When the United States entered the World War governmental agencies found little definite knowledge available as to the exact capacity of each sulphuric acid plant in the United States to manufacture acid under the stress of a great emergency. It is true that on account of the demand for acid for the manufacture of munitions for the Allies, prior to the entrance of this country into the war, most of the acid plants near industrial centers in the Eastern and Northern States were running at or nearly their maximum capacity, but, . for various reasons, many plants in these States and plants in other districts were not. For a number of years statistics as to the production of acid by the plants of the country were compiled by the United States Geological Survey, but obviously such figures did not give information as to the maximum capacities that might be available for meeting the he.a vy war ·requirements, or as to the steps that would have to be taken to bt-ing these capacities into use. During the summer and early fall of 1917 various attempts were made to obtain the desired information, but no satisfactory or complete data were obtained. Late in 1917, under the authority granted to the Bureau of Mines by the explosives act, the Director of the Bureau of Mines directed A. E. Wells, metallurgist of the bureau, to uiake a complete survey of the situation. Mr. Wells personally conferred with officials of the acid companies and visited most of the acid plants in the North that are east of the Mississippi River. The information obtained through this personal survey, together with that obtained through the ready cooperation of the subcommittee on ncids, and the subcommittee on fertilizers of the Committee on Chemicals of the Council of National Defense, enabled the preparation of a report containing the desired data concerning the sulphuric acid industry. This report was made immediately available to the War Industries Board and to those offices in the War and Navy Depart- ments that were most directly concerned in planning the explosives program and in obtaining the necessary supplies to produce the explosives. Beginning with this survey and report, the sulphuric acid section of the war minerals investigations of the Bureau of Mines took an active part in all matters pertaining to the sulphuric acid industry during the remainder of the war. Mr. Wells, the chief of the section, was appointed an associate chief of the sulphur, pyrite, and sulphuric acid sections of the War Industries Board. .Also, by this direct contact with the War Industries Board, the data obtained by Messrs. R. R. Hornor, H. A. Buehler, a.nd 0. Lindstrom, who were in charge, for the bureau, of the investigations concerning the supplies of pyrite and sulphur, were constantly made available to all interested Government agencies. D. E. Fogg, of New York City, was appointed chemical engineer to the sulphuric acid section to make special investigations relating to the acid industry, especially the possible utilization, in an emergency, of those sources of raw material.not then being used. Mr. E. E. Corbett, of Brooklyn, N. Y., was appointed chemical engineer to make investigations concerned primarily ,vith the conservation of acid. Direct and intimate contact with the industry was had through the close cooperation with the committee on acids of the Chemical Alliance, this committee during the greater part of 1918 occupying rooms with the acid section of the bureau. With the ending of the war and the close o:f the active work of the acid section of the bureau, the suggestion was made by many interested parties that a bulletin be prepared giving some qf the fun. damental and most important facts regarding the sulphuric acid industry, including a discussion of the technical :features of the manufacture of acid. During the war the bureau received -a vast number of inquiries in regard to various phases of the industry, a.nd this fact also made such a bulletin seem desirable. Therefore, the present bulletin was prepared to cover the main facts in regard to the industry in this country, including a discussion of the supplies of sulphur-bearing raw materials, the situation of the acid plants, the principal points in regard to manufacturing processes, and the uses of the acid. No attempt has been ma.de to discuss at length the manufacturing processes, as details differ more or less at the different plants and in general are carefully guarded by the acid ·companies. A great deal of the data given in this bulletin may be found in various pub]ications, but this is the first publication in which such data have been assembled and made readily available. Most of the data were obtained directly from observation and from cooperating acid companies or from individuals who had been or are now engaged in acid manufacturing and were liberal and generous in making their information available for publication. Care has been exercised to publish no data that were obtained as confidential by the bureau's representatives. The average acid manufacturer may be already more or less acquainted with most of the information presented in this bulletin, yet it is believed that the bulletin will be of value to those who wish to obtain a. general review of the present condition, both the economic and technical, of the sulphuric acid industry in the United States.

