THE nature of the decomposition reactions producing hardening in aluminum-rich A1-Ag alloys is now fairly well understood. The silver is not uniformly dispersed even at temperatures above the solvus line: rather, it is clustered into zones and associated with dislocations.' During quenching, nearly all of the silver segregates into zones' and some is attracted to dislocations, producing stacking faults. Growth of these faults produces the semicoherent y precipitate.1 During aging, the larger zones and the y precipitates grow at the expense of the smaller zones. The large zones persist up to about 350°C; where they redissolve in favor of the y' and y precipitates.' The equilibrium hcp y precipitate occurs both by a cellular reaction at the grain boundaries1 and by growth of the Y' plates to a critical size where incoherency results. Damask and Nowick 4 observed an internal friction peak in an A1-6 at. pct Ag alloy at about 140°C (0.25 cps). The peak was found to exhibit a systematic instability. After aging at successively higher temperatures between 155' and 23Z°C, the peak first migrated to higher temperatures while increasing in height, then returned to lower temperatures and decreased in height. After aging at temperatures above about 200°C, the peak position remained constant while the height decreased very slowly. In quenched specimens, elastic after-effect measurements inhcated a rapid initial transient in peak position from low temperatures up to 155°C. The authors concluded that a stress induced growth and resolution of the clusters and the 7' was the most reasonable mechanism to account for the behavior. It would seem, however, very unlikely that both the clusters and the y' precipitate would provide damping contributions whose relaxation time and activation energies were identical, which is required for them to produce the same internal friction peak. The present investigation was motivated by this apparent anomaly and the development of a very low thermal inertia torsion pendulum5 capable of monitoring transient behavior. Low frequency internal friction measurements were made on four binary A1-Ag alloys nominally containing 5, 10: 15, and 20 at. pct Ag. The results of measurements made on a 10 at. pct Ag alloy in the quenched condition are shown in Fig. 1. There are two peaks apparent in the spectrum, one centered at about 160°C, the second at about 210°C. The two peak spectrum was observed in each alloy, but it was best resolved in the 10 pct Ag specimens. Because of the instability in the internal friction, 4 it seemed possible that the second peak was not a peak at all, but simply a manifestation of a single, sharply transient, peak. "Uranium and thorium mineralization occurs at several localities in eastern Quebec along the north shore of the Gulf of St. Lawrence. The main occurrences are near Sept-Iles, Baie Johan Beetz, Romaine and St-Augustin river. Mineralization occurs mainly as disseminated uraninite, uranothorite, uranothorianite, monazite and minor zircon and allanite. Yellow to orange oxidation products are observed along fracture planes of the uranium-bearing deposits to a depth of a few feet. Magnetite, biotite and smoky quartz have a distinct tendency to accompany the radioactive minerals. The host rocks include white to pink pegmatite, pink granite and also, in the case of the Romaine and St-Augustin River occurrences, cream to grey plagioclase-rich, well foliated paragneiss and migmatite. Radioactivity near secondary structures, such as fractures and joint planes, indicates some reconstitution of radioactive minerals.The North Shore of Quebec is the northeast extension of the Grenville sub-province. It is also a uranium-thorium metallogenic province."

