Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

Anticipating the availability of space-altitude imagery from the Earth Resource Technology Satellites (ERTS), the Bureau of Mines investigated the possibilities of using suck imagery in its activities in solid waste disposal, reclamation of mine workings, and mineral resource inventory. The study indicates that monitoring open pit and strip-mining operations can be done using conventional techniques if the sharpness of the imagery is sufficiently high. Possibilities also exist for semi-automated processes for change detection. Additional experimentation is needed for multispectral discrimination and identification of mine-related phenomena.

This paper deals with the occurrence of basic and ultrabasic rocks and their relationship in space and time to major structures of the earth. In order to introduce the paper properly, I must go back a little and try to put the subject in perspective. In the brief time that geology has been a scientific occupation, ore deposits have been grouped and classified in various ways depending on the theories that happened to be popular at the time. Some of the early scientists said that ore came from fire, other schools argued that ore originated from water. Then came the lateral secretionists and in later years the hydrothermalists led by the Lindgren school and the latter has largely been accepted as the modern concept of ore deposits. It now seems apparent that the hydrothermal school is being seriously challenged by other schools of thought. It also seems that we have reached the point where we should be willing to admit that we do not really know in most cases how the ore got to its present position. However, for practical purposes, we can classify ore deposits as to the environment in which they do occur. This is not difficult and gives the field geologist and the mining engineer something to work with and to believe in, and it gives them a basis for carrying out their field work. When Robert H. Richards wrote Ore Dressing, the famous four-volume work published in the first decade of this century, the ore dresser was still largely concerned, with the mechanical treatment of ores. Since then, however, economics have transformed him into a mineral processing engineer who must increasingly deal with closely integrated facilities designed to produce a commodity for manufacturing. Moreover, this change will grow marked as the complex low- grade ores of the future make it ever more necessary for him not only to use the best combination of pyrometallurgical, hydrometallurgical and physical separation processes, but also to integrate these processes at the mine site. Nor are economic pressures the only ones propelling the processing engineer into a new era. The ecology drive has thrown him into a new situation in which his economic base is radically altered, and it could well precipitate as drastic a revolution in his technology as that which took place when flotation was developed.

INTRODUCTION The goal of any development drilling program is the drilling of the exact number of holes necessary to adequately determine grade and dimensions of an orebody, no more and no less. This cost of development drilling represents a large part of the total development budget. Any technique which eliminates unnecessary drilling costs produces beneficial results, both to the company and to the person who can claim the savings. This high development cost factor has produced a quantity of research to develop techniques, for efficient control of drilling programs. Recent mining literature is full of articles describing methods for measuring and increasing the effectiveness of these expensive projects. The method described in this paper was developed during the latter part of a major development drilling project at the Christmas Mine of Inspiration Consolidated Copper Company in Gila County, Arizona. It was used to test the need for drilling individual holes but could be expanded to control an entire project. This technique was used at Christmas as a practical means for evaluating adequacy of drilling on an individual hole basis, and it was possible to eliminate several previously approved holes. Application of this method involves an evaluation of geological conditions present and a good bit of common sense. Projects involving large disseminated, rather homogeneous orebodies of the porphyry-copper type would be the most likely candidate for application of the technique. Discontinuous orebodies would not be amenable to this technique. The method is based on the measurement of the linear correlation between the spatial distribution of two sets of data. The Pearson product-moment correlation coefficient is used. This is a standard statistic commonly used to measure linear correlation between two sets of data. The statistical significance of the correlation coefficient at a 95% confidence level is the main criterion for controlling the project. For purposes of reference we will call our technique the "correlation method" in this paper.

The Bureau of Mines studied a pulsation damping device designed to smooth pulsating flow in personal respirable dust samplers. The effect on the pulsation dampener efficiency of six parameters was investigated, as follows: Volume, diaphragm elasticity, diaphragm area, center orifice area, inlet-outlet orifice area, and geometry (LID ratio). The results indicate that volume pre-dominates in determining snubber efficiency, while the other parameters become important at small volumes. Geometry has no effect on snubber efficiency. Criteria for an efficient pulsation dampener construction were obtained.

"It is suggested that artificial supports might be used to increase, with safety, the angle of hardrock open-pit slopes. Guidelines for designing such a support system, based on a simplified analysis, are given. The installation, construction and instrumentation of a trial support system is described and a breakdown of the construction costs is given. On the basis of this cost analysis, the economic benefits derived from reduced waste-rock excavation are compared with the support costs for a typical mine. In an example, it is shown that the slope angle in an open-pit mine 500 ft deep, with benches 50 ft high by 30 ft wide, could be safely increased from 37Yz degrees without support to an optimum of 53 degrees with support. In this case, the support costs would be approximately $900 per linear foot of pit wall and the savings due to decreased excavation of waste rock (at $0.34/ton) would be approximately $1,900 per linear foot, yielding an increased margin of profit of approximately $1,000 per linear foot of pit wall. This figure could be increased to $6,000 per linear foot if the steeper slope were used to extract more ore.More than 50 per cent of the support costs are accounted for by diamond-drilling the holes for the deep cable anchors. The use of percussion drills for this purpose would seem to offer a means of significantly reducing the support . costs and thus further increasing the profit margin available."

