived at quickly or easily, but have accumulated through time, to the point where I feel discussion is necessary. Very briefly let me say that my criticism of geologic mapping, of conclusions reached, and objectives or lack of such, results from my association with many areas where such studies have been completed, and resultingly my inability to comprehend the system of evidence or logic which supports extensive age-formational designations. The heart of the problem is that many conclusions resulting in geologic designations are based on weak or non-existent evidence, and such should be catagorized as hypotheses. Although the geologic community as a group does not approve or disapprove of such designations, it is evident that many or most of such designations attain a "status", and arc accepted as more or less valid statements. As will be shown, the amount of specific lithologic data provided in some quadrangle mapping projects is exceedingly slim. However, of concern herein is that the type of information presented at any stage is sufficient to warrant conclusions drawn. To see the magnitude of the problem, it is probably necessary to review some basic fundamentals upon which our geologic systems are established. The United States Geological Survey has defined a "formation" as the broad unit of geologic mapping consisting of a large and persistent stratum of one kind of rock. Obviously such a designation allows that a formation could be considered "time variant" in a horizontal as well as in a vertical context. However, other definitions enable a formation to mean units

This is clearly apparent from the special attention paid to rock fracture in the comprehensive papers published within the past four years. These papers present a picture of how the knowledge of brittle fracture of rock was gradually enriched and also show that what was often taken for granted three or four years ago is no longer considered as valid today.

Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.

"What is new in air compressors? A good deal - the designers have been keeping pace with technical developments in related fields and also contributing new techniques of their own. Plant reliability no longer requires bulky slow-speed machines. Even the reciprocating machines, which still provide the most efficient method of compressing air, have been greatly reduced in size and installation cost for a given capacity rating. New materials and fabrication techniques are being used, by most manufacturers, to produce less costly plants in total. Many packaged plants are available, which generally means a more complete assembly for shipment. This type of construction offers savings in handling and erection costs at the site. A warning is in order, however - the extent of packaging in any given plant should be investigated carefully to determine what is included and just what field costs can be realized. A suggested specification has been offered for consideration when studying comparative costs. Rotating machines intrigue many because of their potential as regard fewer wearing parts, higher speeds and hence smaller units, utilizing less expensive drivers, and lack of contamination of the compressed air by lubricants. The inherent shortcomings of these machines - lower •efficiency and capacity control - have been much improved lately, and this type of plant is now becoming quite popular. Noise control, of much concern to everyone, is another development that has received considerable attention.Systems for efficient capacity control and continuous monitoring of compressor operation offer additional reliability and low-cost operation of the modern compressed air plant. Accessory equipment and its effect on over-all plant operation is also considered."