Ions of p31 and B 11 were implanted in natural insulating diamond macles. The thin (-0.4µ) layers showed sheet resistances of 107 to 1011 ohm per sq and activation energies of 0.17 to 0.34 ev above room temperature. However, no Hall effect could be measured, indicating that mobilities were less than I to 10 sq cm per (v-sec). Such low mobilities may be due to excessive scattering due to radiation damage in the bombarded layer or to very high concentrations of active compensating impurities. Annealing did not materially change the room -temperature properties, but the temperature was limited to -800°C by surface graphitization, the latter process probably being accelerated by lattice damage in our diamonds arising from the ion bombardment. A weak n-type thermoelectric power was detected after p31 irradiation, but it cannot be presumed that we have made the phosphorus ions active as donors in diamond. The natural diamonds have a high and uncontrolled concentration of impurities and, when coupled with the radiation damage and graphitization problems, would appear to seriously limit the quality of semiconductor that we can presently achieve by ion implantation in diamond. ALTHOUGH diamonds are usually thought of as insulating in terms of their electrical conductivity, it was found about 15 years ago that natural semiconducting diamonds do occur rarely, and these were designated as type IIb diamonds. These p-type semiconducting diamonds were found to be dominated by an impurity level 0.37 ev from the valence band. Evidence today based on correlation of the concentration of acceptor states from Hall effect measurements with the impurity concentrations determined by neutron activation analysis point to aluminum as the dominant acceptor impurity.' The compensating donor is believed to be nitrogen, which has a donor level 1.6 ev above the valence band.' However, only a small fraction of the total nitrogen content in the diamond is electrically active. An infrared absorption band at 7.8 p and ultraviolet absorption near 4 ev have been associated with nitrogen, the former providing a quantitative measure of nitrogen content.3 The nitrogen content is -l020 cm-3 in insulating or type I diamonds, but is less than 10'' in natural semiconducting diamonds. Much of this nitrogen is distributed in platelets oriented in (100) planes and not atomically dispersed in the diamond lattice.4 Semiconducting diamonds have been deliberately formed by incorporating impurities into the graphite charge in the high-pressure apparatus used to form diamonds.5 These manufactured semiconducting diamonds are always p-type, and while some show the 0.37 ev level due to aluminum, most such samples have been ascribed to impurity banding effects.6 The best natural or manufactured semiconducting diamonds have hole mobilities near 1500 sq cm per (v-sec) at room temperature, and those with the 0.37-ev level can be analyzed to reveal an acceptor concentration of 3 to 8 X 1016 cm-3 and a donor concentration 3 to 10 times lower.' NO bulk n-type diamonds have ever been reported, but the electron mobility has been measured as 1900 sq cm per (v-sec) by irradiating a diamond with ultraviolet to excite electrons out of the deep nitrogen donor level or other levels.7 New hope for the formation of n-type diamond has emerged from the ion-implantation method whereby desired impurities are introduced into a crystal lattice by bombardment with a high-energy beam of the impurity ion. It was found in the case of silicon that the usual donors such as phosphorus and arsenic and acceptors such as boron and gallium could be implanted into silicon. Wentorf and arrow' produced semiconducting layers on diamonds by an ionic bombardment in a glow discharge at potentials of about 2 kv. The observed typeness from thermoelectric probing seemed to depend on the atmosphere gas (nitrogen, argon, or hydrogen) rather than on the electrode material, but the nature of the conduction process in the thin damaged surface layer is completely unknown. A Russian group under Vavilov has attempted high-energy ion implantation in natural diamonds using boron and lithium ions9 and later also phosphorus, aluminum, and carbon ions.10 Their papers claim n-type layers from lithium, phosphorus, and carbon implant and a p-type layer from boron and aluminum implant, though the methods of type determination are not described in detail. Under government contract support, the Ion Physics Corp. has studied ion implantation in several semiconductors. While the bulk of their study1' was devoted to the irradiation of silicon, they did carry out a short study on boron and phosphorus implantation into natural diamonds. They did observe surface conducting layers but did not determine the typeness of the layers. For our experiments, phosphorus and boron were chosen as the dopant ions because of their respective donor and acceptor behavior in germanium and silicon. Moreover, they are the lightest mass dopants of the shallow level donors and acceptors from columns 111 and V of the Periodic Table (excluding nitrogen which is already present in diamond), and will have the largest depth penetration into the diamond lattice. EXPERIMENTAL Diamonds. As the target diamonds for our ion implantation study, we chose commercially available macles, which are flat, twinned diamond crystals. Tailings dumps at Mercur, Utah, contain about $7 million worth of gold in 3.5 million tons of mill tailings assaying about 0.07 ounce of gold per ton. Commercial mining and milling at Mercur ceased in 1942. To determine whether improved technology was now available that might permit economic reprocessing of the Mercur dumps, the Bureau of Mines probed for a low-cost method that would be applicable to these tailings. A composite sample prepared for laboratory studies assayed 0.062 ounce gold per ton. About 10 percent of the gold occurred as a water-soluble cyanide. Conventional cyanide leaching dissolved 32 percent of the gold, and hot, strong cyanide solution dissolved 42 percent. Results were not improved by pretreatment with acids, bases, or oxidants. After expensive preroasting, gold recovery by cyanidation was increased to 65 percent. The simple procedures were ineffective, and more effective procedures were too costly for economical processing of Mercur tailings.

