Introduction In October of 1961 Texas Gulf Sulphur Company contacted the Asheville Minerals Research Laboratory, of the North Carolina State University, and requested assistance in the development of a phosphate ore body in Beaufort County. The main: objectives of the work at Asheville were defined as follows. The Laboratory should try to determine on the basis of drill core samples, submitted by Texas Gulf Sulphur Company, the highest grade of phosphate concentrate that could be obtained with high recoveries from North Carolina ore, the thickness of the ore body that could be treated economically in one section, and the quantity of concentrate that could be obtained per acre. The results should be compared with data obtained from the treatment of Florida ores. It was important to use mineral preparation methods during the initial laboratory work that could be verified later by continuous pilot plant operation and could be scaled-up for a commercial plant. The writer was in charge of the project at the Asheville Minerals Research Laboratory and participated in the development of one of North Carolina's greatest mineral resources from the first drill core examination to the production of the first poundage and tonnage quantities of flotation concentrates. The Lee Creek phosphate mine and mill was put in operation in early 1966 and can produce three million tons of phosphate concentrate a year. Sulfuric- acid, and phosphoric acid plant, diamonium phosphate plant and triple super phosphate plants came on stream in 1967; at that time they were the world's largest. The concept of ultrasonic measurement was originally applied to marine operations. Sonar . . . standing for Sounding, Navigation and Ranging, was developed for military uses. Today Sonar has become very important to the fishing fleets and marine construction industries where its applications cover a wide range of uses our company, in addition to the inair ultrasonic equipment as discussed in this paper, is also deeply involved in marine sonar and works primarily with oceanographic research and fishing industries. Ultrasonics, by simple definition, are sound waves beyond the audible range of the human ear and are generally accepted to be waves over 20,000 cycles per second. When applied to level measurement, the principles of ultrasonics are basically quite simple. A sound pulse is initiated at a point in time and the time interval for the echo from that pulse to return can be interpolated into distance. The speed of sound in air under standard conditions is approximately 1,100 feet per second, or if converted into more meaningful information as related to distance measurement, the time required for sound to travel one foot round trip is 1.78 milliseconds. An early application for ultrasonic level monitoring equipment was in large grain elevators. Prior to ultrasonics, the common practice of inventory measurement was to have an employee walk around the top of these large grain elevators, which are often over 100 feet above ground level, and drop a weighted rope or chain down into the silo to determine the level of the grain. Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. The Washington State Highway Department consists of seven geographic dis¬tricts. District offices are located in Seattle, Wenatchee, Olympia, Vancouver, Yakima, Spokane and Bellevue. District is covered from the Spokane office, and is responsible for the six counties in the northeast corner of the state (Fig.l). It is bordered on the north by the International Boundary, on the south by the Snake River, on the east by the Washington - Idaho border, and on the west by a north-south line thru Lake Roosevelt. The landslides to be discussed in this paper are at Colfax, Washington, which is located in the southeast corner of the district. The town of Colfax is situated in a narrow valley eroded into the Tertiary volcanic basalts by the Delouse River. The valley walls are steep and generally colluvium mantled. State Highway 1°c, from Spokane to Colfax, descends into the valley from just north of Colfax on a bench cut into the valley wall. The highway department designed a widening project to increase the misting two lane roadway to three lanes, thus providing a passing lane for uphill traffic. The third lane was constructed as a cut section for the entire length. Construction excavation was begun at the top of the hill in silts of eolian origin. Proceeding downhill, excavation encountered three individual basalt flows with two zones of palagonite tuff separating them. The upper palagonite zone was dry, and excavation proceeded across this zone with no mishaps. The lower palagonite zone carried considerable groundwater. As excavation crossed the lower zone landsliding became contemporaneous with excavation, due to removal of toe of slope and saturated conditions. Remedial measures for landsliding consisted of designing shot rock buttresses across the palagonite zone and also the installation of horizontal drains to reduce hydrostatic pressure.

The relationships between the amount of light reflected off 21 samples of Florida phosphate and the chemical, composition of the samples were examined. It was found that the reflectivity of a rock is directly related to its chemical composition and that darker phosphates (less light reflectance) have relatively high amounts of iron, organic C and sulfate while lighter-colored rocks were rich in phosphorus, fluorine and aluminum. The use of reflectivity measurements could have economic applications in the phosphate rock industry: color specifications for rock shipments could he met, beneficiations by optical sorting could be performed and semi-quantitative analyses could be made rapidly and inexpensively.