AN EDITORIAL on the Strike Situation in the Coal mining industry in the New York Evening Post of Nov. 4, 1919, gave what purported to be statistics of the Department of Labor, for a period of two weeks, which showed an average for the year, based on these two weeks, of 32% hours per week. This mode of arriving at the number of hours per week, while not accurate, is not so far off from the facts as to call for any special comment. The report of the U. S. Geological Survey, Department of Coal Statistics, give so the number of days worked in 1917 as 243; reducing the same to hours per week, assuming 8 hours per day, shows a weekly operation of mines at an average of 36J4 hours. But this assumption is not exactly correct, for the reason that it is not very often that the miners work the full 8 hours per day. There are many explanations for this, but it is not pertinent to this statement to discuss them now, as the important thing to consider is whether a 30-hour week would be for the best interest of not only the men themselves, but the public or country in general.

T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

A LL over our great country I have been privileged to see, during the last six weeks, the manifestation of a new spirit among engineers. Partly under the inspiration of leaders whose influence has been felt not only nationally, but internationally, - partly through the recognition of the service that engineers have been able to render to the nation during the recent crisis, a new self-consciousness has been acquired by the individuals, and now this self-consciousness seeks expression in opportunities for service and participation in public affairs. The engineer . no longer sees himself a mere reservoir of information to be tapped when some one is in need of cold facts, no. more an administrator of mere material things, but a potential administrator of- public affairs, a citizen and a human being, with the responsibilities, as well as the privileges of citizenship.

"The author was a member of a Commission sent by the Secretary of the Interior to France to investigate developments in mining and metallurgy under stress of war conditions, and also to observe the extent and character of the destruction of the collieries and the steel and iron plants, and methods which were being taken to reestablish them. This commission consisted of F. G. Cottrell, Chief Metallurgist of the Bureau of Mines, Frank H. Probert, Dean of the University of California Mining School, and George S. Rice, Chief Mining Engineer of the Bureau. While conducting this investigation a trip was made to the Saar Basin to observe the conditions there. Following this Mr. Rice acted as advisor on mining matters to the Representative of the Economic Council in an Interallied conference held at Cologne in April 1919, and subsequently visited the mining districts in central and southern France, Belgium, and Great Britain.The Germans, in planning a campaign for world supremacy, had as one of their first objectives the seizing of the important Briey iron ore deposits of France and the coal fields of Belgium and northern France.Large resources of coal and iron have led to the commercial greatness of the countries possessing them, as exemplified by the great development first in England then in the United States, and in Germany when the minette high phosphorus iron ores became useful through the invention of the Thomas and Gilchrist dephosphorizing process in 1878. However, this development was anticipated by the German scientific advisors in 1871, and led to the then known deposit of minette ore in Lorraine being taken from France by Germany.When these ores became available, Germany made such tremendous strides that its minette ore developments were not sufficient and importation of ore was necessary. Meantime France, by drilling, had established the extension of the minette ore field into French Lorraine. Then it was discovered that France had greater resources, while the German resources were being rapidly depleted.Although Germany, in its Westphalian basin, possessed the most important coal field on the Continent, containing the largest resources in coking coal outside of Great Britain, its coal was distant from the sea coast, so it could not be an important factor in the export business. No doubt this fact caused the German Imperialists to look forward: to securing the coal basin of Belgium and northern France for future ocean trade.It was a striking feature in the German conduct of the war that, although the steel and iron plants of Belgium and France and other industrial establishments in the invaded regions of Belgium and France were utterly destroyed, the iron mines in French Lorraine were not destroyed nor materially damaged by the Germans in their retreat, while the destruction in France continued until the day of the Armistice. The other striking fact is that the coal mines Of Belgium were not destroyed. It can only be conjectured whether this was due to President Wilson's threat of retribution, which did not stay their hand in France, or was due to the fact that they did not consider Belgium as a real competitor. It was evident they wished to cripple France industrially when they could not hold these northern provinces."