A process for simultaneously reducing and indurating iron are pellets was developed by Bureau of Mines laboratory research and confirmed on a continuous pilot plant basis. Moist iron are concentrate was balled, mixed with solid reductant, and heated at about 1,100° to 1,150° C. On a small scale, a variety of concentrates and fuels were utilized successfully. The pilot rotary kiln tests were limited to natural magnetite, synthetic magnetite, lignite, and anthracite. In both cases, partially reduced pellets with excellent physical properties were regularly produced with average analyses of at least 80 percent total iron and 60 percent or more metallic iron. These and other prereduced pellets were smelted in the Bureau's experimental blast furnace facility, Bruceton, Pa. With prereduced spheres comprising 85 percent of the burden, the coke rate was approximately half that with standard oxide pellets and production of hot metal was increased by 75 percent. Economic appraisal of the cost of making hot metal indicates that reduced pellets could be more profitable than any other iron raw material in both investment capital and daily cost of operation.

THERE has been interest recently in the conditions under which dislocation pipe diffusion may be observed. In order to extend the measurements to temperatures below Tm/2, where pipe diffusion becomes more important, a chemical sectioning technique was developed for silver single crystals which makes possible the removal of layers of 100A or less. The procedure is briefly as follows. Silver single crystals of 99.995 pct purity were cut in the form of discs t by 4 in., electropolished, and electropolated with Ag110 to about 1000A thickness. The thickness was determined by calibrating the activity with the weight of heavier platings, up to 10,000A. Both diffused and undiffused samples were sectioned in a two-step process. Reaction with a solution of iodine in alcohol formed a thin, even layer of AgI, which was then dissolved in a KCN solution. The reaction rate of the iodine solution varied slightly over a period of time, so that the thickness of the stripped layers, while quite even and regular for a given specimen, ranged from 65 to l00W for different specimens. This variation was checked by using a thickly plated standard with each run. Layer thickness was determined from undiffused samples by the point where the layer activity drops to half the maximum. This maximum intensity also provides, with appropriate corrections, the initial concentration per layer co. Because of the small penetration distances, it is necessary to use the exact solution of Fick's law for a source of finite thickness.' For a plating of thick- where c is the concentration at depth x. flj the error function, D the apparent diffusion coefficient, and t the time. The diffusion coefficient was obtained from the concentration-penetration data by extrapolating to x = 0 where c/co = erf h/2(Dt)1/2 Enough points were taken to impart confidence in the accuracy of the intersection, generally about ten layers. Four temperatures were used as in Table I. For best accuracy, t and h were chosen to give values of the parameter (Dt)1/2/h between 1.0 and 1.7. A typical concentration-penetration curve is shown in Fig. 1. The diffusion coefficients calculated from Eq. [I] are plotted in Fig. 2. For comparison, the high-temperature data of Tomizuka and sonder 2 which go down to 630°C are plotted as the solid line 2(a) from their expression D = 0.40 exp (-44,090/RT). Also for comparison, the lowest temperature point of Hoffman and Tumbull3 is plotted. It is apparent that our data diverge appreciably from the high-temperature extrapolation by 373°C. As one of the more important Industrials Minerals, gypsum occupies a significant place in the economy of the United States, particularly in that segment which can be loosely called the Construction Industry. For many years, products made from gypsum have been a major building material, and the usefulness and versatility of these products is such that their widespread use is expected to continue. In 1968, according to U.S. Bureau of Mines statistics, the value of all gypsum products sold in the United States was 405,000,000 - and although this value has dipped from the 1964 high of $ 432,000,000, it is expected to trend upward in the next few years to equal and surpass this figure as the construction industry recovers from its current squeeze of "tight money" and high interest rates. There are many factors to be measured in determining the potential value of any mineral deposit, and how it might fit within its particular industry. What, then, are the qualities which a gypsum deposit must have in order to profitably participate in the four hundred million dollar plus business which is the gypsum industry? First let's consider the geology of gypsum, the geographic distribution of deposits, and the more important factors such as size, grade, capital requirements, and operating cost. Then, an understanding of the uses of gypsum, various types of products, and location of markets would be helpful, along with such other factors as the structure of the industry, price trends, etc.