"Most geologists and mining engineers, in the course of their professional careers, frequently become involved with the appraisal of metalliferous mineral deposits and develop a familiarity with and standard approach to the evaluation of these deposits. When the same individuals approach the industrial mineral field, however, their usual approach pattern can be rudely disturbed.This paper highlights the difference in appraisal approach and outlines the factors common to both but which have entirely different emphasis. These comprise geological appraisal, analytical requirements, the importance of transportation, marketing requirements and standards, including appropriate allowances for product development, and marketing penetration.Out of these ""different"" considerations, however, a pat-tern or standard approach emerges which is as common to the industrial mineral field as that used either consciously or subconsciously in the metallic field.The paper reviews the different factors and points of emphasis and offers an outline of the common pattern of appraisal for industrial minerals."

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

A 9-month study of the uses of wire rope associated with U. S. underground coal mining is reported. Rope applications are broken down into hoisting and nonhoisting applications where "hoisting" refers to transport in vertical and inclined shafts. The former receives the greatest emphasis since it represents the most critical rope application from the stand-point of production and safety. The discussion of hoisting practice includes aspects related to the mine operators as well as those related to the equipment builders and wire rope manufacturers. U. S. state and Federal laws regulating hoisting and wire rope use are also presented and discussed. Canadian and other foreign hoisting practice and laws are included. The state of the art in electromagnetic nondestructive inspection of hoist ropes is presented. Capabilities and use of one Canadian electromagnetic device are discussed in great detail. Conclusions are drawn regarding the present state of wire rope and hoisting technology in U. S. coal mines. Recommendations are made for improving rope practice, in general, and hoisting, in particular, consistent with greater safety.

Of all the industrial clay minerals, attapulgite probably enjoys the widest variety of applications. A review published over three years ago by Haden and Schwint (18) cited some 80 individual uses, a list which continues to grow. In its near half-century of commercial life, attapulgite has received a generous share of research study and patent development effort, both on the part of producers as well as consumers. This work has been divided between understanding the mineral's structure or properties and applying it to specific end-uses. Naturally, information gained from the former has pointed toward opportunities in the latter. References of particular significance are cited throughout the text. Attapulgite's variety of uses derives from the unique three-dimensional structure and needle-shaped particle form of this crystalline hydrated magnesium aluminum silicate. Its inherent colloidal and sorptive properties are well known, and distinguish it from its sister clay minerals. Attapulgite is characterized by its high surface area, porosity, sorptivity, and decolorizing power. Its slips or slurries are viscous and thixotropic, however, unlike bentonite are not flocculated by electrolytes. In Table I are compared the general properties of attapulgite, bentonite, and kaolin. The properties in Table I are documented in greater detail by the wealth of scientific literature which has been published on the composition (14)(15), structure (6)(16), surface (16)(4)(22)(24), adsorption (31)(4)(5)(25), rheology (10-11)(12)(13)(26)(27)(32), plasticity (30) (31), and chemistry (23)(3)(7) of attapulgite. Attapulgite is the principal mineral constituent (70 to 80%) of attapulgite clay as it is commercially produced in the Georgia-Florida area of the United States. As mined, this clay also contains 10 to 1S% montmorillonite, sepiolite, and other clays; 4 to 8% quartz, and 1 to 5% calcite or dolomite. This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

A quiet revolution has taken place in the conveyor belt industry, Man-made materials, improved production facilities, better splicing techniques and emphasis on repair and maintenance have all contributed substantially to lowering material handling costs for the mining industry, It wasn't too many years ago that the rubber industry had only cotton for a belt carcass and tree grown rubber for the protective cover. Then came the development of monofilament rayon. This material had desirable elongation and elastic properties and was the first synthetic fiber to be used in place of cotton. But wet strength and other limitations restricted its use, and the conveyor belt industry turned to nylon. Initially, nylon was considered suitable only for the cross threads or filler threads of a belt carcass. Then technical advancements in heat setting and fabric weave created a major change in belt construction. As a result of these advances the industry was able to take advantage of the full tension strength of nylon cord. Another breakthrough in the use of synthetics was the tremendous increase in adhesion resulting from a chemical bond, rather than the limited physical bond available with cotton. But the advantages of nylon had a more Car-reaching effect, We were able to design a two-ply nylon belt that did the work of a four- or five-ply cotton or rayon belt. A six-ply nylon belt now replaces a twelve-ply cotton elevator belt. Arid nylon resists moisture, acid and mildew, It also has excellent resistance to impact and can be produced with controlled elongation and elastic properties that work to great advantage in reduced-ply belt constructions.