The selection of a slope angle for an open pit in rock has often been made without the benefit of a comprehensive engineering study. This is largely due to the fact that the hardware and procedures necessary for such a study have not been available. Recently this situation has been reversed. The application of borehole television and terrestrial photogrammetric devices has made possible the accurate determination of rock joint structure, on which stability calculations can be based. Another important aspect is the evolution of practical methods of conducting in-situ rock joint strength tests.

The western united States is not usually noted for the production of fluorspar; however, many significant fluorspar districts do occur in the Rocky Mountain region and constitute a resource of sizable dimension and major potential. This is particularly true within the area of the West served by the rail lines of the Union Pacific Railroad (see Figure 1). Fluorspar deposits near the Union Pacific have produced over 1.3 million tons of finished fluorspar products from 2.3 million tons of ore. Approximately 80% of this production was of acid-grade and 20% of metallurgical-grade fluorspar. Production of ceramic-grade was negligible. Through the years substantial production has come from eight mining districts. Five of these have produced metallurgical-grade and three acid-grade. The best-known fluorspar producing area in the West is the Jamestown Mining District. It was one of the first producers of fluorspar in the western United States and is estimated to have produced over 500,000 tons of finished fluorspar from over a million tons of ore. The district encompasses approximately 36 square miles in central Boulder County, Colorado, about 9 miles northwest of the City of Boulder. Although small shipments were made from the district as early as 1873 or 1874, significant sustained production was not achieved until 1940 when the General Chemical Company, now a division of the Allied Chemical company, acquired the Alice, Burlington, Chancellor,

"This paper describes the conversion of the grinding section of the W a bush Mines pelletizing plant from conventional wet, open-circuit trunnion overflow ball milling, with filtering, and bentonite mixing on a common conveyor belt, to dry, open-circuit, grate discharge grinding, with pug mill mixing of bentonite and water at individual mills.The test work and data on operating economies to justify the cost of conversion are given. It is too early, at the time of writing, to have complete operating confirmation, but data are available. A brief description of the original plant is included."

"A REVIEW OF MINERAL DISCOVERIES IN CANADA, and in particular the Canadian Shield, using the physical aspects of overburden reveals a trend in the art of exploration. At an early time of exploration (1847-1954), float and heavy clasts were used successfully to find ore deposits with little knowledge of Quaternary environments. At a later time (1955 to present) , use of Quaternary rock-units for sampling have made possible tracing indicator trains of float, heavy clasts and other ore-type clasts to the source bedrock. The basal till of retreat ice is now recognized as a1l favourable sampling environment and as such has been used to successfully discover hidden orebodies. The esker massive gravel is beginning to be recognized as a favourable environment and use of it has met with technical success. An understanding of those changes that have taken place during the transportation of the material and after its deposition is essential to proper sampling and treatment of the samples from the basal till and the esker massive gravel. Use of float and heavy clasts in search of orebodies is continuing in present-day exploration on the Shield. Lessons learned from it are being incorporated into exploration using favourable Quaternary rock-units for sampling. Hence, both subjects have a need for review and are discussed in this paper."

INTRODUCTION An understanding of the role of water in controlling the stability of rock masses is central for a rational approach to the subject. The presence of water can hinder mining opera- tions in two ways: 1. excessive discharge 2. excessive pressure It should be noted that if the rock mass is very tight, excessive pressures can exist without large discharges. Alternatively, if abundant water is available and the rock mass is open, then substantial discharges can occur under quite small pressures. The problems associated with excessive discharge are usually well understood by the mining engineer. Vehicle mobility is inhibited, some areas are flooded and hence become inaccessible; at best, a costly nuisance exists. The methods of solving these problems are also well-known to mining engineers. They generally involve tapping the source of the excessive discharge and channeling it away in such a manner that any hindrance to the mining operation is minimized. The effects of water pressure on the stability of rock masses are less obvious and the following will be devoted solely to this aspect of the problem. The manner in which water pressures enter into the consideration of stability is made clear by an understanding of the concept of effective stress. THE CONCEPT OF EFFECTIVE STRESS The simplest mechanical model for the problem of rock slope stability consists of a rough, rigid block sliding down an inclined plane under the influence of gravity. This is illustrated in [Fig. 1]. The down-slope component of the weight of the block tends to produce movement which is resisted by the shearing force generated by friction along the base of the block. Air pollution control regulation$ already implemented or being considered for implementation require substantial investment of capital to remove the sulfur oxides from copper, lead, and zinc smelter gases. There will be an attendant increase in production costs and possibly an associated increase in the price of these metals to the consumer. The total investment and any resultant metal price increase will depend upon the control regulations that ultimately will be adopted by the individual States. Controversy has arisen between the metals industry and governmental control agencies regarding the status of stack gas desulfurization technology and the ability of industry to control sulfur oxide emissions to the degree proposed by some of the more stringent regulations currently under consideration. This paper evaluates the problems involved in achieving various degrees of control over smelter sulfur oxide emissions and the technology available to accomplish the task of assuring clean air. The estimated cost of compliance is reviewed for the copper, zinc, and lead industries, but principal at tent ion is given to the copper situation.