The Bureau of Mines, under the sponsorship of the Space Nuclear Propulsion Office, conducted a laboratory-scale hydrogen safety study which determined several combustion characteristics of hydrogen diffusion flames. Experiments show that ambient air may enter the top of a hydrogen flare stack when the hydrogen flow is low. A new concept, supported by photographic evidence, predicts that diffusion flames burning in air on a wide, upright pipe (stack) and fed with slow, upward flows of buoyant gas will induce a downward flow of air along the walls of the pipe that can support combustion within the pipe. Predicted flamedip limits agree roughly with experimental values determined on 6-, 12-, and 18-inch-diameter stacks and increase with increasing stack diameter. Measurements were made of the limiting flow at which a hydrogen diffusion flame blows out in still air. By means of an empirical application of the critical boundary 8 velocity gradient concept, these data lead to a blowout limit of about 10 reciprocal seconds for a hydrogen diffusion flame. Burning rates of large hydrogen diffusion flames ranging from about 0.03 to 1 ft/sec were used to predict approximate flame heights on flare stacks. Temperatures of larger hydrogen diffusion flames up to about 3,600° F were observed, but the most representative value appears to be about 2,600° F. It was found that crosswinds do not strip significant amounts of unburned hydrogen from its diffusion flame and that water-cooled flare stacks are not likely to be damaged when flame is blown back into them by opposing winds.

The Bureau of Mines recorded both particle accelerations and velocities from one-stick and production blasts at Eagle-Picher Industries' Shullsburg mine, Shullsburg, Wis., to test the effectiveness of square root scaling in grouping underground blast vibrations and to determine the effects of rock type and mine geometry on blast vibrations. Although the charge weights of subsequent delay periods sometimes exceeded the charge weight of the zero-delay period, both acceleration and velocity records showed that the zero-delay portion of the Shullsburg production blasts produced the highest vibration amplitudes. Because of the restricted range of charge weights in the Shullsburg experiments, no statistical determination of an appropriate scaling factor could be made. However, the square root scaled peak particle velocity data from the Shullsburg production blasts grouped well within the approximate band-width of vibration data obtained by the Bureau from quarry blasts in many different rock types. This indicates that scaling by some factor, perhaps the square root or cube root of the charge weight, may be an effective way to group and study vibration data from underground blasts. Further research is needed to determine which scaling factor is best for underground blasting.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

Description of methods employed and cost data are given for surface-mined land reclamation in Moraine State Park, Butler County, Pa. This project was conducted under the authority of the Appalachian Regional Development Act; a total of 177 acres of land was rehabilitated for specific land use purposes. The use of large equipment expedited the project work, and similar results could be anticipated on similar reclamation programs.