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

J. L. JONES,* Pittsburgh, Pa.-If a nickel anode is cast under commer-cial conditions, will it contain nickel oxide? Will the nickel oxide affect the rate of corrosion in a double sulfate solution; or will the nickel oxide dissolve in a double sulfate solution? I would also like to ask whether a 98 per cent. pure nickel anode will corrode as fast as a 96 per cent. nickel anode; whether electrolytic nickel will corrode less rapidly than nickel containing a small amount of carbon; and whether the materials some-times used in coating molds for casting nickel anodes will affect the rate of corrosion of the anode? In other words, whether an electrically non conducting coating is likely to be present that will prevent the nickel anode from corroding rapidly. JOHN F. THOMPSON.-The nickel oxide will not dissolve in the double sulfate solution, as far as we know. We do not make the ordinary nickel anode of commerce, but we supply nickel to the nickel anode makers. Those makers almost invariably buy a high-carbon nickel shot, ranging around 0.45 per cent. carbon. In their process, they even further, car-burize it so as to get nickel that will melt easily and be fluid enough to fill the mold, so that the ordinary cast anode on the market is unquestion-ably oxide free. The only time that such an anode will have oxide will be through an error in melting. Some cupola makers of anodes have had trouble with oxidation, but as a rule the anodes are thoroughly carburized; so much so that they probably carry a couple of per cent. of carbon of which around. 1.6 per cent. is graphite.

SMITH, Waterbury, Conn.-I would like to ask whether small amounts of iron give the maximum resistance at a low temperature, and if the large amounts of iron raise the temperature at which the maximum resistance occurs? That is, with a small amount of iron, will a maximum be at, say, 10°? F. E. BASH.-With the small amount of iron, the maximum is at a lower temperature, and with the increase of iron, the maximum increases; it seems to come to a maximum and then decrease; that is, increasing the iron up to a certain value increases the temperature at which there is a maximum of resistance, and any increase of iron beyond that value will start decreasing this temperature. With 2 per cent. of iron, the maximum is lower than for 1.5 per cent. which was the value that we found to be satisfactory. F. L. DRIVER,* Jr., Harrison, N. J.-I would like to ask what chance there is of the instrument companies getting together and deciding on standards for both manganin and constantan? We make both of these alloys in this country and we find that each one of the instrument com-panies who buy these materials require different standards of specific electrical resistance and thermal e.m.f. For instance, some of our cus-tomers require an electrical resistance in manganin or therlo of 240 ohms per circular mil foot and others require it with a specific electrical resist-ance of 270 ohms per circular mil foot. They buy these alloys in relatively small quantities so that it means much extra melting and supervision when making up small quantities for each consumer. If something could be. clone to eliminate this, it would be a benefit to the instrument com-panies, who could secure their material more cheaply, and to the manu-facturers, who would not have to spend so much time and effort in special manufacturing.