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". White Pine Copper Company, a subsidiary of Copper Range Company located in Michigan's Upper Peninsula, mines a Precambrian sedimentary deposit containing finely disseminated chalcocite, native cop- per and native silver. Silver occurs predominately in certain strata and presently provides a mill head averaging 0.25 ounces per ton. This technical publication traces the development of silver recovery at White Fine beginning in early 1961. White Pine refined copper contains an excess of silver over and above that required to impart Lake Copper properties. The copper does not require electrolytic refining to meet industry purity requirements, nor is there sufficient silver to justify electrolysis.

I have been asked to discuss the "Development of the Twin Buttes Mine for Production." This property, which is a large low-grade open pit copper mine about 25 miles south of Tucson, Arizona, was recently brought into production by The Anaconda Company under a long-term lease agreement with the Banner Mining Company. Since the scope of this paper is limited to the subject broadly indicated by its title I will confine discussion of historical, environmental and other general matters to a brief summary sufficient, I hope, to establish a background of those conditions which influenced our approach to the technical and economic problems that faced us at Twin Buttes. The paper deals primarily with our studies and activities related to the solution of these problems and with the resulting engineering and business decisions that were taken - decisions which culminated last September in the initial commercial operation of another major open pit copper producer unique and interesting in several respects.

This Bureau of Mines report reviews the development of the world potash industry. The trends leading to the present market situation of oversupply arid low prices, which threaten; the domestic potash industry, are presented and analyzed. Because the major threat to the domestic industry comes from Canadian imports, the report focuses on the comparative economics of United States and Canadian production. The study resulted in these major conclusions: 1. Balance of world supply and demand is foreseeable in 1975, but it could be delayed by planned expansion. 2. Balance of U.S. supply and demand could occur as early as 1974-75 or as late as 1981. 3. Nearly all U. S. production capacity vis-a-vis Canadian competition is now uneconomic. Prices cover out-of -pocket costs for only 30 percent of U.S. production. 4. U.S. producers will be undersold by Canadians in 60 to 90 percent of the U.S. market. Canadians also will have the edge over United States and European producers in export markets. 5. U.S. firms have invested in 60 percent of the planned 1971 Canadian production, and they have large holdings in Saskatchewan. 6. The decline in the U.S. potash industry probably reduced personal income in Carlsbad, Eddy County, N. Mex, the chief potash-producing area in the United States, about $21.5 million between 1966 and 1969.

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

Crushing and grinding of gypsum demands con- trolled processing to a fineness suitable for further treatment of the mineral into end products, and into various sizes of material which are themselves saleable products. The majority of gypsum tonnage ultimately ends up in stucco for wallboard. Therefore, mineral reduction is normally designed toward this end, but it is done in a manner that permits drawing off intermediate products to meet various customer requirements. This forces companies into compromises at times in equipment installations. Normally, 5 to 6 different sizes intermediate to the end product are marketed and these are generally the fineness of material to be used as stucco for wallboard. These sizes are produced by controlled crushing, grinding and sizing. How Ore Characteristics Guide Processing First, gypsum as a mineral (CaS0;2H,O) is number two on the Mohs scale two of hardness; only talc is softer, Despite being soft, gypsum is tough, a factor which is of critical importance when developing equipment specifications. In addition, of the increasing volumes of rock handled, the associated and included impurities such as anhydrite, silica or lime- stones are found to be relatively abrasive.

"During the summer of 1968, the author was employed in the Research Department of Dominion Foundries and Steel, Limited, Hamilton, Ontario. Over the years, Dofasco has been conducting a program for developing more efficient control of its basic oxygen steelmaking process. The author was thus able to obtain a variety of viewpoints from both research engineers and furnace operators. He also had access to extensive literature dealing with BOF control schemes underway at other major steel producers. This paper describes the present state of developments in BOF steelmaking control.The necessity for efficient BOF control is pointed out. To appreciate the variables to be controlled, a brief outline of process fundamentals is included. Technical aspects of present methods of practical control are examined in detail; the relative merits of dynamic over static control models are emphasized. Finally, it is shown how an effective dymic-optimizing control scheme serves as the basis for closed-loop computer control of the process."
