Automation of mining increases the productivity of labor, thereby reducing the unit cost of labor. Such cost constitutes the largest portion of the direct or variable costs of producing coal. Therefore, any increase in productivity directly reduces variable cost. The large investment in mechanical equipment carries with it the burden of increased fixed charges. As the proportion of fixed cost to the total cost increases, the effects on the cost of production changes are amplified. Therefore, equipment must be fully utilized at all times. Averaged fixed costs rise with any decline in production. Such a situation forces coal companies to seek every means of main¬taining full production. Figure I will reflect the story on the relationship of production to cost.

Modern high capacity underground mining machinery is a complex of mechanical, electrical and hydraulic components which have greatly increased capability over similar components of mining machinery of ten and. even five years ago. Looking into the future I feel certain in stating that there will be changes equally great in the coming five and ten year periods. With this premise in mind, I should like to bring to your attention some of the things that do and will have a continued major impact on the industry, particularly as they relate to the maintenance and operation of these machines of increasing capability. In underground mining today, nearly every individual plays a key role. A machine operator's importance in his work is comparable with that of the pilot of an airplane, a railroad engineman, a bus driver, a skilled machinist, a bulldozer operator and many others whose assignment is one of doing, by himself, with his hands and his brains all that the specially designed machine has been created to do. These machine operators are supported by a staff of skilled engineers, maintenance personnel, supervision, etc., but objectives are realized only when the operator maintains his schedule. What is being done and what can be done to make it easier for the operator to maintain his schedule which, as with the airplane, is constantly being improved? This question can be answered best, perhaps, by dividing the subject into four general categories - (A) Power Supply. (B) Control and Protective Devices. (C) Hydraulic Component Design. (D) Mechanical Design.

THESE forums have been held annually since they were introduced by Mr. L. E. Djingheuzian in 1957. The response of millmen to questionnaires such as the one this year is ample evidence of the interest these create. This year's topic is unlike those of past years since it is an attempt to understand a new concept of grinding rather than to improve the old. Before, we were thinking in terms of 2-5 cents improvement in grinding costs, now we will be discussing savings of 15-2 5 cents. As a background for this forum we will begin by summarizing the major controversial issues relating to grinding with steel, many of which will undoubtedly apply to pebble milling. Our •task to-day is to learn what has already been done in pebble milling and obtain a fair overall view of this method of grinding.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