IN the development of the incandescent electric lamp one aim of the investigators has been to establish the fundamentals of lamp design, so that the performance of any new lamp may be accurately predicted. The study of the temperature relations in lamps has done much toward establishing these fundamentals. The outstanding differences are the filament form and the bulb shape. The ideal lamp is one in which the filament operates at a uniform temperature throughout its length. In practice, it is necessary to disturb this uniformity by the introduction of supports and terminals. The amount of cooling at the supports and terminals affects the over-all efficiency of the filament as a light producer. WITHIN the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the. Chicago & Northwestern R. R., the Chicago,. Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin Co., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. The resignation of Herbert Hoover, Director General of Relief in Europe, from his post as Chairman of the Board of Directors of the Food Administration Grain Corporation, in which capacity he had served for nearly two years; and the reorganization of the corporation under the name of the United States Grain Corporation, with Julius Barnes, United States Wheat Director, as its new head, took place at the annual meeting of the stockholders, held in New York, July 1. This action on the hart of Mr. Hoover is believed to be one of the first steps in his intended withdrawal from public service upon the conclusion of the war service of the various departments of the Food Administration, or as soon as they shall have been absorbed by other agencies. The Grain Corporation has been, for the past two years, a vast collection and distribution agency. Its function has been to assist in supplying to the Allies and the American Army and Navy large quantities of wheat, wheat flout, and other foods, with very little disturbance of American prices, and with such an even control of American distribution that reserves from one crop to another have been brought down to the lowest possible compass and without the dvelopment of actual scarcity anywhere in the United States. In the year just past, it carried on all the buying and the shipping for, the Belgian Relief Commission, until the commission retired on May 1 and the Belgian Government itself undertook its own overseas supplies. During the twenty-two months of its existence the corporation had disbursed $3,500,000,000 and collected an equal amount, selling for over-seas shipments commodities valued at $1,800,000,000, at an operating expense of about $3,250,000, or one-sixth of 1 per cent. During this time it has not lost a single dollar through fire loss.

To assist the taxpayer of the oil and gas industry in correctly and expeditiously preparing his Federal tax returns, the Bureau of Internal Revenue has prepared a "Manual for the Oil and Gas Industry Under the Revenue Act of 1918." Although the endeavor has been made to anticipate all questions that may be asked, it is recognized that such a manual is only general and cannot cover all cases that may exist. The Manual is based largely upon information gathered during the fall of the year 1918 by a corps of geologists, technologists, and engineers. The investigation was undertaken primarily to furnish a basis for arriving at valuations, and depletion and depreciation deductions in connection with oil and gas properties. All fields in the United States were canvassed. Records of production of thousands of properties were collected and tabulated. These were carefully classified and studied by the most competent and experienced men in the country and the average future production curves and tables of valuation data were produced as a result of this study. One of the engineering proposals in the last Congress which was of interest to engineers was the soldiers' land settlement plan proposed by Secretary Lane, under which returned soldiers, sailors and marines would be employed on construction work in the reclamation of swamp and arid lands and would thereafter be given preference in the selection and settlement of those lands. This bill failed in the fillibuster at the end of the session. It is likely that some sort of a plan for soldiers' settlement will come before the next Congress. A new bill has been written up for introduction at the next session which proposes an "infiltration method" of buying improved farms in established communities for' the soldiers' settlement purpose, under the authority and direction of the Farm Loan Board. The contrast of this bill to the one recommended by Secretary Lane is of vital importance to engineers at this time; first, because of the broad engineering improvement program that the latter bill proposes as against no engineering improvement under the infiltration plan; secondly, the community settlement plan of Secretary Lane means improvement of waste lands requiring much engineering work.

SOME of the more important properties of finished materials are strength, ductility, toughness, resistance to alternating and repeated stresses, etc: Of these, the property that appears to have received the least consideration, at least in this country, is toughness, which is clue, possibly, to our regarding toughness as a qualitative property or, at any rate, as one that, parallels ductility. This arises out of our greater experience with the simple carbon steels in the rolled or forged (non-heat-treated) condition which, qualitatively, are tough if ductile and are not tough if brittle. In this way we have erroneously become, accustomed to judging the toughness of a material from its behavior in the tensile or similar test. The point of view presented in the present paper is that toughness, like hardness or tensile strength, should be regarded as an independent property and of sufficient importance to require, in so far as that may be possible, quantitative determinations. If such be true, it becomes at once necessary to devise experimental means for measuring, or valuating toughness, and the notched-bar impact test (the Charpy test) is advanced as the most logical test that has so far been developed for this purpose. It is further advanced, with particular emphasis, that we have two kinds of toughness to deal with and, accordingly, they will be dealt with independently. CLASSIFICATION OF MATERIALS ACCORDING TO TOUGHNESS Toughness has been defined somewhat as follows: Tough materials are those that offer considerable resistance to permanent deformation but which, once such resistance has been overcome, may' be deformed plastically, but only by the expenditure of considerable energy. In other words; tough materials may be deformed plastically but they absorb a considerable amount of work in the process. This kind of toughness may be called "static" toughness when the rate of loading is reasonably slow or "dynamic" toughness when the rate of loading is

