Methods to prevent, minimize, mitigate, or treat polluted waters are identified and evaluated. Best Management Practices are incorporated in a recommended plan to manage the area's water quality.

The development of larger size flotation machines, which started in the 1950's and 1960's, is still proceeding. The largest mechanical flotation machines avail-able today have unit volumes in the range of 38.2 to 43.9 M3 (1,350 to 1,550 cft). Designs for mechanical flotation cells of unit volumes as large as 70.8 m3 (2500 cft) are available. The development of these "giant" flotation machines has been and continues to be motivated by the increasingly critical forces of higher energy and capital costs, decreasing ore grades, and lower (real) prices for the products. As an expansion of a previous publication, this paper reports the further development of an improved mechanism for these large flotation machines. The starting point in the develop¬ment of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which s is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

Field measurements utilizing a seat pad accelerometer were made on 61 surface coal mining machines in order to quantify the vibration levels experienced by the operators. Those data were combined with information on the statistics of the operating times of those machines in order to compare the operator's vibration exposure to the criteria in ISO 2631, ?A Guide for the Evaluation of Human Exposure to Whole Body Vibration.? The comparison showed that about ha]f of all surface coal mining machine operators can be expected to be exposed to vibration exceeding the fatigue decreased proficiency criterion, whereas only on the order of 15% would be expected to experience vibration exceeding the exposure limit. Detailed exposure statistics are presented and the implications of the results are discussed.

The evident need to improve the reliability of fluid power systems in underground coal mining equipment prompted the U.S. Bureau of Mines, and later the Department of Energy, to contract with the Fluid Power Research Center at Oklahoma State University for a research project to develop methods for achieving this end. Since the work of the contract was completed at about the time DOE was relinquishing its underground coal mining projects to BOM it was decided to issue the final report under 80M cover. The contract revealed that the major causes of poor reliability were: (1) poor overall system design, (2) poor component contamination toleranace, (3) poor system filtration, and 4) poor maintenance practices stemming from a lack of defined maintenance procedures and enforcement of same. This report demonstrates the variability of the reliabilities of components of similar performance description when subjected to standard tests. Improved design procedures are recommended and the information needed to specify and select components whose reliability is predictable and optimum without sacrifice in performance or significant increase in envelope size.

The objective of the study is to examine the apparent influence of soil and near surface rock strata on the severity of damage experienced by surface structures subjected to mine subsidence. The report discusses: 1) modes of ground movement that might complicate or be confused with mine subsidence; 2) prevailing concepts concerning mine subsidence in the Northern Appalachian Coal Field and Illinois Basin; 3) apparent influences of soil and near surface rock strata on the character of subsidence-related ground movements; 4) classifications and criteria for characterizing damage due to ground movements; and 5) types of subsidence damage experienced by homes above active mines in western Pennsylvania. Presented is a damage classification system incorporating a severity index for characterizing subsidence damage to homes with basements above active mines. A series of case histories illustrate subsidence damage to structures above active and abandoned mines.

The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

Contamination of by-product: sulfuric acid, by dissolved oxides of nitrogen ('nitrates') occurs under some operating conditions encountered in sulfide roasting and smelting,, notably when oxygen-enriched air is used. This 'nitrate' lowers the value of the acid and increases the effective cost of smelter gas desulfurization. The present paper describes measures taken at one smelter acid plant to remove this 'nitrate'; it discusses the mechanism by which 'nitrates' in some cases concentrate in one part of the plant and can be purged for more efficient treatment; and it describes a process developed by C-I-L Inc. for removal of 'nitrates' from such a purge stream. Advantages of the process include very low reagent cost, recovery of all sulfuric acid values and safe handling of nitrous fumes.

This report concerns the successful construction of Contract No. 287 of the Northeast Side Relief Sewer System for the Metropolitan Sewerage District of the County of Milwaukee. The contract involved the construction of approximately 3316 meters (10,880 feet) of tunnel concrete lined to 1.83 meters (72 inch) internal diameter; 30.48 meters (100 feet) of 1.83 meters (72 inch) reinforced concrete pipe jacked-in-place; a river crossing of approximately 107 meters (350 feet); 197 meters (647 feet) of 1.83 meters (72 inch) reinforced concrete pipe in open-cut; several diversion and flow monitoring structures; and miscellaneous manholes and appurtenances. The contract proposal, which was extremely prescriptive, did allow alternative methods of primary support consisting of precast reinforced concrete segments, steel liner plates, steel ribs with wood lagging, and combinations thereof in designated areas. The specifications required the contractor to designate which support scheme it intended to use. The specifications also required compressed air as a means of ground water control for approximately 2316 meters (7600 feet) of tunnel. The alternative selected in the bid proposal was the support method consisting of steel ribs and wood lagging for 2263 meters (7425 feet) of tunnel and steel liner plates for the remaining section. Shaft supports, by specification, were designed to be steel liner plate with steel ribs varying in size from 4.27 meters to 6.10 meters (14 foot O.D. to 20 foot O.D. ).