By 1959 the milling plant of Bicr oft Uranium Mines Ltd. had been in operation for two years. During this time many changes, both physical and chemical, had been made in an effort to improve plant efficiency. Investigational work had been facilitated greatly by the fact that the Bicroft mill consists to a large extent of two parallel circuits; however, the number of interrelated variables is great, and it is difficult to measure, let alone control, all of them simultaneously. The Bicroft mill staff feels that much progress has been made, but there is much yet to be done and many questions still to be answered. The Addendum outlines noteworthy developments to the fall of 1960. The property of Bicroft Uranium Mines is located in Cardiff Township in the Highlands of Haliburton County, southeastern Ontario, some 140 miles northeast of the city of Toronto and 70 miles due north of Lake Ontario. The ore-bearing dikes are classed as mafic. nonsegregated, syenite and granite pegmatite. Microline, microline perthite, quartz, sodic plagioclase, and pyroxene or biotite are the main constituents with uraninite, uranothorite, fluorite, titanite, cryolite, calcite, pyrite, pyrrhotite, and molybdenite as important accessories. The mill was designed for a nominal capacity of 1000 tpd with all sections except grinding, leaching, and clarification capable of 1500 tons. Feed was entered to one mill unit on Oct. 29, 1956, and to the second parallel line on November 13. The total feed rate was at 1000 tpd on November 15. The first precipitate was produced on November 12. By August 1958 the average entry had been increased to 1410 tpd without the installation of any additional major equipment. The overall recovery has been greater than 93.0 pct on several months, but a recovery of 92.5 pct appears to be most economical. Operating time for eight months in 1958 has been 97.1 pct although all grinding mills were relined during this period. A generalized flowsheet is shown in Fig. 1 and the plant layout in Fig. 2. The ore is crushed in three stages to -3/8-in. and then is wet ground in two stages to approximately 50 pct -200 mesh. The pulp is thickened to 68 pct solids and agitated by air for 33 hr at a pH of 1.9 as maintained by the addition of 93 pct sulfuric acid. Separation of the uranium-bearing pregnant liquor from the residue is accomplished by five-stage countercurrent decantation (CCD), following which the liquor is clarified for removal of fine slimes. The clarified liquor is treated in the ion exchange equipment in which both the upgrading of the solution and the removal of some impurities is accomplished. Addition of magnesia to the high-grade eluate from ion exchange precipitates the uranium as sodium-magnesium diuranate. After being filtered and dried this precipitate is packaged in drums for shipment. The residue from CCD and the barren solution from ion exchange are neutralized by the addition of lime and pumped to the tailings disposal area. CRUSHING All crushing is done on surface in a conventional three-stage unit consisting of a 36x48-in. Birdsboro Buchanan jaw crusher, a 4 1/4-ft standard Symons cone crusher, and a 4-ft Symons shorthead. Both the two primary and the two secondary screens are 4X 8-ft Symons rod decks. Moisture content of the feed ranges from 3 to 4 pct. In the initial installation the primary screens were equipped with 5/16-in. rods at 1 1/4-in. spacing and the secondaries with 5/16-in. rods at 1/2-in. spacing. With this arrangement the average crushing rate was better than 180 tph. To reduce the work required of the grinding circuit as tonnage was increased, several changes were made in the crushing circuit. By September 1957, both secondary screens had been reduced to 3/8-in. spacing, and rod size had been reduced to 3/16-in. to provide increased open area. Average throughput was reduced to 160 tph. Electrorefined, magnesium-reduced, and sodium-reduced titanium samples were evaluated for recrystallization behavior, effect of cold rolling on tensile properties, and bend ductility. Curves were determined for the softening of 2.5 to 80 percent reduced cold-rolled metal that was annealed over a temperature range of 300° to 800° C. Upon annealing, coarsening of the grains was found to occur for reductions in thickness of less than 20 percent in titanium made by all three processes. The presence of metallic impurities greatly inhibits coarsening for reductions in thickness below 20 percent, but for reductions in excess of 20 percent grain size is essentially constant at each annealing temperature. The three grades of titanium did not harden excessively from cold rolling; both tensile and bend ductility were good for reduction in thickness up to 80 percent. Upon annealing, softening occurs between 400° and 600° C., and, based on microstructure and property studies, full annealing is accomplished after 30 minutes at 700° C. for the magnesium-reduced and electrorefined titanium and at 800° C. for the sodium-reduced titanium.

The rapid development of science and technology in Russia has been the result of well laid plans since 1918. At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The' Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research' institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

Corresponding table., for 1955 and 1956 follow in consecutive order under the following general sections: (A) General injury experience: Tables I to II: contain current data on number of fatal and nonfatal injuries, frequency and severity rates, and average severity. (B) Selected injury data: Tables 12 to 77: Contain current data on causes of injuries, distribution of injuries by part of body injured, clays of disability, extent of hand and machine loading, experience by employment and production groups, and various other operating factors and physical conditions related to the occurrence of injuries at the Nation's coal mines. (C) Injury experience, by States: Tables 78 to 87: Contain data on injuries, injury rates, employment, cause of injuries, aid severity rates by States. (D) Major disasters: Table 88: Contains data on major disasters, 1947 -56. A major disaster is defined as a single accident in which, or as the result of which, five or more persons are killed instantly or died at any time thereafter. (E) Historical coal-mine-fatality experience: Tables 89 to 93: Contain data on fatalities and their causes at bituminous-coal and anthracite mines from the earliest records through 1956.

From the title of this chapter the reader could expect an attempt to outline the anticipated shape of things to come, mineralwise. We have no crystal ball and if we possessed one we could claim no expertness in its use. In the first place no one can tell the future status of man. No one has any way of knowing to what extent peace will prevail, nor to what extent changes may occur in national sovereignties or forms of government or in international relationships. So future man is an uncertainty. Nor can we predict new developments that may result in significant changes in man's status or in the mineral industry or both. If, for example, this chapter had been written in the middle 1930's, nearly everything that has happened since in the field of atomic energy would have been missed. Yet what a vast change this has made in the status of man! Also the changes in the mineral industry have been important. A writer would have been bold indeed had he prophesied that uranium would play such an important role. But we need not confine our foggy vision to the atomic energy field. The steep rise in the use of aluminum, titanium, and germanium reflects the unpredictable in what may be thought of as the more normal pursuits. This should not discourage one from using the past and currently observable trends as bases for limited predictions. To do this, however, it is desirable to make certain assumptions about man's status without even a pretense that these assumptions have a high probability of fulfillment: 1. Only minor changes will occur in the geographical boundaries of the nations of the world. 2. World War III will not take place in the near future. 3. As a consequence of (2), man will not destroy himself by wanton use of atomic weapons. 4. Disarmament will take place, if at all, gradually rather than all at one time. Under the above assumptions the world will enjoy a period of relative peace even though the status may be one of an armed truce. The assump-