NATURE OF ORETHE Edna May ore consists mainly of clean quartz of a moderately hard and tough nature. The gold content is "free" and fairly coarse, so that a large percentage is recovered by amalgamation. The ore is practically free from metallic minerals.GENERAL OUTLINE OF PLANT AND TREATMENTThe ore, received from underground in trucks, is broken by a jaw breaker, then stamp-milled, follow~d by partial filie-grinding in pans. Mercury is used both in the mill boxes and pans. The pulp, on leaving the pans, passes over amalgamating tables and is then elevated by tailings pulp to cone classifiers and separated into a sand and slime product, each product receiving a separate cyanide treatment-sand by leaching in vats and slime by agitation and decantation in a "Trent" plant. Gold solutions from both sand and slime are precipitated together by zinc shavings in the usual type of precipitation boxes. Accumulated slime is trucked from the dam to a vortex mixer and from this point receives with the cement slime the same treatment.ORE BREAKING AND TRANSPORTThe ore is trucked from the brace of the shaft along an overhead line to the breaker station. Hence it is, by means of a "kick-up" dumped upon a grizzly, set with 2-in. spaces, the oversize being broken by a 15 x '9 Fraser and Chalmer jaw...

THE Great Cobar Company Limited owns 1100 acres of freehold, which include the Great Cobar Oopper Mine and smelters, the Cobar Gold Mine, the Cobar-Ohesney Copper Mine, and the Great Peak Gold Mines.ORE OCCURRENCEThe ore-bodies in the first three mines-namely, Great Cobar Copper Mine, Cobar Gold Mine, and Cobar-Ohesney Oopper Mine are, speaking generally, lenticular deposits of evidently more or less complete metasomatic replacements of the country rock along a line of powerful faulting. These lenses vary from 150 ft. to 400 ft. in length, and from 20 ft. to 100 ft. in width.

THERE are certain facts that the mining industry in Australia is faced with at the present moment which may be accepted as axioms. The industry is at a low ebb, as evidenced by statistics. Metals form the basis of all modern industries, and are necessaryfor the welfare of Australia. Mining is a wasting asset. Every ton of ore extracted is one ton less which c.annot be made good, and it should be our duty to get as much profit froin that ore as possible, otherwise there is a permanent loss to the country.The metal market cannot be controlled by Australia; it is more or less an international matter. Australia has not been thoroughly prospected. There are no mines being developed that are likely to replace those which are being depleted.Our mining engineers are as capable as those in other parts of the world, and have made good where they have been given a chance. There is no one cause for the present depression; there are several, more or less, interwoven. Of course, the war has had an adverse effect, but that has only dislocated things temporarily; it upset our markets, influenced the price of metals, and affected the labour market and cost of stores. Labour troubles made their appearance before the wave of unrest swept over the world. The cause of labour discontent must be investigated, and if possible removed. As each industry has .its·own problems, miners must inquire into their special problems, as there is no sovereign remedy that will suit all cases.It is obvious that we cannot mine ore if we do not know where it is; therefore, the first thing is to discover workable deposits.

IN the construction of a set of ordinary mine plans, two axes or coordinates are used; also, two different projections are essential viz., a plan (horizontal projection) and longitudinal section (vertical projection). In isometric projection three axes are employed-one axis vertical and the remaining two inclined to it at angles of 120°, also making an angle of 120° with one another, as shown in Fig. 1. The two inclined axes are used to plot the horizontal projection, while altitudes are plotted on the vertical axis. As an illustration, consider the ease of a simple object, such as a box. To show all the dimensions in the usual manner requires two drawings-a plan and elevation, as in Fig 2.