This is the story of the Carlton Mill. But first-a little geography. For those who do not know where the Carlton Mill is, or, perhaps, have only a vague idea, its location is indicated in Figure 1. The plant is situated on the road between the two old mining towns of Cripple Creek and Victor, 10 the west of Colorado Springs. From Denver, it's about 110 miles by road. The story of the Carlton Mill began with the discovery of gold at Cripple Creek in 1890. This discovery set off a major boom such that, by the turn of the century, there were 450 separate operating mines in the district. Gold production boomed early and declined rather rapidly as indicated by the graph in Figure 2. Significant factors affecting production are shown on the graph-the raising of the gold price in 1934 from $20.67 to $35.00 per ounce and the government executive order L-208 in 1942 requiring the closure of all gold mines.

Traditionally in coal processing jigs have been used to clean the coarse coal fraction, the +3/8" or +1/4" material. Today with the advent of modern fine coal jigs in the United States, its place was moved from the coarse to the inter- mediate coal circuit, the 3/8" x 100 mesh. The most economical coarse coal circuit to build and operate is a heavy media bath circuit. The following table summarizes the cost per raw coal ton processed for a coarse coal jig circuit, and a coarse coal heavy media bath circuit. The flowsheets used to compare these two circuits are shown in Figures 1 and 2.

This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Phosphate is one of Florida's major industries. The US Bureau of Mines estimates it contributed $3 billion to the state's economy in 1981 and an additional $1.4 billion to the US economy. Introduction Mining and minerals transportation spans the distance from the pit face and mine wall to the consumer. This transportation can be as simple as coal transfer from the mine and preparation plant by conveyor to a mine mouth electric generating plant. Or it can be as complex as copper ore transportation: concentrated, smelted, refined; drawn into wire and insulated; and cut into reels and transported to local industrial supply houses. The route of aluminum from the bauxite pits to the supermarket shelf in the form of household food wrap is another example of the potential complexity of minerals transportation. For perspective, however, mine to market minerals transportation can be split into three components: materials handling, transportation, and distribution. It should also be recognized that each mineral, market, producer, and consumer has unique transportation characteristics regarding costs, transportation mode, and alternatives in the transportation scheme. Some obvious considerations are the number of producers and consumers, the number of markets and customers the mineral serves. Concerning the latter, are you selling a million tons to one customer or a ton each to a million customers? Transportation volume About the only generalization that can be made about minerals transportation concerns the large volume of materials involved. No other industry compares to the mining and minerals industry in its huge movement of product in the crude, semi-processed, processed, fabricated, and converted states, as shown by the accompanying table of US mineral production. Whether it is crushed stone or sand and gravel moving by truck to a local market from local producers, or coal moving by 9.07 kt (10,000 st) unit trains from a mine to a power plant, or iron ore moving by lake vessel from the upper lake ports to the lower lake steel mills, mineral transportation volumes are huge. The nature of production and consumption affects the transportation mode. More than 60% of the coal moves by rail. The majority of iron ore moves by lake vessel. Ninety per cent of the sand and gravel and more than 80% of crushed stone moves by truck. A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.'s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime's Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. Dravo Lime plans to take advantage of these transportation changes, all of which may be beneficial to both its plant and its customers.