Why is there such an increased thrust toward positive multiple use land management and where will it lead? History and purpose of the mining law of 1872. John Marshall discovered gold at Sutter?s mill near Coloma, California, on January 19, 1848, and utter chaos resulted. The great migration of people to the undeveloped western lands had begun. Prior to this discovery, copper, lead, and iron had been the minerals for which the laws were made. With this discovery of gold on the public domain, it became apparent that congressional legislation was necessary. This became even more apparent as each of the numerous mining districts which were springing up in California, and elsewhere in the west adopted local miners' customs to regulate their activities. Although these early miners acted under mining district rules and in some cases state regulations, they were, in reality, appropriating minerals without sanction of federal law.

The effect upon automobile emissions in changing from leaded to lead-free gasolines was studied in experiments by the Bureau of Mines in cooperation with the American Petroleum Institute. Typical U.S. leaded gasolines and prototype lead-free gasolines of comparable octane quality were used in eight vehicles operated to simulate city driving. The experiments were run at 70° and 95° F. Exhaust and evaporative emissions were measured and the photochemical effect of the emissions was experimentally observed in an artificial smog chamber. Results of the study reveal the manner and degree in which the changes in fuel composition alter the amount and characteristics of both exhaust and evaporative emissions. Briefly, it is shown that the compositional differences between leaded and prototype lead-free fuels resulted in higher photo-chemical pollution potential of the emissions from the lead-free fuels. The effect is attributed to the photochemical characteristics of high-octane fuel components that are used in greater quantity in the lead-free fuels.

"Excavation, the principal mining process, 'which hitherto has been based largely on the intuition and logic of mining men, is increasingly receiving the attention of engineers and scientists versed in rock mechanics. The paper intro-duce the principles of this science in simplified form, directed both to underground and open-pit mining. Reference is made to the large annual tonnage from ore and rock excavations, which in 1967 were responsible for 250 million tons of mineral production in Canada.The urge to transform excavation into a continuous instead of an interrupted process is discussed with references to the various types of energies employed or proposed in rock breakage or excavation. Due to the rapid decay of applied energy in the discontinuous and heterogeneous rock environment, large confined blasts proposed for in-situ mining do not give much expectation of success as yet. Raises and ventilating shafts are already bored in reasonably hard rock. Tunnelling machines will be used for drifting and cross-cutting in the future, but continuous mining machines of the cuttmg and shearing type are not 'around the corner' for stoping typical orebodies. On the other hand, bed mining, particularly of coal, has led the way in continuous mining, and Remotely Operated Long-wall Face (ROLF) experiments are progressing in an encouraging way. Some reflections on the mining environment in relation to the human element are made."

"The area encompassed by this report is the eastern and northern Cordillera, shown on the composite map accompanying these background papers. It extends from the 49th pm•allel to the Arctic Ocean and from the Rocky Mountain and Tintina trenches to the Interior Plains. The Mackenzie delta is included in the discussions because of the implications of the bedrock geology of the Arctic Plateau and Coastal Plain on the hydrocarbon and mineral potential beneath it.The eastern and northern Cordillera forms the back-bone of the Western Canada sedimentary basin and from it most of the principles of orogenesis and epeirogenesis relating to the understanding of the structural, depositional and fossil record of the basin have been derived. It may be divided roughly into two parts, reflecting basic differences not only in structural style but also in mineral potential. The more easterly and younger rocks generally contain hydro-carbons, coal and non-metallic minerals; the more westerly and older rocks contain metallic and industrial minerals."

