This report on water requirements for the New Mexico mineral industry includes data on industrial operations closely related to mineral production. It contains general information concerning public water supplies at five principal cities and a short discussion of water needs for agriculture. Background data are presented regarding the geography, hydrography, and water laws of New Mexico, as well as precipitation and evaporation characteristics of the State. Most of the information on source, quantity, distribution, cost, and treatment of water was obtained in interviews with company representatives. Water systems at 46 operations are illustrated by schematic waterflow diagrams. The study revealed that the New Mexico mineral industry in 1962 used about 16 billion gallons of new water and reused 152 billion gallons, a total usage of 168 billion gallons. Consumption amounted to 7.6 billion gallons. Of the 16 billion gallons of new water, 11.9 billion gallons was "self- supplied" from ground water sources, and 2.6 billion gallons was self supplied from surface sources. Approximately 1.5 billion gallons was purchased. Some of the water from company-owned wells is piped as far as 30 miles. Reported costs of the self-supplied new water range from 1 to 20 cents per 1,000 gallons and average 8 cents per 1,000 gallons for power and maintenance. Inadequacy of the supply of new water at many operations necessitates large-scale recirculation. Reported costs for recirculating water (power and maintenance) average 1.8 cents per 1,000 gallons. For the entire New Mexico mineral industry in 1962, the value of product was $42 per 1,000 gallons of new water intake and $88 per 1,000 gallons consumed. Analyses of 40 water samples, listed in the appendix, show the wide range in water quality at plants throughout the State. Projection of the 1962 water requirements of the mineral industry indicate that the total demand for new water will increase from the 16 billion gallons used in 1962 to 24 billion gallons in 1980, a 50 percent increase; and to 36 billion gallons in 2000, which is 125 percent more than the 1962 intake of new water.

This study was made to show the growth of petroleum coking and to deter- mine trends and characteristics of marketing and utilization of coke on the West Coast, comparing these data with those of the United States as a whole. An earlier Bureau of Mines economic survey of petroleum coke was made in 1930 before the widespread use of coking processes. Data, derived from published and unpublished literature as well as from interviews with industry representatives, show a marked increase in the production of petroleum coke since the end of World War II. This increase resulted from the need of refiners to upgrade heavy residuums for which the demand was diminishing. Increasing coke production as well as significant market shifts away from California-produced coke have created excessive stocks of petroleum coke on the West Coast. The causes of these market shifts were based mainly on (1) economic factors and (2) certain undesirable qualities of some of the petroleum coke produced in California.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California Fn 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemical manufacturing; a shift in requirements from metals to nonmetals, from inorganics to organics, from natural to synthetic materials, and from distant to local sources of supply.

Before undertaking to present to you a current analysis of copper, I would like to preface my remarks with a few observations that in themselves have a bearing upon commodity reviews in general. Having sat through a large number of such reviews since first joining the A. I. M. E. nearly forty years ago, I have no illusions about the hazards of the undertaking. If a speaker presents a statistical summary of commodity economics for the last year, most of his audience, having already read at least four commodity summaries on the identical subject, either get up and walk out or fall asleep. Should the latter happen, and were the listener to tumble from his chair and break his neck, obviously the speaker is liable. The subject matter seldom lends itself to histrionics on the part of the speaker so dangers of heart attack in the audience are not too great. Therefore the speaker, in order to retain listener interest, resorts to prophecy. Such venture was undertaken long ago by weather soothsayers, the "harouspex" of Ancient Rome, who generally cut up a sacrificial sheep and after staring at the entrails made their predictions which I understand had a batting average somewhat better than those undertaken on Wall Street based upon Dow Jones averages. Not being a licensed harouspex I cannot undertake predictions. I shall, however, fall back upon the experts.

Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada's position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The many unique aspects of the project are given special attention, particularly in the light of the first year of full-capacity operation. The marketing of the products in a highly competitive world market is reviewed, with special emphasis on product evaluation, quality control and the shipping of high-quality products to consumers throughout the world. THE INDUSTRIAL strength and the security of the United States require an adequate, dependable, and continuing supply of raw materials, of which minerals constitute an indispensable segment. With an expanding population, a rising standard of living, and the instability inherent in a constantly changing international situation, the mineral supply outlook is a major national concern. Structures, roads, and machines are built largely of mineral products; the energy to heat the structures and to power the machines is derived mostly from minerals; agricultural out-put is sustained with the aid of mineral fertilizers; and the Nation's economic and military security both are founded ultimately on its ability to obtain and utilize essential metals, nonmetals, and mineral fuels.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

This survey is one of a series of Bureau of Mines publications designed to serve the needs of Government and industry for comprehensive information on mineral commodities and activities. Copper, a versatile metal, has been vital to all civilizations from prehistoric times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability', its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural pur£~ses where formability, permanence, and beaut)" were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity. The copper industry has been able to expand along with the mounting demand because of the ever increasing discovery of resources in the world and advances in mining, metallurgical, and fabricating technologies. World production and consumption rose progressively from about 18,000 tons in 1800 to more than 4.5 million tons in 1960. The estimated world reserve of primary- copper has more than doubled since 1935, being 212 million tons in 1960. Ninety percent of this reserve is credited to eight countries-the United States, Canada, Chile, Peru, the Soviet Union, Poland, Northern Rhodesia, and the Republic of the Congo. The United States share is 32.5 million tons of copper in ore, averaging approximately 0.9 percent. Another reserve being accumulated in the industrial countries of the world is copper products now in use that will eventually be discarded as scrap and become available for recovering secondary copper. In the United States this resource of more than 30 million tons, provides about one-fourth of the annual supply.

Samples of copper-lead concentrates from the mine of Cia Minerals Santander, Inc., a Peruvian subsidiary of the St. Joseph Lead Co. were recently subjected to special analysis. This concentrate was known to contain bismuth which, under some circumstances, might have incurred a smelter penalty. In this case, customers for the concentrate accepted it and requested a higher concentration of bismuth. Although chemical analysis would disclose the presence of the metal, it was not possible with equipment available at the mill in Peru to determine the mode of occurrence in the fine grained ores.

A brief outline of production methods and processes is given to show how maintenance fits into the picture at this plant. The work force, and the tools needed to carry out this function, are then described. Preventive maintenance practices, scheduled annual shutdowns and routine check-downs are explained, especially as related to planning and to the materials and labour involved for a mini-mum downtime. A brief explanation of the materials, sup-plies and spare parts program, as well as the part played by the Stores Department in conjunction with the Maintenance Department, is given. Cost control and equipment expenditure indicators are explained. Some specific examples of maintenance jobs are described in order to show the flexibility of the program. S HERRITT GORDON Mines Limited has been in continuous production, except for the planned downtimes needed for expansion tie-ins, or the annual shutdown check-over periods, since the first shipment of nickel on a commercial basis in July of 1954.

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills.