There is an old saying in Canada: "Mines are made as much as discovered." What follows is Young's perception of his experience developing and financing the Cochrane Hill gold mine project. In 1974, I came back from rutile and zircon exploration and mining in Australia. I became interested in a copper, lead, and zinc project in the Bathurst District, New Brunswick. Much field work had already been done but I was convinced that a reinterpretation of the geophysical work left room to enlarge on the known mineralization. So, with my own money I put a property deal together, found an underwriter willing to raise $100,000, and had a lawyer produce a prospectus. The prospectus was ultimately accepted for filing by the Ontario Securities Commission and I acquired funding and began work. It did not take many drill holes to determine that the interpretation was not geologically valid. However, while drilling was going on, geophysical and geochemical explorations indicated interesting anomalous zones elsewhere on the property. But by now the base metal market climate had soured and the $50,000 I had left was not enough to evaluate the new results. So I decided to farm out the property. A data folio was produced and the property was optioned to a major mining company, with Northumberland Mines Ltd. retaining a 20% free, carried interest. By 1976, the market for junior issues was so bad no under¬writer would even talk to a geologist and I still had the $50,000 in the bank and was looking for something to initiate. A Project That Went Nowhere Market research indicated that the Toronto area imported fine calcium carbonate fillers from Georgia, Alabama, and Vermont. I was aware of the specs and the fact that there is a large marble belt in Eastern Ontario. After some prospecting, I found an interesting deposit. The product was slightly high in silica and low on brightness. Research work eliminated the silica and corrected the brightness. So, with insufficient money we launched a feasibility study. This included diamond drilling, bulk sampling, special fine grinding and air classification tests, and an in-depth market survey. Our product was as good or better than those on the market. Our advantage was that delivery could be made by a two-hour truck haul to the customer. The present system of rail delivery had many problems, especially in winter. Despite everything looking rosy, we ran into a stone wall. The underwriters were singularly unimpressed because the public saw little glamour in a substance most people had never heard of. The issue would have been difficult-if not impossible-to sell. Banks and government agencies took the position that if we could get long term take-or-pay contracts then they would lend the required capital. None of the suppliers, however, would even consider a contract until production had begun and they could evaluate the production material. It was a classic "catch 22" situation. I have gone into this in some detail to show how tough the industrial mineral market can be. We eventually optioned this calcium carbonate property to a major corporation. The option agreement would give us a free, carried 15% and the right to buy up to 40% for contributing 25% of the production costs. But the experience left my company in poor financial shape. To survive, I think the entrepreneur-geologist must always have at least one project in reserve, an emergency plan. I had been searching out a new project to work on, after the calcium carbonate option was wrapped up. It was gold. Gold intrigued me and I knew quite a bit about Nova Scotian gold. I felt that with any rise in price, many of the former high-grade gold mines would have interesting potential for the larger, low grade portions of the deposits. That is how I happened on Cochrane Hill, where much work had been done in the early 1970s when gold as $4.82/g ($150/ oz). This time my timing was good. No sooner had Northumberland signed an option agreement than gold prices started to rise. In six months, they went to $27.331g ($850/oz). Even so, financing gold prospects in early 1980 was still not easy. It had been years since gold financing had been undertaken. A whole new generation of investors, with no knowledge of gold mining, had grown up. So, with accounting and legal council, we decided on a semiprivate "seed money" offering. Under the new Ontario Securities Act, this was a new-and partly tax sheltered-concept. At the time, it was very innovative.

Hoses provide a variety of critical functions in nearly every mining operation. Care must be taken when selecting, installing, and maintaining hoses to insure maximum hose life. This article provides some tips on selecting, installing, and maintaining hoses, and gives some background on hose construction and safety. In the mining industry, hoses are used for everything from hydraulic systems that power drills and hammers, to suction systems that carry away dust and debris. Hoses are used on such a large scale that a detailed discussion of specific applications would require many volumes. Dayco Corp. has, however, provided these basic and brief guidelines on how to select and maintain hoses for mining applications. Hose Construction Industrial hoses are classified as much by construction as they are by application. So, it is a good idea to start any discussion of hoses with a description of their basic construction. There are four basic components to hoses: the tube, reinforcement, cover, and couplings. The tube is the inner core or lining, and is usually made of smooth rubber or plastic. Rubber or plastic composition is scientifically determined to be compatible with the materials passing through it, such as fluids, chemicals, gases, or substances. Other considerations in compounding rubber or plastic for the tube are temperature ranges and stresses. In practice, the required compound can be precisely chosen from various charts listing them according to application. There are, however, applications where the compounding of tube rubber or plastic must be customized. The reinforcement hose layer immediately surrounds the tube. As its name implies, this layer gives the hose strength and provides protection for the tube component. Reinforcement must be able to contain the inner forces-pressure and shock-transmitted through the tube, and such external forces as twisting, bending, and crushing. So it is usually made of high tensile strength cord, fabric, or wire that is wrapped, wound, or braided around the tube. The cover is the outermost layer, so it may encounter oils, acids, water, dust, abrasion, and other potentially damaging influences depending, of course, on the application. An appropriate cover material must be selected, usually a rubber compound. Couplings, even though they are a hose attachment, are as vital as any other component and should be considered part of the hose. Couplings are usually made of carbon steel or malleable iron; however, bronze or stainless steel might be used if corrosive chemicals are involved and brass or aluminum might be used for flammable fluids. A coupling is usually in two parts: an insert that fits into the hose bore and contains the threaded male, female, or other type of connection, and the ferrule or collar that fits over the hose and secures the coupling in place. There are, however, some one-part couplings that fit securely into the hose without a ferrule. These are usually limited to low pressure applications and are secured to the hose by clamps or metal bands. Some fittings can also be permanently "built-in" as the hose is made. Couplings can be classified as reusable or permanent. The reusables can be removed when the old hose expires and used again on a new hose. The permanent types are crimped or swaged on at the factory or in the field (using special equipment) and must be discarded with the hose. Although couplings are most commonly thought of as having threaded fittings, there is another type called "quick connect." Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements.