This report surveys the efforts of six contractors to the U.S. Bureau of Mines with regard to their electromagnetic noise measurement programs. What has been done, what is planned, and evaluations and recommendations are given for each contractor. The main observation is that to date there is not sufficient knowledge of electromagnetic interference in mine environments to design a reliable communication system. This knowledge should be available by the end of June 1972 if certain planned programs are completed successfully. A major effort of this report is to establish parameters to be measured, units to be used, and workable formats for data presentation. This is given in Appendix A. Some details concerning equipment, procedures, locations, and sample data are included in Appendix B.

Solution mining projects are conducted through one or more boreholes which penetrate en ore body. Proper drilling, completion and maintenance of the boreholes, therefore, is essential to the success of any solution mining operation. Wells drilled for solution mining encounter problems quite similar to problems encountered by the petroleum industry in drilling, completing and maintaining wells for the production of oil, gas or water. Many of the services developed and much of the experience gained by the petroleum industry is applicable to solution mining wells. As in the petroleum industry, each individual wellbore and ore body in a solution mining project provides its own problems. These vary greatly from well to well, and it is not possible to set down data or outline programs that will apply to all wells. Instead, the design of the drilling, completion, production and maintenance programs should be worked out for each individual well. The purpose of this paper, then, is to generally describe materials, equipment and techniques available for these programs and to discuss the purpose and sequence of their use.

The need for fuels and minerals in this country is estimated to double, triple, or even quadruple by the end of the present century. Even assuming more recycling of scrap metals and some priority allocation of energy, as has been done, for instance in war time, the projected increase in the nation's population and ever-increasing wants of that population will require vastly more minerals than are now being produced. Since mineral ores are being mined at lower grades, and since all minerals, including fuels, are having to be mined from deeper deposits, the amount of surface land to be disturbed will, inevitably, be increased. We cannot depend on foreign sources to supply all the extra requirements, since the non-U.S. population is increasing, in most cases, faster than our own. Furthermore, starting from a lower base, their mineral needs may accelerate more rapidly than ours. Restrictions on exports may be applied in foreign countries, if it appears that remaining reserves are not sufficient to fill the national needs. In vice; of the opposition which the mineral industry is receiving, as has been well described at these sessions and elsewhere, what can we, as mineral producers, anticipate as regards our ability to continue to operate, to sway nothing of expanding production? Although not minimizing the problems involved, it seems obvious that, except under emergency conditions, the country cannot tolerate a reduction in the available

Methods to increase the gas penetration through sinter layers. In the field of agglomeration, sintering has gained importance, specially in Europe; in Best-Europe this trend will continue till the year 1980, since it is quite probable that in the blast furnace burdens with 50-60 sinter, 10-20 % pellets and 20-25 % ore lumps will be employed. In order to meet this demand for sinter, new sinter bands with reaction areas between 300-400 m2 will be constructed. Chemical and physical phenomena during the Suction-Draught-sinter process. Iron ore sintering is generally considered as a burning process where the material contains 90-95 % ash i.e. non-combustible ingredients. Sintering represents a heterogeneous exothermic reaction in which the chemical phenomena as combustion, calcination, hydration, reduction and oxydation are superposed by physical phenomena. The physical phenomena are devided into material transport and simultaniously occurring heat transport processes. The velocity of these combined physico-chemical reactions i.e. the change in the reaction site per unit time determine the efficiency of the sinter process. The gas permeability as an important criterion of heat transport during the Suction-Draught sinter process.

"With the requirements of air pollution codes becoming more and more critical, the role of the ventilation engineer in industry has become an extremely important one. The ventilation engineer must provide the expertise for the selection of equipment and the design of systems which will reduce pollution to an acceptable level. Because pollution control systems involve considerable capital and operating expense, he must have the ability to select, from a wide range of products, the collector which will provide the required performance with a minimum of down time for maintenance. This paper discusses the principles of wet collection and the forces used to separate particulate matter from a gas stream. Important factors in the selection of equipment, such as collection efficiency, horsepower requirements and water consumption for the various types of collectors, are discussed in detail, as well as the construction features normally incorporated to circumvent potential problems."