Tunneling methods through rock have, since the successful development of explosives, relied almost solely on blasting. Over the last ten years, rock-tunneling machines (moles) have been developed and some major projects have been carried out successfully with the use of such machines, which rely on the destruction of rock by mechanical means rather than blasting. Various other basically new methods are presently under study, such as the use of laser beams, water jets, etc. For practical purposes, there are presently only two methods commercially available: 1) blasting or 2) tunneling by mole. A contractor would choose at present either one method or the other. Both methods have their advantages and disadvantages (Fig. 1). The thought has occurred that the next practical development in rock- tunneling technology might be a combination of the best features of the mole technique and those of the blasting technique. A preliminary evaluation of this approach indicated that there is definitely a good potential for fruitful developments along these lines. My purpose is to place on record some of the thinking and some of the ideas which were developed along these lines and to point out certain areas where development efforts are required. In trying to find an improved tunneling technique, we looked in particular for the following qualities: 1) safety, 2) continuity, 3) uniformity, 4) automation, and 5) flexibility. TUNNELING BY BLASTING Conventional tunneling by means of blasting proceeds generally in recurring sequences of events: 1) drilling, 2) loading, 3) firing, 4) mucking-out, and supplementary operations (such as scaling and lining). These four operations (drilling, loading, firing, mucking) proceed one after another.

The purpose of this paper is to explore the various designs and design alternates available for large fine crushing plants, and to discuss objectives and criteria upon which these designs are founded. Common practice for size reduction of run-of-mine or run-of-pit ore in preparation for subsequent treatment utilizes a three-stage system. First stage, or primary breaking is generally carried out with jaw or gyratory crushers. The usual output from this stage provides a feed for fine crushing in the size range of 6 to 10 inches. This discussion is limited to the process of fine crushing, and we will further limit it to what is commonly called secondary and tertiary crushing. We define a large crushing plant as one with a minimum capacity of 2,000 tons per hour. Generally, these plants utilize cone type crushers to reduce ore for rod, ball, or pebble mill feed.

Sanitary landfilling has become one of the most widely used methods of disposing of solid refuse. A principal concern of regulatory agencies and the public itself is that landfill operations do not degrade the physical environment, including water resources, and the ground-water reservoir in particular. Ground-water and engineering geology can guide landfill operations into suitable terranes or develop measures to compensate for any natural limitations at a particular site Experience and research in Illinois suggest four activities relating to landfill disposal that warrant attention by geologists and engineers: (1) Regional delineation of favorable and unfavorable hydrogeologic conditions to facilitate planning and preliminary screening of potential landfill sites. (2) Site evaluations, with considerations of geologic materials, topography, water levels, flow systems, and local occurrence and use of water resources. (3) Re- search on aspects of the hydrogeologic environment that control effects of, or are modified by, landfills. (4) Formulation of practices in the siting, construction, and operation of landfills that prevent, mitigate, or isolate deleterious effects. The first two activities are basically in the domain of earth science, requiring the application of fundamental concepts of geology and hydrology and conventional site-exploration methods. The third activity, research, requires contributions from geology as well as other disciplines, including soil physics, sanitary engineering, and chemistry. The fourth calls for policy decisions by regulatory agencies and elected officials, using the contributions of scientists and engineers.

This study advances the use of elemental sulfur in structural materials by demonstrating its value in bonding high-strength, well-graded basalt aggregates to form sulfur-basalt concretes. Sulfur is an excellent bonding agent, and the strength of a thermoplastic sulfur-aggregate mixture depends, to a large degree, on the strength and grain-size distribution of the aggregate used. A 3-cubic-foot, electrically powered mixer with heat applied to the barrel was used to mix the sulfur and aggregate. Sulfur content of several mixtures was varied to obtain the best workability with a minimum of sulfur in excess of that necessary to fill the voids. The average grain sizes and grain-size distributions were also varied to determine their effects on strength. Unconfined compression tests of forty-five 6-by l2-inch cylinders yielded average strendths of 3,348 psi to 10,398 psi. The highest strength single cylinder was 10,717 psi. The cylinders were tested from 24 hours to 6 days after pouring; after 24 hours the rise in strength was very slight. From the results obtained it appears that sulfur can be a useful construction material. An evaluation was made of a high-vacuum application for sulfur concrete. Sulfur has a high vapor pressure at elevated temperatures, 50° to 100° C; consequently, significant losses by sublimation can be expected.