A STATEMENT on this subject by A. D. Turnbull, presented and discussed at the Annual Business Conference of the Metallurgy Division, C.I.M., held in Ottawa on April 22nd 1957, led to creation of a committee "too see if the Metallurgy Division of the C.I.M. can improve this situation". Without discounting the general problems of education and short-ages in other fields, the committee is primarily concerned with deficiencies related to metallurgy. The committee members are: F. R. Archibald, Chairman, A. D. Turnbull, L. E. Djingheuzian, J. U. Mac-Ewan, and L. M. Pidgeon. Following exchange of views among the committee members a general attitude of approach was established and a background of reference material assembled. It is the purpose of this review to acquaint those interested with the reference material, to offer an appraisal of the situation, and to suggest a programme for action by the Metallurgy Division of the C.I.M. Before proceeding with the ?presentation it is fitting to point out that, notwithstanding some rather important developments in public concern for educational matters, as well as changes in the level of activity in the metallurgical industry, the statement (April 1957) by Mr. Turnbull still stands as a sound article of reference.

As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau's Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

This report presents the results of laboratory mineral-dressing investigations by the Bureau of Mines of 14 individual or composite character samples from deposits in the Batesville manganese district. It will be noted that some concentrates have met or approached analytical specifications for metallurgical manganese ore although great variations in both physical and chemical composition from once deposit to another make each a new problem. In most cases it is evident that a substantial loss of manganese has occurred in the various slime and tailing products. An important aspect of this work is the research being conducted on manganese-bearing limestones. Recent reconnaissance indicates that this resource constitutes one of the major domestic reserves of manganese. Laboratory study has shown that ferrograde concentrates can be recovered from samples of manganese-bearing limestones from two properties. Research on samples from other areas is still underway.

The course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars on accident prevention at metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

Small-scale laboratory mineral-dressing studies were made on a total of nine individual or composite samples of manganese-bearing material from the west-central Arkansas, or Mena, district. Of these, only three yielded concentrates that would probably be acceptable for purchases by the Federal Government fur the National Stockpile. Concentrates from some of the other properties, however, contained more than 40 percent Mn and might be merchantable to other purchasers of manganese ore. In most instances, a too-intimate association of manganese oxides and gangue is conducive to low grade, low recovery, or both, so that mechanical concentration processes do not promise much for this district.

CONSIDERING the nature of this audience, I perhaps, in addressing you on the subject of air transportation as related to the mining industry, should speak with tongue in check or at least with some reservation. I know full well that many of you, veterans in the great mineral development in Canada, are perhaps more conversant with the overall aviation picture than I, for aviation to you has been the means to an end, and in many instances has been part and ?parcel in the success of your particular projects, in the form of the initial means of transport. I feel, however, that we in this room today have somewhat parallel geographic interests - yours in relation to what is in the ground, mine in the air - and also in the forests and in the streams - aviation, hunting, and fishing - things which have occupied my attention practically all my adult years. In the light of what has gone. before, and in view of present developments, I think you will agree with me when I say that I do not think there could be a more intriguing pursuit than playing a hand in rolling back Canada's tremendous northern frontiers, even if, at this stage, we have made but slight impression on the untold opportunities which lie in our wide-spread, undeveloped areas.

I shall endeavour to make its significance clear during my remarks but, in the hope of minimizing that inevitable exodus which follows a good lunch such as this, I am going to withhold the final key to its meaning until the very last sentence of this talk.Some explanation is due at the beginning, however, so for those of you unfamiliar with Spanish I will explain that casa means house, or home. The casa about which I am going to talk necessitates a wide .and generous interpretation of the word, because I am using it to indicate principally that portion of the North American continent which is the home, in the western hemisphere, of British and American ideals of justice and freedom, the dignity of the individual and his right to exercise private initiative .and engage in private enterprise. In a wider sense, I am including the entire western hemisphere, which may yet stand as the last bulwark of political and industrial democracy.As for the treasures of which I am about to speak, may I remind you that there are no• material treasures but those derived from the earth, and they are derived by one of two processes, -mining and farming. These two fundamental industries are the basis, and the sole material basis, of our welfare, our wealth, our very existence. From farming, whether it be farming of the land. or farming of the sea, we obtain the food to keep us alive, healthy and able to work."

This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.
